DOH helped 20-M Filipinos

LEGAZPI CITY —- The
Philippines has shown a
nearly one-third decrease in
dengue cases this year com-
pared to the previous year
but there should be no let
up in the country’s efforts to
reduce the number of cases,
according to Health Sec-
retary Dr. Paulyn Jean B.
Rosell-Ubial.
"We need to work together
and join in the campaign to
eradicate dengue cases in our
society,” said Ubial who was
here today for the 7th ASEAN
(Association of Southeast
Asian Nations) Dengue Day.
Citing DOH data, she said
there was a 31.8-percent de-
crease in dengue cases this
year compared to last year,
from 211,000 cases in 2016 to
143,902 cases in 2017.
Ubial said the call of the
World Health Organization
(WHO) is to have a 50-per-
cent reduction in dengue cases
by 2020.
She said the Philippines is
among the countries in Asia
and the Pacific which have
a high prevalence of dengue
cases.

Mainstreaming Indigenous
Knowledge in
Tertiary Education
The move of the Partido State
University to convene a round-table
discussion on how to mainstream the
Indigenous Knowledge Systems and
Practices (IKSP) in the tertiary level is
commendable. First, it gives flesh to the
Constitutional provisions and “dream”
of an “education for all”, and on the
protection and promotion of the rights
and culture of indigenous peoples. The
Indigenous Peoples Rights Act (Sec.
30) also provides that: “The State shall
provide equal access to various cultural
opportunities to the ICCs/IPs through the
educational system, public or cultural
entities, scholarships, grants and other
incentives without prejudice to their right
to establish and control their educational
systems and institutions by providing
education in their own language, in a
manner appropriate to their cultural
methods of teaching and learning.
Indigenous children/youth shall have the
right to all levels and forms of education
of the State.”
With these mandates, it is clear that
the PSU’s initiative has legal legs, so to
speak, to stand on.
The question then is how to translate
these “desirables” into “deliverables,” to
use developmental planners’ jargons?
For one, what are the IKSPs that will
be integrated? How will this be done
considering the “informal” way by which
knowledge is transmitted among IPs vis a
vis the “formal” system of education that
we have?
The third question is, does the CHED
has the readiness (which means in
terms of direction and policies, human
and material resources) to translate
these dreams into workable and do-able
programs considering its market-driven
educational thrust?
We hope that when questions such as
these can be threshed out, there is hope
that the dream of an “education for all”
can really be given flesh.

GDP UP, UP IN Q2: NEDA is upbeat

quarter of 2017 as our exports and agri

lowing the resumption of
classes last June 5, the re-
gional office of the Depart-
ment of Education (DepEd)
reported that close to
65,000 Grade 12 students
have enrolled in various
public schools in the region.

the first batch to graduate
from the Senior High School
(SHS) program in Bicol, ac-
cording to DepEd Regional
Director Ramon Fiel Abcede.

CARD’s microinsurance covers 12.8M Filipinos

ance coverage in 2016, the
CARD Mutual Benefit As-

the micro insurance arm

MRI), recorded at least
12,801,797 Filipinos being
covered by microinsurance

year.
In the national level, the
association insured at least
12.4% of the country’s total
population of 103 million.
“The significant increase
is overwhelming and it means
that more Filipino families
are now securing their fami-
ly, considering the calamities
we have been through in the
past years,” said Flordeliza
Sarmiento, the managing di-
rector of CARD MRI.
In addition, the managing
director also revealed that the
increase is due to the contin-
ued expansion of their four
financial institutions in far-
flung communities to include
island provinces, cities, and
municipalities as well as in
conflict-prone areas.
The intensified expansion,
according to MD Sarmiento,

JOSE PIERRE A. PANDAY and PAUL B. PANDAY, all of
legal age, Filipino and all residents of Naga City, hereby
freely and spontaneously:

We, are the surviving heirs of deceased PEDRO R.
PANDAY, who died on May 23, 1985 at Naga City, Maria
Lutgarda C. Panday-Calleja is the only legitmate child of
Pedro R. Panday and Avelina Catignas; Jose Pierre A.
Panday is a legally adopted son of Pedro R. Panday and
Avelina Catignas; and Paul B. Panday is an illegitimate

That said deceased died intestate and without any

all her rights, interest and participation in the estate of
her deceased husband and her ½ conjugal share in the

Pedro R. Panday before the Regional Trial Court, Branch
23, Naga City docketed as Specs. Procs. No. 2015-0101,
against which, Jose Pierre A. Panday and Paul B. Panday
filed their oppositions;
On 27 March 2017, the parties executed an amicable
settlement (see Annex “B”);
On 31 March 2017, the Honorable Court (RTC-
Branch 23) issued an Order approving said amicable
settlement (see Annex “C”), as modified in the Order of 28
April 2017 (see Annex “D”);
In said Order dated 31 March 2017, the parties
agreed to execute a Deed of Extra-Judicial Settlement
of the Estate of Pedro R. Panday, and the expenses for
registration and all taxes due thereon shall be shared by
the parties in accordance with the 2/5, 2/5 and 1/5 ratio.
Hence, this deed.
That at the time of death of PEDRO R. PANDAY, he
left the following properties, to wit:
(a) Ninety Nine Thousand Nine Hundred Ninety Five
(99,995) shares of stock at Php 10.00 per share of St. John
Hospital Inc. (Goa, Camarines Sur and Naga City) valued
at Php999,950;
(b) A parcel of land situated at City Heights
Subdivision, Naga City, containing an area of 336 square
meters, more or less, covered by Transfer Certificate
of Title No. 7539, now declared under Tax Declaration
No. 0801002600505 with current assessed value of
P2,016,000.00;
(c) A building of mixed materials constructed on
the property covered by TCT No. 7539, with a floor area
of 76 square meters declared under Tax Declaration
No. 0801002600506 with current assessed value of
P14,535.00;
(d) A parcel of land located at San Jose St., Goa,
Camarines Sur with an area of 738 square meters, more
or less covered by Transfer Certificate of Title No. RT-8021
(12404) and declared under Tax Declaration No. 19-001
with an assessed value of P11,061.00;

Camarines Sur with an area of 1,471 square meters, more

name of Pedro R. Panday and Emilia R. Panday, or only
573.5 square meters thereof, including all improvements
thereon, is hereby adjudicated in favor of JOSE PIERRE

5. That parcel of land located at Rizal St., Goa,
Camarines Sur containing an area of 526 square meters,
more or less, covered by Original Certificate of Title
No. 231 in the name of Pedro R. Panday, including all
improvements found thereon, is hereby adjudicated in
favor of PAUL B. PANDAY;
6. All other properties which may hereafter be found
to belong or belonging to the estate of the late Pedro R.

Bicol Regional Training and
Teaching Hospital (BRTTH)
located in this city.
During a forum at the
DOH-Bicol office on June 8
held as a prelude to the cel-
ebration, DOH-Bicol Direc-
tor Napoleon Arevalo said the
“insectary” is a facility that
seeks to study mosquitoes and
other insects that have “medi-
cal importance.”
“It will study insects like
mosquitoes that bring about
such diseases as dengue, ma-
laria and chikungunya,” he
said.
He added the goal of DOH
is for the laboratory facility to
serve as a diagnostic center
for these diseases in the same
manner as how the Research
Institute for Tropical Medi-
cine or RITM is operating for
certain types of illnesses.
“Bicol is one of the pilot
areas for such a diagnostic
center,” said Dr. Arevalo.
In the same June 8 forum,
Ma. Cecilia Pan, coordina-
tor of the dengue prevention
and control program in Bicol
noted a 25 decrease in dengue
cases from January 1 to June
3 this year compared to the
same period last year.
“There were 738 cases re-
corded in 2016 compared to
555 cases in 2017,” she said.
Pan added that among the six
Bicol provinces, Camarines
Norte showed the biggest de-
crease at 57 percent, followed
by Albay at 42 percent and
Catanduanes at 41 percent.

Arevalo said the 1.4 mil-
lion received free medical
consultation in various DOH-
and LGU-run hospitals in
the region with support from
some private hospitals.
“Most of them will under-
go free surgical procedures,
including those with cases of
cleft lip and cleft palette,” he
said.

DOH-Bicol was honored
by DOH as a “topnotcher”
among all the regions nation-
wide because of the “success-
ful implementation” of its free
medical check-up campaign.
Ubial said that with re-
gards to the government’s free
medicine program, DOH has
started giving medicine in the
entire country with help from
the local health centers, rural
health centers and other gov-
ernment-run hospitals.
“The government has al-
lotted nearly PHP3 billion to
DOH for free medicines for
illnesses such as hyperten-
sion, diabetes, high cholester-
ol, tuberculosis and others,”
she said.
On the other hand, the gov-
ernment gave PHP1 billion
to the Department of Social
Welfare and Development
(DSWD) so it could help
DOH distribute the free medi-
cines for the poor which are in
DSWD’s list.
