First of all we want to thanks Ato Biruk G/M a Human resource manager of Aser Construction
Company for his support by providing relevant information’s regarding to Human resource
management process in Aser construction.
Executive summery
This paper is intended to present Human resource management system in Aser construction, how
the company process Human resource management, in this analysis both primary and secondary
data’s are used.
Introduction
Back ground of the organizations
ASER Construction PLC was established in 2009, with few visionary Engineers having ample
experience and great exposure as well as good reputation in sector. The company upholds
customer-orientation in its business undertakings; thereby adopting the existing construction
technology. Soon after establishment, the company acquired license for Grade 1 Water Works
General Contractor (WC-1) from Ministry of Water Resources, Irrigation and Energy to execute
diversified projects in field.
ASER Construction was granted license for Grade 1 General Contractor (GC-1) from Ministry of
Urban Development and Construction which enables it to perform all construction duties
including Road and Building works.
Recruitment Policy
Aser Construction shall not recruit staff that does not have knowledge in Engineering and
management area excluding labour workers or day workers. Positions in the firm will be filled
transparently and on merit using open competition as the basis of selection.
Recruitment Procedures
The nature of construction quality is such that all is dependent of the quality of staff. Aser
Construction shall strive to attract and retain the best talent within the firm’s financial capacity.
Job Applications
During job applications to the company all candidates shall put their applications in writing. In
the company no staff shall be recruited through a “back door” approach.
Selection Tests
In Aser Construction Candidates shall be subjected to relevant interviews and tests as determined
by the Managing and staff partner based on their performances.
Staff Appointments
All staff shall be employed on a permanent basis, subject to successful annual performance
appraisals.
Aser Construction shall not recruit any person who did not have good experience on Engineering
and management areas excluding laborer.
Acceptance
Aser Construction appointees a staff according to below procedures:
Appointees shall accept the offer of employment within 5 days from the date of offer by
filling and signing the Appointment Acceptance Form.
The appointee shall report for duty not later than one week from the date of acceptance.
Performance Reviews.
There shall be periodic performance reviews for the purpose of monitoring staff performance
which will form the basis for staff reward, development and other management decisions.
Compensation Package
Salary Payments and Deductions
Staff remunerations shall be determined by the Partners from time to time any may be revised
upwards or down words depending on circumstances. Remuneration for a member of the Senior
Discipline
All staff shall be expected to exhibit the highest degree of discipline and courtesy while
conducting the firm’s business. No staff shall be expected to involve themselves in any acts that
cast doubt on their integrity.
Misdemeanors, misconduct and gross misconduct such as: Drunkenness and drunken driving;
Smoking; Use of narcotic drugs like marijuana; Stealing; Fighting in and/or outside office;
Persistent late coming; Diverting the firm’s funds to personal use without authorization; Using
the firm’s stationery including headed paper, stamps, seals and emblems and such items without
authorization especially with an intent to gain personal gain; Forgery of documents including
academic documents, accountability records; and any other acts that are contrary to the
Professional Code of Conduct shall constitute offences and shall make the staff liable to
disciplinary action as specified in section 7.3 of company’s manual.
Disciplinary Action
Staff found to have committed offences shall be subject to one of the following disciplinary
actions: written warning; suspension; loss of salary; demotion; or dismissal.
Leave
Annual Leave
All employees shall be entitled to 13 working days. Leave entitlement for staff leaving the firm
shall be computed on prorate basis.
Maternity Leave
Female staff shall be entitled to maternity leave on full pay for a maximum period of 90 working
days of which at least four weeks shall follow child birth. Male staff shall be entitled to paternity
leave of 5 working days once in every year.
Sick Leave
Staff shall be entitled to sick leave not exceeding one month, with full pay on presentation of an
appropriate medical report from a qualified medical practitioner.
