The Constitution and By- Laws

Preamble
We, the members of Anay Bala Society of Negros Oriental State University,
imploring the aid of Almighty God in order to build and establish an
organization that shall promote unity to our fellow scholars and to promote
the importance of and expand the knowledge of each member physically,
mentally, emotionally, socially, and spiritually as to the best of our
capabilities, do hereby promulgate and do ordain this constitution and by-
laws.

Article I
Section 1. The official name of this organization shall be, Anay Bala Society
Of Negros Oriental State University (NORSU).

Article II
Purpose and Objective

A. To promote unity among all Anay Bala Society of NORSU members

of this respective university.
B. To assist all member in their respective studies and fields of
specialization.
C. To promote the importance of and expand the knowledge of each
scholar physically, mentally, emotionally, socially, and spiritually.
D. To activate and involve them in activities and programs that helps the
institution and society.

Article III
Membership

Section 1. All individuals who can speak and understand Ilonggo and/or
resides in an Ilonggo-speaking municipality or city or resides in
municipalities or cities in Negros Occidental.

Article IV
Policies

Section 1. The organization shall be patterned after the presidential type of

government.

Section 2. The organization shall abide by the rules and policies of NORSU
and shall recognize the NORSU-Campus Student Government as its
supervising organization.

Section 3. Other policies can be created, provided, all the advisers and the
majority of the members of the organization agree.

Article V
Election

Section 1. All members are entitled to vote, hold office and participate in
any discussion which involves the organization.

Section 2. The election of officers shall be one (1) month before the end of
the second semester of the school year, unless otherwise decided by the
organization.

Section 3. The out-going president shall preside over the meeting in which
the selection of the new set of officers for the while year shall be done.

Section 4. If there is a vacant position, corresponding person will be

appointed by the president of the organization with the consent of the
majority of the remaining officials.

Article VI
Officers

Section 1. The organization shall be governed and managed by the

president, vice-president, two secretaries, treasurer, auditor and two public
information officers.

Article VII
Duties and Functions of the Officers

Section 1. President : shall preside at all regular meetings of the

organization, he or she will appoint all standing special committees, in an
event of a vacancy in the set officers, shall, with the approval of the
majority of the officials, fills such vacancy by appointment until the next
regular election of the organization. The president shall serve as the ex-
officio member of all the committees and ensure that all members are
continually informed of all actions taken by the organization. The president
shall also ensure that function and programs are efficiently carried cut.

Section 2. Vice-president: in the absence of the president, the vice-

president shall preside over all meetings of the organization. He shall be of
help and assistance to the president in carrying out policies and duties
prescribed by the constitution.

Section 3. Secretarty: the secretary shall be responsible for the

maintenance of the records of the organization. He or she will keep minutes
of all regular and special meetings of the organization and shall provide
notes of what has been discussed.

Section 4. Treasurer: the treasurer shall have custody over all funds of the
organization, maintaining all necessary records, taking charge of the
financial processes as approved by the governing body. The treasurer shall
report on the organization’s financial status and shall hold all records
available for inspection by any member of the organization.

Section 5. Auditor: the auditor shall audit financial statements of the

organization. He or she shall coordinate with the treasurer and keep all
financial records of the organization and liquidate all expenses.

Section 6. P.I.O: The Public Information Officers shall be responsible in the

maintenance of communication with the members and the officers of the
organization. He or she shall keep all the members informed of all the
action taken by the officials. He or she shall be responsible for all press
release subject to the approval of the president.

Article VIII
Committees

Section 1. The president has the power to create committees for the
purpose such as Ways and Means, Sports, Intellectual Finance, Social, etc,
as the need of such arise.

Section 2. The president shall appoint the chairman, vice-chairman of the

said committee with the approval of the majority of the officers. The
appointed chairman in consultation with the vice-chairperson shall be
responsible in carrying out effectively the accomplishment of the task
assigned to them.

Article IX
Meetings and Quorom

Section 1. The regular assembly of the organization, shall be every first

Tuesday of the month. Special meeting shall be called by the president on
or petition of the majority of the officers at any convenient time and place.

Section 2. A quorum of any meeting of the organization shall consist of the

majority of all members, except in those cases when the organization
requires otherwise.

Section 3. The president has the authority to decide on cases on non-

quorom.

Article X
Ammendments

Section 1. This constitution maybe amended at any regular meeting of the

organization, provided that the proposed ammendments shall have been
submitted in writing to the secretary and copies thereof sent by the letter to
the members at least seven (7) days prior to the meeting.

Article XI
Effectivity

Section 1. This constitution shall take effect immediately upon the approval
of the officers of the organization as empowered by all the members of the
organization last July 26, 2016.

Section 2. The foregoing constitution was adapted through the unanimous

decision of the pioneering set of officers of the organization last July 26,
2016.
