Monthly Reports: City Administrator Contract Log, Community Planning and Building
SUBJECT: Department Reports, Fire, Ambulance, Beach Reports, Public Records Act Requests,
and Forester Reports.
RECOMMENDATION:
Accept the reports.
BACKGROUND/SUMMARY:
The Monthly Reports for November 2017 are submitted for the review of Council.
FISCAL IMPACT:
There are no fiscal impacts associated with receiving monthly departmental reports.
PRIOR CITY COUNCIL ACTION:
The City Council receives departmental reports monthly.

AMBULANCE REPORT
The performance goal for Code-3 (life threatening emergency-lights & siren) ambulance calls with a
response time of 5 minutes or less from dispatch to arrival is 95%. For the month of November 2017
the ambulance was able to meet the performance measure. The response time was 98% with (1) code-
3 call over 5 minutes.

*There were two additional calls for service with a reponse time over five minutes. There were
non-emergency calls classified as Code 2.
The performance goal for Code-3 (life threatening emergency-lights & siren) fire calls with a response
time of 5 minutes or less from dispatch to arrival is 95%. For the month of November 2017 the fire
department was able to meet the performance measure. The response time was 98% with (1) code-3
call over 5 minutes.
64 total calls for service in CBTS Average response time: 3:04 min.

Carmel Beach:
Public Works/Forestry staff continued with weekly beach cleaning by picking up litter and debris that was left
by visitors, washed up on the shore, and deposited by storm water runoff.
North Dunes:
In the North Dunes habitat restoration area, staff, biologist Joey Canepa, and John Ley of John Ley’s Tree
Service, reviewed the next phase of acacia removals along the northern boundary to begin in December.
Staff contacted Stoker and Alaire, project managers of a new home construction site just north of the proposed
acacia removals to seek permission if the brush could be taken out through their property rather than hauling
everything to San Antonio Avenue. Both project managers were very willing to allow the City to remove the
acacia through their job site.
Trees:
Public Works/Forestry staff and on-call contractors removed 30 dead or dying trees plus 17 associated stumps.
West Coast Arborists pruned 20 trees and removed five (5) trees under their on-call contract. John Ley’s Tree
Service continued to water 86 trees planted by the Friends of Carmel Forest.
In addition, Forestry staff planted ten (10) new trees and replaced eight (8) trees that were underperforming or
damaged.
Tope’s Tree Service, with guidance from biologist Nichole Nedeff, began the second phase of invasive tree
removals just south of Flanders Mansion. These tree removals must avoid 16 Dusky-footed woodrat nests that
were found in the project area. Late fall is the optimal time for work in the woodrat nesting area to minimize
disturbances to the rats.
