3.

0 SCOPE OF WORK

3.1 General Scope of Work

The HSE Manpower Supply service we offer is highly flexible to serve client’s
specific requirements and needs while maintaining strict adherence to applicable
laws and regulations. There are several placement options to this service while
serving in client’s premises which could be based on project duration such as
serving for short-term period, long-term period, permanent upon contract as well as
on-call(troubleshooter) basis.

3.2 Specific Scope of Work

The service shall be able to assist your organization in the following scopes:

3.2.1 Implement Project Specific HSE Plan

MONITORING RECORD KEEPING on accident, near-misses, minute meeting and


HSE-related documents such as:

 HIRARC/Daily Toolbox-Talk/SOP

 Monthly Safety Report

 Manpower/Equipment’s/Machinery/Material Inspections/PTW

 Certificate of Fitness & Competency Check

 SDS/Chemical Registration/Operated Certificate

 JKKP Communication

 Project Specific HSE Plan


3.2.2 Provide Advice and Guidance to Management

PROVIDING ACCURATE ADVICE AND GUIDANCE to the Management whenever


required regarding but not limited to the following HSE areas:

 Policymaking and complying with general principles of prevention as set out


in pertinent laws, legislations, and guidelines

 Performance of ongoing hazard identification, risk assessments, incidents


reporting and accident investigation

 Establishment of monitoring arrangements, including safety and health


inspections and audits

3.2.3 Drive Safe Working Environment Among Workforce

COACHING SAFETY BEHAVIOR among workers through intervention of unsafe act


and enforcing near misses reporting.

3.3 Duties and Responsibilities

The Health, Safety and Environment (HSE) Executive will have the following shared
responsibilities while working at the site.

1. To advise Project Manager/Site Manager or any site workers of the HSE


practical implementation at workplace especially on legal and other
statutory requirements.
2. To conduct scheduled inspections on any potential hazards and to ensure
site workers comply with the HSE Plan.
3. To report and investigate any accidents / incidents occurrence.
4. To arrange and conduct HSE inductions, trainings and toolbox talks or
meeting and audit as and when deemed necessary.
5. To ensure all registration and records are documented and well maintained
at project site.
6. To recommend and assist the Project Manager or HSE Committee in
organizing and implementing the effectiveness of the HSE Plan.
7. To carry out any other instructions made by the Project Manager/Site
Manager pertaining to HSE at workplace.
8. To report the safety & health progress or any non-compliance during site
inspection to Project Manager for his immediate action.
9. To maintain close liaison with the Department of Occupational Safety and
Health (DOSH) as and when deemed necessary.
