Appendix 1: Funding requirements

The sponsorship of a project in this programme will take the form of a private law contract (full financ-
ing) between the DAAD and the German university (funding recipient), and is subject to the availability
of sufficient budgetary resources.
As far as the Pakistani partner is concerned, participation of an alumnus/alumna of the extensive
scholarship programme of the Higher Education Commission (HEC) of Pakistan is generally required
to be supervised by the DAAD. This must be explained in the application. Any exceptions must be ex-
plained to the DAAD in detail.

Expenses eligible for funding

I. Mobility funding:
Travel and visits undertaken by persons employed by German universities (professors and ac-
ademic staff as well as academic and student assistants) are reimbursed exclusively under the
German Federal Travel Expenses Act (Bundesreisekostengesetz BRKG) (second class rail
tickets, economy class flights).
For all other scholarship holders (project participants), mobility funding is fundamentally based on
funding rates (travel cost allowances, subsistence allowances and scholarship funding for graduates)
according to an agreement with the German Federal Foreign Office and the German Federal Ministry
of Education and Research (BMBF). The travel cost allowance covers all additional costs related to
the journey. These include visa charges, health certificates, vaccinations, luggage charges and lug-
gage insurance for example.

Visit allowances include daily allowances, accommodation allowances, costs of health, accident and
liability insurance and all other local transport costs. Persons responsible for the project are required to
ensure adequate insurance coverage for all project participants for the duration of the stay at the re-
spective partner institution. The DAAD also offers insurance policies via the portal (https://por-

Information regarding journeys to Pakistan: Current travel and security information (partial travel warn-
ing) by the German Federal Foreign Office must be taken into account when travelling to Pakistan.
Journeys to Pakistan are fundamentally conducted at the traveller's own risk.

II. Material funding in Germany/abroad:

Up to 3,000 per funding year are generally available to cover the costs of teaching and study materi-
als (textbooks and specialist books, software, specialist media, printing and copying, translation, etc.)
as well as consumables required for the purpose of organising conferences, workshops or semi-
nars as well as research and study visits.
Up to 3,000 per funding year is available to cover the cost of materials for field exploration.
Up to 10,000 for the first two-year sponsorship period of the research project can be applied for from
DAAD funds in order to purchase project-specific equipment for the Pakistani partner institute (e.g. for
lab equipment). This is subject to the assumption that associated follow-up costs (e.g. maintenance
and repair costs, consumables, etc.) will be met by the Pakistani partner institute.

III. Personnel resources:

DAAD funding for temporary employment of student assistants and academic assistants for project-
related work (e.g. for preparation of the media described above and organisation of events as well as
for tutorials and other project-related administrative activities) can be applied for at the German univer-
sities. The cost of employing project coordinators and/or project assistants may also be funded on the
German side. Student assistants may be supported for a limited period of time at the Pakistani univer-
sity.

Expenses not eligible for funding

The following cannot be funded: catering, interpreters, presents for hosts, charges for participation at
trade fairs, seminars and conferences as well as fees, individual measures which already receive
funding from other sources (e.g. DFG, BMZ, GIZ) and/or the DAAD (ban on double grants), travel for
solely representative purposes without any specific academic relevance, scholarships which exclu-
sively serve individual progression and have not been awarded as part of a partnership project.
