Open Position: Associate Director, Planning Analytics

About the Office of District Planning:

Within the Division of Operations, ODP collaborates with superintendents and other offices across the Department
to develop and implement district- and borough-based plans that address overcrowding, school scale and
sustainability, programmatic needs, and new and reconfiguring schools.

ODP’s work includes:

 Identifying space for new schools and programs
 Changing schools’ grade configurations
 Revising zone lines
 Re-siting existing schools and programs
 Enrollment planning and redesign

Position Summary:
The AD supports his or her assigned borough planning team with any analytic need, driving all aspects of data
collection, management, and reporting. The AD also sits on various cross-functional teams comprised of
stakeholders both within and outside of the DOE.

Key Responsibilities:
 Develop and maintain a repository of citywide analytic tools, including but not limited to dashboards,
models, databases, templates, and maps
 Create rezoning scenarios, analyze the impact, and present rezoning proposals to community groups and
school leaders
 Conduct analyses to evaluate areas of need and provide recommendations related to enrollment trends,
overcrowding, and access to programming aligned to community need
 Communicate rezoning proposals and their impact to Superintendents, school leadership teams,
Community Education Councils, community groups, and parents.
 Support the facilitation of public engagement meetings related to re-zonings and the district needs analysis
 Develop and maintain relationships with key internal and external school and community stakeholders.
 Provide data and quality control for mandated engagement documents (Educational Impact Statements
and Building Utilization Plans)
 Manage citywide zoning data
 Respond to ad hoc data requests from internal teams as well as other external parties

Preferred Qualifications:
 Excellent organizational, communication and interpersonal skills in dealing with a variety of internal and
external stakeholders
 Strong quantitative skills and sense for numbers, with ability to conduct analyses on educational issues
 Strong critical thinking and problem-solving skills, with ability to both anticipate and escalate issues
 Proficiency in Microsoft Office software applications- particularly Excel and Access
 GIS mapping software and SQL experience, a plus
 Experience in the public sector and/or demonstrated interest in public education
 Ability to see tasks through independently as well as work collaboratively within a team
 Master’s degree in a related field and/or 5 years related experience
