Literature review

In the previous Hyogo framework for Action (HFA) and prevailing Sendai
Framework for Disaster Risk Reduction (SFDRR) , an early warning system is
conceived be a complex, multidimensional tool, focusing multi-hazard
phenomenon with sound scientific basis, supported by institutional and
technological instruments and encompassing peoples centred approach. One of
the seven targets of SFDRR is to substantially increase the availability of an
access to multi-hazard early warning system and disaster risk information to the
people by 2030. For the formulation and functioning of multi-hazard early
warning system, engagement from all sectors of society in required . SFDRR
advocates inclusion of gender , age, disability and cultural perspective in policy
and practice. Women and youth leadership is encouraged, and the decision
making process is meant to be inclusive and risk informed.
Similar to SFDRR, the two other post -2015 global agreements namely the 2030
Agenda for Sustainable Development and Paris Agreement on Climate Change
calls for strengthening the global capacity to reduce risk, increase resilience and
adapt to climate change. For example the target 3.d of Sustainable Development
Goals (SDGs) focuses on strengthening the capacity of all countries in particular
developing countries, for early warning. The Paris Agreement on Climate Change
demonstrates the importance of including climate change into the design of
early warning system to make it futuristically efficient. Hence development of
state-of-the-art multi-hazard early warning system is critical for all countries,
societies and communities in order to counter the exiting risks and to mitigate
future challenges imposed by natural disasters.
