1. SCOPE

1.1 NIOEC Specifications cover the general requirements for detailed engineering,
procurements, testing inspection & construction of refinery/ oil plant, distribution depots,
pump stations and pipelines.

1.2 This Specification covers the minimum requirements for the sizing, design, material,
manufacture, inspection, testing and supply of centrifugal fans that are in continuous duty
on process units heaters and boilers.

1.3 This Specification supplements the data sheets for individual fan on which the operating
conditions and special requirements are listed in detail. Whenever the data included on the
individual data sheet conflicts with the provisions of this general Specification, the former
shall govern.

1.4 Compliance with the provisions of this Specification does not relieve the
Vendor/Contractor of the responsibility of furnishing fan and auxiliary equipment of
proper design mechanically suited to meet operating guarantees at the specified service
conditions.

2. REFERENCES

Throughout this Specification the following dated and undated standards/ codes are referred to.
These referenced documents shall, to the extent specified herein, form a part of this
Specification.
For undated references, the latest edition of the referenced document (including any
supplements and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in dated references that occur after the cited date shall mutually be
agreed upon by NIOEC and the Vendor/Contractor.

3. UNITS

International system of units (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.

4. DEFINITION & TERMINOLOGY

Employer: National Iranian Oil Engineering and Construction Company (NIOEC).

Contractor: The person, firm, Company or consortium whose tender has been accepted by the
Employer or legal successors in title to such person.

Purchaser: National Iranian Oil Engineering & Construction Company in cases where this
Specification is part of a direct purchase by National Iranian Oil Engineering & Construction

Company: In cases where this Specification is part of Contract Documents, "Purchaser" means
the Contractor.

Vendor: The manufacturer's from which the equipment is to be purchased.

5. DESIGN

5.1 General

5.1.1 Fans, drivers and accessories shall be suitable for outdoor, unprotected installation
with ambient temperature range as shown on the data sheets. All equipment
supplied by the Vendor shall be designed and constructed for a minimum service
life of 20 years and at least 3 years of uninterrupted continuous service of full load
duty at the specified operating conditions including start up and shut down.

5.1.2 Unless specified otherwise, the suction and discharge pressure indicated in the data
sheets shall be regarded as static values, measured at manufacturer battery limit
flange. Accordingly, the Vendor, when selecting the proper fan, shall take into
account the pressure drop of the accessories (filters, silencers, expansion joints,
etc.) included in his scope of supply.

5.1.3 Unless otherwise specified performance curves shall have a continuous rising
pressure characteristic from the rated point to 60 percent or less of the rated flow.

5.1.4 Overhung fans are not acceptable generally but may be considered for capacity less
than 1000m3/hr. In the mentioned case overhung impellers shall have provision for
supporting the rotor during bearing maintenance.

5.1.5 The rated speed of the fan shall not exceed 1500rpm for forced draft fans and
1000rpm for induced draft fans (1000 RPM for forced draft fans of boilers), unless
otherwise agreed upon for special applications.

5.1.6 Induced draft fans shall be mechanically designed for operation at least 40C
above maximum specified inlet gas temperature.

5.1.7 For forced draft fan, the entire inlet stack arrangement, including silencer(s) and
transition piece(s), if any, shall be provided by the fan Vendor, unless otherwise
specified. The air intake shall be 15 feet (5.7m) minimum above rotor Centerline.

5.1.8 The equipment furnished by Vendor shall conform to the noise level requirements
of NIOEC-SP-47-10.

5.1.9 The first critical speed shall be at least 120 percent of the maximum continuous
speed. The Vendor shall provide a critical speed analysis for the model being
offered.

5.1.10 During the shop test of the assembled machine operating at maximum continuous
speed, the maximum allowable unfiltered double amplitude of vibration in any
plane measured on the bearing housing shall not exceed the value calculated from
the following equation:

Where: RPM= maximum continuous speed, in revolution per minute.

5.1.11 All equipment shall be designed to permit rapid and economical maintenance.

5.1.12 Cooling water system Specification shall be specified on data sheet. The system
shall be designed for complete venting and draining.

5.1.13 Fan components and accessories shall be designed to withstand all loads and
stresses during rapid load changes, such as across the line starting of motor,
drivers, failure of damper operator and sudden opening of damper.

5.2 Impeller and Shaft

5.2.1 Welded construction of the fan wheel is preferred. In case of welding construction,
continuous welding is mandatory. Shrouds, back plate, and center plate shall be of
one-piece construction.

5.2.2 On induced draft fans, corrosion-resistant shaft sleeves shall be provided. After
assembly of the shaft, mechanical run-out on shaft sleeve in the seal area shall not
exceed 25 micrometers. Sleeve shall extend at least 10mm (4inch) in to the fan
housing.

5.2.3 Impeller shall have solid hubs, be keyed to the shaft. Cast iron, nodular iron and
hollow hubs are not acceptable.

5.2.4 The wheel and shaft assembly shall be dynamically balanced.

5.2.5 Fan blade design preferably shall be backward curve, non- overloading horsepower
characteristic type.

5.3 Shaft Seals

5.3.1 Sealing devices shall be provided at shaft opening in the housing to minimize
leakage from or into fans over range of spec. operating condition and during
idleness. Seals shall be designed to permit replacement from outside the housing
without disturbing or dismantling the shaft or bearings, ductwork, piping or the fan
housing. Sealing devices (close clearance, lip seal, labyrinth, etc) shall be agreed
with Vendor before order.

5.4 Housing

5.4.1 The fan housing shall be of welded, split design for rotor removal without
dismantling the ductwork or piping. Continuous welding is requested. Adequate
stiffeners shall be provided to form a rigid housing free of structural resonance and
to limit vibration and noise.

5.4.2 The fan shall be provided with at least one inspection opening with adequate size
of bolted and gasketed construction to permit wheel inspection. (Allow access to
the impeller.)

5.4.3 The fan housing and inlet boxes shall be provided with a low point flanged drain
connection 1 inch size minimum for high temp. services, drainpipe and flange shall
be carbon steel of sch. 80 min, in case of stainless steel casing, it shall be stainless
steel of sch. 40 min.

5.4.4 The fan housing shall have removable insulation and metal jacketing when the
surface temperature exceeds 71C. Jacket surface temperature shall not exceed
71C. Lugs or anchors for heat insulation shall be provided on the external surface
of the casing.

5.4.5 When specified hinged door shall be provided to allow insertion of a nozzle for
steam or water washing of the fan internals.

5.4.6 Suction and discharge connections shall be furnished by Vendor, if pipe is used,
ANSI B 16.1 and B16.5 shall apply.

5.5 Bearing and Lubrication

5.5.1 Bearings shall be designed for oil or grease lubrication and may be antifriction type
(self-aligning) or hydrodynamic type to the manufacturers standard. A drain
opening shall be provided in bearing housing and shall be adequately sized to
insure proper drainage.

5.5.2 Sleeve type bearings when used shall be of self- aligning type and shall have
replaceable liners of shells. Sleeve type bearings shall be horizontally split.

5.5.3 All lubricated bearings are required. Splash-lubricated bearings shall be provided
with constant-level sight-feed oilers, 4 ounce (120ml) minimum.

5.5.4 When pressurized oil system is required, it shall include complete oil system and
controls.

A pressurized lubrication system shall include the followings:


(a) Oil Reservoir.

(b) Two oil pumps, of which a main oil pump driven by fan shaft and a stand-by
oil pump driven by motor or turbine as specified.

(c) One oil cooler, if required, per TEMA class C with a manual bypass.

(d) Two oil filters with a continuous flow transfer valve.

(e) Stainless steel piping downstream filters.

(f) Two pressure switches and one temperature switch.

(g) Pressure gages and temperature gages as necessary.

5.5.5 Water cooling shall be provided for fan bearings where oil temperature exceeds
75C.

5.5.6 Bearing housings shall be provided with labyrinth or double contact type shaft
seals to prevent oil leakage or contamination. The bearing housing for
hydrodynamic bearing design for pressure lubrication shall be arranged to
minimize foaming.

5.5.7 Suitable provision shall be made to prevent withdraw of oil by fan suction from
bearings.

5.5.8 Fan bearing shall be easily removable for repair and maintenance and shall not
form an integral part of fan casing.

5.6 Materials

5.6.1 Materials of construction shall be the manufacturers standard for specified


operating conditions, except as required by the data sheets, and shall be identified
by reference to the appropriate ASTM, AISI or ASME numbers in the Vendors
proposal.

5.6.2 Materials having a yield strength in excess of 650MPa or a hardness in excess of


Rockwell C22 shall not be used for components exposed to wet H2S service,
including trace quantities. After fabrication the requirements of stress relieving
shall be considered according to relevant codes.

6. ACCESSORIES

6.1 Drivers

6.1.1 Electric motor drivers shall be suitable for the area classification in which it is
installed.

6.1.2 The motor driver shall be rated for a minimum 110 percent of the greatest
horsepower (including drive and coupling losses) for all operating conditions,
including startup at minimum ambient temperature. This rating shall be exclusive
of any service factor.

6.1.3 Steam turbine drivers shall be sized to deliver continuously 110 percent of the
greatest horsepower required (including drive and coupling losses) for all specified
conditions (including startup at minimum ambient temperature), while operating at

corresponding speed, with specified steam conditions. This rating shall be
exclusive of any service factor.

6.2 Couplings and Guards

6.2.1 Fan couplings shall be non-lubricated, flexible disc type, all steel construction.

6.2.2 Spacer couplings shall be used unless otherwise specified.

6.2.3 Removable coupling guards shall be supplied. They shall be made up of non-
sparking material.

6.3 Controls

6.3.1 All controls and instrumentation shall be suitable for specified area classification.

6.3.2 External position indicator shall be provided for all dampers and inlet guide vanes
when provided, operating conditions including start-up with required flow at
minimum.

6.3.3 When inlet guide vanes with manual or powered operator are specified.

6.3.4 Components requiring periodic lubrication shall be furnished with lubrication


fittings and tubing which are accessible for maintenance while the fan is in
operation.

6.3.5 Automatically controlled guide vanes shall incorporate the following features:

A) The operator shall be either the pneumatic or hydraulic type and in case of
hydraulic operator, a self-contained pressurized oil system shall be supplied by
Vendor or may be fed from the lube oil system of fan.

B) The operator shall also include a hand wheel for manual positioning.

6.4 Inlet Screens and Silencers

6.4.1 Unless otherwise specified, the Vendor shall furnish inlet trash screen(s) for fan
suitable for air intake and to reduce sand and dust intake. The screen shall be
suitably supported by cross members. The screen shall be fabricated from 3.5mm
minimum diameter wire, with a mesh of 25mm ( 1inch) maximum opening. All
construction material shall be stainless steel or other corrosion resistant metal as
specified by the Purchaser. When specified, the Vendor shall furnish rain hood(s).
Vendor shall advise if finer mesh is recommended.

6.4.2 If necessary to meet the noise control requirement, Vendor shall provide suction
and/or discharge silencer(s).

6.4.3 Unless otherwise agreed upon, the pressure drop through each silencer shall not
exceed 12.7 millimeters (0.5inch) water.

6.4.4 Main connections to silencers shall be flanged.

6.4.5 Unless otherwise specified on data sheet, the corrosion allowance shall be
considered 3 millimeters minimum for silencers.

7. INSPECTION AND TESTING

7.1 General

7.1.1 All equipment shall be subject to inspection and witness testing by Purchaser.
Purchaser shall have access to any part of the Vendors or sub-Vendors works
engaged in the manufacture or testing of material/equipment covered. Vendor shall
arrange with his sub-vendors to comply with these requirements.

7.1.2 Vendor shall conduct tests and/or inspection in accordance with the items specified
in the inquiry by the Purchaser.

7.1.3 Acceptance of shop inspection and tests does not constitute a waiver of
requirement to meet field performance under specified operating conditions, nor
does inspection relieve Vendor of his responsibilities.

7.2 Inspection

7.2.1 All painting on surfaces of pressure containing parts shall be deferred until
inspection of such parts is completed.

7.2.2 Purchaser will specify parts which shall be subject to surface and subsurface
inspection and the type of inspection required.

7.2.3 Purchasers representative shall have access to the Vendors quality control
program for review.

7.3 Testing

7.3.1 Equipment shall be tested in accordance with the Vendors standard test
procedures subject to Purchasers approval. However, Vendor shall specify tests to
be conducted in his proposal.

7.3.2 During testing, all controls and instruments shall be functionally tested.

7.3.3 Fans shall be given a full speed mechanical no-load running test. The test duration
shall be at least one hour.

7.3.4 Performance test, if required by Purchaser, shall be performed. Procedure must be


prepared by Vendor for Purchasers review.

8. GUARANTEE AND WARRANTY

8.1 Mechanical

8.1.1 All equipment and component parts shall be guaranteed by the Vendor against
faulty design, defective or improper materials, poor workmanship, and failure due
to normal usage for one year after being placed in the specified service. If any
defects or malfunctions occur during the warranty period, the Vendor shall make
all necessary or desirable alterations, repairs, and replacements at Vendors
expense.

8.2 Performance

8.2.1 The fan shall be guaranteed for satisfactory performance at all operating conditions
specified on the data sheet.

8.2.2 The fan performance shall be within the tolerances specified in Items(1) and (2)
below at the normal operating conditions:

a) For variable-speed fans, the static pressure and capacity shall be guaranteed
with the understanding that the horsepower shall not exceed +3 percent. The
operating speeds specified in the proposal are not guaranteed, but where changes
in speeds are needed to meet static pressure requirements, the Vendor shall adjust
operating range and guarantee to be no closer to the trip speed or to a critical
speed than the percentages specified.

b) For constant-speed fans, the specified capacity shall be guaranteed with the
understanding that the static pressure shall be within +5 and 0 percent of that
specified, the horsepower shall not exceed stated horsepower by more than +3
percent.

9. PREPARATION FOR SHIPMENT

9.1 Surface Painting and Rust Prevention

9.1.1 All exterior surface except machined surfaces shall be painted according to
NIOEC-SP-80-02.

9.1.2 Equipment/materials shall be rust proofed adequately in accordance with NIOEC-


SP-47-09.

9.2 Shipping Preparation

9.2.1 Shipping preparation shall be provided in accordance with API Standards and
related specifications
