INTRODUCTION

HIRARC known as Hazard identification, risk assessment and risk control that has
become important to practice of planning, management and the operation of a business as a
basic of risk management. HIRARC provides an effective method to measuring the hazards and
the related risk which is it will provide a way to control the risk also give an independent
measurement to identified hazard. Risk assessment of hazard is the estimate of the risk for whole
process to decide whether the risk is acceptable or not. The acceptable risk means the risk that
has it level reduced to the level, which is satisfactory, by the organization. Furthermore, the
process of HIRARC can be prepare through a few steps; below diagram is the standards of
HIRARC process:

IMPLEMENT

The classification of work activity is decide following their similarity such as handling
glassware, handling machine and handling chemical which is related to hazard identification.
Hazard identification are divided into a few type such as physical hazard, chemical hazard,
biological hazard and other. Besides, hazard identification can be more detail such as sharp
object, slippery floor or hot surface that are under physical hazard. Risk Assessment can be
determine from likelihood and severity of hazard that occurs. It can be done through quantitative,
semi-quantitative method and qualitative. The likelihood and severity need to be lower in other
to get acceptable risk, if the likelihood and severity is higher it mean the workplace is in the
hazardous conditions.

The objective of this experiment is to identify the hazards that can occurs in the pilot plant
lab, which is dry fractionation of RBD oil experiment. Besides, we also needed to do the risk
assessment based on the hazard identified. The risk of this experiment can be minimize through
the process of identifying the hazard. In other word, the probability or likelihood for hazard to
happen during the experiment can be diminish by identifying the hazard. Therefore, the
consequences that can cause harm to human or damage to the environment can be avoid.

Hazard identification and risk control is very important when conducting this experiment.
In order to decrease or minimize the risk, a few control measure must be apply to the hazard
during the experiment. This is because the deficiency of control measure can cause an accident
and the likelihood of the hazard will be high as well as the risk. Dealing with hot surface and high
pressure may have lot of hazard when running an experiment with this machine. Therefore, plenty
of risk assessment should has be done properly to decrease the risk of injury to human and
damage to the property.

DISCUSSION

The task given is basically to give exposure about one of the method on how the industries
outside kept their safety level or control the hazard effectively. The method that was means is
Hazard Identification, Risk Assessment and Risk Control (HIRARC) which is the compulsory
method and practice to identified hazard as well as provide a method to control the risk. HIRARC’s
purpose is to identify the hazards, measures the risk and recommended the control measure of
each hazards detected.

The objective of this practical is to provide a better understanding in performing HIRARC


in the laboratory experiment given. Its included by determined the hazards in the experiment and
classified based on type of the hazards, determined the causes and effect of the hazards,
determined the existing risk control, analyze the risk level by determined the likelihood and
severity of the hazards, and find out the recommended control measure to make sure the
probability of the hazards to occur can be eliminated or reduced. The laboratory experiment given
was a dry fractionation of RBD oil which carrier out inside the pilot plant. The hazard identification
by using HIRARC need to be done step by step followed the procedure of the experiment.

Based on the HIRARC form that has been completed, the total of 13 hazards were
identified in the procedure which consist of electrical hazard, physical hazard, chemical hazard
and ergonomic hazard. The specific type of electrical hazard is electrocuted while for the physical
hazards, it specific type are explosion, hot surface, high pressure fluid, slippery and sharp object.
For the chemical hazard, the specific type of it are irritant and spillage and the last one is
ergonomic hazard which is specified to the manual handling such as awkward posture.

After all the hazards has been identify, some of the hazards have their own existing risk
control and mostly is wearing proper Personal Protective Equipment (PPE). One of the physical
hazards are generally come from the system of machine itself so the existing risk control is
schedule maintenance of the equipment. Same goes to the electric hazards where the hazards
exactly come from the main switch, so the existing risk control is by using grounding plug and
wearing glove. PPE is a type of control that has its limit at certain extend so that why the risk level
must be analyzed and evaluate to make sure the better control measures can be recommend.

The risk level of the hazards can be calculated by determined their likelihood and severity.
Likelihood is defined as a possibility the of the hazard to occur and severity mean how badly the

hazard can affect the person and environment. The risk level is obtained from multiplying the
value of likelihood and value of severity. As a example for the physical hazard specific to the
explosion, the explosion can occur if there was a system failure which can causes skin burn,
irrecoverable productivity and the effect may be coma or paralyzed. The likelihood should be 1
as the risk is practically impossible to occur as a maintenance work was not dismissed (based on
the existing risk control) but if the hazards happens, it will be numerous fatalities and irrecoverable
property damage and productivity so that why the severity is 5. Then the risk level can be
concluded and evaluated.

The value of likelihood can be determined from table 1 and severity can be determined
from table 2. Then the risk level can be analyzed and evaluate through the table 3. From 13
hazards found in this experiment, most of them are in the medium risk level and five out of 13 are
in a low risk level which are stand from four physical hazards in the experiment. The highest risk
level determined in this experiment was a physical hazard specific to slippery floor which is at 12,
but it is still in medium risk level range. From the risk level, the recommended control measures
can be determined.

The conclusion can be state that all of the 13 hazards identified were in the low and
medium risk level. But even the risk level is low and medium, control measure must be
recommended to make sure all the hazards can be controlled all the time. There are two
recommended control measure which is different from others. For the highest risk level which is
slippery floor, redesign should be the recommended control measure. For the explosion from the
steam and compress air system, as the severity is very high, the recommended control measure
is a guardrail. The other hazards can be controlled by implemented administrative control which
providing safe work procedure. The last one for the ergonomic hazards, the best way to enhance
the awkward posture during lifting the huge tank of oil is by using another method such as using
machine to lift the oil’s tank.

CONCLUSION

In conclusion, even in a small-scale laboratory, the experiment carrier out in the


laboratory were still have the hazards whether the risk level is high, medium or low. By referring
to the HIRARC form, 13 of hazards has been identify and successfully be classified their hazards,
analyzed and evaluated the risk level and determined the recommended control measure. It can
be concluded that all the hazards found in this experiment were in the low and medium risk level
but still need to be implemented the recommended control measure to ensure the hazards are
always controllable. After finishing this practical, it can not be disputed anymore that HIRARC
method is very important in any size of industries. The method of HIRARC to eliminated or
reduced risk is very effective, and this practical have given a good impact to the student because
it can be use in the future.
