To: All Providers of Services to Hunt Oil Middle East Ltd.

Subject: Security Clearance Requirement for Maqlub #1

Hunt Oil Middle East Ltd. (HOME) hereby advises all service providers that prior to working on the Maqlub
#1 project (scheduled to commence this month), all Local National employees of your companies
designated for work on the HOME project at the Maqlub #1 location are required to undergo a security
screening process as outlined below.

HOME has developed this procedure with the guidance of the Local (Kurdistan Region) security
authorities.

Failure to abide by these procedures could result in a delay in the mobilization of your personnel.

1. A Local National Employee is defined as a citizen or resident of the Kurdistan Region of Iraq
and/or the Republic of Iraq who holds a national I.D. card and/or Iraqi passport.

2. An Expatriate employee is defined as a citizen of a country other than the Kurdistan Region
and/or the Republic of Iraq.

3. All service providers should send to HOME the name and contact details of their government
relations representative and/or community relations representative.

a. This information should be sent to Hishyar Bamerni HBamerni@huntoil.com and Karwan

b. Include the representatives mobile phone number(s) and e-mail address.

c. Service Provider should advise HOME immediately if there is a change in the


representative or that persons contact details.

4. All service providers should send HOME a master list of all Local National employees who are
designated for work on Maqlub #1.

a. This information should be sent to Hishyar Bamerni HBamerni@huntoil.com and Karwan

b. The service provider should include Local National employees who might work on
Maqlub #1.

5. Attached is the security screening form which must be completed for each Local National
employee of your company that is designated for work on the Maqlub #1 project.

a. A copy of the employees National I.D. card (Iqama) must be attached to each application
form.

b. Local National employees who will not be staying over-night on the Maqlub #1 work
location and/or who will not be making multiple visits to the location may not be required
to complete the screening application. However, they should carry at all times their
National I.D. card (Iqama).

i. If the service provider is unsure if pre-screening is required for a particular Local


National employee, the service company should contact one of the HOME
representatives listed below for clarification.

c. The service provider should submit the completed application in person (including copy of
Iqama) to the HOME office in Erbil (Empire Complex, Building C-2, 2nd Floor) or by e-
mail to Hishyar Bamerni HBamerni@huntoil.com. Please cc: Karwan Jaff
KJaff@huntoil.com.

6. Expatriate employees of your company undergo a different screening process that commences
soon after (or coincident with) that Expatriates arrival at an airport or land border crossing to the
Kurdistan Region.

a. Expatriate employees of your Company need not complete or submit the attached
application. However, while entering, departing from, or working on the Maqlub #1 work
site they must carry (or have ready-access to) their foreign residency card or their
passport which verifies that they are in the Kurdistan Region legally. This residency card
or passport must be presented upon request of Kurdistan Region security authorities or a
HOME representative on the work location or any of its entry/exit points.

7. HOME reviews all applications it receives from service providers and submits them with a cover
letter to the appropriate Security/Asayish office for review.

a. In some cases the review process can take one to two weeks. Therefore it is necessary
for the service provider to plan ahead so that its Local National employees are screened
and approved before commencement of work activity on the Maqlub #1 work location.

i. In the course of work on Maqlub #1, situations will undoubtedly arise when a
Local National employee is required on short notice or for urgent business. In
such cases, HOME will explain the situation to the Asayish. Such situations
should occur on an exceptional basis and should not be considered normal
procedure.

b. In some cases, the Asayish office may request that a Local National employee appear in
person for an interview. HOME will advise the service provider if a personal interview is
necessary and the venue for this interview.

c. At its option, HOME may request the service providers government or community
relations representative to contact and work directly with the Asayish office to accomplish
the screening process.

d. When a Local National employee passes the screening process, the Asayish issues a
letter of permission verifying that the employee is cleared for work on Maqlub #1.

i. In order to enter the Maqlub #1 work location, the Local National must present
the letter of permission (or copy of the letter) at the entry point.

ii. The Local National employee should carry this permission letter (or a copy of the
letter) or have ready access to this letter while working on Maqlub #1.

iii. At its discretion, HOME may make and retain a copy of the letter at the entry
control point in order to facilitate the entry of a service providers Local National
employees.

8. HOMEs CSR representative in the Ain Sifni Block is Mr. Kamaran Shilly (phone # 0750-469-
6095). His responsibilities include Zelkan Subdistrict which encompasses Maqlub #1.
