The Bay Area Toll Authority voted unani-
mously Thursday to place a measure on the
June ballot asking voters to approve $3 in
toll hikes on all Bay Area bridges except the
Golden Gate Bridge over the next several
years.
The measure asks for $1 toll increases in
2019, 2022 and 2025 to raise an estimated
$4.45 billion in funding for transportation
improvements throughout the region.
The increases would move the peak hour
toll on the Bay Bridge to $9 by 2025 and to
$8 at all times on other state-owned toll
bridges in the region.

WASHINGTON — President Donald Trump
said Wednesday he’s open to an immigra-
tion plan that would provide a pathway to
citizenship for hundreds of thousands of
young people who were brought to the
country as children and are now here illegal-
ly.
“We’re going to morph into it,” Trump
told reporters. “It’s going to happen, at
some point in the future, over a period of 10
to 12 years.”
Trump’s pronouncements came as the
White House announced it would be unveil-
ing a legislative framework on immigration
next week that it hopes can pass both the
House and the Senate. The president’s
remarks amounted to a preview of that
framework. He said he’ll propose $25 bil-
lion for building a wall on the U.S.-Mexico
border and $5 billion for other security
measures.
But immediately after Trump spoke, a sen-
ior White House official stressed the idea of

San Carlos Avenue pedestrian safety plan OK’d
Officials explore new stoplight, sidewalks for major thoroughfare

How to balance safety and the flow of traf-
fic along San Carlos Avenue was a focus for
the City Council when it approved a plan for
pedestrian improvements along the major
city thoroughfare Monday.
Raised sidewalks, accessible curb ramps,
road markings to indicate where bicyclists
can travel as well as additional stoplights
and signs are among the measures officials
and residents have explored in recent
months since the City Council pegged safe-
ty improvements on the 0.8-mile stretch of
San Carlos Avenue between Beverly Drive
and Prospect Street for further study in
2016.
But as councilmembers reviewed concep-
tual plans for the improvements, a recom-
mendation to install a stoplight at Phelps
Road at the entrance of Arundel Elementary
School raised questions for some about how
the flow of traffic on the corridor would be
affected by the changes. Vice Mayor
Cameron Johnson wondered if an additional
signal positioned so close to the stoplight
at Alameda de las Pulgas could create con-

“If you have another stoplight in the mid-
dle of that it’s going to be very difficult in
the morning and afternoons to get out of
there,” he said.
Though Weinberger said the timing of the
signals at Alameda de las Pulgas and Phelps
Road could be adjusted if they did create

Drunk driver sentenced
to county jail, probation
A San Jose man who pleaded no contest to
driving with over .08 percent blood alcohol
and injuring his girlfriend after he crashed
his car on an East Palo Alto stretch of
Highway 101 in July was sentenced to 49
days in county jail and three years of super-
vised probation Wednesday, according to
the San Mateo County District Attorney’s
Office.
David Mendez, 23, was driving south
when he passed the University Avenue on-
ramp and collided with the center guardrail
just before 3 a.m. July 28. When California
Highway Patrol officers arrived at the
scene, they found Mendez’s car blocking
two lanes of traffic while he and his girl-
friend, a passenger in the car, stood next to
the median, according to prosecutors.
Officers noticed Mendez was displaying
signs of intoxication and administered a
field sobriety test, which he failed. A sobri-
ety test administered more than an hour later
showed his blood alcohol content at .13.
Though Mendez told officers he was not
driving and that the driver had been picked
up by another car before they arrived, his
girlfriend, who suffered fractured ribs and
kidney lacerations, said Mendez was driv-
ing while she slept on the way home,
according to prosecutors.
Mendez’s girlfriend allegedly attended
Wednesday’s hearing and said she did not
want her boyfriend to go to jail. She added
that she is doing fine and that he knew he
made a mistake, according to prosecutors.
Mendez’s defense attorney Sean
Richardson could not be immediately
reached for comment.
Mendez, who pleaded no contest to the
charges in November, will receive nine days
credit for time served, according to prosecu-
tors.

SAN FRANCISCO — San Francisco
supervisors chose a white man to serve as
mayor until a June election, replacing the
African-American woman temporarily serv-
ing in the position and infuriating activists
in a city that is celebrated for its progres-
sive politics but also has a dwindling black
population.
The racially diverse Board of Supervisors
booted acting Mayor London Breed by
selecting another supervisor, Mark Farrell,
as interim mayor in an emotional Tuesday
night vote. Those who supported the move
said Breed, who’s running for a full term as
the city’s top leader, should not have a leg
up on the seven other candidates in the June
5 contest.
But the vote angered Breed supporters
who packed the board meeting. Some booed
and yelled “shame” when supervisors chose
a white man who represents an affluent part
of San Francisco over a black woman who
grew up in public housing near City Hall.

investigators, a prosecutor told the

The children did not have access to
televisions or radios but were able to
read and write and expressed them-
selves in hundreds of journals that

SACRAMENTO — There’s no quick fix to the California
Legislature’s problems with sexual harassment, lawmakers
leading a panel on the issue said Wednesday.
“This change in culture will not come overnight, ”
Democratic Assemblywoman Eloise Gomez Reyes of San
Bernardino said.
The bipartisan panel is tasked with reforming the
Legislature’s policies for handling sexual harassment alle-
gations, including how to hold members accountable and
protect victims. The meeting was the first time both cham-
bers joined together to address allegations of rampant
harassment that forced two lawmakers to resign and
Democratic Sen. Tony Mendoza to take a paid leave of
absence. Critics of the current system say it’s designed to
shield lawmakers rather than protect victims.
The committee took testimony from experts on corporate
culture and human resources as well as the University of
California’s Title IX coordinator. Democratic
Assemblywoman Laura Friedman of Glendale said she wants
the committee to take a “deep dive” and be careful about
rewriting legislative policies with the hope of making last-
ing change.
One committee member said he’s hoping for more rapid
change.
“It’s like the Capitol has a big black eye right now and I’d
like to see things move maybe a little quicker,” Republican
Sen. John Moorlach of Costa Mesa.
Indeed, the Legislature is grappling with more immediate
decisions as the committee evaluates a cultural shift.
Mendoza was interviewed Tuesday by outside lawyers look-
ing into claims he behaved inappropriately toward young
women who worked for him, including by offering one
alcohol when she was underage.
He agreed to a leave of absence in early January, promis-
ing to return at the end of the month, which would be next
week. But Senate President Pro Tem Kevin de Leon is now
threatening to suspend him if he comes back before the
investigation is done.

University of California delays
vote on raising tuition until May

SAN FRANCISCO — The University
of California has delayed a vote on a
proposed tuition increase after criti-
cism from Gov. Jerry Brown and
impassioned pleas from students who
urged the UC governing board to push
harder for state funding and not raise
the cost of their education for the sec-
ond consecutive year.
UC President Janet Napolitano said
that after hearing students concerns,
the governing body was “better
advised to defer voting on this item
until its May meeting.”
The UC Board of Regents was sched-
uled to vote Wednesday on a proposed
increase of $342, or 2.7 percent, in
annual tuition and fees for the 2018-19
academic year.
If approved, the cost for California
residents, who currently pay $12,630
in tuition and fees annually, would
increase to $12,972.
Out-of-state students would pay an
additional $978, or an increase of 3.5
percent, bringing their total for annu-
al tuition and fees to $28,992. The
regents approved a similar increase
last January, the first increase since
2011.

California sues Trump
administration over
fracking rule change

SACRAMENTO — California’s attorney general sued the
Trump administration yet again Wednesday, this time for
rolling back a fracking rule that the state says is designed to
protect public health and the environment.
The suit challenges the federal Bureau of Land
Management’s move against the rule that requires drilling
companies to disclose what chemicals they’ve used for
fracking.
It’s the latest in a series of legal actions by Democratic
Attorney General Xavier Becerra against the federal govern-
ment during his first year as California’s top law enforce-
ment official.
Becerra has butted heads repeatedly with the Trump admin-
istration on the environment, immigration and other
issues.
Last week, he warned California employers that a new
state law means they could face fines of up to $10,000 if
they share employee information with federal immigration
agents without a warrant or subpoena.
That has drawn fire from Republicans and criticism that
employers might be confused about how they should follow
seemingly conflicting state and federal laws.
Becerra downplayed that criticism Wednesday, saying
employers should use common sense to evaluate whether a
federal agent has the proper paperwork to ask for private
information.
In the latest lawsuit, Becerra said the Trump administra-
tion broke the law in rolling back the fracking rule by not
following required procedures including getting public
comment.

Mayors boycott Trump meeting after sanctuary cities threat

WASHINGTON — The Justice Department
ramped up pressure Wednesday on so-called
sanctuary cities seeking public safety grant
money, warning that they could be legally
forced to prove they are cooperating with
federal immigration authorities. The move
prompted immediate backlash, with mayors
from across the country boycotting a
planned meeting at the White House with
President Donald Trump on Wednesday after-
noon.
Trump responded by accusing the boy-
cotting mayors of putting the needs of
“criminal illegal immigrants over law-abid-
ing Americans.”
Officials sent letters to roughly two dozen
jurisdictions threatening to issue subpoenas
if they don’t willingly relinquish documents
showing they aren’t withholding informa-
tion about the citizenship or immigration
status of people in custody. The department
has repeatedly threatened to deny millions
of dollars in important grant money to com-
munities that refuse to comply with a federal
statute requiring information-sharing with
federal authorities, as part of the Trump
administration’s promised crackdown on
cities and states that refuse to help enforce
U.S. immigration laws.
Many cities have been openly defiant in
the face of the threats, with lawsuits pending
in Chicago, Philadelphia and California

attack on mayors who lead welcoming cities
is an attack on everyone in our conference,”
he said.
New York’s Bill de Blasio and Denver’s
Michael Hancock announced their boycotts
on Twitter.
“I will NOT be attending today’s meeting
at the White House after
(at)realDonaldTrump’s Department of
Justice decided to renew their racist assault
on our immigrant communities,” de Blasio
wrote, adding that the move “doesn’t make
us safer and it violates America’s core val-
ues.”
Hancock said he had “better things to do
than be part of a photo op for 45 as he
threatens cities again.”
Still, many mayors did attend. In remarks
in front of the group, Trump blasted those
who had boycotted.
“My administration is committed to pro-
tecting innocent Americans and the mayors
who choose to boycott this event have put
the needs of criminal illegal immigrants
over law-abiding Americans,” he said.

SpaceX fires engines on big
new rocket in launch pad test

CAPE CANAVERAL, Fla. — SpaceX fired
up its newest, biggest rocket in a critical
launch pad test Wednesday, advancing toward
a long-anticipated test flight possibly in just
a week.
The Falcon Heavy briefly roared to life for
the first time at NASA’s Kennedy Space
Center. All three boosters — 27 engines in
all — were tested. The thunderous booms
could be heard at the press site three miles
away, as huge white clouds of engine exhaust
billowed into a clear blue sky. Everything
appeared normal: The 230-foot (70-meter)
rocket stood tall and brilliantly white after
the test on the historic pad once used by
NASA’s Apollo moon rockets and space shut-
tles.
SpaceX chief executive Elon Musk said an
hour later that the firing was good. “Generated
quite a thunderhead of steam. Launching in a
week or so,” he said via Twitter.
The press site was busier than usual, as TV
crews and other journalists gathered at midday
for the test. There was no guarantee of a test
firing Wednesday. SpaceX had fueled the rock-
et before, but then stood down for undisclosed
reasons.
Wednesday’s firing appeared to last for
about 10 seconds.
The Heavy — a triple-size version of
SpaceX’s frequent flier, the Falcon 9 — is tai-
lor-made for spacecraft headed to the moon or
Mars, as well as extra-big satellites bound for
low-Earth orbit.
A Falcon 9 has a single first-stage booster;
the Heavy has three strapped side-by-side-by
side, spanning 40 feet (12 meters) across at
the base. The Falcon 9 is routinely used to
hoist satellites as well as space station cargo,
and perhaps by the end of year, could be haul-
ing crews for NASA, too.

Militants attack Afghan offices
of children’s NGO, killing four

KABUL, Afghanistan — Militants
stormed the offices of Save the Children
in eastern Afghanistan on Wednesday,
killing four people and triggering a
shootout with police that lasted almost
10 hours, provincial officials and the
organization said.
The Islamic State group claimed
responsibility for the attack in
Jalalabad, the capital of Nangarhar
province. Among the four killed were
two employees of the NGO, a security
guard and an army soldier.
The assault started with a suicide
bomber who detonated his explosives’
vest at the provincial offices of Save
the Children, said Attahullah
Khogyani, spokesman for the provin-
cial governor.
Security forces killed four other
attackers, he said, adding that at least
26 people, including three members of
the Afghan security forces, were wound-
ed.
After eight hours the fighting sub-
sided and Khogyani said he initially
thought it was over but then the shoot-
ing picked up again.
Two hours later, it was finally over,
he said.
Carolyn Miles, president of Save the
Children, expressed “profound sadness”
at the killing of the NGO’s staff mem-
bers in Jalalabad. She said four wounded

staffers were receiving medical treat-
ment.
“We are shocked and appalled at the
violence, carried out against our staff in
Afghanistan who are dedicated humani-
tarians, committed to improving the
lives and wellbeing of millions of chil-
dren across the country,” Miles said.
Miles added that the organization had
been working in Afghanistan since
1976, “providing life-saving health,
education, nutrition and child protec-
tion programs that have helped mil-
lions of children.” Save the Children
also said it had temporarily suspended
its work across Afghanistan.
In a statement on its Aamaq media
arm, the Islamic State group said one of
its suicide bombers with an explosive-
laden vehicle and a subsequent raid tar-
geted “British and Swedish foundations
and Afghan government institutes.”
Both the Taliban and IS are active in
eastern Nangarhar province.
Khogyani said the security forces had
managed to rescue 46 people, mostly
employees of the Save the Children, as
the attack unfolded.
U.S. State Department spokeswoman
Heather Nauert denounced the assault,
calling it “heartbreaking” and offered
“deepest condolences to the victims
and families.”

Probe: Chinese opioid sellers
exploit U.S. postal service flaw

WASHINGTON — Congressional investigators said
Wednesday that Chinese opioid manufacturers are exploit-
ing weak screening at the U.S. Postal Service to ship large
quantities of illegal drugs to American dealers.
In a yearlong probe, Senate investigators found that
Chinese sellers, who openly market opioids such as fen-
tanyl to U.S. buyers, are pushing delivery through the U.S.
postal system. The sellers are taking advantage of a failure
by the postal service to fully implement an electronic data
system that would help authorities identify suspicious ship-
ments.
At a time of massive growth in postal shipments from
China due to e-commerce, the investigators found that the
postal system received the electronic data on just over a
third of all international packages, making more than 300
million packages in 2017 much harder to screen. Data in
the Senate report shows no significant improvement during
2017 despite the urgency.
The U. S. Postal Service said it has made dramatic
progress in the last year in total packages with opioids

NEW YORK — U. S. stocks
bounced up and down and finished
mostly lower Wednesday as tech-
nology companies slumped.
Commerce Secretary Wilbur Ross
discussed a more nationalist trade
stance, with uncertain effects for
the market. The dollar, already at
three-year lows, got even weaker.
Stocks got off to a strong start,
but technology companies took
heavier losses as the day wore on,
led by chipmakers after Texas
Instruments gave a disappointing
forecast for the current quarter.
Apple also fell.
The dollar sagged against other
currencies after Treasury Secretary
Steven Mnuchin said the curren-
cy’s decline is good for U. S.
exporters, suggesting he isn’t
likely to try to stop its slide.
Airlines plunged after United
Continental said it plans to ramp
up passenger capacity.
Mnuchin and Ross are at the
World Economic Forum in Davos,
Switzerland. Mnuchin’s com-
ments sent the price of gold and
silver higher, as investors often
buy precious metals when they’re

Two federal agencies send teams to probe Tesla freeway crash

DETROIT — Two federal agencies
have dispatched teams to investi-
gate the California crash of a Tesla
Model S electric car that may have
been operating under its semi-
autonomous “Autopilot” system.
It’s the second time the National
Transportation Safety Board and
the National Highway Traffic Safety
Administration have investigated
the performance of Autopilot,
which keeps a vehicle centered in
its lane at a set distance from cars in
front of it and also can change lanes
and brake automatically.
The safety board sent two inves-
tigators to Culver City on Tuesday,
according to spokesman Peter
Knudson, while NHTSA confirmed
Wednesday that it is also dispatch-
ing a special team “to investigate
the crash and assess lessons
learned.”
Neither agency would comment
further, but it’s likely they both
will seek information about
whether Autopilot was on and if its
sensors somehow failed to see a
stopped firetruck Monday on
Interstate 405 in Culver City near
Los Angeles.
The NTSB said on Twitter that
investigators will focus on driver
and vehicle factors.
The Tesla driver told the
California Highway Patrol that he
had activated Autopilot before the
crash, but the highway patrol said
in a news release that it was unable
to verify the driver’s statement at
this time. The crash remains under
investigation, the highway patrol
said.
The NTSB in September deter-
mined that design limitations of
the Tesla Model S Autopilot played
a major role in a May 2016 fatal
crash in Florida involving a vehi-
cle operating under Autopilot. But
it blamed the crash on an inatten-
tive Tesla driver’s overreliance on
technology and a truck driver who
made a left turn in front of the car.
The California investigation
comes as Congress and federal
agencies grapple with how to regu-
late autonomous vehicles and those
with systems that are partially self-
driving. The systems can signifi-
cantly reduce crashes, but comput-
er-driven vehicles also can make
mistakes.
Tesla wouldn’t say if Autopilot
was working at the time of the
Culver City crash, but said in a
statement Monday that drivers must
stay attentive when it’s in use. The
company would not comment on
the investigation.
In Monday’s crash, the highway
patrol said the southbound Tesla hit
the rear of the Culver City firetruck,
which was parked at an angle in the
carpool lane while firefighters
tended to a crash on the opposite
side of the freeway.

Toys R Us to close 182 stores Apple will give users

NEW YORK — Toys R Us, a nostalgic
favorite even as many shoppers moved to
Amazon and huge chains like Walmart,
plans to close up to 182 stores after strug-
gling during the holiday season.
The company that once dominated toy
sales in the U.S. has been operating under
bankruptcy protection since last fall, when
it filed for Chapter 11 under the weight of $5
billion in debt. Toys R Us operates about
900 stores in the U.S., including Babies R
Us stores.
“I’m very sad about Toys R Us clos-
ing, ” said Dana Gillis, who was shop-
p i n g at t h e s t o re i n Hi g h l an d Park ,
Illinois, on Wednesday.
“As a teacher, as a parent, any resources
that I need, I can find online,” she added.
“But I value so much being able to come to a
store a real store like Toys R Us and be able
to check out the product before I purchase.”
The store closings will begin in February
and the majority of locations identified for
closure, which include Babies R Us stores,
will go dark by mid-April. At some other
locations, Toys R Us and Babies R Us stores
will be combined. The bankruptcy court
still must sign off on the closings.
Toys R Us wouldn’t say how many jobs
will be cut. It said some employees will be
moved to other stores and those who cannot
be will get severance.

SAN FRANCISCO — Apple’s next major
update of its mobile software will include an
option that will enable owners of older
iPhones to turn off a feature that slows the
device to prevent aging batteries from shut-
ting down.
The free upgrade announced Wednesday
will be released this spring.
The additional controls are meant to
appease iPhone owners outraged since
Apple acknowledged last month that its
recent software updates had been secretly
slowing down older iPhones when their bat-
teries weakened.
Many people believed Apple was purpose-
fully undermining the performance of older
iPhones to drive sales of its newer and more
expensive devices.
Apple insisted it was simply trying to
extend the lives of older iPhones, but issued
an apology last month and promised to
replace batteries in affected devices at a dis-
counted price of $50.

paying Apple to use its chips
BRUSSELS — European regulators have
fined Qualcomm $1.23 billion after conclud-
ing the U.S. mobile chipmaker bribed Apple
to stifle competition by using its products
exclusively in iPhones and iPads.
The penalty announced Wednesday marks
the latest blemish on Qualcomm, whose busi-
ness tactics have been portrayed as illegal
abuses of power in lawsuits filed by the U.S.
Federal Trade Commission and Apple. Those
cases are still making their way through the
courts. The European Union probe focused on
a different area than the U.S. lawsuits. Those
complaints allege Qualcomm has been
imposing unfair licensing terms on Apple and
other makers of mobile devices for technolo-
gy that it didn’t invent.
European regulators contend Qualcomm
secretly paid Apple to use its chips for con-
necting to high-speed cellular networks as
long as Apple didn’t switch to rival products
from 2011 to 2016.

LANSING, Mich. — The former sports doc-
tor who admitted molesting some of the
nation’s top gymnasts for years under the
guise of medical treatment was sentenced
Wednesday to 40 to 175 years in prison by a
judge who proudly told him, “I just signed
your death warrant.”
The sentence capped a remarkable seven-
day hearing in which more than 150 women
and girls offered statements about being
abused by Larry Nassar, a physician who was
renowned for treating athletes at the sport’s
highest levels. Many confronted him face to
face in the Michigan courtroom.
“It is my honor and privilege to sentence
you. You do not deserve to walk outside a
prison ever again. You have done nothing to
control those urges and anywhere you walk,
destruction will occur to those most vulnera-
ble,” Judge Rosemarie Aquilina said.
Nassar’s actions were “precise, calculated,
manipulative, devious, despicable,” she said.
When the hearing ended, the courtroom
broke into applause. Victims and prosecutors
embraced at the conclusion of the grueling 16-
month case.
But the anguish of the past week will have
little, if any, practical effect on Nassar’s fate.
Before serving the Michigan sentence, the
54-year-old must first serve a 60-year federal
sentence for child pornography crimes. With
credit for good behavior, he could complete
that sentence in about 55 years. By then, he

tive told New York state lawmakers
on Wednesday.
Leagues would receive 1 percent
of the total wagered on their sport-
ing events under the proposal
detailed by NBA Senior Vice
President Dan Spillane. He said
leagues should also have the right
to restrict betting on their events.
“Without our games and fans,
there could be no sports betting,”
Spillane said in his testimony at a
legislative panel studying the
prospect of legalized sports gam-
bling in New York.
Lawmakers in several states are
examining the issue following
New Jersey’s legal challenge to
the 1992 federal law banning
sports betting in all but four
states: Delaware, Montana,
Nevada and Oregon. The case is
pending before the U.S. Supreme
Court. A recent report from Eilers
& Krejcik Gaming, which tracks
gambling legislation nationwide,
predicts that as many as 18 states
will introduce bills to regulate
sports betting this year.
Giving them a piece of the
sports betting pie would create
lucrative new revenue streams for
pro sports leagues — but would
potentially diminish the revenue
set aside for public education or
government programs.

said. He said the league would pre-
fer a federal law, but that the NBA
cannot “sit on the sidelines” while
New Jersey’s court challenge pro-
ceeds and other states consider
their response.
The league also wants clear rules
to protect consumers, and moni-
toring of unusual betting activity
to ensure players or other league
insiders aren’t placing bets on
their own sport, Spillane said.
Lawmakers in New York have no
plans to vote on any new regula-
tions that would take effect if the
federal ban is struck down. But
they say they want to study the
issue now so the state is ready to
act quickly.
The American Gaming
Association, a national trade
group that represents casinos and
other businesses involved in gam-
bling, said it was pleased the NBA
is supporting “vigorously regulat-
ed sports wagering.” But it dis-
missed the league’s proposal to
share in the profits.
“We can all agree that the 25-
year ban on sports wagering has
been a failure in every regard,”
AGA President and CEO Geoff
Freeman said. “Now, let’s get real
about eliminating the illegal mar-
ket, protecting consumers and
determining the role of govern-
ment — a role that most certainly
does not include transferring
money from bettors to multi-bil-
lion dollar sports leagues.”

Tiger is confident
back will hold up

SAN DIEGO — Tiger Woods is
more confident than ever that his
return to the PGA Tour will be differ-
ent this time.
It’s not so much how he plays,
but rather for how long.
“I have no more pain in my
back,” Woods said Wednesday.
That wasn’t the case a year ago.
Woods was coming off the longest
break of his career following two
back surgeries when he played the
Hero World Challenge and showed
promise by making 24 birdies
against an 18-man field with no cut.
But then he missed the 36-hole cut
at Torrey Pines, and lasted one
round in Dubai before withdrawing
with back spasms.
Fusion surgery on his lower back
followed two months later, and now
Woods is on the same track as he
was last year — with one excep-
tion.
“I was trying to manage the disk
and the vertebrae,” Woods said after
his pro-am round in the Farmers
Insurance Open. “But it’s all fin-
ished now. It’s fused, and the quality
of life is infinitely better than it
was last year at this point.”
He looked just as strong, just as
healthy, as he did in the Bahamas
last month. Woods began and ended
the pro-am with an approach to a
few feet for easy birdies.

This will be only his second PGA
Tour event since August 2015.
Woods is known for saying that
he shows up at every tournament
expecting to win, though time —
not to mention four back surgeries
in nearly four years — has tempered
his expectations. He concedes he
has competitive rust, at least com-
pared with the players he will try to
beat.
“I just want to start playing on
the tour, and getting into a rhythm
of playing a schedule again,”
Woods said. “I haven’t done that in
such a long time, so I don’t know
what to expect. Just go out there and
just play. I’m going to grind.”
Woods used to be able to look at a
golf course and have a reasonable
idea what kind of score it would take
to win.
That’s no longer the case, mainly
because of the competition.

ment with Jon Rahm, the 23-year-
old Spaniard who won last week in
the California desert and can move
to No. 1 in the world if he can defend
his title at Torrey Pines. Woods met
him for the first time this week.
“A lot of names I haven’t seen, I
haven’t played with, I haven’t seen
their games,” he said. “We’ll see.”
Woods begins on the South
Course on Thursday with Charley
Hoffman and Patrick Reed. The
South is the stronger of the two
courses, having hosted the U.S.
Open, and it’s where Woods has
taken control the seven times he
won the PGA Tour event here.
He was so predictably good that
in late January 2008 — the year the
U.S. Open was coming to Torrey
Pines — caddie John Wood lingered
behind the 18th green on the South
course and watched as Woods fin-
ished off an opening-round 67.
“He just won two tournaments
with one round,” the caddie said,
and he was right. Woods won the
Buick Invitational by eight shots,
and the U.S. Open for his 14th
major.
Now, no one is sure what to
expect.
He said he has been playing six
days a week at home since the start
of the year. There is no concern
about his back giving out.
The next step is posting a score
against a full field with a 36-hole
cut.

the opening minutes and while she managed
to hit just two shots, it was obvious Aragon
didn’t have much of an answer for her,
despite the Dons consciously trying to con-
tain her.
“We knew Hoyem is going to get hers,”
Manu said as Hoyem scored a game-high 15
points.
“We wanted anyone but her to beat us.”
While Hoyem led the Bears in scoring yet
again, M-A is far from a one-woman team.
Seven of the 10 players on the Bears’ roster
got in the scoring column. Carly
McLanahan was held without a 3-pointer,
rebounds. She showed she can beat defend-
ers off the dribble as she used a killer cross-
over move on a drive to the basket that she
converted for a layup and the free throw at
the end of the third period.
Filippa Ljunggren, a freshman forward,
added seven points — none bigger than the
3 she stroked from the left corner to push
the Bears’ lead back to 15 points with 1:41
to play.
Erica Fischer finished with four points for
M-A while adding seven rebounds.
“Other than Hoyem and McLananhan, the
rest of (the team is) pretty new,” Coleman
said. “It’s taken some time to learn to play
with each other. We’re coming along.”
To highlight Aragon’s scoring struggles,
no Don scored in double figures. Lydia Manu
finished with nine points, while Fononga
and Lia Liliovaiava each had nine points.
“We are a young basketball team and that
shows,” Coach Manu said. “Lot of hurried
make mistakes against his (M-A) team.”
M-A took control of the game in the
opening minutes. After Aragon’s Lydia
Manu came up with a steal and used a nifty
spin move to convert the layup to tie the
game at 4, M-A went on a 7-2 run to end the
first quarter, with Catharine Chai, another
freshman, railing a 3 to put the Bears up 11-
4.
The Dons opened the scoring in the sec-
ond period to cut their deficit to three when
Kalisi Fononga converted a fastbreak layup
off a steal.
But Aragon then went through a nearly
three-minute drought, during which time M-
A outscored the Dons 8-0. McLanahan
scored on a drive to the hoop and Hoyem
followed with a layup from the block. A pair
of Fischer free throws were followed by a
layup from Chai off the bounce and the
Bears were in command, 19-8 with 3:15 to
play in the half.

eclipsed their first-half total of 10. But
every time they threatened to claw their way
back into the game, the Bears were there to

A 6-0 run by Aragon late in the third cut
its deficit to 12, 33-21, but McLanahan’s
three-point play gave the Bears their
largest lead of the game, 15, at the end of
the third period.
The fourth quarter was a carbon copy of
the fourth — every time the Dons would put
a run together, the Bears were there to quick
squelch it.
Despite the 12-point win, the Bears knew
they had work for every point.
“The final score is not a true indication of
how tough the game was,” Coleman said.
“[Aragon] definitely made us come out and
play hard.”

which is all that would have happened that

gets hit like that now? It’s a 15-yard penalty
and maybe a fine for the hitter, but it doesn’t
take away the violent hits quarterbacks
— and others — still endure.
To make a long story short: I dare you to
tell any player in today’s NFL that what they
play is flag football.
Montana was easy to defend as the best
when compared to the likes of John Elway,
Dan Marino or Brett Favre. They were consid-
ered contemporaries and the three many
would agree deserved to be in the “Who’s
best” argument. The mic-drop moment was
usually, “4-0 in the Super Bowl.” That Elway-
Marino-Favre triumvirate? Combined for
three.
But that primitive argument no longer
flies. Not when you compare it to a player
who is doing things in the Super Bowl that
no other player has ever done. How can you
say appearing in a eighth championship
game — eight! — doesn’t trump 4-0?
I know they say you can interpret statistics
any way you want, but there is no arguing
Brady’s Super Bowl numbers:

Any way you want to parse it, Brady has
surpassed Montana. There’s no shame in that.
being revered as a 49ers and NFL legend. As
they say, records are meant to broken. Will
anyone break Brady’s Super Bowl records?
Maybe, and then the arguments can start
anew.

As the San Francisco Giants prepare to
unleash the trio of Evan Longoria, Andrew
McCutchen and Austin Jackson on 2018, it
invariably leads to recalling the calamity that
was 2017.
There is one story line that I simply can’t get
behind last year — that if Madison
Bumgarner did not have his dirt bike acci-
dent, the Giants, somehow, would have been
different.
In the strictest sense of it, no, the Giants
would not have lost 98 games if Bumgarner
was healthy all season. But his availability
for a 162-game schedule still would not have
had San Francisco sniffing a playoff spot in
2017. He won just four games in 17 starts
last season, with a solid ERA of 3.32, just a
little off his lifetime average of 3.01.
That would have put him on pace for, what,
about a nine-, 10-win season in 2017? Hardly
a playoff difference maker.
The problem last year was not Bumgarner’s
wipeout. It was a team-wide slump that affect-
ed every aspect of their game. This year, the
Giants and their fans have to hope 2017 was
the exception and not the beginning of the
end for this team’s core. Everyone needs to
have a bounce-back year in 2018 — from
both pitchers and position players — to con-
tend for a playoff spot.

LOS ANGELES — Jonah Mathews turned his
back as Daejon Davis tossed up the potential
tying 3-pointer with 4 seconds left.
Mathews’ teammate, Nick Rakocevic,
watched nervously, thinking the shot looked
good from his vantage point.
It wasn’t, and Southern California escaped
with a 69-64 victory over Stanford on
Wednesday night to move into a virtual tie
with Arizona atop the Pac-12, although the
Trojans (7-2) trail the idle Wildcats (6-1) by
percentage points.
“My heart stopped a little bit,” Rakocevic
said.
Mathews added, “I turned around because I
didn’t want to look.”
They couldn’t be blamed for having flash-
backs to USC’s 77-76 loss on a shot from
beyond half-court at Stanford on Jan. 7.
But the worries were brief, and the Trojans
continued their best start in league play since
2002, when they were also 7-2.
“Our confidence is through the roof right
now,” said Rakocevic, who had nine points
and eight rebounds.
Mathews scored 18 points and Chimezie
Metu added 12 points and 10 rebounds for the
Trojans (16-6), who have won five in a row
and 10 of 12.

A prosecutor called Nassar “possibly the
most prolific serial child sex abuser in histo-
ry” and said competitive gymnastics provided
the “perfect place” for his crimes because vic-
tims saw him as a “god.”
Prosecutor Angela Povilaitis also said
Nassar “perfected a built-in excuse and
defense” as a doctor, even though he was “per-
forming hocus-pocus medicine.”
“It takes some kind of sick perversion to
not only assault a child but to do so with her
parent in the room, to do so while a lineup of
eager young gymnasts waited,” Povilaitis
said.
She urged people to believe young victims
of sexual abuse no matter who they accuse and
praised journalists, including those at the
Indianapolis Star, who were among the first to
report on the allegations.
Although Nassar’s work with gymnasts
received the most attention, the allegations
against him spanned a dozen sports over 25
years.
At one point, Nassar turned to the courtroom
gallery to make a brief statement, saying that
the victims’ accounts had “shaken me to my
core.” He said “no words” can describe how
sorry he is.
“I will carry your words with me for the rest
of my days” he said as many of his accusers
wept.
The judge then read from a letter that Nassar
had written to her that raised questions about
whether he’s truly remorseful. The victims

who packed the courtroom gasped as they
heard passages that included “Hell hath no fury
like a woman scorned” and another in which
Nassar said the “stories” about him were fabri-
cated.
He also defended his actions with the ath-
letes as “medical, not sexual.”
“I was a good doctor because my treatment
worked, and those patients that are now speak-
ing out were the same ones that praised and
came back over and over, and referred family
and friends to see me,” Nassar wrote.
One of the first athletes to publicly accuse
Nassar of sexual assault was the last victim to
offer a statement at the hearing.
Rachael Denhollander is a Kentucky lawyer
who stepped forward in 2016 after the sport’s
governing body was accused of mishandling
complaints of sexual assault. She said Nassar
groped and fondled her when she was a 15-
year-old gymnast in Michigan.
Denhollander’s statements to Michigan
State University police put the criminal inves-
tigation in high gear in 2016.
“You have become a man ruled by selfish and
perverted desires,” she told Nassar, who
worked at the university and USA Gymnastics,
the governing body that also trains
Olympians.
Hours after the sentencing, Michigan law-
makers voted overwhelmingly for a nonbind-
ing House resolution that seeks the removal of
the university’s president over allegations
that the school missed chances to stop Nassar.
Nassar pleaded guilty to assaulting seven
people in the Lansing area, including in the
basement of his home and at his campus
office. But the sentencing hearing was open to
anyone who said they were a victim.
The accusers, many of whom were children,
said they trusted Nassar and were in denial
about what was happening or were afraid to
speak up.

Rain gutters cause many home drainage problems

The person who coined the phrase “saving
for a rainy day” must have been a property
owner with home drainage problems.
The financial costs of poor drainage can be
substantial, and the human health costs sig-
nificant too.
Prevention is important, and many clues
exist for predicting trouble, says Ryan
Larsen, a civil engineer with NDS Inc., a
manufacturer of drainage products in
Woodland Hills, California.
“Low spots in the landscape can be hard to
see, but areas where the ground is wet for
long periods of time after it rains or the
sprinklers run are locations where water is
collecting,” Larsen said.
Discoloration and mold growth on a
home’s foundation, and places where stucco,
siding or paint easily fall off a house are indi-
cations that water is pooling, he said. “You
should suspect water is getting into your
home if you detect damp or musty smells in
your basement or crawl space,” he said.
Most homes have some kind of drainage
problem, and most often the damage comes
from rain gutters, Larsen said.
“Because a lot of homes have gutter down-
spouts that lead straight to the ground,
you’ve got all this water coming off the roof
and pouring to just one point, where it can

easiest to fix with a downspout extender.”
The financial costs of poor drainage can
add up. Outlays for drying basements can
range from $1,000 to $10,000, according
the U.S. National Flood Insurance Program.
Repairing foundation damage can cost any-
where from $3,500 to $25,000, the National
Association of Realtors says.
The human health costs of poor drainage
on properties also can be sizeable, Larsen

“Soggy, poorly graded ground spells cer-
tain doom for lawns, shrubs, plants and gar-
dens,” Larsen said.
Three of the most common solutions for
drainage problems are catch basins, pop-up
emitters and French drains.
Catch basins trap sediment and contami-
nants beneath downspouts for drainage to
safer locations. Pop-up emitters are connect-
ed to underground drainage pipes and chan-
neled away from structures. The pop-up tops
allow water to drain when full but remain
closed when empty to keep out rodents and
debris. French drains are gravel-filled trench-

“Please make a decision for the citi-
zens of Millbrae,” said resident Gary
Chang, whose opposition was
received with the same audience
applause that followed each critic’s
perspective on the development.
Similar issues were raised by the hun-
dreds of residents who emailed offi-
cials or signed a petition taking issue
with the development.
While the backlash was notable, a
few came forward and advocated for the
merits of the project — particularly
the residential component which they
claimed would help offset the region’s
job and housing imbalance.
“We do not have enough housing to
support the people here … think about
the great public resource that can help
this region,” said Paul Leone, a hous-
ing advocate and development
accountant for MidPen Housing.
Representatives hired by Muzzi also
praised the project, claiming it would
help establish Millbrae as a destina-
tion offering world-class workspaces,
a thriving shopping center and hun-
dreds of new homes at a central trans-
portation hub.

Obama-era Deferred Action for Childhood
Arrivals program, or DACA. Trump
