Preface
Sustainable Development Goals (SDGs) is 17 goals that have been taught to author for the
past six months in Padjadjaran University. In terms to fulfill World Class University, the students
are being prepared to face the global and worldwide problems. Author choosing the goal fourth
because being concern in quality education with the sub-goals by 2030, ensure that all youth and
a substantial proportion of adults, both men and women, and achieve literacy and numeracy.
In truth, author would not have achieved this paper without a strong support group. Author
would like to thank ALLAH SWT for the support and blessing in the making of this paper. Also
This paper was made by author to fulfill the TPB assignment as it will be scored and
accumulated to GPA. Paper that far from perfection is still need some evaluation and revision from
many researcher, but also author hopes it will help people with the same interest as author does.

Abstract
Sustainable Development Goals are a program from United Nations, which aiming a
development that sustainable to all country worldwide. The forth topic is Quality Education and
the sub-goal is by 2030, ensure that all youth and a substantial proportions of adults, both men
and women, achieve literacy and numeracy. In dynamic and developed technology, there are still
some population of people who does not have the ability to read and basic mathematics. It is
ironic, because in some countries people are starting to use artificial intelligence, while the others
struggling to understand alphabet and numbers. This paper will explain about literacy and
numeracy to provide quality education worldwide. It starts from the simplest such as definition,
then the rates and graphics in Indonesia and worldwide. This paper also discussed about the
causes and the solutions for all people to have literacy and numeracy skills equal. This topic will
be seen in Pancasila and Civic Education point of view. In Pancasila’s principle 2, “Equitable
and Civilized Humanity”. It is related because the literacy and numeracy skills are related to
humanity problems, the rights to live their own life without getting disturbed from outsider. The
result of this paper is making a solution to ensure on 2030, all people achieve literacy and
numeracy. This paper written to fulfill TPB assignment from Padjajaran University, to review
study result for the past 6 months and will be scored for accumulated GPA.

Introduction
1.1 Background
Goals. This topic focusing in providing education for every people equally. One of the sub-goals
is ensure every part of the world achieving literacy and numeracy. Literacy and numeracy is
main thing must be achieved to maintain life. In a country, if literacy and numeracy in high rates
it means in that country it has quality education. Ironically, not all countries have quality
education like the other countries, such as USA, UK and Japan with high quality education.
In Indonesia as developing countries, some of the regions like West Java, Central Java
and Jakarta has high education quality, no wonder those provinces became an economic central
for Indonesia. The needs and the importance education realizing people to fulfill their education
needs. Beside, high quality education equals big amount of money which not every population of
people have the ability to pay it. Expensive education made people chose to work over schools,
creating the inability to teach their children and descendants. Those inability continues to
United Nations and some institutions are moving to provide quality education by
increasing literacy and numeracy skills. The target is everything fulfilled on 2030 and achieving
the goals for people worldwide. By achieving literacy and numeracy skills, it also increase the
humanity awareness by caring to others. Because ability to read and numerical is a vital thing to

Discussion
Illiteracy is the quality or state of being illiterate; especially: inability to read or write
(Merriam-Webster Dictionary, 2017). It is the antonym of literacy, the ability to read and write.
Literacy is a main skill that everyone should have, usually they learned it since young-age. The
goals of starting it from young age, so they well-prepared for the real world and can continue to
primary school and continues forever. Literate is educated, cultured; able to read and write
create, compute, and communicate using visual, audible, and digital materials across disciplines
Webster Dictionary, 2017). It is the antonym of numeracy, the ability in mathematics and
scientific approach. Some people are being ignorant and became innumerate because of the
complicated formulas. Besides, the ability in numerical skill is very important for developing
From the graphic above, the number of illiterate female youth from 1985 to 2013 is
decreasing. It starts from 106% and end up at 68% rate. The number of illiterate male youth also
decreasing every decade. It starts from 64% and end up at 47% rate. It is the living proof that the
education in certain countries are getting better and providing quality education so people has the
main ability to read and write. UNICEF claimed that about 60 percent of the countries and areas
for which data are available have eradicated or nearly eradicated illiteracy among youth. Even
when universal primary education is within reach, some countries, such as Malawi and Zambia,
show low youth literacy rates. Particularly in West and Central Africa and South Asia, illiterate
women far outnumber their male counterparts. The gender parity index stands at 0.79 and 0.91
for West and Central Africa, and South Asia. In Niger, the gender parity index is 0.44, it means
that there are 44 literate women for every 100 literate men.

2.3 The Solutions for Illiteracy and Innumerate for Quality Education
To reach the goals of quality education, United Nations set a sub-goal to ensure the
substantial proportion of adults and youths achieving literacy and numeracy. United Nations
moved many institutions and foundation to support the literacy and numeracy across countries,
even the furthest country. International Literacy Association is a foundation that concern in
children and adults who inability to read and write. They have prepared some solutions like:

In Indonesia, literacy is celebrated on every September 8th as National Literacy day. This
celebration day is a start up to introduce how important the ability to read is. Literacy is very
important because it counts in Human Development Index (HDI) to rate a country of how good
education they gave to their people. Illiterate usually poor people, because they are too busy to
work for a living and only focusing how to stay alive in a day and the next day. For them,
literacy is last importance since doesn’t related to their job. Indonesia has a solution that related

Quality education doesn’t mean has to be expensive with quality subject that given to the
students. Government must focusing in providing a quality education for all kinds of people,
without weighing them with the tuition fee. It means a country must provide a quality
education that gives feedback to the world without any fee or make it less expensive, so
every kinds of people has the same chances to have education in their own countries. The key
is teamwork and people humanity awareness to care about one and each other.
From Pancasila’s Principle 2, “Equity and Civilized Humanity” related to this topic
because the ability to read is every human’s rights. Such an equity for them who can’t read and
let the people who has ability to teach them. Work together at helping each other to read and
numeric skills is kind of civilized humanity because one strong person doesn’t let one man down,
but learning together and making a harmony to strengthen national unity. If all the needs above
are fulfilled, it provides quality education which fulfilled the goal of SDGs

From Civic Education will see this topic in the regulate law in Indonesia. The laws are

3.1 Conclusion
Literacy and numeracy are skills that every people must have because it counts in Human
Development Index (HDI) to proof every country of their education level. Literacy is the ability
to identify, understand, interpret, create, compute, and communicate using visual, audible, and
digital materials across disciplines and in any context. Numeracy is the ability in mathematics
and scientific approach. Quality education doesn’t mean has to be expensive with quality subject
that given to the students. Government must focusing in providing a quality education for all
kinds of people, without weighing them with the tuition fee. Free education make people realize
how important they are because of having chances to study for free, it will reducing the rate of

By achieving the literacy and numeracy numbers worldwide, it is a living proof that
every country start to develop quality education for their people. To make it real, the steps they
need to do are:
1. Working together between ability and inability people to start teaching and learning
together
3. Reducing poverty and fixing state economic, so people not too busy in working for a
living
4. Providing free schools and free learning for all kinds of people.
