Roadway Improvements

City of Shreveport Street Projects

The information below and in this report represents a year-by-year description of the total street
improvements undertaken by the City in 2015-2017 and those chosen by the Administration for 2018. It
should be noted that the last three years represent one of the most aggressive citywide street
improvement efforts.

As in previous years, streets chosen for improvement or overlay in 2018 were done so in accordance
with those demonstrating the greatest need as provided by the Pavement Condition Index (PCI)
conducted through the City Engineers’ Office. The PCI rates the condition of the road surface and
provides a numerical ranking based on the type, extent, and severity of the pavement surface (typically
cracks and rutting) as well as the smoothness and ride comfort of the road. The ratings are from 0,
being the worst, to 100 being the best.

Total Street Improvement Schedule 2015-2017

From January 2015 through December 2017 there were 216 street improvements undertaken by the
City at a cost of $58.6 million:

 175 street projects, totaling $39.1 million were completed from January 2015 to December 2017

 41 street project, totaling $19.5 million will carry over to 2018

Proposed Street Improvement Schedule 2018

In 2018, there will be 82 new street projects totaling $6.6 million: 77 of those will be primarily asphalt
neighborhood street projects and 5 of those will be concrete reconstruction projects (Appendix A). At
this point, the City will begin addressing local roadway networks and continue work on Linwood Avenue.
Along with these 82 designated streets, $500,000 will be added to the Concrete Street Improvements
project to address concrete street panel repairs that fall beyond the capacity of the Public Works
Department. The total expenditure for all of 2018’s street improvements and the other street programs
listed is an estimated at $7.1 million.

2018 STREET FUNDING and REPAIRS

Administrative Proposal

The following is a summary of available funding sources and Administration’s proposal for street repairs for fiscal
year ending of 2018. The proposed lists were developed using information from the City Engineering’s Pavement
Management System and other appropriate factors.

Local Asphalt Repair and Overlay Program ($3.8 million)

The following 77 street repair list has been developed as a continuation of 2017’s Asphalt Repair Program and will
begin addressing local asphalt streets. For the most part, these will be residential neighborhood streets. The funds
proposed for this program is $3.8 million and provided through the Streets Special Revenue Fund.

Linwood Avenue Reconstruction Phase II ($1.3 million)

Phase I of Linwood Avenue Reconstruction is currently ongoing from Bert Kouns Industrial Loop to Gravois Dr. With
the need to continue critical repairs, Phase II of this project will continue from Gravois Dr. to Mount Zion Rd. The
estimate cost for this phase is $1.3 million.
