Reason for the change:
Clarify the requirement in 3.1 d) and e) from "shall
authorize..." to "cannot refuse...". In the past, clients read
"shall authorize" as having the right to refuse the presence
of an IATF representative or the providing of a copy of the
audit report to the IATF, which was not the intent.

These statements shall clearly appear in the


contract with the client. Therefore, all
contracts shall be updated with the
new wording.

Failure by the client to inform the certification body of a
change is considered a breach of the legally enforceable
agreement and may result in the withdrawal of the
client's ISO/TS 16949 certificate by the certification body.

certification body of an important change.

In determining the number of audit days…


a) an audit day is typically a full normal working day of eight
(8) hours. A half of an audit day is typically a working
day of four (4) hours.
- An exception to the eight (8) hour working day is when
third shift work is being covered – see section 5.2 b).
- An exception to the eight (8) hour working day is on Day 1
when the audit day shall be nine (9) hours – see section
5.7.2. Section 5.7.2 a) requires the auditor to schedule a
minimum of one (1) hour to verify changes at the client’s
site. This one (1) hour is in addition to the normal eight (8)
hour day.

In determining the number of audit days…
b) the total audit days may not be reduced by
programming longer than eight (8) hours per
working day. The only exception is on days when
third shift work is being covered.
- The eight (8) hour audit day is typically a consecutive
8 hour period which may cover up to 2 shifts.
- If more than eight (8) hours are programmed for
covering a third shift, the additional time can only be
applied to a single audit day and shall not be applied
to multiple days of the audit.

Programming Longer than 8 hrs (Example)
The organization has 2 shifts only: 9am-5pm (shift
#1) and 5pm-1am (shift #2). No production between 1am –
9am. Core business hours are 9am-5pm. The audit is 2.5
days in length (or 20 hours).

Can a single auditor audit 12 hours on Day 1 and 8 hours on


Day 2 (for a total of 20 hours)?
Answer: No. Even though the site does not have a 3rd shift
operation, the 2nd shift (5:00pm – 1:00am) can be covered
during a normal eight (8) hour workday by adjusting the
auditor’s start time on the day production is scheduled to be
audited.

5.2 b) also states the additional hours spent auditing the third shift shall
not exceed a maximum of 0.5 audit days (i.e. 4 hours) per audit. audit.
- Programming longer hours can only be applied to a single audit day and
shall not be applied to multiple days of the audit.
- If the site audit has two auditors, each auditor can audit manufacturing on
the 3rd shift for no more than 2 hours each
OR
- One (1) auditor can audit manufacturing on the 3rd shift for no more than 4
hours.
In determining the number of audit days…
c) each audit shall include auditing on all shifts (see section 5.8 n).n).
Multiple shift patterns shall be audited at each audit. The minimum
audit time in manufacturing shall be a minimum of one- one-third of the
total audit days.
For 1.5 audit days (equal to 12 hours), the minimum amount of time auditing
manufacturing should be 4 hours.

d) onsite review of corrective actions arising from previous
audits shall be additional to the specified audit days and is
not entered into the IATF database.
- This is required whether you have 1 nonconformity to be
verified or 10 nonconformities to be verified.
- Agenda shall include a separate line item for verification of
previous nonconformities and show the amount of time
allocated (e.g. 1 hour, 3 hours, etc.).

Note: Rules section 5.7.2 now requires agenda to include the


total number of audit days per auditor. When adding up the
number of audit days per auditor, the CB must exclude the time
spent verifying previous nonconformities to ensure this time is
not entered into the IATF database.

the total number of employees on site (including permanent,
part time, contract, average number of daily workers
for the previous six (6) month period, and temporary

h) if a portion of the site is dedicated to automotive, then the
headcount from that portion can be used to determine audit time
when the following conditions are met:
- approval from the relevant Oversight office prior to
implementation,
- all automotive manufacturing processes are physically
separated from non-automotive manufacturing,
- personnel working in the automotive manufacturing
process areas are completely dedicated,
- all support personnel (onsite or remote) are included in
the headcount. No ratios can be applied.

• Certification body shall submit the “IATF Audit Day
Reduction” application form and a waiver form to the
appropriate Oversight office for approval PRIOR to
implementing the reduced headcount for audit day
calculation purposes.
- No grandfathering is allowed. Previously approved sites
will have to resubmit new paperwork.
- Copy of the IATF Audit Day Reduction application form
shall be made available to the auditor during audit
planning to ensure the approved conditions are still met.
- Auditors are required per 5.10 l) to include a written
summary validating that the current conditions in the
approved IATF Audit Day Reduction application form
are still in place.

k) the total number of surveillance audit days in the first, second, and
third year…shall be equal to the number of initial audit days…and
shall be of equal duration.
If headcount increase/decreases during the audit cycle (see section 5.2 q), this
could affect the equal duration of audit days.

m) if the scope of certification is expanded at the surveillance or


recertification audit, the CB shall increase the total audit
days. Justification for the amount of time added to
the total audit days for the additional scope shall be
maintained in the audit planning documents.
- The client’s certificate can be revised after you have audited the
additional products, processes, etc. and if it changes the certificate
scope statement.

When a client’s scope changes…when do you go on site


for a special audit vs. waiting for the next audit?
• It depends upon how much has changed (e.g. management,
people, processes, quality management system, etc.).
• It depends on when you were notified of the change by the client
(e.g. 2 months before the next audit or 10 months before the
next audit?).
• If the next audit is less than six (6) months from date of
notification, review the changes at the next scheduled audit.
• If the next audit is greater than six (6) months,

special audit (see Rules 7.2).

q) When the total number of employees on site changes prior
to or during the audit, the minimum number of audit days
shall be recalculated. If the minimum number of audit
days increases or decreases, the change shall be applied to

listing all the sites or a corporate certificate is not
permitted.

This assumes the client has never been certified to ISO/TS 16949 before.
Upgrade to ISO/TS 16949 from ISO 9001 can only be applied once for the
client.
Reduction shall not be applied in cases where an existing ISO/TS certified
client (or previously certified client) starts over with a new initial
certification audit due to reasons such as, but not limited to, failing to
conduct the recertification on time.

applicable IATF OEM customer performance reports

covered during the verification of changes prior to the opening
meeting (see 5.7.2 a).
• Customer complaints and client’s responses for all customers is
reviewed in detail during the appropriate process activity on the
agenda. Prioritize the IATF OEMs.
• Auditors need to take good notes, the final audit report requires a
written summary of client’s performance to IATF OEM customers
