Addition to existing structure ‘The clause shall be deleted and replaced by the following: 108. Instructions for additions, structural alterations and change of building use 108.1 General ‘The instructions in this clause are applicable to the design of additions to an existing structure and/or modifications to an existing structure and also to the design of an existing structure whose use has been changed. 108.2 Structurally independent additions An addition that is not structurally dependent on the existing structure shall be designed to meet all the requirements of this Standard. 108.3 Structurally dependent additions and structural alterations to an existing structure” 108.3.1 General An addition to an existing structure that is structurally dependent, alterations to an existing structure and the design of an existing structure with additions or structural alterations to the since its construction (hereinafter, the complete structure) shall meet all the seismic force resistance requirements in this Standard and the other loads required by Israeli Standards. Where structural drawings/plans are available, sample tests shall be conducted at the site to verify the compliance of the plan to the existing s:ate, and the cross-sectional capacities shall be calculated on the basis of the findings. The engineer shall consider lowering the calculated tolerances according to these findings end construction date. Where it is not possible to retrieve the original structural plans, the load bearing system plans shall be reconstructed (for vertical and horizontal forces) as accurately as possible, by sample measurements and tests as required by the engineer and under his supervision, using architectural plans (such as the plan in the Annex to the "request for license"), if any. In this case, the calculated cross-sectional properties set according to these actual findings, shall be multiplied by a reduction factor of 0.8. 108.3.2 Exceptions The above statements notwithstanding, only Importance Group C buildings (see clause 204.3) having a construction plan, and also buildings whose additions consist of reinforced ©), not founded on type concrete apartment shelter shafts, story shelter shafts or lift shafts E or F sites (see clause 202.2) and located in zones where Sps < 0.6 and Spi < 0.3 (see clause 202.2) may deviate from the requirements cf clause 108.3.1, as detailed below: The forces obtained from a seismic analysis of the complete structure, in each of the elements of the existing structure may be greater ty up to 10 % of their calculated capacities, and the forces in structures not having a construction plan with added shafts Amendment no. 3 to $I 413 (2009) (translation) may be greater by up to 10 %of their reduced tolerances (reduction factor = 0.8), however only if all the following conditions are met = The addition itself complies with the requirements applicable to new buildings; = The addition or alterations do not reduce the strength of the existing structure, unless the reduced strength is at least equal to that required in accordance with this Standard for new structures; = The addition or alteration do not create any irregularities and do not intensify existing irregularities; = The forces in the connections to the existing structure are in conformance with the calculated forces as required by this Standard and other Standards. Footnotes (3a) and (3b) shall be added as follows: Footnote (3a) © Methods for estimating the resistance of existing structures are detailed in Israel Standard SI 2413 and in the European Standard EN 1998-3, Footnote (3b) © structures whose additions are shafts as mentioned above are not required to have structural plans in order to qualify for exceptions, provided that these shafts are the only additions to the structure related to the relevant alteration (such as the additions and alterations listed in the same license that includes the shafts), and that they are continuous from the foundations to the full height of the existing 108.4 Change of use Where the change of use results in the structure being reclassified to a higher Importance Group (clause 204.3), the structure, with its access paths, shall conform to the seismic requirements for new construction as related to the new Importance Class. SECTION B - DATA AND CHARACTERISTICS OF THE SEISMIC ACTIVITY Clause 201. General 201.1 Seismic activity for the design of structures ‘The text in the clause, including its subclauses, 2011.1 and 201.1.2 and including footnote (4) shall be deleted and replaced by the following: Seismic activity according to this Standard is the forces and displacements acting (in the horizontal and vertical direction) due to an earthquake. The combination of seismic activity with other loads shall be as required in the relevant Israeli Standards for load combinations. Clause 202. Environmental characteristics 202.1 Predicted soil acceleration ‘The clause shall be deleted and replaced by the following: Amendment no. 3 to SI 413 (2009) (translation) 202.1 Seismic accelerations 202.1.1 Predicted soil acceleration Predicted soil acceleration, ay,max is the forecast of the horizontal peak soil acceleration in the rock due to an earthquake, for which there is a probability of 10 % that a stronger acceleration will occur at least once within a period of 50 years (return time of approximately 475 years) Z is the expected horizontal soil acceleration coefficient (dimensionless) as shown by the formula: a) z= The £ where: g ~ acceleration of gravity (9.81 m/s*). The Z values shall be determined by the coordinates of the structure site, as detailed in the internet site of The Standards Institution of Israel". Z values for the various Israeli communities are given in alphabetic order in Annex C of this Standard Note In order to reduce damages and down-time, the internet site of The Standards Institution of Israel also gives horizontal soil acceleration factor values (Z) for lower probabilities (probability of 5 % within 50 years [return time of approximately 1,000 years] and a probability of 2 % within 50 years [return time of approximately 2,500 years}). 202.1.2 Parameters of seismic accelerations The parameters Ss and Sy of the response spectrum (hereinafter, the horizontal spectral acceleration factors) for design on rock (type B scil in Table 1) in every site in Israel shall be obtained from the spectral accelerations for design in accordance with this Standard. The accelerations are brought in the maps for 5 % damping”, Additional parameters are brought in Fig. 0 and are defined in clause 202.3. Ona trace of an active fault and 15 m on both of its edges, no structures shall be erected that are covered by this standard, except for low structures that are not intended for dwellings as defined in clause 103.6, B. Within the 15 m up to 200 m range, on each side of the edges of an active fault, in zones where Z > 0.15, constructions of buildings whose importance factor is from Groups A or B (see clause 204.3) and buildings for use or inhabitants of 100 or more persons, shall be accompanied by a detailed opinion of a licensed Geotechnical engineer, that also uses geological consultation to verify that there are no traces in this range C. All the opinions shall be combined with the dccuments placed with the local authority and constitute part of the conditions for granting a construction license D. Every outline plan at any level, or a detailed plan that includes construction related to the design requirements for earthquakes, shall have geological investigations conducted whose purpose is to locate and map active and potentially active faults, and their conclusions shall constitute an integral part of the design documents. Effect of soil sections ‘The text in the clause, including Table 1, shall be deleted and replaced with the following: The effect of the site soil conditions on the structure response is set according to the soil sections, Classification of the soil at the site (from A to F) is based on the parameters in Table 1 and in clause 202.2.1 below, in the upper 30 m of the soil profile, weighting the various layers and their thickness as detailed in Table 1, unless the soil at the site has to be classified as F, Where the soil layer exceeds 3 m separating between the foundation base and the rock, the soil at the site shall not be classified as A or B. - A new footnote (4) shall be added as follows Footnote (4) The soil classification at the site may be weighted as detailed in ASCE 7-05 in the Section dealing with Site classification procedure (Section 20). Exact definitions of the soil properties are given there. 202.2.1 Definitions of types of soil at the site A. The type of soil at the site shall be determined in accordance with the definitions in Table I and this clause B. Soil at the site shall be classified as E if it mests the corresponding criteria in Table 1, or if in addition to the specified in the table, the soft clay layer thickness exceeds 3 m and has the following properties: Amendment no. 3 to $I 413 (2009) (translation) Su < 25 kPa, w > 40 % and PI > 20 where: PI - plasticity index Sq - undrained shear strength (kPa) w - moisture content (%). C. Soil at the site shall be classified as F if it meets one of the following conditions: 1. Soil that may lead to failure or collapse due to a seismic load, such as soil that may liquefy, and sensitive clays. 2. Organic clay and peat greater than 3 m thick Plastic clay of plasticity index P1 greater than 75 and thicker than 8 m. 4. Very thick layers of soft or semistiff clay, thicker than 37 m and their undrained shear strength sq is less than 50 kPa. 5. For importance Group A structures (see Table 4) and for urbane design: sites in zones where according to the map of "Potential areas of abnormal subsoil amplifications", the potential exists for abnormal soil amplifications due to very hard bedrock or due to the basin effect. D. The spectral design accelerations in soil classified as F shall be determined by means of a specific site response analysis. Details of the requirements for the tests required for estimation of the specific site response is brought in the leading current Standards such as ASCE 7-05 and ASCE 41-06 On application of these Standards, the evaluation shall be based on the earthquake probability. = Clause 202.3 shall be added as follows: 202.3. Design response spectrum The design response spectrum, brought in Fig. 0, determines the spectral design acceleration coefficient, Sq, as a function of the basic period of the structure, T. The spectral design acceleration coefficient is determined according to four ranges of periods, as given below A.In the range of T less than To (4a) Sa = Sps (0.4 + 0.6 T/T where Ty ~ the period in the boundary between the first range to the second range (seconds) of value: (40) To = 0.16(Sp1/Sps) However for tanks in accordance with SI 413 parts 2.2 and 2.3 in this range: (40) Sa Sos B. When a damping ratio other than 5 % is required, its value shall be as specified in the relevant part of the Israel Standard series SI 413 or other relevant Israel Standards. These are considered in future parts of this Standard series, 203. On lack of a more exact analysis of cracked elements, the rigidity in bending and in shear shall be as recommended in the current professional literature. By an equivalent static analysis, the basic period, T, may be determined on the basis of tests or measurements or approximation methods, but it shall not be longer than that obtained by the following formulae: - in a structure made of reinforced concrete frames or eccentric stiffened steel frames: (6a) T = 0,075H* - in a structure made of steel frames: (6b) T= 0.085" + in other structures: (6c) T = 0.050% Where: H - Total height of the structure above the top level of the foundation or of the rigid basement ceiling‘ (m). T ~ Structure period (sec). By an equivalent static analysis, the period, T, obtained by analysis shall not exceed that obtained from formulae (6a), (6b) and (6c) multiplied by 1.4. Determination of design loads 204.1 Directions of the seismic action 204.1.1 Horizontal action The text in the clause shall be deleted and replaced by the following: A. The horizontal seismic action direction for eaca element shall be that which causes the most severe damage. For "regular" structures, it is sufficient to carry out the calculation in two principal directions: the symmetric axis direction (or the approximate symmetric axis) and the direction perpendicular to it B.
