Educational Campuses

CHAPTER 1: SYNOPSIS
 

1.1 Introduction:
Higher Education is the most powerful tool to build a knowledge-based society for the future.
Recognizing this requirement, as well as the basic fact that institutions of higher learning
have to perform multiple roles like creating new knowledge, acquiring new capabilities and
producing an intelligent human resource pool, the Indian higher education system has to
brace itself to address global challenges by channelizing teaching, research and extension
activities, and maintaining the right balance between need and demand.
 
The Government of India has various Centrally Funded Institutions (Central Universities,
IITs, NITs, IISERs, Institutes of National Importance etc.) receive generous funding from the
Centre with a view to increase access, equity, quality and excellence, relevance and value
based education. While there are no set standards for the allocation of cost to the educational
institutions for campus development, the project management aspects of the project are also
not clearly outlined before the project starts. Various existing as well as upcoming institutions
have shown tremendous deviations due to the poor execution of project management tasks
and have led to Scope change, Cost overrun and Time overrun; starting from its inception
stage till the commissioning. Another consequence of this is that some spaces remain
unutilized for longer time and there is substantial overrun in terms of cost, halfway of the
execution.

1.2 Need for Study:


 Apart from technical issues, management-related problems are one of the most
important aspects responsible for poor performance of a project.
 There is an immense need for analysing factors causing issues related to poor
performance and affecting the health of the project.
 Prior to framing the procurement policies and deciding the timeline of the project
related to the development of an educational campus, the demand must be assessed
and intake of students should be planned accordingly so as to develop the space as per
requirement.
 After the analysis and assessment of issues occurring with such projects, a proper
guideline for planning a project must extant so as to avoid the poor handling and
monitoring of project and safeguard public money which goes into it.

1.3 Aim:
To assess and analyse the project management issues which lead to poor performance of
project in terms of cost, time and scope, and framing a guideline to tackle the issues.

1.4 Objective:
The main objective of the study is:

  
1) To understand the issues affecting the project performance from inception to
commissioning with the help of case studies of upcoming educational campuses.
2) To study the issues and challenges raised due to project management and planning.
3) To develop an understanding of issues which causes risk to time and cost overruns,
scope changes and other factors.
4) To analyse and formulate a guideline to tackle the issues and ensure efficient project
management approach.
1.5 Scope and Limitations
The study intends to encompass and is applicable for only Technical Campuses as well as
Universities (Central/State). The PM approach developed and issues analysed will not be
applicable for other type of institutions like a medical facility, as the approach shall be
altogether different from technical institutions and universities.

EFFICIENT PM APPROACH

1.7 Conclusion
The analysis of project management issues will not only optimise the cost, time and space
planning for the development of educational campus but also will safeguard public money
which goes into such projects.
