Topsoil Stripping/ Bund Relocation Method Statement

This topsoil stripping method statement and bund relocation method statement has been
produced to meet the requirements of planning permission 049617, conditions 9, 11, 12 and
21 granted on 28th March 2013.

Condition 9 states:

Prior to the construction of the permitted screen bund on the eastern boundary, a
method statement for stripping and storage of soils, including stockpile locations shall be
submitted to the Local Planning Authority for written approval. Soil stripping, movement
and storage shall be carried out in accordance with the approved scheme.

Condition 11 states:

Prior to the relocation of the existing screen bund on eastern boundary, a method
statement detailing how the bund will be moved shall be submitted to the local planning
authority for written approval. The relocation of the existing bund and placement of
materials shall be carried out in accordance with the approved scheme.

Condition 12 states:

Prior to the relocation of the existing screen bund on the eastern boundary materials
contained within the existing bund shall be samples and tested, and results of testing shall
be submitted to the Local Planning Authority. Should the tests indicate that the material is
harmful or hazardous, appropriate remedial action shall be taken, and a method statement
shall be agreed in writing with the Local Planning Authority prior to its relocation.

Condition 21 states:

Prior to the construction of the permitted screen bund on the eastern boundary of
the site, an arboricultural method statement , including root protection measures shall be
submitted for written approval to the Local Planning Authority. . Works shall be carried out
in accordance with the subsequently approved aboricultural method statement.

Methodology

Drawing number GS/14/A (Appendix 1) shows the location of the existing screening mound
on the site and the area to be stripped of topsoil.

It is proposed to strip the topsoil as shown in Drawing GS/14/A. The topsoil will be stripped
to the east and north of the working area and will be undertaken first. It is believed that
topsoil in this area is poor and shallow in depth (<150mm).

Topsoil will be stripped using an excavator and dumper and placed in a temporary bund
running parallel with the hedge line on the eastern part of the bund and in a temporary
bund in the northern part of the bund. This stockpile will provide the benefit of meeting the
exclusion zone requirements of 2 metres as per the recommendations of the arboricultural
method statement (Appendix 2). The temporary topsoil bund will be formed using an
excavator in to steep sides to ensure surface run off from rain fall, the bund surface will be
compacted using the bucket of the excavator to prevent ingress of rain fall and
deterioration of the topsoil. Topsoil stripping will take place in accordance with condition 10
of planning permission 049617.

Once the topsoil has been stripped it is proposed to move the existing bund on to the bare
ground using an excavator and dumper or tipper wagon. It is proposed to work the northern
area of the eastern bund first to achieve the permitted formation levels and will be restored
fist. This will act as a screening bund for works on the southern part of the eastern bund
which is where the majority of work will be undertaken. The soil from the existing bund was
sampled on 20th June 2013 in 3 spots equating to approximately 50 metre centres. A full
analytical contamination suite was undertaken by Alcontrol Laboratories (Appendix 3).

A review of the analysis shows that there were no asbestos fibres detected. Analysis was
compared with the thresholds in Kelly Indices and ICRCL. This showed that there was no
contamination apart from Location 3 for lead which had a value of 550 mg/kg. When
comparing this against the Kelly Indices, values of 500 to 1000 would be regarded as
showing slight contamination. When comparing and using ICRCL a threshold of 500 mg/kg is
in use for soil used in domestic gardens, however a threshold of 2000 mg/kg is permissible
for parks, playing fields and opens space, which is the intended after use. Also the material
from the eastern bund will not be the surface layer as this will be topsoil.

Once final levels have been reached in the eastern bund then the topsoil will be placed back
on top of the overburden to provide the growing media for planting. Care will be taken
during the placement of topsoil to ensure that the structural integrity of the topsoil is not
lost. The topsoil will be placed using an excavator and possibly dumper. It is intended that
most of the topsoil be placed using an excavator pulling the topsoil back up the slope from
the temporary bund running parallel to the hedge line. Any shortfalls in topsoil due to the
creation of a profile with a larger surface area will be made up using topsoil produced on
site.

Planting of the final topsoil layer will take place in accordance with planning condition with
conditions 18 and 19 of permission 049617.

1 Introduction

1.1 Site overview

1.1.1 This arboricultural method statement has been prepared in response to a condition
on a planning permission granted by Flintshire County Council for the construction of
a waste transfer building at Old Bridge Inn, Padeswood Lake Road, Padeswood,
Mold, CH7 4JD. (Condition no. 21 on planning application reference no. 049617). It
specifically concerns the protection of trees during the regrading of a slope that will
provide a visual screen when viewed from the east (see the study area of this report
outlined in Figure 1), and is devised in accordance with the guidance given in
BS5837:2012.

1.1.2 No detailed arboricultural survey is available, so a site visit was carried out by Simon
Cope on the 20th of June, 2013, to enable an assessment of the status of the trees. As
a result of this assessment, the trees currently standing within the affected area of
the site have been classified into four groups (see Figure 1):

Group 1 - Naturally-regenerated, native broadleaf species that are scattered across the
eastern slope of the existing bund and some areas immediately adjacent to it.
These include Goat and Grey Willow (Salix caprea and S. cinerea), Hawthorn
(Crataegus monogyna), Sycamore (Acer pseudoplatanus) and naturalised Wild
Plum (Prunus domestica).

Group 2 - Exotic species that have been planted, comprising a group of four Scots Pines
(Pinus sylvestris) at the northern end of the bund.

Group 3 - A long-established hedgerow along the eastern boundary of the site, made up
of native broadleaved shrubs and trees, including Blackthorn (Prunus spinosa),
Hawthorn, Elder (Sambucus nigra), Hazel (Corylus avellana) and Wych Elm
(Ulmus glabra).

Group 4 - Two Downy Birches (Betula pubescens), situated near the south-eastern
corner of the study area. These are mature specimens which make a
moderately significant contribution to the landscape and wildlife value of the
site.

1.1.3 A restoration and aftercare scheme has been prepared (Creative Landscape, 2011),
and this outlines the proposed eventual planting scheme for the site. The relevant
area of the restoration masterplan is shown in Figure 2.

1.2 Authors qualifications

1.2.1 Since gaining a Distinction in the Royal Forestry Society Certificate in Arboriculture in
2000, I have provided arboricultural consultancy for a wide range of professional and
domestic clients. I am an associate member of the Arboricultural Association, and
follow their best practice guidelines in all aspects of my profession.

1.2.2 I am also a highly-trained ecologist and my knowledge and experience of British


wildlife, including holding licences for statutorily protected species, along with my
considerable experience as a working arborist (since 1998), significantly enhance my
ability to provide well-informed, practical arboricultural advice.

2 Arboricultural implications assessment

2.1 The trees in Groups 1 and 2 are of relatively small stature and low amenity and/or
wildlife value (BS5837 Category C). If the proposed groundworks are carried out as
planned, it will not be possible to preserve these trees, so no specific tree protection
measures are described for them in this report (although the general arboricultural
recommendations do apply).

2.2 The restoration and aftercare scheme report has proposed a strip of woodland
planting along the top of the re-graded bund, and this planting would constitute
suitable compensation for the loss of the Group 1 and 2 trees. The report also
includes details of the intended species composition and other specifications for
successful establishment, although the owner has expressed a preference for not
planting large species such as Pedunculate Oak (Quercus robur), Ash (Fraxinus
excelsior), Scots pine and Norway Spruce (Picea abies) which would be acceptable
from an arboricultural point of view.

2.3 The Group 3 hedgerow has not been trimmed with a flail and has been allowed to
grow to a fairly mature state. As such, and given the context of the surrounding
landscape, it is judged to have moderate quality in terms of amenity and wildlife
value (BS5837 Categories B2 and B3).

2.4 In order to preserve the integrity of this hedgerow, it will be necessary to establish a
Construction Exclusion Zone (CEZ) around it. The size of this CEZ is based on the size
of the Root Protection Areas (RPAs) of the plants that make up the hedge, which in
turn is based on their measured stem diameters, in accordance with guidance given
in BS5837:2012.

2.5 It is not clear whether the Downy Birches in Group 4 will be affected by the
proposed groundworks. They have been classed as Category B trees and have
therefore been included in the CEZ as a precaution.

3 Arboricultural method statement

3.1 General arboricultural recommendations

All tree surgery should be carried out to BS3998:2010 by suitably qualified and
experienced personnel.

All nesting birds and their nests are legally protected from harm or disturbance. This
means either that all potentially damaging works to trees that may harbour nesting
birds should be postponed until after the nesting season (March to August inclusive),
or a suitably qualified ecologist should survey the area before works commence to
confirm that no nesting birds are present.

No access facilitation pruning is necessary.

3.2 Measures for the protection of retained trees

3.2.1 If possible, exclude all site traffic (vehicular and pedestrian) and works from the
Construction Exclusion Zone (CEZ) shown on the Tree Protection Plan in Figure 3.
The exact dimensions of the CEZ are given in Table 1. This exclusion can be achieved
by the erection of barriers, which should be fit for purpose and maintained upright
and complete, e.g., chestnut paling supported by fencing stakes of an appropriate
size and spacing. The CEZ should not be used to stockpile materials and store
machinery during the development.

3.2.2 If the passage of some site traffic over the CEZ cannot be avoided, ground protection
should be installed as follows: i) pedestrian traffic - a single thickness of scaffold
planks on top of a compressible layer laid onto a geotextile, and; ii) vehicular traffic -
the ground protection should be formulated by a suitably qualified person using a
no-dig design to accommodate the likely loading, e.g., CellWeb (http://www.
geosyn.co.uk /products/cellweb-trees.asp?product_id=21) or Treeguard
(http://www.civilsandlintels.co.uk/Products/Geotechnical-Ground-Engineering/
Treeguard/). Where the new access would cover more than 20% of the relevant RPA,
or be wider than 3m within the CEZ, it should be constructed so as to allow moisture
infiltration and gaseous diffusion.

3.2.3 Ground levels should not be lowered within the CEZ. If levels must be raised, the fill
should be a granular material that does not inhibit vertical gaseous diffusion.

3.2.4 New impermeable surfaces within the CEZ should be restricted to a maximum width
of 3m and situated tangentially to one side of a tree only, or confined to an area no
greater than 20% of the relevant RPA, whichever is the smaller.

3.2.5 Excess water in the CEZ should be avoided. The adjacent landscaping works,
although outside the CEZ, should promote drainage away from the trees to prevent
ponding and water-logging.

3.2.6 Use no-dig, trenchless excavation techniques for the installation of underground
services within the RPA where possible. As a last-resort alternative to machine-cut
trenches, hand-dig a trench along the shortest distance across the relevant RPA.

3.2.7 Any excavations which have to be undertaken within the CEZ should be carried out
carefully by hand or by using an air-spade, avoiding damage to the protective bark
covering larger roots. While exposed, these roots should be wrapped in dry, clean
hessian sacking. Any roots smaller than 25mm diameter may be pruned back,
preferably to a side branch, using a sharp cutting tool such as secateurs, loppers or a
handsaw.

3.2.8 Roots larger than 25mm should only be severed following consultation with an
arboriculturist. Prior to backfilling, any hessian wrapping should be removed, and
retained roots should be surrounded by sharp sand (not builders sand) before soil or
other material is replaced. This material should be free of contaminants and other
foreign objects potentially injurious to tree roots.

4 Schedule of work

4.1 No set dates are included in the following schedule, but the order of events should
be adhered to, as follows:
1. Installation of tree protection measures;
2. Tree removal;
3. Major ground-works;
4. Final landscaping and the establishment of the new plantings;
5. Removal of tree protection measures.
