Subject : After-Activity Report on the Training of Trainers on UNODC


Community Based Treatment (CBT) and Care Services on 8-
11 November 2017 at Dusit Thani Hotel, Makati City

Date : 29 November 2017

I. Background:

The United Nations Office on Drugs and Crime (UNODC), has successfully conducted
the Training of Trainers on UNODC Community Based Treatment (CBT) and Care
Services held last 8-11 November 2017, at the Dusit Thani Hotel, Makati City.

This activity aims to train participants from the Philippines in UNODC community-
based treatment interventions to drug surrenderers and rehabilitation center patients,
exchange best practices, and help them echo the said programs and interventions to
their communities, congregations, and workplaces.

II. Profile of Trainers/Participants

In attendance were 21 participants from the Dangerous Drugs Board, Negros


Occidental Drug Rehabilitation Foundation, Inc., Pasay City Anti-Drug Abuse Council,
Parole and Probation Administration, Quezon City Anti-Drug Abuse Advisory, Ako ang
Saklay, Inc., Angono Anti-Drug Council, Anti-Drug Abuse Council of Pasig, Antipolo
Anti-Drug Abuse Council, Department of Health TRC-Bicutan, Department of Health
TRC Cebu, Guiguinto Municipal Reformation Center, HOPE Project, Marikina Anti-
Drug Abuse Council, Marinduque Provincial Hospital, Muntinlupa Drug Abuse
Prevention and Control Office, Rizal Anti-Drug Abuse Office, San Juan City Anti-Drug

Abuse Council, San Pedro Anti-Drug Coalition, and Tarclac Drug Abuse Treatment
and Rehabilitation Center.

III. HIGHLIGHTS OF THE ACTIVITIES

A. Opening Ceremonies

The seminar formally started with the welcome remarks of


Undersecretary Earl P. Saavedra, the Executive Director
of the Dangerous Drugs Board. He stressed the
importance of the training, especially since drug abuse
was a prevalent issue in the Philippines and all throughout
Southeast Asia.

Undersecretary Saavedras message was followed by an


activity to help the group members to be introduced to
each other and build camaraderie amongst the
participants.

B. Program Proper

The first day consisted of the pre-knowledge assessment and the introduction of the
participants, facilitators and the course. Dr. Michael Cole, the trainer, introduced the
structure and use of the manuals, training, adult learning and assessment methods,
and evidence-based practices.

Modules 1-3 comprised of Drug and Alcohol Use, The Community-Based Drug
Treatment and Care Approach, and Screening and Assessment. The participants had
group work and facilitated discussions about evidence for current practices and their
development.

Day 2 focused on Modules 4-6, namely the Continuum of Care, Counselling, and the
Stages of Change. The participants learned about treatment and case management
planning, brief interventions, therapeutic relationships, and basic counselling skills
through role-playing and group discussions. They also practiced motivational
interviewing, functional analysis, and cognitive behavioral therapy.

Day 3 covered Modules 6-7, comprised of Relapse Prevention, Medical Approaches
to Drug Treatment, and Dual Diagnosis (Substance Use and Psychiatric Comorbidity).
The group also worked on the National Transitional Plan to Community Based
Treatment and Care.

Module 9 (Sustained Recovery Management) was discussed during the last day.
There were group activities, lectures, and video presentations to help the participants
gain an in-depth understanding on the subject.

To evaluate the participants understanding of the training, they were divided into four
groups for the workshop municipal level, national government level, NGOs and
treatment and rehabilitation facilities. Outputs were presented through PowerPoint
presentations and videos, with feedback and assessment from the trainer.

C. Closing Ceremonies

Mr. Olivier Lermet, Regional Adviser for the UNODC Regional Office for Southeast Asia
and the Pacific, gave the closing message. He thanked the participants for attending
the program and encouraged them to use the knowledge they have gained to further
develop competence and form proactive attitudes in dealing with the ongoing drug
problem.

His message was followed by the distribution of certificates and a photo opportunity.
