After more than 50 years across El
Camino Real from San Mateo’s downtown,
the nine-story Westlake office building at
520 S. El Camino Real is due for a facelift as
the real estate company headquartered there
opts to make seismic upgrades and revamp
aging systems.
By replacing a concrete facade with a
largely glass exterior, adding 6,379 square
feet of new office space to the second and
third floors of the structure and reconfigur-

New Belmont councilwoman embracing role
Julia Mates goes from Planning Commission to City Council

After three years on Belmont’s Planning
Commission, Julia Mates has embarked on
a new role after being named to the Belmont
City Council Jan. 23.
Mates was appointed by the four other
members of the City Council to fill the seat
vacated by former mayor and councilman
Eric Reed’s death in December.
Mates has joined the council at a time
when major changes to the city’s landscape
are in motion.
“To be part of that change and to see it’s
done right is what’s calling me,” she said.
“It’s a very exciting time to be in city gov-
ernment, especially on the Peninsula.”
In addition to serving as chair of the
Planning Commission, Mates has worked
for more than 17 years as a historian and
cultural resources specialist consultant,
which, she said, have given her an intimate
understanding of land use and government
regulations.
She said much of her work as a historian
involves gathering information from a vari-
ety of sources, working with experts from
different backgrounds and balancing their
disparate perspectives, all of which, she

said, will serve her well
at her new position on
the council.
“For my work, I need to
look at every side and
perspective, ” she said.
“This translates to the
council as you gather
information from the
Julia Mates public and stakeholders
and try to make a deci-
sion for what’s best for the public interest.”
A Belmont resident for 12 years with her
husband and three children, Mates grew up
in San Francisco and lived in San Carlos for
10 years. She earned her bachelor’s degree
from the University of California, Los
Angeles and graduated from Sacramento
State University with a master’s degree in
history/public history.
Mates, 47, said she was attracted to public
service after her kids went off to college and
she had reached a point in her career where
she was looking for another place to lend
her expertise. A city official from another
jurisdiction recommended she join
Belmont’s Planning Commission, to which
she applied in 2015.
While serving on the Planning
Commission, Mates was intimately
involved in the development of Belmont’s
new long-range plans, including the city’s
first General Plan update since 1982 and
Belmont Village Specific Plan, which offers
a vision for an expanded, mixed-use down-
town.
Mates said implementing Belmont’s
plans to the benefit of all residents is the
main challenge moving forward.
“I want to go in thoughtfully and with a
level head to make sure this is done right
and for a broad socioeconomic spectrum so
all families can be part of the community,
whether you’re in tech or are a teacher or
musician,” she said. “Economic diversity is
important to me and I want to make sure the
council doesn’t lose sight of that.”
With respect to potential city projects,
Mates said she wants to see an update to the
plans for Twin Pines Park and the communi-
ty and recreation centers, and she said the
council needs to find more funding for other
proposals, including the Alameda and
Ralston corridor projects.
Mates also stressed she wants to see the
council work closely with neighboring
cities to solve regional problems, including
housing and transportation.
“We’re at a critical point in Belmont and I
want to make sure it’s done right,” she said.

Pedestrian identified in
fatal El Camino collision
A pedestrian fatally struck by a vehicle
Thursday morning in South San Francisco
was identified Monday by the San Mateo
County Coroner’s Office as 45-year-old
Castro Valley man Odbayar Damdin.
South San Francisco police initially said
that Damdin was from San Jose.
Officers responded at about 6:25 a.m. to a
crash involving a pedestrian and a vehicle
on the 100 block of El Camino Real near
Noor Avenue.
Damdin was crossing El Camino Real on
foot when the vehicle hit him. He was
found with major injuries and was pro-
nounced dead at the scene.
The driver of the vehicle stayed at the
crash site and cooperated with investiga-
tors.
Man gets four years prison
for attacking officers at SFO
A Pittsburg transient was sentenced
Monday to four years in prison for an
attack that injured two police officers at
San Francisco International Airport in
2015, San Mateo County prosecutors said.
Jason Johnson, 42, was walking with
some food in the food court at the airport’s
international terminal at 2:35 a.m. on May
6, 2015, when a police officer stopped him
to talk to him.
Johnson was disheveled, smelled and
appeared to be in the food court without any
purpose. Prosecutors said Johnson had
been arrested for trespassing in the past.
Johnson reached into his pocket even
though an officer told him not to and offi-
cers removed his hand. According to prose-
cutors, Johnson then became enraged and
attacked two officers.
A struggle ensued and Johnson choked
one officer nearly unconscious with the
officer’s bike helmet strap.
Prosecutors said officers eventually sub-
dued Johnson but not before one officer suf-
fered torn ligaments and another suffered a
back injury.
Local briefs
Johnson spent about a year in the Napa
State Hospital until he was ruled competent
to stand trial.
His attorney Randy Hey could not imme-
diately be reached for comment.
Man arrested on suspicion
of third DUI in last 10 years
A man alleged to have two DUI convic-
tions in the past 10 years was arrested on
suspicion of DUI early Sunday morning
after he allegedly crashed a vehicle into a
tree in South San Francisco, police said.
At about 12:30 a.m., police were sent to
the 100 block of Baypark Circle after
someone called to report a crash.
Police said that when officers arrived
they found a vehicle had crashed into a tree.
A police investigation allegedly revealed
that 50-year-old Raj Kohli of South San
Francisco was under the influence of alco-
hol and crashed the vehicle.
Kohli was taken to jail.
Police allege that Kohli is on their DUI
Repeat Offender Hot List, which identifies
people with more than one DUI conviction
and/or major two-point conviction and
have suspended licenses.
Officer injured in
attempt to stop theft suspects
A South San Francisco police officer was
injured as officers tried to stop some sus-
pects thought to have stolen at least one
item from a Walgreens early Sunday morn-
ing, police said.
Officers responded at 12:46 a.m. to the
Walgreens at 2238 Westborough Blvd. in
Westborough Square after someone called
to report a theft in progress.
Police said officers spotted the suspect’s
vehicle at a nearby gas station and tried to
stop it.
But shortly after the officers started talk-
ing to the suspects, the suspects sped away
in what was a stolen vehicle.
Police said as the car sped away, an offi-
cer was struck by part of the vehicle and
suffered minor injuries.
The vehicle, a 2006 BMW 325i, was later
found unoccupied in San Francisco and
seized for evidence.
Police said they discovered the identities
of the theft suspects with information they
found inside the car.

San Francisco steps in after
Trump ends city police oversight
SAN FRANCISCO — The San Francisco
Police Department will be the first in the
nation to voluntarily agree to state over-
sight after the U.S. government ended an

amid fatal police shoot-
ings of black men
across the country, offi-
cials announced
Monday.

At least 15 law enforcement agencies
nationwide had been receiving nonbinding
federal advice and technical assistance to
improve practices involving use of force,
racial bias, recruitment and other issues.
However, the DOJ opted in September to
stop providing resources or guidance for
the Community Oriented Policing
Services, or COPS, program.
Instead, the department announced the
program would focus on tackling such
issues as violent crime and gangs to more
closely reflect the Trump administration’s
law-and-order agenda.
“We made a promise to our residents and
to our communities that we were going to
transform our police department — and
partnering with Attorney General Becerra
will allow us to follow through on that
pledge,” Mayor Mark Farrell said.
Becerra, who has filed a number of law-
suits over Trump administration policies,
said the federal government should not
abandon local law enforcement agencies
that reach out for support.

UC Berkeley spent $4 million
for free speech event security
SAN FRANCISCO — The University of
California, Berkeley spent almost $4 mil-
lion on security for a month of free speech
events last year when the famously liberal
campus became a flashpoint for the coun-
try’s political divisions.
The university revealed in documents
that it spent $3.9 million to bring in out-
side police forces, pay their room, board
and overtime, have ambulances on standby,
rent barricades and pay other security costs
for three events scheduled from Aug. 27 to
Sept. 27.
The university split the costs with the
office of UC President Janet Napolitano,
who oversees the 10 UC campuses, for what
both described as unprecedented security
circumstances.
The figure was first reported Sunday by

Chancellor Carol Christ referenced the cost
in a speech.
“We would have certainly preferred to
expend these precious resources on our aca-
demic mission,” Christ said Monday in a
statement from the university.
But she said the university does not
regret having taken steps to ensure “free
speech and the safety of our campus com-
munity.”

SAN FRANCISCO — An epic court battle
between Uber and a Google spinoff, cen-
tered on the alleged theft of self-driving car
technology, began with accusations of sin-
ister plots and other devious behavior

Mary (Sue) was born in Cortland, New York and graduated from Cortland High
School, Class of 1960. She moved to Arizona in 1967 where she worked for Mass
Mutual until her marriage. Sue came to California in 1982 after traveling extensively
in Europe with her husband who was in the U.S. military. She worked for the County
of San Mateo for 21 years, first in Children’s Services and then for the County Coroner.
She was honored to be associated with both departments. She also worked part time at
Macy’s Hillsdale for 25 years, where she made many friends.
Sue is predeceased by her parents Arthur J and Eilleen O’Brien Neville, her brothers
Phillip, William, Joseph and David and one sister, Anne Lindberg. She is survived
by one brother, Edward (Ted) Neville of Cortland and one sister, Cynthia Pettinelli
(Dennis) of Redwood City, CA 18 nieces and nephews, including Liane Nicolas
(Jonathan) Jon and Leslie Pettinelli. She was known to many young people in the area
as “Aunt Sue”, a title she wore proudly.
A celebration of her life will be held at Crippen and Flynn Funeral Home 1111

Seattle says Facebook
is violating law about election ads
SEATTLE — Facebook is violating a Seattle law that
requires the company to reveal who pays for political adver-
tising on its influential social media platform, the city’s
elections watchdog said Monday.
The rebuke comes after the internet giant had promised
federal authorities that it would be more forthcoming about
the money behind political ads.
Wayne Barnett, executive director of the Seattle Ethics
and Elections Commission, said in a statement that
Facebook had failed to give adequate detail about its adver-
tisers’ spending in the 2017 city elections.
There was a high-profile mayor’s race in Seattle last year,
two City Council contests and other issues before voters.
The commission says more than $4.8 million was donated
to candidates and causes during the election.
Will Castleberry, Facebook’s vice president for state and
local public policy, said the company believed it had fol-
lowed the law.
“Facebook is a strong supporter of transparency in polit-
ical advertising,” he said in a statement. “In response to a
request from the Seattle Ethics and Elections Commission,
we were able to provide relevant information.”
Facebook gave the elections commission a two-page
spreadsheet that “doesn’t come close to meeting their pub-
lic obligation,” Barnett said.

Sharon Winn Glass
Sharon Winn Glass died peacefully at her home in El
Granada Feb. 1, 2018, after a long courageous battle with
ovarian cancer. 
She was born on March 8, 1951, in
Ohio and moved to California with her
family as a young girl. Sharon attended
Woodside High School where she proud-
ly graduated in 1969. After high school,
Sharon went on to serve in the U.S.
Army. Following her time in the service
she began her 30-year career working for
the County of San Mateo, 15 years as a
court clerk.
Sharon met the love of her life, Mike, through their net-
work of friends in 1979. The two were married in 1986 in
Redwood City. They were residents of Tracy, California, for

funding bill that could last through
March 23 to buy time for progress in
implementing any follow-up budget
pact and, perhaps, pass immigration
legislation.
One option, GOP aides said, would be
to pass the stopgap spending bill by
marrying it with a full-year, $659 bil-
lion Pentagon spending bill. The aides
required anonymity because lawmakers
hadn’t been briefed.
Republicans are scrambling to pass
the measure through the House since
they can’t count on support from
Democrats — who feel stymied by inac-
tion on legislation to protect young
immigrants from deportation — to
advance the legislation.
That approach of pairing the
Pentagon’s budget with only temporary
money for the rest of the government
wouldn’t go anywhere in the Senate,
vowed Minority Leader Chuck Schumer,
D-N.Y., who said it “would be barreling
head first into a dead-end.”
On the other hand, the Senate might
respond with a long-awaited spending
pact to give whopping increases both
to the Pentagon and domestic pro-
grams. Talks in the Senate on such a
framework appeared to intensify in
hopes of an agreement this week, aides

Will intelligence agencies
stop confiding to Congress?

WASHINGTON — Top intelligence and law enforcement
officials warn that last week’s release of a congressional
memo alleging FBI surveillance abuse could have wide-rang-
ing repercussions: Spy agencies could start sharing less
information with Congress, weakening oversight.
Lawmakers will try to declassify more intelligence for politi-
cal gain. Confidential informants will worry about being
outed on Capitol Hill.
The GOP-produced memo released last week contends that
when the FBI asked a secret court for a warrant to do surveil-
lance on a former associate in then-candidate Donald Trump’s
campaign, the bureau relied too heavily on a dossier compiled
by an ex-British spy whose opposition research was funded
by Democrats.
Critics accuse Rep. Devin Nunes, R-Calif., of abusing his
power as chairman of the House intelligence committee to do
the president’s bidding and undermine the investigation into
whether any Trump campaign associates colluded with
Russian during the 2016 election. His office rebuts that claim,
saying the real abuse of power was using unverified informa-
tion bought and paid for by one political campaign to justify
government surveillance of former Trump campaign foreign
policy adviser Carter Page.
This isn’t the first time intelligence has been politicized.
Both Democrats and Republicans used the release of the so-
called torture report in late 2015 outlining the CIA’s detention
and interrogation program as political ammunition. In the
1960s, while intelligence agencies warned that the Vietnam
War was being lost, the White House was telling the public
the opposite. During the George W. Bush administration,
cherry-picked intelligence about Iraqi weapons of mass
destruction fueled momentum for the U.S. invasion of Iraq.
Former CIA Director Mike Hayden worries that the memo’s
release will damage congressional oversight and the effec-
tiveness of law enforcement.
“We are chiseling away at processes and institutions on
which we currently depend — and on which we will depend in
the future,” said Hayden, who has worked for both Democratic
and Republican administrations.
Hayden, who also directed the National Security Agency,
wrote an op-ed in The Cipher Brief, an online newsletter
focused on intelligence issues, to urge Justice Department and
intelligence professionals to speak out.

started to reduce the number of its troops in
Iraq following Baghdad’s declaration of
victory over the Islamic State group last
year, an Iraqi government spokesman and
Western contractors said Monday.
The move marks a shift in priorities for
the U.S. following the collapse of the
extremists’ so-called caliphate late last
year. It also comes about three months
ahead of Iraqi national elections in which
paramilitary groups with close ties to Iran
are set to play a decisive role.
Dozens of U.S. soldiers have been trans-
ported from Iraq to Afghanistan on daily
flights in the past week, along with
weapons and equipment, the contractors
said.

him.
This memo was written by Democrats on
the panel who are pushing back against a
GOP document, declassified by Trump last
week, that criticizes the methods the FBI
used to obtain a surveillance warrant on a

Democratic document attempts to counter
some of the arguments and evidence put for-
ward by the Republicans.
The battle of classified memos has further
deepened the partisan divide on the commit-
tee, which is supposed to be jointly inves-
tigating the Russian meddling and possible
connections between Russia and the Trump
presidential campaign. It also takes atten-
tion from the separate investigations by
special counsel Robert Mueller and the
Senate intelligence committee.
Trump said over the weekend that the GOP
memo “totally vindicates” him. Both
Republicans and Democrats disputed that,
and Democrats also bemoaned the release of
formerly classified information and the
possibility the precedent could compromise
future investigations.
After the House committee’s Tuesday
evening vote, which was unanimous, Rep.
Adam Schiff of California, the panel’s top
Democrat, said he believed the Democratic
document would “help inform the public of
the many distortions and inaccuracies in the
majority memo.” But he also said he was
concerned about “political redactions” the
White House might make before its release.
The president now has five days to decide
whether to allow the material’s publication.
Schiff said he would compare any dele-
tions the FBI and the Department of Justice
might request with any White House edits to
try to identify any attempts to withhold
information for political purposes.
Texas Republican Rep. Mike Conaway, a
leader of the panel’s Russia probe, said after
the vote that parts of the document should
not be released.
“There are things in the memo that I
would be uncomfortable with if the White
House did not redact,” he said.

Can anyone tell me what’s appropriate? Is
it putting people of the same color togeth-
er, is it to sit people of the same faith at the
same table, or maybe separating boys on
one side of the room and the girls on the
other? I don’t think so. Most of us wouldn’t
be what we are today if we hadn’t had teach-
ers assign the seating in their classroom,
which was fashioned to teach us to work
side by side.
While watching the State of the Union
Address, I witnessed the least appropriate
way of trying to get things accomplished.
Until a grade school teacher is put in charge
of telling people where to sit, we’ll contin-
ue to see a firm believer to a party, to a fac-
tion, a cause, a person, and especially parti-
sans divided by blind predisposition.
Nonpartisan means to stop ganging up
on each other. The teachers that taught me
would use a little glue by sitting us accord-
ing to the first letter in our last name, never
by color, race and certainly not by political
blindness.
I would like to watch the next address be
seated in alphabetical order and not in
gangs. If both parties can sit side by side at
the same bar and attend the same parties
after the address then they can sit side by
side at the State of the Union Address.
Regardless of their affiliation, their alle-
giance is to all of us.

When I lived in San Carlos, I could
always count on a wonderful, fair-priced,
and positive breakfast experience at the
historic Depot Cafe. For many years, since
moving from San Carlos, I have enjoyed
returning to the Depot Cafe for its consis-
tently excellent breakfast served by Mary,
the ever-happy owner. The humongous con-
struction on El Camino will now make a
trip down to San Carlos a huge challenge.
What a sad change.

The Depot Cafe has been a family busi-
ness owned by Mary Noviscky for 34 years.
Located in the historic San Carlos train
depot, it is a quaint throwback to earlier
days when folks would stop in for a quick
meal or just a cup of coffee. For me and my
wife, it is our go-to destination for break-
fast omelettes.
Train photos decorate the walls, and train
alarm clocks whistle on the hour. The
atmosphere is warm and the food is satisfy-
ing.

But now Caltrain is driving Noviscky out
of business. They have just begun a two-
year project to build a massive Transit
Village (retail and residential) that will
dwarf the original depot buildings.
During construction, you have to walk
around barricades and dodge heavy equip-
ment to get into the cafe. You can barely
even see the Depot from the street. And for-
get about parking there. Caltrain grudging-
ly allocated the depot six parking spots
(half of what she used to have) about a
block away.
But the real hangup is that Caltrain won’t
give Noviscky a lease, and without it, she
has no assurance that she can keep the
depot’s doors open.
Caltrain could have been way more con-
siderate when planning the construction.
They could have avoided virtually wiping
out access to the restaurant, and they now

When driving along El Camino Real
these days through the city of San Carlos,
one will notice the tremendous activity at
the building of the Transit Village. This is a
large development north and south of the
train station and in the space between El
Camino Real and the railroad tracks. The
general plan for the Transit Village pro-
vides for a fountain in front of the station at
the foot of San Carlos Avenue as it crosses
the business area. That fountain is a possi-
ble link to history were it to be given a
nautical theme recalling the ships of the
18th century.
That link is Aug. 5, 1775, when the fog
that had hidden the Golden Gate Bridge for
two centuries pulled back enough for a little
Spanish ship to be able, with considerable
difficulty, to be the first European ship to
enter San Francisco Bay. The name of that
ship: The San Carlos.
It would seem most appropriate to con-
firm that link between the history of the
18th century and today’s modern city, San
Carlos: the name. It would make the pro-
posed fountain a commemoration of the ori-
gin of the name of the city and give us
another tie to the rich Hispanic culture, one
of the foundations of our state.

Opinions expressed in letters, columns and perspectives are
trained as fighter pilots, mechanics and
armorers in the early days of World War II at
an Army Air Corps field in Tuskegee,
Alabama.
The Tuskegee Airmens’ story has been
told in a number of films and documentaries,
one of which is the 2012 movie “Red
Tails.” In one of the movie’s brief but most
telling scenes, one of the pilots assigned to
the 302nd Fighter Squadron — one of the
four all-black squadrons which made up the
332nd Fighter Group which helped to drive
the Luftwaffe from the skies over Europe —
had his crew chief letter “Your Driver Is
Maurice” on the nose of his state-of-the-art
P51C Mustang fighter.
These simple inscriptions speaks vol-
umes about this man and his brethren and
their pride, perseverance, wit and wisdom as
well as the stifling culture at home which
the Tuskegee Airmen rose above to stand
tall among our country’s most noble patri-
ots.

Offshore oil drilling

Thank you for the recent op-ed,
“Expanded offshore drilling terrible for
state,” from Supervisors Don Horsley and
David Canepa (in the Jan. 24 edition of the
Daily Journal) on the county ban on all off-
shore oil and gas drilling, fracking and
other well stimulation in federal and state
waters off of San Mateo County waters.
Kudos to the Board of Supervisors for their
unanimous vote supporting this ban.
When San Mateo County voters passed
the Coastside Protection Act in 1986 by a
62 percent margin, the voters knew that oil
drilling would degrade the beaches, marine
habitats and coastal marshes. Voters
showed their support for our glorious coast
by voting to maintain its pristine nature.
In 1989, three years later, the Exxon
Valdez hit a reef in Alaska; the oil spill
damage has been irreparable. According to
CNN, almost 30 years after the Alaska
spill, only 13 of 32 affected wildlife popu-
lations and habitats monitored by the gov-
ernment were listed as “fully recovered” or
“very likely recovered.” Some populations
are now listed as “not recovering,” includ-
ing a pod of killer whales that lost 15 of its
22 members following the spill and is
expected to die off completely in coming
years.
I appreciate the county’s Board of
Supervisors voting to ensure that such
environmental degradation does not occur
on our coast. The federal government
should eliminate the California coast from
consideration for offshore oil drilling. The
economic importance of our coastal fish-
eries, recreation and tourism, and the via-
bility of renewable energy sources cannot
be risked for short-term gain.

The great escape
F
ew would disagree that we live in
unprecedented and perilous times.
Two weeks ago, our federal govern-
ment shutdown in the wake of intransigence
among lawmakers. Last week, the Dow
Jones Industrial Average fell more than 660
points and again more than 1,100 points
Monday. Our nation faces a harrowing $19
trillion in debt and an immigration reform
dilemma that certain lawmakers refuse to
acknowledge. If that is not enough to raise
concerns, consider that our federal govern-
ment could face another shutdown this week
if lawmakers cannot come to an agreement
on funding the government.
That is why I
tuned into the
State of the
Union Address
on Jan. 30. Like
other Americans,
I wanted to hear
the president
explain our
nation’s top pri-
orities amidst
such challenges.
Following
SOTU, I was
pleased to learn
that more than
Jonathan Madison
45.6 million Americans tuned into SOTU.
With such high viewership, I was encouraged
that our nation was becoming more engaged
in our present state of affairs. That was until
I learned about the incomparable viewership
of Super Bowl LII — more than 110 million.
That means that more than twice as many
viewers cared more to watch the Super Bowl
than an explanation about the major issues
facing our country in SOTU.
Then, a bigger question was raised — at
what point did the Super Bowl become more
important than major issues determining the
fate of our country? This is no new trend. In
fact, this pattern has been persistent for
decades. So, why does it matter? It matters
because it confirms than an increasing num-
ber of Americans have completely tuned
themselves out of politics. And, that is no
secret. This is evident in the fact that last
year marked the highest number of independ-
ent voter registration in our state and
nation’s history, indicating a lack of interest
in American political parties. It is equally
evident in the increasingly low voter turnout
rates over the last decade.
Here is why we should be concerned. There
are grave consequences for a government
built upon the foundation of a democracy in
which power is vested in the hands of a peo-
ple who do not exercise their vested rights
or care enough to engage in the policies that
govern their fate as a nation.
History shows us that entertaining distrac-
tions have been used to thwart public atten-
tion away from the real issues facing the
greatest nations. In the later stages of the
Roman Empire’s 500-year reign as the
world’s superpower, the government increas-
ingly used coliseum games in which gladia-
tors would fight to the death for one purpose:
to keep the public entertained and distracted
from the real issues plaguing the country.
As such, it was a great surprise to many of
the public when they discovered that Rome
was on the verge of collapse from fiscal
insolvency, government corruption and a
weakened military. By that time, it was too
late for the public’s engagement to have any
effect. Rome subsequently collapsed at the
hand of Barbarian tribal invasions. Similar
tactics were also used by King Louis XVI of
the French monarchy just before the French
Revolution, and a number of other nations
that subsequently underwent a revolution or
collapse.
I do not suggest that our government is
using tactics to thwart our attention away
from the major issues affecting our country. I
suggest that many of us have willingly done
this ourselves. Be it a Super Bowl, World
Series, Grammy awards, release of a movie,
favorite season finale show or other sources
of entertainment and leisure, we must never-
theless remain collectively conscious as a
nation about the plight of our country. The
alternative is a frightful one — a govern-
ment with unchecked power in the hands of a
few while the rest of us willingly turn our
heads in the anxious wait of the next great
distraction.

Dow plunges 1,175 in worst day for stocks since 2011

NEW YORK — The Dow Jones
industrial average plunged more
than 1, 100 points Monday as
stocks took their worst loss in six
and a half years. Two days of steep
losses have erased the market’s
gains from the start of this year
and ended a period of record-set-
ting calm for stocks.
Banks fared the worst as bond
yields and interest rates nose-
dived. Health care, technology
and industrial companies all took
outsize losses and energy compa-
nies sank with oil prices.
At its lowest ebb, the Dow was
down 1,597 points from Friday’s
close. That came during a 15-
minute stretch where the 30-stock
index lost 700 points and then
gained them back.
Market pros have been predict-
ing a pullback for some time, not-
ing that declines of 10 percent or
more are common during bull mar-
kets. There hasn’t been one in two
years, and by many measures
stocks had been looking expen-
sive.
“It’s like a kid at a child’s party
who, after an afternoon of cake
and ice cream, eats one more cook-
ie and that puts them over the
edge,” said David Kelly, the chief
global strategist for JPMorgan
Asset Management.
Kelly said the signs of inflation
and rising rates are not as bad as
they looked, but after the market’s
big gains in 2017 and early 2018,
stocks were overdue for a drop.
The Dow finished down
1,175.21 points, or 4.6 percent,
at 24,345.75.
The Standard & Poor’s 500
index, the benchmark most pro-

index funds use, skidded 113.19

loss since August 2011, when

in Broadcom shares.
Qualcomm Inc. previously said
that a $103 billion unsolicited
acquisition offer undervalued the
San Diego company, and criticized
the individuals that Broadcom and
Silver Lake Partners wanted to put
on its board, saying that they were
conflicted and had no incremental
skills or expertise to offer.

launch tradition for the first test
flight of its new megarocket.
The Falcon Heavy is set to
become the world’s most powerful
rocket in use today when it blasts
off from Florida’s Kennedy Space
Center. None of the usual, no-big-
deal-if-it’s-destroyed launch bal-
last — like steel or concrete slabs,
or mundane experiments — for
this curtain raiser.
Instead, the rocket will be haul-
ing a red sports convertible with a

If Mikaela Shiffrin continues to
race as well as she has been, she is
setting herself up to be the biggest
star of the Pyeongchang Olympics.
Not just of Alpine skiing, but the
entire Winter Games.
To put it simply: She has been
close to unbeatable this year.
Shiffrin, a 22-year-old American, won the
first five women’s World Cup races she entered in
2018, part of a stretch of seven victories in eight starts, com-
peting against the best the world has to offer and outclassing

as a gymnast.
That’s a big ‘if’ though, because
Akinola’s wrestling career is going darn
good. Menlo-Atherton’s star senior earned a
three-peat as a Central Coast Section girls’
wrestling champion, claiming gold in the
189-pound division Saturday at San Jose’s
Overfelt High School.
Still, a little versatility is a good thing.
And Akinola showed it off following
Saturday’s championship victory, celebrat-
ing her CCS title in style, doing her best
Simone Biles impersonation by getting a
running start and turning three impressive
flips from one corner of the mat to the other.
“I like to have high spirits when I go to
tournaments,” Akinola said. “So it gives me
a chance to get my energy out.”
Akinola had good reason to be left with
plenty of energy. With four victories in the
tournament, the senior finished every
match with a pin. Only one made it out of
the first round. She started with a pin of
Lynbrook sophomore Kaelin Romero 1
minutes, 21 seconds into the first round.
Then she pinned San Benito senior Alondra
Gonzalez in 41 seconds.
Her semifinal win over Alisal senior
Destiny Sanchez went midway through the
second round before she earned the pin in
3:06. And Akinola’s championship win
over Mills junior Nena Langi took just
1:32, as the three-time champ used her
high-intensity attacking style to take a 5-0
lead before winning with a smothering pin.
Akinola’s victory was a fitting end to M-
A’s triumphant day. Even before she took
the mat, the Lady Bears had already locked
up the CCS team title. But, just ask M-A
coach Phil Hoang; there is no slowing down
for the Bears’ senior standout.
“As we say in practice, Fola only has one
switch, and that’s ‘on,’” Hoang said.
M-A sent six wrestlers to the CCS indi-
vidual finals, with four earning gold. Of

unday’s Super Bowl turned into
one of the best games of all time,
with both the Philadelphia Eagles
and New England Patriots playing a game
that looked more like a 7-on-7 passing
league game than a true football game.
They combined for more than 1,100
yards, 874 coming through the air and
Tom Brady throwing for more than 500
yards for goodness sakes.
But for all the scoring and big plays,
the game could be summed up in one play
run by both teams: the throw back to the
quarterback. The Eagles’ Nick Foles made
his catch — for a
touchdown —
while Tom Brady
dropped his chance
and just like that,
Philly is celebrat-
ing its first-ever
Super Bowl title.
Sure, it was a lit-
tle more complex
than that, but to
me, that ball tip-
ping off Brady’s
fingertips was a
summation the
game — New England was just a little off
and Philly took advantage.
Whether it was an ugly field goal and
PAT miss by kicker Steven Gostkowski, a
defense that could not make a play to
saves themselves or a misfiring first-half
offense, New England just seemed to be
out rhythm. Even as the Patriots were ral-
lying to take the lead in the fourth quar-
ter, it just seems like Philly would have
the final say.
Which it did. First it was the long, game-
clinching touchdown drive, culminating
with the go-ahead touchdown to Bay Area
product Zach Ertz (Monte Vista-Danville,
Stanford). Then it was game-winning strip-
sack from Philadelphia’s Brandon Graham
recovered by Derek Barnett.
(And be honest, how many thought the
refs were somehow going to reverse that

earlier in the week. They followed that with a
momentous 1-0 win over second-place
Menlo-Atherton, and Dyer provided the lone
goal when she pounded in a header on a corner
kick with an assist from Shaylah Youngdale. A
junior defender, Dyer now has two goals on
the year. And Terra Nova is rolling, posting a
3-0-1 record over its past four games.

takes her role as a team leader seriously. But
if there’s one thing she stresses more seri-
ously than anything, it’s having fun.
Akinola topped the podium at Saturday’s
award ceremony the same way she prepared
for the tournament — all smiles. She prides
herself on knowing how to stay loose head-
music with her teammates — Panic At The
Disco was one of their go-to selections
Saturday — and keeping the party going
that is the 2017-18 season.
Make no mistake though. Akinola can
access her game-face in a hurry. In fact, this
is one of the reasons why M-A is so com-
petitive on a day-to-day basis. It is also a
driving force to the team’s success.
“I love what I do,” Akinola said. “I’m a
naturally aggressive person, especially in
the mat room with my girls.”
High energy all the time is a facet of

upside. After all, she’s once, twice, three
times a CCS champion. But as her four CCS
opponents learned, her energy level can be
relentless.
“I think that is something that came with

Change in recruiting calendar makes February less frantic

There’s a strange sense of calm that has
replaced the tumult typically associated with
college football recruiting this time of year.
The arrival of a December signing period
has removed much of the suspense from the
traditional national signing day that takes
place on the first Wednesday of February.
About three-quarters of the top 250 high
school football prospects already have
signed , according to a composite ranking
of recruiting sites compiled by 247Sports .
While college coaching staffs around the
country have spent the last few days making
final sales pitches as they attempt to com-
plete their recruiting classes, the atmos-
phere isn’t nearly as hectic as before.
“It does feel a little less frantic,” said
Barton Simmons, the director of scouting for
247Sports. “I think there’s still plenty of
drama surrounding some of the bigger names
and more elite prospects in this class, but the
general frenetic pace that we’re used to — the
chaos of the final weekend — is definitely
taken down a notch or two.”
There’s something else different about

recruiting standings but added it would “be a
pretty big upset” if anyone other than Ohio
State or Georgia ended up No. 1.
Georgia already has signed seven players
rated as five-star prospects by Rivals and
remains one of the top contenders for Tyson
Campbell, a five-star cornerback from
American Heritage in Plantation, Florida.
Rivals director of recruiting Mike Farrell
said if Georgia signs eight Rivals five-star
prospects, it would match the record set by
Southern California’s 2004 class .
Some of the five-star recruits in that 2004
USC class included eventual first-round NFL
event threat.
“When I go to South Korea, I’m not going
to be thinking about what I did in Sochi or
what I did even previously in this season,”
Shiffrin said. “Hopefully, I’ll just be think-
ing about the task at hand.”
Vonn’s return and farewell
Shiffrin’s U.S. teammate Lindsey Vonn
was supposed to be the one to watch at the
Sochi Olympics but never got the chance to
defend her downhill gold medal from
Vancouver in 2010 after tearing knee liga-
ments . Back on the sport’s biggest stage
for the last time at age 33, Vonn can add to
her legacy as one of the all-time greatest ski
racers (she owns a women’s-record 81 World
Cup wins, including the last three downhills
draft pick Keith Rivers and second-round
selections Fred Davis and Deuce Lutui.
Still, Alabama remains one of the main
stories heading into the final days of the
recruiting season because it remains in play
for many of the top uncommitted recruits.
Focus on Florida
The top three uncommitted prospects are
all from the state of Florida. Patrick Surtain
Jr., a cornerback from Plantation American
Heritage, appears to have LSU and Alabama
atop his list. Offensive tackle Nicholas
Petit-Frere of Tampa’s Berkeley Prep is con-
sidering Florida, Notre Dame, Ohio State
and Alabama. Campbell, also from
American Heritage, is choosing among
Georgia, Alabama and Miami.
Talented teammates
In addition to the Surtain-Campbell duo
from American Heritage, there’s another set
of unsigned high school teammates with
five-star rankings. Quarterback JT Daniels
and wide receiver Amon-Ra St. Brown of
Mater Dei in Santa Ana, California, have ver-
bally committed to Southern California and
are expected to sign with the Trojans this

er medal.
Elusive gold
Marcel Hirscher is as dominant among the
men as Shiffrin is among the women. The
Austrian has won an unprecedented six con-
secutive overall World Cup titles and
appears on his way to No. 7. In January, he
has won six of his past seven slaloms head-
ing to the Winter Games and his 55 race
wins rank second among men behind
Ingemar Stenmark’s 86. “He is just better.
That’s the way it is, ” said Henrik
Kristoffersen, a Norwegian who perpetually
ends up in second place, behind Hirscher.
But for everything he’s done, Hirscher has
yet to win an Olympic gold medal, despite
four top-five finishes in slalom or giant
slalom at Sochi and Vancouver.
Remember these names
Some folks to keep an eye on who could
spring a surprise include Petra Vlhova of
Slovakia, the last person to beat Shiffrin in
a slalom race before the American’s lengthy
winning streak; Sofia Goggia of Italy, who
will be making her Olympic debut but won
two World Cup races on the mountain in
South Korea in March 2017; Michael Matt
of Austria, whose older brother Mario
defeated Hirscher for the gold in slalom four
years ago; Andrew Weibrecht of the U.S.

week. Daniel had been considered a 2019
prospect before announcing in December he
would graduate from high school a year early
to start his college career.
USC’s rise
The additions of Daniels and St. Brown
could be part of a big week for USC. The
Trojans are currently 11th, but Simmons
believes they could end up in the top five.
USC remains in play for cornerbacks
Olaijah Griffin (the No. 28 overall recruit in
the 247Sports Composite) and Isaac Taylor-
Stuart (No. 32) and wide receiver Devon
Williams (No. 40) among others.
Monitoring new coaches
This later signing period is most impor-
tant for new coaches who didn’t have much
time to contact recruits before the December
signing period. Florida State’s Willie
Taggart and Tennessee’s Jeremy Pruitt have
been particularly busy lately trying to
upgrade classes that had been ranked outside
the top 50 about six weeks ago. Florida
State had moved up to 15th and Tennessee
had risen to 20th as of Monday morning,
but both could move even higher.

nowhere to pick up medals in 2010 and
2014 and maybe — just maybe — could do
it again.
Bye, Bode
After a U.S.-record six Alpine medals (one
gold, three silvers, two bronzes) across five
Winter Games appearances, and one infa-
mous boast about partying “at an Olympic
level” at the 2006 Turin Games, Bode Miller
will not be on the slopes in Pyeongchang.
He will, however, be offering his thoughts
on TV, which should be insightful and enter-
taining. Other familiar faces who’ll be
absent: Tina Maze, a Slovenian who won
two golds four years ago; Maria Hoefl-
Riesch, a German medal who collected three
golds and one silver at the past two
Olympics; and Ivica Kostelic, a Croatian
with four Olympic silvers.
New event
A team event is being added at the end of
the Olympic Alpine schedule for the first
time. Some athletes — notably, Shiffrin —
have said they doubt they’ll participate, but
it could be a way for ski racers who had a dis-
appointing Olympics to make one last bid
for a medal.

In slow market, Boras says MLB needs more incentive to win

NEW YORK — Agent Scott Boras says the
number of major league teams rebuilding
with younger, lower-cost rosters has
become a cancer to the sport, attributing
behavior to the strengthened luxury tax
combining with restraints on draft-pick
salaries.
Boras attributes baseball’s attendance
drop to an increase in non-competitive
teams, predicts fans from perennial losers
will increasingly stay away from ballparks
until ticket prices are cut and says regional
sports networks will negotiate lower rights
fees with teams going into rebuild cycles.

remain unsigned 10 days before spring
training in a historically slow market. He
says the luxury tax, envisioned by
Commissioner Bud Selig to increase com-
petitive balance, is having the opposite
effect. He claims incentives are needed to
winning, such as increas-

based on victories.

gaining agreement has limited the amount
teams can spend on signing bonuses for
amateur draft picks, making their cost pre-
dictable. Teams draft in reverse order of
record, and clubs with higher selections are
given larger amounts in
their signing-bonus
pools.

teams, let’s call it 10 or
12 in baseball, that are
tearing down and rebuild-
ing, ” Seattle general
manager Jerry Dipoto
Jake Arrieta said during the Mariners’

argue that you’re going to compete with
more clubs to try to get the first pick in the
draft than you would to win the World
Series.”
Agent Brodie Van Wagenen suggested

Dodgers closer Kenley Janson told Los
Angeles reporters at the team’s FanFest on
Jan. 27 that “maybe we have to go on
strike, to be honest with you.”
Baseball has had labor peace since a 7
1/2-month strike that caused the cancella-
tion of the 1994 World Series. Under the
labor contract covering 2017-21, the high-
est luxury tax rate was raised from 50 per-
cent to 95 percent and penalties were added
that could push back a high-spending
team’s top draft pick or cause a loss of selec-
tions.
The New York Yankees are intent of get-
ting under the tax threshold for the first
time after paying $341 million since the
tax started in 2003. The Los Angeles
Dodgers, who have led the major leagues in
spending for the last four years, also are on
track to get under this year’s $197 million
threshold for what is formally known as the
competitive balance tax.
“The restraint on the CBT grew, grew dra-
matically different than what was intended
initially,” Boras said. “The intent was to
create competition. The way the system is
operating now, it is dramatically doing just

More teens identify as transgender

CHICAGO — Far more U.S. teens than pre-
viously thought are transgender or identify
themselves using other nontraditional gender
terms, with many rejecting the idea that girl
and boy are the only options, new research
suggests.
The study looked at students in ninth and
11th grade and estimated that nearly 3 percent
are transgender or gender nonconforming,
meaning they don’t always self-identify as
the sex they were assigned at birth. That
includes kids who refer to themselves using
neutral pronouns like “them” instead of “he”
or “she.”
“Diverse gender identities are more preva-
lent than people would expect,” said lead
author Nic Rider, a University of Minnesota
postdoctoral fellow who studies transgender
health.
The study is an analysis of a 2016 statewide
survey of almost 81,000 Minnesota teens.
Nearly 2,200 identified as transgender or
gender nonconforming. The study found that
these kids reported worse mental and physical
health than other kids, echoing results seen
in previous research. Bullying and discrimi-
nation are among possible reasons for the dif-
ferences, Rider said, although the survey did-
n’t ask.Rider said it’s a study based on a
statewide population of teens in ninth and
11th grades and that the results can be used to
estimate numbers of trans and gender noncon-
forming teens in those grades across the
United States.
The study was published Monday in
Pediatrics .
Although the study only included teens in
two grades, the rates are higher than a UCLA
study released last year estimating that 0.7
percent of teens aged 13 to 17 are transgen-
der, or about 150,000 kids. That study used
government data on adults to estimate num-

But differences in estimates may also reflect
differences in how gender identity questions
are phrased, Rider said.
The federal Centers for Disease Control and
Prevention has not asked about transgender
status on its youth surveys, noting that it is
difficult to find the right question to yield a
credible answer.

cost-cutting and layoffs that are allowing
companies to earn more.

development for SummerHill.

strong recommendation for approval from
the Planning Commission,” she said in an
email. “We really appreciated the commis-
sioners’ compliments regarding our respon-
siveness to feedback we had received from
the other city commissions, staff and the
community through the design process —
and their recognition of the challenging
nature of the site. We look forward to pre-
senting our proposed project to the City
Council.”
The attorney, Michael Cohen, has denied
any relationship between Trump and
Daniels, whose real name is Stephanie
Clifford. Cohen gave the Journal a state-
ment from a person identified as Stormy
Daniels denying she had received “hush
money.” Daniels has also issued statements
denying a relationship with the future pres-
ident.
As they headed out on Monday, the presi-
dent and first lady chatted as they walked
from the Oval Office to the helicopter that
would take them to Joint Base Andrews for
the flight to Ohio. She patted her husband
on the back at the top of the stairs to Air
Force One.
At the hospital, Mrs. Trump took a toddler
in her arms briefly before moving to tables
where children were making crafts and play-
ing games.
The first lady smiled as she watched two
young boys playing the game “Sorry,”
occasionally pulling cards for them. She
also sat down with Maya Baughman as the
little girl showed her a play castle where she
was arranging small toy figures. Nodding
approvingly, Mrs. Trump observed a little
girl painting a watercolor.

not attend Trump’s event, not surprising
given Kasich’s vocal opposition to Trump
and his stances on health care, immigration
and the Russia investigation.
The White House cited some of those
trends Monday and said “long-term eco-
nomic fundamentals ... remain exceptional-
ly strong.”
President Donald Trump has frequently
commented on gains by the market during
his first year in office. He has stayed silent
in the face of market gyrations over the past
week.
If the stock market does indeed bounce
back, though, many market-watchers
expect returns to be more muted than in
prior years because prices have already
climbed so high. The S&P 500 is up nearly
292 percent since bottoming in early 2009.
And investors should remember that drops
like those of the past two days aren’t a
unique occurrence for stocks. They’re inher-
ently risky investments, and investors
should be prepared to see drops of 10 per-
cent. Such declines happen so regularly that
analysts have a name for them: a market
correction.
