Abstract
The Association of Tertiary Level Institutions of Belize was established in 1989 as a voluntary
association that recognizes all tertiary level institutions in Belize. ATLIB is known for its
relationship with the Consortium for Belizean Educational Cooperation which is formed by
several universities from the United States and members of ATLIB. With inevitable changes,
each year ATLIB meets at altering venues to address, discuss and finalize issues faced by the
tertiary level institutions of Belize. However, over the past few years, the Annual ATLIB
Convention has been held in the Corozal and Cayo Districts interchangeably. This year the
Belize districts is inviting the organizers to host the convention in the Belize district. Belize is
the midway point between the districts, it has a variety of hotels at attractive rates and there is a
wider variety of recreational activities. A change in location will increase participation as it is a
change from the same repetitive activities and meetings. In addition, there will be a dramatic
savings for the association.

Summary
ATLIB short for The Association of Tertiary Level Institutions of Belize was established in 1989
as a voluntary association that recognizes all tertiary level institutions in Belize. ATLIBs main
goal is the promotion and development of members of tertiary level education as strong partners
in the development of Belize. ATLIB is known for its relationship with the Consortium for
Belizean Educational Cooperation which is formed by several universities from the United States
and members of ATLIB. The association also provides a common method for entry to member
institutions through the management and deployment of a robust and reliable exam instrument.
More so, they are recognized for the integration of sports as a method of friendly competition
and interaction amongst its members. These form the basis of an association that is committed to
providing its members and Belize with the necessary framework to ensure quality, relevance and
sustainability of tertiary level institutions and academic programs.

Purpose
ATLIB is an association with great responsibility, they are responsible for providing members
with efficient and effective opportunities to increase their capacity in management, education
and learning. With inevitable changes, each year ATLIB meets at altering venues to address,
discuss and finalize issues faced by the tertiary level institutions of Belize.
The proposed plan is for the ATLIB to hold their annual meeting in Belize City this coming year,
2018. The meeting interchangeably, has been held in the Cayo and Corozal districts. As a result
there has been problems such as limited participation from members and repeated activities
which are becoming monotonous.
After vigorous planning, the group has made the selection as it is the best area to have an
effective and efficient meeting.

Description of Selection
The old Capital Belize City is located exactly midpoint between the Corozal and Cayo districts
which makes it the perfect place to host the annual ATLIB Convention in 2018. It sits directly in
front of the Caribbean Sea, which makes it a coastal district, windy and attractive. The old
capital houses several of Belizes hidden secrets such as the Blue Hole, Altun Ha Mayan Ruin,
the second largest barrier reef in the world, cave formations, exotic wildlife, preserved within the
Belize Zoo, and the two gorgeous Cayes of San Pedro and Caye Caulker. Looking for adventure,
there are a wide variety of activities one can engage in, from zip lining to cave tubing, to
swimming with nurse shark near the barrier reef and also scuba diving, where you can see the
beautiful coral life that forms our reef. You can also take a tour of the once commercial trading
centre of the Mayans, Altun Ha or just relax on Cucumber Beach at old Belize and sip on a
delicious Caribbean drink. . Within the city itself , you can go back in time and explore the
ancients buildings such as St. Johns Cathedral Church, the basement of the old channel five
building where slaves used to be housed, the Governor House which is now called House of
Culture and the old Belize Prison building which now accommodates the Museum of Belize.
Imagine being transported to all these historical places on a train while enjoying the cool
Caribbean breeze.

Planning Process
When hosting any event the key element is to work within ones budget and save in any area
possible. After negotiating, researching, planning and organizing, we have successfully planned
the Annual ATLIB Convention for 2018 to be held in the Belize District. We have accomplished
this task by staying within budget of fifty thousand dollars and mustering a savings of two
thousand two hundred dollars. Bringing the total cost of forty seven thousand eight hundred
dollars.
Finding a hotel to sleep 400 persons was a challenged, but after many calls, visits, and price
negotiation we have found the ideal hotel to facilitate all 400 hundred persons for this
convention, The Princess Ramada Hotel. When the convention was hosted in the other two
districts, your guests were placed in several hotels, which will not be the case if the convention is
held in Belize City. This hotel also accommodates a conference room River Hall which is able
to facilitate all 500 teachers breaking out in groups of 100 to conduct five different meetings,
running simultaneously. This will save time and money eliminating travelling from the different
hotels to a conference room in another location. Breakfast is also included in this package deal.
You might be wondering why we have made reservation for only 400 persons and not 500. After
conducting a survey we discovered that 100 of the teachers live within the Belize district, these
teachers will be given travelling allowances to travel instead of hosting them in a hotel. In doing
so, we save approximately three thousand dollars. Only the teachers from the other districts will
be accommodated in the hotel.
After a morning of seminars and hard work the teachers will spend the afternoon in a
recreational mode. Choosing from among three different activities:
Zip lining,
Cave tubing,
Touring Altun Ha Mayan temple.
The teachers also have the choice to remain at the hotel to swim, watch a movie at the Princess
Theatre or try their luck in the hotels casino. The Ramada Princess is the only hotel in the
country that has an in- house theatre. Transportation to the different activities outside of the hotel
is a part of the package deal negotiated with each company. This again is another way money
was saved.

Hosting the entire convention at one location included the banquet, afternoons of zip lining, cave
tubing, Mayan temple touring, shopping, swimming, watching a movie or taking a chance on the
slot machines, makes Belize City the perfect district to host the 2018 ATLIB Annual
Convention.

Recreational Activities
Zip lining
Zip lining is as close as you can get to flying over the jungle. As you soar from tree to tree- like
Tarzan, experience a bird's-eye view of the Belize jungle, and scenery that cannot be seen from
the ground. (Anderson, 2017). This adventure takes approximately two hours.

Cave Tubing:
Be prepared for a 35 minute hike down a jungle trail where your guide will point out various
plants, roots and herbs once used by the ancient Maya for medicinal purposes. At the entrance of
the underground cave system there will be time for experiencing a breath taking 15 cliff dive,
after which your guide hands out miners lamps and you are ready to float in inflated inner tubes
with gentle currents taking you through the cave system.

This part of the adventure lasts about two hours. Come dressed in bathing suits, T-shirts, shorts,
tennis shoes (which will get wet) or water shoes and a towel. A change of clothes and shoes is
recommended and will be welcomed after your tour.

Altun- Ha
Altun Ha was a wealthy ceremonial center boasting two main plazas, thirteen structures
(including the Temple of Sun God or the Temple of the Masonry Altars). This ruin boasts three
plazas. A tour of this site takes one hours.
