PLANNING SUBMISSION
1.0 Introduction
Planning approval is sought for the construction and installation of several signs within the
suite of wayfinding signage which forms part of the Launceston City Heart project. The
purpose of this planning submission is to provide relevant details of the application and
assessment of the signage against all applicable provisions within the Launceston Interim
Planning Scheme 2015 (the Scheme).
The purpose of the wayfinding signage project is to improve Council signage and the
navigability between spaces throughout Launceston to enhance connectivity and local
experiences for residents and visitors alike. The term wayfinding encompasses the way
people navigate and spatially orientate themselves within spaces and from place-to-place.
Wayfinding signage is designed specifically to assist in the process of orientation and
navigation through the use of map, directional and location information. The nature and
role of wayfinding within the public realm should be treated as community information as
opposed to interpretive or other types of signage.
The proposed wayfinding signage suite has been designed taking into account the following
objectives and considerations:
1. Australian Standard DR AS 1428.4.2: 2017 Design for Access and Mobility
Wayfinding;
3. Appropriate scale of signage elements to meet the needs and ability of all users;
5. Placement of signage to ensure there are minimal visual obstructions impacting their
function and usability;
6. Ensuring the signage suite palettes are recognisable and consistent throughout
Launceston to ensure coherency;
8. Ensure colours do not conflict with the legibility of the sign or conflict with other
regulatory signs;

1.3 Exemptions
1.3.1 General Exemptions
Clause 5.4.1 exempts the maintenance and repair of public linear and minor utilities and
infrastructure by or on behalf of the State Government, a Council, a statutory authority or a
corporation all the shares of which are held on behalf of the State or by a statutory authority
which includes:
a) electricity, gas, sewerage, stormwater and water reticulation to individual streets,
lots or buildings;
b) infrastructure such as roads, rail lines, footpaths, cycle paths, drains, sewers,
power lines and pipelines; and

It is not considered that clause 5.4.1 is unable to be invoked for the signage because the
works will involve the installation of new signage and will not involve the maintenance or
repair of existing signage.
b) disturbance of more than 1m2 of land that has been affected by a potentially
contaminating activity;
c) excavation or fill of more than 0.5m in depth in a salinity hazard area or landslip
area shown in the Scheme;
It is submitted that there is sufficient scope within clause 6.2.2 to reasonably consider
community and regulatory signs ‘the like’ infrastructure when considering the infrastructure
listed within the exemption. Furthermore, it would be reasonable to consider directional
signs and other wayfinding signage that is subservient or directly associated with the listed
infrastructure such as footpaths, cycle paths, play equipment exempt under clause 6.2.2 in
the same manner.

To protect watercourses and wetlands from the effects of development and minimise the
potential for water quality degradation.

Response
There is no acceptable solution. Therefore, assessment against the corresponding
performance criteria is required.
Performance Criteria Assessment
It is evident that the installation of the proposed signage to which this code applies will not
unreasonably impact the quality of the respective watercourse on the following basis:
a) the free-standing signs will be light-weight and installed on existing hard-stand and
boardwalk areas or adjacent to existing footpaths, cycle paths or walking tracks. As
such, the free-standing signs are not expected to impact upon the stability of
embankments of land within 30m of respective watercourses.
b) several signs will be mounted to existing sign poles, traffic light poles, walls and
other structures which will not result in any disturbance to adjacent watercourses;
c) several signs will be in the form of surface markers which will be applied to the
pavement of existing footpaths and cycle paths which will not result in any
disturbance to adjacent watercourses;
d) the signage will not create a significant risk to life or property in the event of a flood,
or impede or restrict the flow of water during a flooding event; and
e) the installation of the signage will not require the removal of vegetation or
disturbance of any other natural values that pertain to the land adjacent to the
watercourse.
Objective
To ensure that signage is compatible with the historic cultural heritage significance of local
heritage places and their settings.

No more than one sign, not greater than 0.2m², New signs must be compatible with the historic
identifying the use, heritage significance, and cultural heritage of the local heritage place and
the name and occupation of the owners of the its setting, having regard to:

(a) the cultural heritage values of the local

Response
The proposed signage will not meet the acceptable solution. Therefore, assessment
against the corresponding performance criteria is required.
For the purposes of this development application, the Local Historic Heritage Code only
relates to the signs to be located on the titles within Royal Park which are listed under Table
E13.2 (refer to Table 1 for specific signs).
It is considered that the new signage will be compatible with the historic cultural heritage of
the setting with respect to the performance criteria on the following basis:
a) Royal Park is located on the southern corner of the confluence between Tamar River
and North Esk River and extends from Home Point to Park Street. The park is
divided by a flood levee and is used for a mixture of recreational, sporting and
community events. Royal Park comprises a number of mature deciduous trees,
landscaping elements, a boardwalk adjacent to the river edge, skate park,
playground area and various walking paths. The proposed signage will be
consistent with the use of Royal Park in terms of the provision of wayfinding signage
which will be used by people as they transition through the park area;
b) The size, scale and location of the specific signs have been purposefully designed
to ensure they fit within the landscape whilst being functional. The signage will be
a mix of free standing and surface markers and will be located at key decision points
primarily along established walking paths throughout the park grounds. The
freestanding signs will include a darker palette which will ensure the signs are
recessive within the landscape;
c) The signage forms part of the wayfinding signage suite which is being unveiled
across Launceston which will ensure consistent signage throughout the city and
surrounds;
d) The proposed signage will not be attached or mounted to any heritage listed
buildings or items;
e) The proposed signage will not result in the destruction, concealment or removal of
any heritage fabric; and

f) The proposed signage will have minimal impact on the streetscape character of the
area.
4.0 Conclusion
Based on the assessment that has been provided, it is submitted that the proposed
development meets all relevant provisions within the Scheme to support its approval for a
planning permit.
