State of New York Police in Loudonville, uv. ALEW

All referring to the arrest of Robert Francis GARROW Sr.,
DOB 3/4/36 - DCT 566621X - PBI 1217707, charged with
murder August 9, 1973, after extensive manhunt in Adirondack
Mountains in New York’state on August 9, 1973, He
is currently confined to Plattsburg Hospital, Platteburg,
New York, with gunshot wounds. On his release he is to
be processed and arraigned in Hamilton County, New York.
Of interest to us is the finding of a map
in Garrow's possessions, with cities circled in ink
and one of them being Hamilton, Ontario.
We presently have an unsolved honocide in
Hamilton, where the M,0, used by the killer ie similiar
to those used in the past by Garrow. At 11:15 P.M.,
May 15, 1973, on the campus of Mcliaster University,
Hamilton, Adele Konorowski, 25 years, was accosted by a
man, taken to a secluded area and strangled with a length
of rope, she was also tied up with this length of rope.
Just what the killer intended to do at that time ie pure
speculation because the alarm had been raised by that
time and two uniformed security guards cane walking
into the darkness with flashlights, By the tine the
1d girl was found the killer had fled into the

‘The subject Garrow, does fit the general descrip-
tion of @ possible suspect scen in the area before the
incident and the deceased could have been lured to an
area of danger by the killer showing police identification
and impersonating a detective.
We would request your assistance in contacting
the officers in charge of this case in Plattsburg, New
York and alerting them of this honocide in our city.
Perhaps somewhere in Garrow's personal belongings there
is mention of the victim, Adele Konorowski, or other
references made to thie killing.
It would assist us if we could possibily find
out where thie Garrow was on or around May 15, 1973.
If possible, we would like to be supplied with a picture
of this man,
‘At some time in the future, if thie could be arranged,
we would like to send our detective in charge of this case,
Sgt. Clive Paul, to question Garrow. We realize that
this could create legal problems and we would be guided
by your advice.

On August_28, 1973, Lieutenant GEORGE MILLS,
Bureau of Criminal Investigation (BCI), New York State
Police (ISP), Malone, New York, advised that to his
knowledge, there vould be no objection by the NYSP to
members of the Hamilton, Ontario Police Department
attempting to interview’ GARROW, however, GARRON's
attorney has advised him not to discuss criminal
matters with the NYSP and the NYSP was not to attempe
to intarview CARROW about the eriminal charges For
which he was arrested. MILLS stated that GARROW has
not been talking volunta MILLS stated that Senior
Investigator HENRY HC CASE, BCL, NYSP, Troop G, South
Glens Falls, New York, would be’able to answer other
questions régarding effects found on GARROW when he
Was arrested. MILLS stated that NC CABE or Tnvesti-
gator BOCGILEA from the Fonda, Nev Yor‘ area, would
‘able to furnish such information. MILLS noted one
of them is usually with GARROW at the Chanplain Valley
Physicians Hospital at Plattsburgh, New York every day.
MILLS furnished two copies of a poster containing paoto-
graphs of GARRO¥. He stated to his knowledge these
Were the only photographs available for GARKOW.
On August 29, 1973, JOHN WOOD, Investigator,
RCL, NYSP, Troop G, South Gléns Falls, New York, who
was’on duty at the Champlain Valley Physicians Hospi-
tal (CvPH) at Plattsburgh, New York, advised that
Senior Investigator uC CABE and BECKWITH are not now
at CVPd daily with GARROW but at their respective
troop headquarters, at South Glens Fells and Fonda,RE: UNKNOWN SUBJECTS

WOOD advised that he had spent considerable
time with GARROW and during one conversation GARROW
talked about the Peace Bridge at Buffalo, New York,
and the area in Canada west of the bridge as being’a
truck farming area whan he felt the best vegetables
available are grown. ‘OOD said GARROW did not give
details as to particular places in Canada where he
has visited but the general impression left on WOOD
is that GARROW had been in the area. 00D said he
was not familiar with all of tne details of the case
buc knew that three rope samples from prior criminal
acts that GARROW is connected with all are believed
to be the sama type and attempts are being nade to
identify the manufacturer of the rope. WOOD said he
is sure that NC CABE can answer further questions
better than anyone else regarding location of GARROW
on Hay 15, 1973; description; photography and advice
in regard'to any legal problems to be considered if
Hanilton Police Department contemplates interview of
GARRON.
OOD noted that MC CABE can also advise
whether GARROW had possession of a map with the city
of Hamilton, Ontario circled, as well as any other
ingormation’ concerning GARRO.I's possible connections
with the Hamilton, Ontario area.
0D described CARROW as a masculine, pover-
fully built and strong man who is soft-spoken,’ fre~
quently wore a hat to cover his bald head of which he
vas very conscious. GARROW also has, alse teeth and
stuttrs, particularly on the letter “K", when he be
cones excited. WOOD also noted that GARRO; also finds
hunor in a variety of subjects snd will make sharp and
mean comments to someone, look-at then a moment and
thea burst into laughter: GARROW is not know to drink
oc snoke and Keeps himself clean shaven. GARROW re~
portedly kept himself shaven with his knife while
trying to elude the NYSP in their search for hin.

On Septenber 6, 1973, Senior Investigator HENRY
MC GABE, BCI, NYSP, South Gleng Falls, New York, advised
that he has the overall investigative’ responsibility con=
cerning ROBERT FRANCIS GARROW, SR. GARROW is under in-
dictment at Hamilton County, few York for the murder of
PHILIP DOVBLEWSCE, age 18, of Schenectady, Nev York. This
stabbing occurred’at Speculator, New York’on July 29, 1973.
ARROW $s also the prime suspect in the stabbing death of
DANAY PORTER, age 23, of Boston, Massachusetts on July 20,
1973 near Weavertown, New York.’ He is also a prime sus~
pect in the disappearance of PORTER's camping companion,
SUSAN PETZ, age 21, who has been missing and is feared
murdered somevhere’in the Adirondack Mountain area. She
has bean gone since the PORTER murder.
GARROY drove a Volkswagon, orange in color, and
recovered from this vehicle was a 1966-67 map in which
there were certain penciled notations, routes, etc. Tais
is a New York State map, but it does include Hamilton,
Ontario, Canada on it. ‘Next to Haailton, Ontario, is’ a
penciled question mark.
MC CABE said that he has endeavored to question
GARROY about the map and the various notations on it,
including the Hamilton reference. GARROW has been questioned
about many things and has remains relatively self-controlled
but he really flared up when questioned about this map. He
accused the NYSP of planting it in his car and thereby
trying to frame him and denied any connection with it.
NC CaBs feels, therefore, that there must be some sign=
ificance to the map. HC’CABE also advised that there
have been numerous inquiries from around the country
of various police agencies relative to homicide and
disappearances which are unsolved in those areas.
MC CABE said that GARROW's modus operandi in
the past has been to accost his victim, take them to
a secluded area which is usually heavily wooded and
swaspy, rape and/or sexually abuse them in some manner,
sonetites while tied up and sometimes not. Sometimes
the victim has been killed and other times released.

GARROW was employed as a machinist with the
Middlebrook Bakery. in syracuse, New York, and NYSP in
vestigation revealed that he worked the week of May 13,
1973, ‘but had Sunday, May 13 and Wednesday, May 16, as
3 off days, This is from the records enscked r
cently by the WYSP; however, it is NC CABE's intention
to have the actual time cards checked. This is to be
done in the Very near future, not only with the view
in mind that pertinent dates’be checked from these
cards with regard to NC CADE's investigative respon-
sibilities, but regarding pertinent dates of other
homicides and disappearances as well. TC GABE said
that he would definitely have the time cards checked
for the date of Nay 15, 1973 for the benefit of the
Haailtoa, Ontario rolice Departnent as well as on the
dates either side of it.
From the Hamilton Police Department, MC GABE
does not feel he has sufficient background information
concerning the KOMORO¥SKI homicide, such as when on
Bay 15, 1973 she was accosted and murdered, and he does
not have enough information concerning the rope which
she vas strangled with. With DOWBLEVSKI, after murder-
ing him, GARROJ uncut the rope and took it with hin.
‘This was also vhat occurred in the PORTER murder.
MC GABE is also conducting investigation in
conjunction with the Syracuse, Mey York Police Depart~
ment concerning several lengths of rope which that
department has in its possession and Figures that
CARROT was involved with. It is fron cases vhere
portions of the rope were left behind. The NYSP
Grime Lab is doing considerable investigation con-
cerning the ropes, knots, etc. in all of these cases.
MG CABE feels that information of this sort
would also be very helpful from the Hamilton Police
Department in an effort to determine if the same type
of rope, “mot, etc. were used there, since GARROW has
used en'unusual type of knot in the’ past.UNKNOWN SUBJECT;

MO CABE said that he is willing to cooperate
wholeheartedly with the Hamilton Police Department and
any other agencies with similar unsolved homicides. He
stated that he has considerable information which might
be of assistance, but he is not in receipt of enough
specific information from the Hamilton Police Department
to know if it would be pertinent. He definitely feels
that Deputy Chief ALBERT WELSH, Operations Division of
that department should commmicate directly with him
at telephone number 518-792-2217, rather than go through
the Bureaus
MC GABE noted that GARROY is expected to be
moved from the hospital at Plattsburgh, New York within
the next wes or two, probably to the flaaliton County
Jain, at Lake Pleasant, New York. GAROW's attorney
has fefused to let authorities talk to GARROW about any
Of the cases involving him. HC CASE said that the Hagilton
Police Departaent may review material found in GARROH's
possession at the tine of his arrest, placing emphasis on
anything which might possibly relate’to the AOMOROISKI
homicides hovever, much of the evidence is in the State
Police Crime Laboratory in Albany, ‘ew York at present.
NYSP investigation is still in a on-going stage, and
pertinent results of interest to the lanflton Police
Bepartment will certainly be made available to then.
MC_CABE made available tuo front view photo-
graphs of GARROW, which he said are reasonable likenesses,
