Hall Seeking Feedback from Veterans on Proposed Legislation Reforming the VA Claims System
“U.S. Rep. John Hall (D-NY19) will be seeking input on major veterans legislation from veterans groups in a series of meetings tomorrow, Saturday, April 5th and Monday, April 7th. Hall is drafting legislation to overhaul the disability claims processing system of the Department of Veterans Affairs (VA) and is holding discussions with veterans on his bill. The legislation Hall is currently working on would be an historic change in the way the VA handles disability claims. "’Who better to tell Congress how to improve the VA than veterans themselves,’ said Congressman Hall. ‘I am holding these meetings to hear directly from veterans and incorporate their suggestions, comments, and experiences into the legislation I'm working to pass in Congress.’ Saturday, April 5, 2008 - Dutchess County Saturday, April 5, 2008 - Orange County Monday, April 7, 2008 - Westchester County SOURCE:

With a plan called "the most sweeping reform of the VA disability benefits system in a generation."
CG: Times Herald-Record "the most sweeping reform of the VA disability benefits system in a generation"  August 5, 2008
EDITORIAL: A little good news for troops, veterans
“A bill authored by Rep. John Hall, the 19th District representative from Dover Plains, would authorize the most sweeping reform of the VA disability benefits system in a generation. It passed the House last week by a vote of 439-0. By the end of the week, a companion bill sponsored by New York's two senators, Chuck Schumer and Hillary Rodham Clinton, was introduced in the Senate, where it should also receive unanimous support. Indeed, any senator who rejects the bill should be hoisted by his flag lapel pin.” –

House passes 8 veterans’ benefits bills
“Hall’s bill, HR 5892, is the culmination of 1
!
years of work by the freshman lawmaker, who is chairman of the House Veterans’ Affairs subcommittee on disability assistance, to try to reduce the backlog of disability claims waiting to be processed. “One of his ideas is to stop wasting time processing clear-cut claims that don’t need review, such as severely wounded combat veterans who often wait six months or longer before receiving benefits. Hall called the backlog a ‘national disgrace.’” –

President signs veterans disability bill into law
“President Bush signed a landmark veterans benefit bill Thursday, one that overhauls the disability claims bureaucracy of the Department of Veterans Affairs.

“The legislation should reduce the time between a veteran filing a disability claim and receiving a decision, which now averages six months. It also forces the VA to modernize its record-keeping process, which should cut down the backlog of nearly 1 million claims. “The new law includes legislation from Rep. John Hall, D-Dover Plains, and Sen. Hillary Clinton, D-N.Y. ‘This is a victory for all of the brave men and women who have put their lives on the line to defend the freedoms we hold dear,’ Clinton said.” –

VA adds 3 diseases to Agent Orange exposure list
“The Department of Veterans Affairs has added three new diseases to the list of conditions associated with  Agent Orange, a herbicide widely used during the Vietnam War that is believed to have had severe health effects on those exposed to it. “The change will allow Vietnam War veterans suffering from Parkinson's disease, chronic b-cell leukemia and ischemic heart disease to claim benefits and health care from the Department of Veterans Affairs, said Rep. John Hall, D-Dover Plains, at a news conference to announce the new regulations.” –

V.A. Is Easing Rules to Cover Stress Disorder
“Representative John Hall… sponsor of legislation similar to the new rule, said his office had handled dozens of cases involving veterans who had trouble receiving disability compensation for P.T.S.D., including a Navy veteran from World War II who twice served on ships that sank in the Pacific. “’It doesn’t matter whether you are an infantryman or a cook or a truck driver,’ Mr. Hall said. ‘Anyone is potentially at risk for post-traumatic stress.’” –
