1.1 Scope
This document describes the WRFD-160204 CS Voice Precise Power Control feature,
including its technical principles, related features, network impact, and engineering
guidelines.
This document applies to the following types of network elements (NEs).

This issue does not include any changes.
Optimized SIR estimation The micro base station BTS3911E does not support this
function.
Macro and LampSite base stations support this function
only when the WBBPf board is configured.
2 Overview
2.1 Background
The WCDMA system is a self-interference system. The most important way to restrain
system interference is through power control. Power control minimizes transmission power
while ensuring service quality. Power control is performed by the UTRAN to adjust and
control the power of transmitting signals according to changes of the channel environment
and quality of received signals.
Power control can be divided and outer loop power control (OLPC) and into inner loop power
control (ILPC):
l OLPC determines whether the difference between the uplink block error rate (BLER)
and the target BLER is decreasing. If it is decreasing, OLPC adjusts the signal-to-
interference ratio (SIR) target based on the difference. The adjusted target SIR is then
sent to the RNC for ILPC.
l ILPC determines whether the difference between the uplink SIR and the SIR target is
decreasing. If it is decreasing, ILPC adjusts the transmit power of UEs based on the
difference.
When calculating the uplink BLER for OLPC, if the RNC may receive either incorrect or
correct voice frames. If the RNC receives incorrect voice frames, it promptly increases the
target SIR promptly; if the RNC receives correct voice frames, it slowly decreases the target
SIR slowly to avoid a ping-pong effect. However, the target SIR remains unchanged for UEs
that are performing CS voice services in the discontinuous transmission (DTX) state because
the UEs are not transmitting data. Consequently, the transmit power of these UEs is wasted.
To improve the power efficiency of UEs that are performing CS voice services, OLPC takes
BER and BLER into account when assessing radio channel quality for higher accuracy and
adjusts the target SIR of each voice frame more quickly. In addition, to improve the efficiency
of transmit power of UEs, the DTX power control algorithm is used for CS voice services of
UEs in the DTX state. While ensuring DPCCH quality, this algorithm quickly decreases the
target SIR to reduce the transmit power of UEs performing CS voice services.
For ILPC, the NodeB uses the multipath searching algorithm to search for multipath radio
signals, combines the signals, and estimates the SIR. In some scenarios with a low signal-to-
noise ratio (SNR), the NodeB cannot detect weak signals transmitted through some of the
paths and therefore the estimated SIR is inaccurate. Therefore, an enhanced multipath
searching algorithm is introduced to increase the capability of the NodeB to search for weak
signals as well as improve the accuracy of the estimated SIR. Meanwhile, the SIR estimation
algorithm is optimized to minimize the variance of the estimated SIR, which also improves
accuracy.
2.2 Introduction
This feature provides optimized outer loop power control (OLPC) and inner loop power
control (ILPC), which apply only to the uplink CS voice services.
l The optimized OLPC function consists of the OLPC algorithm based on BLER and BER
and the DTX power control algorithm.
– The OLPC algorithm based on the BLER is optimized by introducing the BER for
radio channel quality estimation, which facilitates accurate power control of UEs.
– When no voice data is transmitted by UEs performing CS voice services in the
DTX state, the DTX power control algorithm quickly decreases the target SIR to
save transmit power of UEs.
l Optimized ILPC consists of the optimized multipath searching algorithm and SIR
estimation algorithm.
– The multipath searching algorithm is optimized to improve the capability of the
NodeB when searching for multipath signals so that weaker signals can be detected
and the estimated uplink SIR becomes more accurate.
– The optimized SIR estimation algorithm minimizes the variation and improves the
accuracy of the estimated SIR so that ILPC can respond to changes in the radio
channel more appropriately.
2.3 Benefits
This feature improves the mean opinion score (MOS) of narrowband voice and wideband
voice services by 0.05 to 0.1 points.
2.4 Architecture
This feature is implemented on the RNC and NodeB as follows:
l The OLPC algorithm based on BLER and BER is implemented on the RNC.
l The DTX power control algorithm, optimized multipath searching algorithm, and
optimized SIR estimation algorithm are implemented on the NodeB.
3 Principles
3.1 Overview
CS Voice Precise Power Control is enabled when the VoicePPCSwitch (BSC6900, BSC6910)
in the RNC MML command SET UCSVOICEPPC is set to ON.
The following figure shows the basic principles of CS Voice Precise Power Control.
1. The NodeB reports the Cyclic Redundancy Check (CRC) and Quality Estimate (QE)
results to the RNC.
NOTE
When the CRC result is 0, correct voice frames are received by the NodeB. When the CRC result
is 1, incorrect voice frames are received by the NodeB. The QE result is the quantized BER.
According to section 6.2.4.5 "Quality Estimate" in 3GPP TS 25.427 and section 9.2.9.2 "Transport
channel BER measurement report mapping" in 3GPP TS 25.133, the quantization formula of QE is
DTX power control determines whether a UE performing a voice service is in the DTX state
as follows:
l When receiving an SID frame from this UE, the NodeB determines that the UE is in the
DTX state.
l When receiving a voice frame from this UE, the NodeB determines that the UE is not in
the DTX state.
When a UE switches from the non-DTX state to the DTX state, the target SIR is automatically
decreased depending on the value of SirDtxConst (BSC6900, BSC6910). When the UE
switches from the DTX state to the non-DTX state, the target SIR is restored to the original
value.
The optimized multipath searching algorithm accumulates the data in all pilots of multiple
timeslots to assess the multipath signal quality. This reduces the impact of noise on signal
quality and enhances the performance of searching for weak signals in low-SIR scenarios,
thereby improving the accuracy of ILPC.

This feature improves the MOS of voice services in a cell by 0.05 to 0.1 points without
affecting network KPIs such as the service drop rate and access success rate.
6 Engineering Guidelines
To compare EVQI-related counters before and after the feature is enabled and obtain the
gains provided by the feature, you must run the following command a week before enabling
this feature:

Optimized SIR estimation and optimized multipath searching are two enhanced ILPC
functions, which are implemented by the WBBPf and UBBP boards, respectively, in
macro base stations and LampSite base stations. See the following scenarios:
– If no WBBPf or UBBP board is configured, enhanced OLPC rather than enhanced
ILPC is supported.
– If a WBBPf board is configured, optimized SIR estimation is supported.
– If a UBBP board is configured, optimized multipath searching is supported.
– The WBBPa board supports none of the preceding functions.

If RAN Sharing or MOCN is enabled, the licensed value is allocated among the primary
and secondary operators according to the value of License Allocation for Multiple
Operators.
Method 1: It is recommended that the license allocation proportion of a feature be
consistent with that of the capacity license item "Voice Erlang-Erlang." The licensed
values can be set by running the SET LICENSE command. If the
FeatureResAssignMode(UMTS BSC6900,UMTS BSC6910) parameter in this
command is set to AutoAssign, the licensed values are automatically allocated among
the primary and secondary operators. If the FeatureResAssignMode parameter in this
command is set to ManualAssign, you also need to specify the related license
parameters to implement manual license allocation.
l Other
– Configure the BetaC (BSC6900, BSC6910) and BetaD (BSC6900, BSC6910)
parameters for AMR-WB services by following the instructions in AMR Feature
Parameter Description. Otherwise, benefits delivered by this feature may be
affected.

NOTE
When configuring the feature on the CME, perform a single configuration first, and then perform a batch
modification if required.
Configure the parameters of a single object before a batch modification. Perform a batch modification
before logging out of the parameter setting interface.
Set parameters listed in the table in "Data Preparation" section from top to bottom on the
CME. For instructions on how to perform the CME single configuration, see CME Single
Configuration Operation Guide.
Step 2 (Optional) Modify objects in batches on the CME. (CME batch modification center)
To modify objects in batches, click on the CME to start the batch modification wizard.
For instructions on how to perform a batch modification through the CME batch modification
center, press F1 while running the wizard to obtain online help.
To check whether a parameter supports batch modification, see the Remarks column in the
table in "Data Preparation" section.

Step 2 Choose Monitor > UMTS Monitoring > Connection Performance Monitoring in the
Monitor Navigation Tree. The Connection Performance Monitoring dialog box is
displayed.
Step 3 Set Monitor Item to OLPC and specify IMSI in this dialog box.
Step 4 Click Submit. If the target SIR is increased but no error block occurs, the feature has been
activated.

Method 2: Observe the two counters VS.SingleRAB.CSVoicePPC.CSVoiceFrames
(BSC6900, BSC6910) and VS.MultiRAB.CSVoicePPC.CSVoiceFrames (BSC6900,
BSC6910). If either of the counters is not 0, this feature has been activated.
6.3.6 Deactivation
The following table lists the data to be prepared for deactivating this feature.
2. Use a MOS drive tester to conduct a drive test on a single user and obtain the MOS. The
average MOS is expected to increase by 0.05 to 0.1.
3. When the DTX power control algorithm takes effect, that is, when the value of Target-
SIR Adjust Constant for DTX PC is not zero, the following impacts may be resulted
during the DTX period: the SIR target reduces, the BLER increases, and the values
returned by the following counters increase.
Counter Description
When the DTX power control algorithm takes effect on networks where DTX takes up a
large proportion, the uplink voice service BLER may increase due to the increase of the
BLER during the DTX period. However, errored blocks generated during the DTX
period have no impact on the actual voice quality.
You can use the following function on the U2000 to initiate measurement of counters
associated with this feature in one-click mode: Quickly Setting Performance Measurement by

If there is no gain or there is negative gain after feature activation, perform the following
