MANAMA: Bahrain is on track to in-
troduce a new tax on tobacco, energy
drinks and soft drinks.
Parliament approved the selective tax
on harmful substances yesterday, de-
spite opposition from some MPs.
The new levies could be introduced
this month, doubling the price of energy
drinks and leading to a 50 per cent in-
crease in the price of soft drinks.
Meanwhile, a 40pc Customs duty pre-
viously applied to cigarettes has been
scrapped and they will instead be sub-
ject to a 100pc tax. It means smokers
who currently pay BD1.400 for a packet
in the shops will soon have to pay BD2.
Twenty-four of 35 MPs present at
yesterdays weekly parliament session
voted in favour of the new Selective Tax
Law, while seven voted against and four
abstained.

declared as choking smog blanketed New Delhi

closure of all primary schools in the worlds most
polluted capital city. The US embassy website said
levels of the fine pollutants known as PM2.5 that

despite a campaign to
derail it.
More than two-thirds of
MPs present for the vote sup-
ported the new sin tax on to-
bacco, energy drinks and soft
drinks hours after parliament
rubber-stamped a GCC agree-
ment on selective tax.
Twenty-four of 35 MPs pres-
ent at yesterdays weekly par-
liament session voted in favour
of the new Selective Tax Law,
while seven voted against and
four abstained.
The selective tax, also
known as excise duty, is being
implemented as part of a GCC
deal that will also see Value

after receiving reassurances
that the government could not
insert other products as taxable
items at a later date, or raise the
tax without National Assembly
approval.
The (GCC Fi-
nance) Ministerial
Committee makes
suggestions, but
we cant add
things like that
or raise the tax in
future without separate legisla-
tion being approved by the Na-
tional Assembly, said Finance
Minister Shaikh Ahmed bin
Mohammed Al Khalifa.
No-one wants to see taxes,
but we were forced to take a
tough decision to avoid even
more difficult decisions.
This new tax will help us
diversify our revenue sources
without damaging the Bahraini
familys budget.
The new tax is being intro-
duced as Bahrain and other
GCC governments seek new
sources of income in the face
of low oil prices, which have
highlighted a need to diversify
economies, make savings and
rethink economic strategies.
It is expected to generate
revenues of BD58m by the end
of next year, BD62m by the
end of 2020 and BD66m by
the end of 2022, according to a
presentation to MPs.
Shaikh Ahmed said the es-
timates were based on current
consumption, but added the
new levy could persuade some
people to give up harmful
products.
In both cases it is good, ei-
ther from a health perspective
or in terms of revenues it will
generate, he said.
He added that cigarettes in
Bahrain would still be cheap-
er than anywhere else in the
GCC.
We will still be the cheapest
in the GCC with BD2 per pack,
which means our market will
continue to appeal to smok-
ers, he said.

Companies Law changes backed

MAJOR amendments to the 2001 Compa-
nies Law got passed by default yesterday
as several MPs opted to skip the weekly
session following Asr prayers.
The Cabinet had presented amendments
to 31 articles to the National Assembly on
October 26 under the urgent tag, giving
parliament and Shura Council 15 days
each to vote on them.
If no vote is taken by parliament before
the deadline on Friday all the amendments
will be considered approved unanimously;
MPs earlier refused to vote to schedule an
extraordinary session tomorrow.
Parliaments financial and economic
affairs committee spent four hours with
Industry, Commerce and Tourism Minister
Zayed Al Zayani last Wednesday to work
out the amendments in line with interna-
tional requirements from the World Trade
Organisation.
The changes related to the set-up of
companies in Bahrain and supervision over
them.
Yesterday, 10 amendments were ap-
proved before parliament chairman Ahmed
Al Mulla called for a prayer break.
Twenty-five MPs were in the chamber
then; only 17 returned after prayers with
the required quorum for the session to re-
sume being 21 out of 40 MPs.
Mr Al Mulla left the chamber in search
of MPs in the lobby, inside toilets and even
in the car park.
However, he returned to announce the
session over and the amendments passed to
the Shura Council in their original format
without parliaments amendments.
At least 10 MPs were seen watching the
chamber proceedings on TV screens out-
side while drinking tea and coffee.

Meanwhile, Dr Isa Turki demanded that
Mr Al Mulla schedule all of parliaments
proposed amendments to current legisla-
tions, new laws and parliamentary propos-
als, which he said would become void au-
tomatically if the government had less than
six months to review them with the term
expected to expire in May at the earliest to
pave way for elections later next year.

would there be at least 50 topics listed ev-
ery week, replied Mr Al Mulla.

posed by MPs pending with me as I review
them and will refer them by the weekend.

before the end of the month if we are to
meet the deadline.

else, why would I refer anything proposed
within a maximum two days of receiving
it. I spend my whole day here personally
reviewing what gets submitted.
Mr Al Mulla told the GDN that he has
never missed a parliament session since
being elected chairman in December 2014
even if on a foreign trip abroad, returning
on Tuesday mornings before the session.
I am never bored from serving the peo-
ple. I sit daily, even on weekends, in office
from 5am until midnight, he said.
About MPs who opted not to return
after the prayers I cant carry them inside;
everyone knows his responsibility and I
know mine as a leader.
First vice-chairman Ali Al Aradi asked
to replace me when he saw I was tired but I
opted to return to resume the session.
When I was forced to end it I went to
my office and signed on the 30-article Se-
lective Tax Law and GCC Agreement af-
ter a second review and submitted it to the
Shura Council.
It is 5.45pm and my night here is still
early and even on official representation
abroad I revise laws and make sure to show
up for the sessions on Tuesdays.

a BD15 monthly fee on expatriate
vehicles for adding to oil-smoke pol-
lution. Expatriates should be allowed
only Jayyid (low quality) not Mumtaz
(high quality) petrol. A BD10 traffic
jam fee should be charged for an
expatriate vehicle involved in any road
accident, flat tyre, fuel exhaustion etc
resulting in its stoppage on the road.
A vehicle, normally, is designed to
carry four passengers plus the driver.
An expatriate wishing to carry more
than four passengers should pay BD10
extra for creating overweight impact on
our roads. Expatriate cars should always
ply on the right-hand lane only. To use
the left-hand fast lane, an expatriate
vehicle should pay BD15 monthly.
Expatriates should park their cars in
designated areas only, to be created in
every block. Expatriate cars should pay
BD10 monthly as a washing fee as the
owners use extra water for washing in
front of their homes.

Woman victim
of botched op
A WOMAN who has been in a coma for the past
two years is the victim of a botched operation, it
has been alleged.
The 57-year-old Bahraini was admitted to
Salmaniya Medical Complex (SMC) for an opera-
tion to remove knots in her thyroid gland.
Doctors initially told her family that the surgery,
performed on February 5, 2015, was successful
before she had to go under the knife again on the
same day following complications.
Lawyer Fatima Al Asfoor, who took up the case
in August this year, said she filed a complaint at
the Public Prosecution last month on behalf of the
victims family.
Following the initial operation, blood was com-
ing out of her mouth and nose. So, on the same day
they took her back to the operation table to perform
a second surgery without informing her husband,
Ms Al Asfoor told the GDN.
The doctor opened up her head and did not
know how to stop the bleeding from her mouth.
The head was open for eight minutes, and he
brought in two other doctors to help him.
During this time there was reduced oxygen
supply to her brain, nor was she receiving proper
blood supply.
Since that day she has been in a coma, said Ms
Al Asfoor, adding that she had filed a complaint at

HIGHER electricity rates have contrib-
uted to increased energy conservation
in the last year, according to a senior
government official.
People are using electrical appli-
ances more efficiently since electricity
and water rates were revised in March
last year and will continue to increase
annually until 2019, as part of austerity
measures adopted by the government to
offset the drop in oil prices.
Electricity and Water Authority
(EWA) distribution and customer
services vice chief executive Adnan
Fakhro said they were working on fur-
ther offsetting energy demand through
mandatory thermal insulation in build-
ings.
The public perception is changing
with the (utility bills) going up, said Mr Fakhro
yesterday.
People are more aware now to use electrical
appliances and water usage efficiently than before
to reduce their bills.
The bills will further shoot up in 2018 and
2019.
From March next year the charges will further
increase, with the electricity tariff for domestic
usage (from zero unit to 3,000 units) increasing
from the present 13 fils to 21 fils per unit, while
the water consumption unit (zero to 60 units) will
increase from 200 fils to 450 fils.
Only Bahraini citizens with more than one
household are obliged to pay the higher rates.
Others in the exempted list include Bahraini
divorcees, widows, single women aged above
21, Bahrainis living in rented accommodation,
Bahraini women married to non-Bahrainis,
non-Bahrainis taking care of Bahraini children
aged below 21 and non-Bahraini heirs.
The new prices are expected to save the govern-
ment BD435.4 million until 2019, with BD290m
being saved from electricity and BD145.4m from
water.

In a report in March 2016, a three-doctor panel
set up to examine the case confirmed the woman
had been in a coma since her operation, breathing
through a ventilator and was being fed via a naso-
gastric tube.
The panel doctors said she was not responding
to any commands to open her eyes but moved her
legs due to severe pain.
Disability
A report concluded that she had suffered 100
per cent disability in her nervous system because
oxygen had not been reaching her brain for a long
time.
They said there was no way she could get bet-
ter, except for a miracle.
Her daughter is in shock and it is a tragic situ-
ation, said Ms Al Asfoor.
However, the National Health Regulatory
Authority (NHRA) said there was no evidence of
medical malpractice in the case.

Mr Fakhro was speaking to the GDN on the side-
lines of a workshop and exhibition on Thermal
Insulation in Buildings which was held at the Elite
Resort and Spa.
It was attended by representatives from different
engineering offices and private companies.
Thermal insulation in buildings has not only
helped reduce emissions but has saved a lot of
megawatt hours, explained Mr Fakhro.
We are achieving an additional saving of more
than 90 gigawatt hours per year, which in turn
translates into a reduction in gas emissions of
about 45 thousand tonnes because of implementa-
tion of the thermal insulation by law.
Capacity
He said the annual energy demand in the country
was increasing to between five per cent and 6pc
per annum.
This is dangerous because every five years we
need to double our present capacity to meet that
demand, he added.
We need more power and its a huge capital
cost.
We need to contribute to rationalising con-
sumption and mitigating the negative effects on
our environment.
Thermal insulation in buildings helps reduce

According to the probe panels report on
March 10, 2016 there was no evidence of negli-
gence or medical malpractice, said a statement.
What happened to the patient was the result
of complications which can happen in such cases.
The patient suffered from diabetes and high
blood pressure.
She also did not reveal that she had undergone
a craniotomy in Saudi Arabia in 2009 to remove
a tumour from the prefrontal cortex of the brain.
On February 5, 2015 she went in for surgery to
remove knots in her thyroid gland. The operation
was successful apart from minor bleeding from the
nose when the doctor put in a thermometer.
However, later that night at 11.30pm the
patient suffered a swollen neck and a blood clot.
Ninety minutes into the second operation she
fainted and had no pulse.
However, doctors revived her and carried out
the operation due to her medical condition; she had
signed an authorisation paper while her husband
had refused.
After the operation attempts to take her to
the intensive care unit failed due to lack of beds.
Therefore, she was taken to the step-down unit
while her situation was stable.

In Bahrain, thermal insulation materials should
be used for roofs and walls of all buildings which
require air-conditioning, according to a law issued
in 1999.
Power consumption spikes in the country every
July and August, but due to usage of energy effi-
cient products and nationwide campaigns author-
ities have managed to reduce the consumption to
5pc this year compared to the previous 9pc, the
GDN learnt.
The challenge for us is the old buildings that
do not have thermal insulation which results in
higher power consumption, EWA electricity
conservation section general engineer Hussain
Mohammed.
The EWA introduced mandatory thermal insu-
lation programme for buildings above four storeys
in 1999 that has resulted in large electricity sav-
ings.
To tackle the issue additional measures were
being enforced such as conservation campaigns
covering 16 four-star hotels to help reduce their
electricity and water consumption by 3pc.
Our teams visit several industrial sites, com-
panies and schools to encourage energy savings,
added Mr Mohammed.

Arafat, the leader
I knew...

T
hirteen years ago, I published my first ar-
ticle in a major US newspaper, San Diego
Union Tribune. It was unwittingly pub-
lished on the same day news came out of Paris
that Yasser Arafat had passed away. The article
wasnt meant to be a eulogy but to introduce
Arafat and his cause to readers who rarely read
a Palestinian view point in the Zionist con-
trolled US media.
The article was about the first time I met
Yasser Arafat in February of 1973. In the early
morning hours of the previous night, I was
jolted from my sleep by the rattle of guns and
thunderous booms. Israeli commandos land-
ed at the sea shores of a defenceless sleepy
Palestinian refugee camp in north Lebanon.
The Israeli military target was a vacant com-
munity clinic, but for a lonely sleeping un-
armed night guard.
The public health centre serving the poor
was just metres from our home. The building
structure was blown up over the unarmed
guard. Israeli media spin which was reported
by BBC, described the raid on the clinic in Nahr
el Bared refugee camp as a pre-emptive strike
against a military target.
The next day and while I played with other
children on the small dirt road, two speeding
jeeps headed in our direction. The vehicles
swerved towards the heap of concrete, brakes
squealed, tyres skidded and dust billowed in
the air.
The back doors flung wide open before the
car stopped completely. Two men jumped out
of the vehicle and ran along its side. A short
man dressed in his trademark Kufiah, emerged
from the swirling dusts hovering over the jeep.
We immediately recognised him as the
leader of Fatah organisation, Abu Ammar, as
he was commonly known. I, along with other
children gathered around him to shake his
hand. He was very gracious, and in no time, a
large crowd from the neighbourhood started
to congregate and to chant We sacrifice our
blood and soul for Abu Ammar. Abu Ammar
led another chant, We sacrifice our blood and
soul for Palestine.
He was very young at the time, and full of
energy, unlike the last public photo of the
feeble old man embarking on the helicopter
for his trip to a Paris hospital. He died less than
two weeks later.
Arafat lived a life of contradictions. Under
his leadership, group of Palestinian intellec-
tuals acquiesced to abandon their conflicting
ideologies to form a national movement for
the liberation of Palestine. He is credited with
conceiving an ingenious simple idea called:
National Liberation. This philosophy gave birth
to a powerful political and military organisa-
tion, harakat Fatah.
Shortly thereafter, Fatah seized leadership
of the Palestine Liberation Organisation (PLO).
Inspired by the same National Liberation phi-
losophy, the PLO grew more independent and
like Che Guevara beret, Arafats Kufiah became
a new symbol for revolution.
Subsequently, Arafat addressed the UN
General Assembly in 1974 and for the first
time, the world had a chance to hear directly
from the leader of Palestine. Following his UN
visit, more nations recognised and established
PLO offices in their capitals than have recog-
nised the state of Israel.
Arafat led the Palestinians with strong hand
and was unwilling to share power. To the
chagrin of many Palestinians and Arab gov-
ernments alike, Arafat accentuated Palestinian
nationalism over pan-Arabism and secularism
over religion.
Irrespective of whether one would agree or
disagree with Arafat during the many tumul-
tuous years of his leadership to the PLO, and
later the Palestinian Authority, Arafat became
an icon of his peoples struggle for statehood.
On the 13th anniversary of his death, Arafat
shall be remembered as a master tactician who
left short of liberating his people from a ma-
licious occupation. Israels intransigence and
confiscation of land for the benefit of Jewish
only colonies undermined the Oslo Agreement
and stripped Arafats ability to transform the
National Liberation philosophy into nation
building.
Arafats strong leadership qualities left
behind much more to be desired in Palestine,
today.

A MAN jailed for killing his cousin
during an argument has won the right
to a retrial based on a court error.
The 28-year-old Bahraini was sentenced
to three years behind bars by the High
Criminal Court in April last year.
He lost an appeal last November, but the
Cassation Court Bahrains highest court
has now ordered a full retrial due to a mis-
take in both court rulings.
Judges wrongly stated the defendant
struck his victim, Abdulaziz Khairi, over
the head with a brick even though the
allegation was never made by prosecutors.
The defendant was actually accused of
pushing the victim, who suffered a fatal
blow to the head when he hit the floor.
Lawyer Abdulrahman Ghunaim, who is
representing the accused, argued there was
no evidence his client used a brick to strike
the victim.

There was no evidence the defendant
attacked the victim with a brick, which
was written in court verdict documents,
he said.
Prosecutors previously said the pair got
into a fight over a text message.
The defendant told investigators he
pushed his cousin, also 28, to the ground
causing him to smash his head on the pave-
ment after the victim attacked him with
a wrench.
He said the fight started because of a text
message he sent to the victim, accusing Mr
Khairi of abandoning his wife when she
was admitted to hospital following a car
accident.
The defendant said Mr Khairi initially
ignored his phone calls, but then became
angry at the text message.
The victim was known for being short
tempered and he attacked the defendant
while high on drugs and after drinking al-
cohol, claimed Mr Ghunaim.
He also claimed the victim suffered a
heart condition, which contributed to his
death.
The victim attacked the defendant using
a wrench and he died due to exerting ex-
tra energy when assaulting my client, he
claimed.
He (the victim) used methamphetamine
and his heart could not handle the physical
effort he committed.
Therefore I requested the Cassation
Court to send the case back for retrial due
to the error in court verdict documents.

A HUNDREDFOLD increase has been

The amount of general cargo handled

profit rises 9.1pc

MANAMA: Bahrain Duty Free Shop
Complex has posted an increase of 9.1
per cent in net profit for the nine months
ended September at BD5,860,058,
compared with BD5,370,744 for the
same period last year.
A statement said sales also grew 9pc to
BD23,467,221 compared with prior years
sales of BD21,524,861.
Shareholders equity as of September
stands at BD49,689,919 compared with
BD50,771,096 last year and earnings per
share rose 9.1pc to 41.19 fils compared
with last years figure of 37.75 fils per
share.
In the three months ended September,
sales were BD8,387,547 compared with
BD7,667,795 last year which represents an

increase of BD719,752 or 9.4pc.
Net profit of BD2,245,336 recorded an
increase of 10.5pc compared with prior
year quarter.
Chairman Farouk Almoayyed announced
following a meeting of the board of direc-
tors yesterday that financial results for the
nine months ended September had been
approved.
The companys managing director
Abdulla Buhindi said profits from invest-
ments amounted to BD1,624,818 as against
BD1,542,972 last year, representing an
increase of BD81,846 or 5.3pc.
The investment portfolio increased by
19.9pc during the year and now stands at
BD38,904,812.
He added that the upgrade of all shops in
the departures area had a direct impact on
the increase of sales during the year.
The company remains focused on
delivering first class customer service and
unique shopping experience for custom-
ers, he added.

Property market to remain stable

MANAMA: Bahrains property
markets are still under pressure
from a general weakness in de-
mand, but there remain pockets
that continue to outperform, finds
the latest assessment from a lead-
ing real estate consultancy.
Cluttons Bahrain Property
Market Outlook Winter 2017/18
released yesterday sees a period
of stability ahead in the residen-
tial space after rents retreated
across the board at the start of
the year.
Average rents across the coun-
try firmed during third quarter
(June to September) however
rents have dipped by 11 per cent
over the last 12 months.
The performance of rents in
general across Bahrain has been
further compounded by weaker
than normal levels of demand as
slower economic growth takes
a toll on the rate of job creation
and, therefore, overall demand
for rented accommodation, says
Cluttons head of Bahrain and
Saudi Arabia Harry Goodson-
Wickes.

mind, our central view is that
the residential rental market in
Bahrain is likely to remain sta-
ble for the remainder of 2017,
following the steep corrections
recorded so far this year. We
expect 2018 to see a continuation
of stability, as the market absorbs
the falls registered this year. This
is, of course, predicated on the
residential market being exempt
from any form of VAT.
The report says retail is play-
ing a central role in helping var-
ious areas in the kingdom realise
their full potential, with residen-
tial tenants being drawn to areas
that offer high levels of retail
penetration.
Including the newly opened
The Avenues, Cluttons expects
78,015 sqm of new retail space to
be delivered across Bahrain this
year, increasing to approximately
93,000 sqm in 2018 and a further
455,000 sqm by 2020.
Developers confidence is
reflected in 21 retail schemes
spread across 1.05 million sqm,
being developed at a cost of more
than BD277m, all due to com-
plete between now and the start
of 2020.
Retail remains a significant
area of growth in Bahrains prop-
erty sector and the renewed con-
fidence amongst occupiers and
developers is reflected in the fact
that retail rents across all loca-
tions we monitor have remained
stable over the last six months,
says Cluttons head of research
Faisal Durrani.
While our expectation is for
rents to remain firm this year,
the retail market is expected to
remain a bright spot in the prop-
erty market. Next year is like-
ly to see rental rates remaining
firm once more as more supply
comes online to match anticipat-
ed demand.
According to the report,
demand for office space remains
lacklustre and static, with rents
for both fitted and shell and core
space remaining stable since the
start of the year.
This is in part linked to the
sharp rent corrections that have
been recorded since 2010; shell
and core space is down by rough-
ly 40-70pc, while rents for fitted
space are down by a third to half
over the same period.
While overall demand remains
weak, start-up businesses are
active in the market, many of
which have been supported by
the Tamkeen initiative.
According to Mr Durrani,
sharp corrections that have
occurred in recent years have
driven rents to all time lows in
many locations and so the pros-
pect of any further drops remains
unlikely, at least in the near term.
This is why our view for
2017 is for flat growth, whereas
2018 may well see further falls
in headline asking rates should
VAT be imposed on the commer-
cial office market, as is the case
elsewhere in the GCC, he adds.

LONDON: European shares pulled
back from two-year highs yes-
terday as heavyweight defensive
sectors dropped and some earnings
reports disappointed, though oil
stocks were a bright spot.
The pan-European STOXX 600
index reversed earlier gains to end
the session 0.5 per cent lower, af-
ter trading at its highest level since
August 2015 over the past few
days. The DAX ended the session
down 0.7pc after hitting a new
high.
Falls among health stocks and
large consumer staples such as
Nestle and AB Inbev weighed
most. These sectors are sensitive
to movements in the dollar, which
rose.
A number of disappointing earn-
ings updates also put a dampener
on sentiment.
BMW fell 2.8pc after its
third-quarter earnings fell 5.9pc,
near the low-end forecast in a poll,
due to upfront costs for new tech-
nologies and models.
Chipmaker Dialog Semiconduc-
tor dropped 5.7pc following a cau-
tious outlook for the fourth quarter.
Also under pressure after their
updates were shares in Danish
shipping group A P Moller Maersk,
Siemens Gamesa and London-list-
ed security group G4S, all down
between 4.7 and 7.1pc.
However, German lighting mak-
er Osram saw its shares reverse
losses to end 5.7pc higher, the top
STOXX gainer, after the market
looked beyond the firms modest
2018 forecast to its plans for future
growth.
Imperial Brands also nudged
0.5pc higher. The company report-
ed full-year sales roughly in line
with expectations, helped by an
improvement in the second half,
and announced it would expand its
efforts in the vaping market.
In spite of yesterdays disap-
pointing updates the earnings sea-
son in Europe is progressing well
with more than 60pc of MSCI
Europe companies having already
reported results. According to
Thomson Reuters IBES data, 56pc
of them have beaten analyst expec-
tations and 9pc were in line.
The STOXX 600 is up 9.2pc so
far this year, while the DAX is up
16.5pc.
Despite a positive start, Brit-
ains FTSE 100 ended the session
down 0.65pc, roughly in line with
European peers and as most sectors
traded in negative territory.
Associated British Foods, which
owns the Primark fashion chain
as well as major grocery and agri-
culture businesses, fell 3.6pc after
the CEO said sugar profits would
fall in 2017-2018 due to lower EU
prices.

maker Huawei has announced the

During the official unveiling at
the Four Seasons Hotel Bahrain
Bay, a company spokesman said
the Mate 10 series goes beyond
smart, using AI to make the device
so intelligent that it completely
changes smart applications and
delivers a faster, stronger and
seamless experience.
The Mate 10 series features
the new HiSilicon Kirin 970 chip,
which comes with not just a graph-
ics processing unit, but also a neu-
ral processing unit (NPU) the
brain powering its AI capabilities.
The NPU allows the devices
to perform 25 times faster and
50 times more efficiently than a
standard CPU.
The NPU also enables more
