Honourary Citizen
Moorabool’s Australia Day Awards have been presented to
proud recipients, during the shire’s celebrations in Ballan last
Friday.
The honour of Citizen of the Year went to Delwyn (Del)
Leggett, perhaps best known for her role as the first Mayor
of Moorabool.
Ms Leggett served as a councillor for the Shire of Bacchus
Marsh, including as Shire President, before becoming Mayor
of Moorabool Shire upon amalgamation in 1996, retiring
from local government in 1999.
Ms Leggett is also a Justice of the Peace, has been a long-time
board member of Djerriwarrh Health Services, and is well
known for her numerous other contributions to community
organisations over many years.
Her Citizen of the Year honour is far from her first honour
– Ms Leggett has also previously been awarded the Order of
Australia medal for her services to the community.
Still, when Moorabool Shire Council Mayor Paul Tatchell
rang Ms Leggett to let her know that she would be receiving
the award, it took a bit of convincing.
“It was just so unexpected for me, and he was getting a laugh
at me because I was saying ‘’it can’t be right!’ I said, just as
well I’m sitting down!” Ms Leggett told the Moorabool News.
It took a few days before Ms Leggett told even her best friend
of the news.
“I didn’t tell anybody because I thought ‘oh that’s not right,
it can’t be me, I’m sure something will happen.’ I told her,
‘don’t’ say anything, because I’m not sure it’s true!”
Despite her incredibly long history of contributing to many
local organisations and groups over such a long period of
time, Ms Leggett explained that her surprise at receiving the
Australia Day honour was because nobody does community
work with an expectation of ever being awarded for it.
“I don’t think you ever think of that, while you’re doing the
things you’re doing. You just think ‘oh I’ll do that, I can help
out with that…’ you just do it. As a result, these things come
as a shock to you.”
Ms Leggett was presented with her award by Moorabool’s
Australia Day Ambassador Father Bob Maguire.
“I’m really, really absolutely chuffed that Father Bob
Maguire was there, he’s just a wonderful man and he’s done
so much good for so many people. I’m thrilled, he’s done so
many wonderful things, I admire him to bits.”

Ashes saved in fire

An 18-year-old Darley resident has jumped
into a raging house fire to save the ashes of
his late little sister.
Nicholas Land kicked in the window of his
parent’s bedroom and jumped inside before
blindly making his way through the thick
smoke in order to retrieve the urn belonging
to his sister Emerikus, who was stillborn
five-years-ago.
His mother, Sherri-leigh said while it was
devastating to lose everything in the fire,
which ripped through their home on Sunday
January 21, it was a relief to still have their
little girl.
“My husband [Ben] and I were at Pykes
Creek with the kids when we got the call that
our house was on fire,” she said.
“A local rang me and said, it’s really bad,
your roof and everything has fallen in, so
I yelled out to Ben and we rushed back to
the car. We came straight into town and as
soon as we got to Pentland Hills, we saw the
smoke and it was so black and so thick and I
said to Ben, this is not good”.
Sherri-leigh said as soon as they turned
the corner they saw dozens of emergency
workers and people crowded around the
house, which had smoke billowing from the
windows and a caved in roof.
“I thought to myself, it’s gone; our house
and everything we own is gone,” Sherri-
told Nicholas he couldn’t go into the house,
but he did what he needed to do, he kicked
in the window, jumped in and grabbed her
out”.
Sherri-leigh said as her son jumped inside,
the roof above the bedroom started falling in

“When he jumped in, he put his shirt up
over his face because the smoke was just so
thick; he closed his eyes and followed the
bed up to the bedside table, where the [urn]
was.
“He endangered his life, but we are a very
close family. It is devastating that we have
lost our own home, but after already losing
our little girl once, if we lost her to a house
fire it would have just been another blow that
would have destroyed our family all over
again”.

Sherri-leigh said they didn’t even have soap,

“We didn’t get back to the hotel until
about midnight, but when everything had
calmed down, we suddenly realised that the
community had already donated all of this
stuff,” she said.

Victorian drivers can now take advantage of
the State Government’s switch to short-term
vehicle registration.
Drivers with registration renewals from
January 1 now have the option of registering
their vehicles in new, flexible periods of
three, six or 12-month renewals.
More than 28,000 vehicle owners have
already made the switch to the new short-
term options, with 75 per cent of eligible
all registered vehicle owners will have made
the switch to short-term registration, helping
ease cost of living pressures for more than
two million Victorians.
Owners of cars, utes, vans, motorcycles and
other light vehicles can make the switch, or
continue with an annual registration fee, by
creating a myVicRoads account.
The online account allows owners to choose
their preferred registration option, and
receive electronic reminders when their
registration is due.

A Bacchus Marsh College
teacher accused of sexually
assaulting two students has
appeared in the Ballarat
Magistrates’ Court, sup-
members of the school.
Daryl Carr, who taught
humanities at the school, is
accused of sexually assault-
ing the two female students
between June 2016 and Feb-
ruary 2017.
The two students, now aged
14 and 15, appeared in court
(24 January) via a video-link.
The court heard Carr,
who is no longer teaching,
touched the students inde-
cently while helping them
with school work during
school hours.
One complainant said that
placed his hand on her

ing it down to her breast.
On another occasion, Carr
allegedly sat next to the stu-
dent and placed his hand on
her inner thigh.
The complainant told the
court that “a little bit of me
thinks he did it [put his hand
on her thigh] by accident

The 56-year-old, who is yet
to formally enter a plea, was
bailed to appear in court on
February 19.

Slower road speed

The speed limit on the Midland Highway, at
Clarendon, has been reduced to 80kph.
The Moorabool News reported last year
that West Ward Councillor Tom Sullivan
was lobbying for the speed limit drop on
behalf of local residents, who were finding
the traffic to be dangerous – especially with
growth occurring in the area.
VicRoads reviewed the speed limit, which
had previously been set at 100kph, and
announced that it would be dropped by
20kph.
The new limit came into effect as of 22
December 2017, applying to the stretch of
road between Clarendon-Lal Lal Rd and
Greeves St.
The change is a permanent one – unlike
the temporary slowing of speeds along the
Midland Highway to Geelong, currently
reduced in places to accommodate
roadworks.
The roadworks include four new overtaking
lanes at Meredith, Lethbridge, and
Bannockburn, as well as the installation of
roadside safety barriers, with the project
expected to be completed by mid-2018.

that persons found without
a helmet may incur a $298

With the festive season all but finished and ‘back to school’
on the horizon, there is still a good chance to hit the road for
the remainder of the holidays, and cast line.
Agriculture Minister Jaala Pulford announced at the end of
December that more than 1 million trout had been released
into Victorian waterways in 2017 – a new state record.
Victoria also saw the introduction of new minimum
size requirements for the recreational fishing of trout, in
September 2017.
Most of the fish released were yearling brown trout, rainbow
trout and Chinook salmon.
The release of native fish has already begun this summer
season with Australian bass, estuary perch and Murray cod,
then golden perch, and more than four million native fish to
be stocked this summer.
“2017 has seen fish stocking records tumble for recreational
anglers across Victoria and there remains even more to look
forward to,” Minister Pulford said.
“From historic Lake Toolondo in our far west, right up to our
north east – we aren’t leaving any angler dry on their quest
to reel in a catch.”

On the road again

For about a five-minute
stretch along the Henty
Highway, just out of Stalkers
Bend, there’s a bit of mobile
phone coverage.
It’s not great, of course, with
about every fifth or sixth
word going missing.
“…stopping at every town…
buy a pie… just spend a dol-
lar…,” says the voice of Paul
Tatchell, Moorabool’s Mayor.
Cr. Tatchell was on the kind
of road trip, summer holiday
that people just don’t seem to
take anymore. Or if they do,
it’s with the kids in the air-
conditioned comfort of the
back seat watching Frozen
on portable DVD players,
instead of fighting over ba-
nana paddlepop ice-creams,
with bare legs sticking like
glue to the vinyl seats.
The kids are grown up and
out of home, with little ones
of their own now, for Cr.
Tatchell and his wife. But
that’s okay, because this trip
isn’t just about driving from
point A to point B to spend
a week at a caravan park be-
fore heading back to work.
This was work.
As the Mayor of the shire
with the third largest road
network in the whole state,
Cr. Tatchell spent his holi-

days on a self-funded trip
through some of the small-
est country towns, driving
some of the most dilapidated
roads and constantly asking
the question of ‘…why?’
“Even though country Vic-
toria is responsible for 80
per cent of the state’s pro-
ductivity, we only get three
per cent of roads funding –
except for the main arterials,
country shire’s get just three
per cent,” Cr.Tatchell said,
once he reached Portland,
where the mobile coverage
was reliable.
The 10-day rural Victoria
road trip took in places in-
cluding Dunolly, Inglewood,
Bridgewater, Pyramid Hill,
Cohuna, Kerang, Swan Hill,
Koraleigh, Boort, Wyche-
proof, Charlton, Donald, St.
Arnaud, Avoca, Hamilton,
Heywood, Camperdown

and Cobden, just to name a
few of the towns.
But Cr. Tatchell wasn’t fol-
lowing a set route for the trip
– it was a matter of waking
up every morning and get-
ting on the road, deciding
whether to turn left or right
along the way.
“The objective was to drive
on all these country roads
that people are dying on –
no-one wants to talk about
the quality of the roads out
here. But the government,
the state and the feds, need
to spend the money where it
needs to be spent.
“And the other thing is,
people that don’t drive dur-
ing the year, that jump on
the train for 50 weeks a year,
but never drive on country
roads get in these posh cars
that don’t give you a real
sense of the road. I’m sure
if they left Melbourne in
an EH ute they’d never run
into anything because they
can feel the road and feel
how bad it is - but how can
we expect them to do that in
modern vehicles. And some-
times their caravan is bigger
than the car and they don’t
have a license to drive an
articulated...”
The tour, taking in the lack
of investment in country
Victoria, will ultimately
come as full-circle as the
blame-game surrounding
the problem in the first place.
“The problem is nobody
takes responsibility – they
blame the driver, they blame
the tourist, they play this
silly blame-game. Well it
does keep them out of trou-
ble… when something goes
wrong, they can say some-
one else did it.”
When Cr. Tatchell paused
at a t-intersection, deciding
which way to go, the way
ahead for the pollies is clear.
“Just take responsibil-
ity. Give some of the money
country Victoria puts in,
back to us.”
If that happens, then maybe
the future kids in the back-
seats will have safer roads to
travel. Or at the very least,
better mobile coverage.

Death unites
community spirit

Over $10,000 has been raised for the family

of a young father who died in a fatal car
accident on the way to work.
John Wilson was travelling to Springfield’s
Garage in Ballan, where he was employed as
a mechanic, on January 4, when his vehicle
collided with a truck on Greendale-Trentham
Road.
The 30-year-old leaves behind his fiancé
Teresa and two-year-old son Logan.
Springfields Garage manager, Rebecca
Treadwell said although John had only
worked at the garage for two days, he was
already part of the Springfield family.
“We had known for about a month that John
was going to be working with us, his toolbox
was here and he was driving to what would
have been his third day on the job,” she said.
“When he didn’t turn up to work I thought
he might have broken down and ran out of
phone service, we could never have imagined
that he had lost his life”.
In the weeks that followed John’s death,
Ms Treadwell took to social media and
created an online auction, where community
members and local businesses donated items
and vouchers to sell.
“We had two online auctions and donation
tins located at ten businesses throughout
Ballan,” Ms Treadwell said.
“I was so overwhelmed with the response.
My original goal was $5,000 and we reached
that from the first auction.
individuals and businesses from Melton,
Blackwood, Bacchus Marsh, Ballarat and of
course everyone here in Ballan. Most of who
never even knew John; there really are some
good people out there still”.
Ms Treadwell said part of the money was
used to fund John’s wake, which was held
at The Shamrock Hotel in Kyneton on
Wednesday, January 24.
“Raising this money was all I could do,” she
said.
“There’s a little boy who now has no Dad
because he died travelling to here, his work,
to support his family. It is just so devastating,
and we will do everything we can do to
help Teresa and little Logan, long after the
fundraiser has finished”.
The 2018 road toll stands at 16, the same as

At last Saturday morning’s Bacchus
Marsh Little Athletics meet, spectators
witnessed Nelson Banigo (Eagles) set
another two Centre records.  Nelson
bettered his own Under 9 70 metres
record setting a new time of 10.29 secs.
Nelson equaled the Under 9 60 metre hurdles record, which
has stood since 1970, running a record time of 10.40 secs. 
Shameka Grero was the PB Star of the Week achieving PBs
in 70m, 60m hurdles, 800m, long jump and shot put.
All Under 9-15 athletes are encouraged to enter the 2018
Western Metro Region Track & Field Championships which
is taking place at the Newport Park Athletics Track on 17 and
18 February.

The National Museum of
Australia has acquired one
of the last vehicles to roll off
the Holden production line
before the Elizabeth factory
in South Australia closed on
20 October 2017, marking the
end of Australian-made car
manufacturing.
The National Museum is
committed to collecting ob-
jects for the nation, which
represent key elements
of Australian society and
culture. Holden unambigu-
ously falls into this category
as an iconic brand which
for decades has symbolised
freedom and independence
for millions of Australians.
The Holden Calais recently
joined the National Mu-
seum’s collection, and is a

to be the first Holden to be
sold commercially. It was
delivered to industrialist Es-
sington Lewis (1881–1961) on
the eve of 24 February 1949, a
day before the first Holdens
were released for sale to the
