General Mat Re: Completion of Resource Conservation District's Pillar Point Harbor Circulation Study RECOMMENDATION Approve an expenditure not to exceed $15,000 to the San Mateo County Resource Conservation District to complete a Pillar Point Harbor Circulation Study. BACKGROUND The San Mateo County Resource Conservation District (RCD) has reactivated its Half Moon Bay water quality study, “Identification of Sources of Fecal Pollution Impacting Pillar Point Harbor’. This study, whose aim is to identify pollution sources and recommend remediation opportunities, had been suspended when its State grant funds were put on hold because of the state's fiscal crisis. As noted by the RCD (see attachment), an “essential component of the project is to investigate hydrologic parameters of the harbor, including currents, flow, salinity, and residency time.” Much of this work was done before the project's funds were frozen by the State in December, 2008. Over $40,000 from the State Water Resources Control Board plus many volunteer hours have been expended to date on the circulation study. Remaining work to be done includes tabulation, interpretation and analysis of data, explore implications, develop a harbor circulation model based on the data, and prepare draft and final reports. The study must be finished now so that the data already compiled will not be rendered useless by the passage of further time. Because of project budget limitations and the unanticipated interruption in project activities, the RCD has no immediate source of funds to complete the circulation study, which will cost $15,000 (see attachment for details). The RCD has thus approached the Harbor District for assistance in enabling completion of the study. Benefits to the harbor and the District include (a) eventual determination of the source(s) of pollution (the latter, which is apparently concentrated near the mouth of Denniston Creek, has been a consistent entry on the annual Beach Watch statewide beach pollution list), (b) identification of approaches to address the problem, and (c) information of potential use to the District for future harbor management and decision-making, e. g., in connection with beach erosion control and sediment management. Staff recommends authorizing an expenditure to the RCD of $1,000 to enable completion of the circulation study. Page? An essential component of the project is to investigate hydrologic parameters of the harbor, including currents, flow, salinity, and residency time. This circulation study may also have additional value for future management and decision-making regarding the harbor, Much of the work to conduct the study was completed before the bond-funded grant was frozen by the State of California in December, 2008: literature review of existing information characterizing circulation conditions, planning the study, purchasing supplies, data collection, and some data tabulation. Work remains to complete tabulation, interpret and analyze the data, explore their implications, develop a model for harbor circulation based on the data, and develop a draft and final report. Over $40,000 in grant funds from the State Water Resources Control Board as well as countless volunteer hours were spent on the circulation study to date. It will cost $15,000 to complete the work.
