BOSTON A Lawrence man was arrested on numerous gun and drug charges, including
trafficking more than 200 grams of heroin, state Attorney General Maura Healey announced
Friday.
The arrest resulted from the largest single search warrant seizure of illegal guns during Healeys
tenure as attorney general, she said.

Besides the heroin trafficking charge, Jos Cutoen, 35, was arraigned in Lawrence District
Court Friday morning on seven counts of improper storage of a firearm, seven counts of illegal
possession of a firearm, three counts of possession of a large capacity feeding device and
single counts of illegal possession of a firearm during commission of a felony, illegal possession
of ammunition and possession of marijuana with intent to distribute.

Cutoen pleaded not guilty and was ordered held on $500,000 cash bail. He is due back in
Lawrence District Court on Nov. 30 for a probable cause hearing.

Cutoen was arrested Thursday night in Lawrence after police, equipped with wiretap and search
warrants, seized seven guns, three large capacity magazines, ammunition, 14 pounds of
marijuana, 400 grams of suspected heroin and $5,000 in cash, Healey said.

Authorities allege Cutoen is part of a major fentanyl trafficking operation that the Enterprise,
Major and Cyber Crimes Division of the Attorney Generals Office has been investigating along
with state police, the U.S. Drug Enforcement Administration and the U.S. Department of
Homeland Security.

Lowell, Lawrence, Haverhill and Peabody police have assisted state and federal law
enforcement agencies in this effort, Healey said.
Authorities arrested 12 other suspects who are allegedly part of the fentanyl trafficking operation
Oct. 27 in a large-scale sweep in Lawrence. They were arraigned in Lawrence District Court on
Monday on various drug trafficking charges.

Police executed search warrants at multiple locations in Haverhill and Lawrence on Oct. 27 and
seized an estimated 600 grams of heroin and fentanyl as well as $21,000 in cash.

This probe is continuing, Healey said. The case is being prosecuted by Assistant Attorney
General Gina Kwon, deputy chief of the Enterprise, Major and Cyber Crimes Division.
