Karnataka Current Affairs – January 2017

Centre Grants Drought Relief Assistance of Rs. 1782 Crore for Karnataka
i. The Union Government has approved an assistance of Rs. 1782.44 Crore for drought-
affected Karnataka on January 5, 2017. The decision was taken during a meeting of the High
Level Committee chaired by Home Minister Rajnath Singh.
ii. The committee approved the grant after examining the proposal based on the reports of
the Inter-Ministerial Central Team (IMCT) which visited the state. The assistance has been
approved from the National Disaster Relief Fund (NDRF).

Karnataka allows sale of white kerosene in open market


i. Karnataka government lead by Siddaramaiah , has decided to allow the sale of
white kerosene in open market. An official order was issued by State Food and Civil Supplies
Minister UT Khader on January 18, 2017
ii. The dealers who have interest in selling white kerosene in open market can approach the office
of the Food and Civil Supplies in their districts.

Karnataka Govt Approves Amending Laws to Lift Ban on Kambala& Bullock Cart Race
i. The Karnataka state cabinet on January 28, 2017 approved amending Prevention of
Cruelty to Animals Bill, 1960 Act to legalize the Kambala and Bullock Cart Race which is a
traditional festival held annually in Karnataka.
ii. The amendment Bill will be introduced by the state cabinet in the legislature session scheduled
to be begin from February 6.
iii. The Karnataka High Court banned the Kambala after animal rights group filed a petition to ban
the sport as it showed cruelty against animals in sports like bull-taming and buffalo-racing.

Head Post Offices to Offer Services of Passport SevaKendras


i. The Union Minister for Chemicals and Fertilizers Ananth Kumar inaugurated India’s first Post
Office Passport SevaKendras (POPSK) at Metagalli post office in Mysuru on January 25,
2017. The second POPSK simultaneously opened in Gujarat.
ii. The POPSK has been launched to expand the passport services over a wide area and simplify
the process to travel abroad.
iii. The Ministry of External Affairs and the Department of Posts (DOP) made Joint Venture

to implement the project of delivering passport-related services. Initially the pilot project has
been inaugurated at the Mysuru Head Post office in Karnataka and at Dahod in Gujarat.

14th Pravasi Bhartiya Divas Convention Held in Bengaluru


The 14th edition of the Pravasi Bhartiya Divas (PBD) Convention 2017 kick started at
Jacaranda Hall, BIEC, in Bengaluru, Karnataka on January 7 and would conclude on January 9,
2017.
The theme of the three day PBD 2017 was Redefining Engagement with the Indian
Diaspora.
Youth Pravasi Bharatiya Divas
i.The PBD began on January 7 with the Youth Pravasi Bharatiya Divas. The theme of Youth
PBD was ‘Role of Diaspora Youth in the Transformation of India’.
ii.The event was chaired by Minister of Youth Affairs and Sports Vijay Goel and co-chaired by
Minister of State for External Affairs, Dr V.K. Singh.
iii.Vice President of Suriname Michael AshwinAdhin was the Special Guest at the Youth
PravasiBharatiya Divas (PBD) who addressed the young overseas Indian delegates at the
inaugural session along with Minister of External Affairs SmtSushmaSwaraj, Karnataka Chief
Minister Siddaramaiah among others.

Overseas Citizen of India (OCI) cards
i.PM Modi emphasized the contributions made by the Non-residential Indians and Persons of
Indian Origin (PIOs) in the development of India and addressed the OCIs facing difficulty in
getting the OCIs cards.
ii.The deadline for PIO card conversions to OCI has also been extended from December 31, 2016,
to June 30, 2017, without any penalty.

Jaipur to be next Destination for startups after Bengaluru


i.The state government of Rajasthan led by Chief Minister VasundharaRaje has collaborated
with the American MNC Cisco to develop the state capital Jaipur as the second startup
destination after Bengaluru.
ii. The joint programme, Jaipur Lighthouse City programme, would comprise of series of
initiatives for the digial transformation of the state.
iii. The main focus of the initiative would be the girls. The state government and Cisco will focus
on training the girls in information and communication technology (ICT).

Boeing India Engineering & Technology Centre Launched in Bengaluru


i. American aerospace major Boeing Corporation launched the “Boeing India Engineering &
Technology Center” (BIETC) on January 24, 2017 in Bengaluru in a bid to enhance its
aerospace innovation in global emerging market like India.
ii. The engineering and technology centre will employ hundreds of talent of pool employees from
within the nation to support its information technology & data analytics, engineering, research and
technology and tests to increase productivity and long-term competitiveness in Indian Market

India’s largest startup incubator to be built at Hubballi


i. Indian-American entrepreneur, philanthropist and venture capitalist Gururaj Deshpande has
decided to launch India’s largest startup incubation centre at Hubballi (earlier Hubli) in
Karnataka.
ii. The decision is based on the idea of expansion of the Deshpande Foundation’s initial
incubation center, Sandbox, which was founded by Deshpande and his wife Jaishree in

2008. Nearly 50 startups are part of the Sandbox. All of them will move to the new facility once it
is ready.
iii. The new incubator centre would be spread over an area of 85,000 sq ft alongside the new
campus of information technology giant Infosys and will be able to house 1,200 people at a
time. This will pave way for at least 200 startups.
iv. The Deshpande Foundation’s startup incubation centre will be built at a cost of Rs 30
crore, and is expected to be completed by September 2017.

Bill Passed in Karnataka Assembly to allow ‘Kambala’


i .The Karnataka assembly unanimously passed the Prevention of Cruelty to Animals
(Karnataka Amendment) Bill, 2017 on February 13, 2017 to legalize the conduct
of “Kambala” and bullock cart races in Karnataka.
ii. The Bill seeks to amend the Prevention of Cruelty to Animals Act, (Central Act 59 of
1960) and exempt the two sports from the ambit of the Act keeping in mind their traditional
nature and also to protect native breeds of buffaloes.

Government to Open 56 More Post Office Passport SevaKendras across India


i. With the successful operationalization of the two pilot projects of utilizing Head Post Offices as
the Passport Seva Kendra, the government has now decided to further launch the programmes
in 56 more facilities across India.
ii. The Ministry of External Affairs and Department of Posts are working to start the operation of
the new centers as early as possible in various states including Andhra Pradesh, Bihar,
Chhattisgarh, Haryana, Jharkhand and West Bengal.
iii. The pilot projects were launched in Mysuru and Dahod (Gujarat), on January 25, 2017.

Aero India 2017 Begins at Air Force Station, Bangalore


i. The 11th biennial edition of International Aerospace and Defence Exhibition – Aero
India 2017 kicked off at the Air Force Station, Yelahanka in Bengaluru, Karnataka on

ii. The five day event was inaugurated by Defence Minister ManoharParrikar. It has been
organized and conducted by the Defence Exhibition Organisation (DEO) and will conclude on
February 18, 2017.

Besides, two more delegates from china would also be attending the event.
iv. One of the major event of Aero India 2017 on February 14, 2017 was the handing over
of Airborne Early Warning and Control System (AEW&C) to the Indian Air Force by
the Defence Research & Development Organisation (DRDO).
BEL Unveils Communication Radio for Indian Army
i. The Indian aerospace and defence PSU Bharat Electronics Ltd (BEL) has launched a
new communication radio for the Indian Armed Forces, called STARS-V Mk III, at the Aero
India 2017 show on February 16, 2017.
ii. The radio is completely designed, developed and made in BEL.
iii. The state-of-the-art radio is a multi brand, high data rate, software intensive IP radio with
mobile ad hoc networking (MANET) functions supporting up to 64 notes

Alpha Design Enters $30 million deal with Elbit to Upgrade IAF’s MI-17 Helicopter
i. Bangalore based defence manufacturer and technological services provider Alpha Design
Technologies Pvt. Limited (ADTL) signed a USD 30 million deal with Israel’s
Elbit Systems on February 17, 2017 at Aero India 2017.
ii. The contract was signed between the two to jointly upgrade 90 MI-17 ‘Hip’ helicopters of
the Indian Air Force (IAF).
Reliance Aerostructure Limited Forms JV with Dassault Reliance Aerospace Ltd
i. Reliance Aerostructure Limited (RAL) has entered into a Joint Venture with Rafale fighter
jet manufacturer Dassault Reliance Aerospace Ltd (DRAL) to become the key player in the
execution of offset obligations between India and France for the purchase of Rafale jets.
ii. The Joint Venture was announced at the Aero India 2017. RAL will
have 51percent shareholding in the JV while DRAL will have the remaining 49 percent.
Raytheon Company Signs MOU with Tata Advanced Systems to Co-Produce Stinger Air
Defence Missiles
i. US-based defence technology and research leader Raytheon Company has signed
a Memorandum of Understanding with Tata Advanced Systems on February 17, 2017 to
jointly produce Stinger air defence missile components.
ii .As part of this new collaboration agreement, Tata Advanced Systems could produce
components of the Stinger missile in India.

Ranking
The Times Higher Education (THE) released its Asia University Rankings 2017 on March 16,
2017.The top rank in the Asia University Rankings was attained by the National University of
Singapore (NUS) for the second consecutive year.
• According to the 2017 ranking, Indian Institute of Science (IISc) in Bengaluru has
been ranked best Indian University and has been placed at 27th position among the
universities in Asia.
• Besides, Indian Institute of Technology (IIT) Bombay was another Indian university
among top 50 placed at 42 position followed by Chennai-based private institute Veltech
University at 43.

4 Indian Cities Among Cheapest Global Cities to Live In: EIU Report
According to the 2017 Worldwide Cost of Living Index released by the Economist
Intelligence Unit (EIU) on March 21, 2017, four Indian cities are among the cheapest cities
to live in globally.
• As per the report, Singapore was the most expensive city to live among 133 for the
fourth consecutive year while Almaty in Kazakhstan was the cheapest city in the
world, placed at the bottom of the list at 133.

Government’s biotech innovation centre to be set up in Bengaluru’s C-CAMP


i. The Biotechnology Industry Research Assistance Council (BIRAC), will house its regional
entrepreneurship centre at Bengaluru based Centre for Cellular and Molecular Platforms (C-
CAMP), a biotechnology innovation incubator.
ii. The government’s nodal funding agency for the biotech industry BIRAC regional centre aimed
to increase portfolio through partnerships with startups and entrepreneurs.

Bhel’s first 800 MW supercritical plant operational


i. Bharat Heavy Electricals Limited owned by the Government of India partnered
with Karnataka Power Corporation Ltd (KPCL) has commenced commercial operations of its
first highest-rating coal-based supercritical thermal power plant 800 MW unit

ii. The company has supplied and executed 4,010 MW of coal-based sets for KPCL and its joint

ABB India bags award for restoring 1,035 MW Sharavathi plant in Karnataka
i. Bengaluru based ABB India has won the India Smart Grid Foundation (ISGF)'s "Smart
Technology of the Year 2016"award for restoring the crucial power infrastructure of Sharavathi
hydropower plant in Karnataka
ii. ABB India has restored and modernised the critical 1,035 MW Sharavathi hydropower
plant which will accounts for 25 per cent of Karnataka Power Corporation’s generation.

Vice Admiral Girish Luthra Commissions INS Tillanchang at Karwar


INS Tillanchang, a Water Jet Fast Attack Craft (WJFAC) was commissioned into the Indian
Navy by Vice Admiral Girish Luthra, the Flag Officer Commanding-in-Chief Western Naval
Command, at Karwar, Karnataka on March 9, 2017.
♦ INS Tillanchang is the third ship of four follow-on WJFAC built by the Garden
Reach Shipbuilders and Engineers (GRSE) Kolkata.

Bengaluru gets India's first vertical garden


i. First vertical garden of India has setup at the Hosur Road Electronics City Flyover in
Bengaluru to control the pollution level of the city.It will also act as a sound proofing barrier.
ii. The garden is an initiative of SayTrees which is an NGO having ordinary citizens as its
members who are determined to protect nature.
iii. The garden has an automatic drip irrigation system allowing the plants to get 100 milliliters of
water on a daily basis.
iv. The world's first vertical gardens were setup in China .

CPC in Benglaru gets new pin code for taxpayers benefit
The CPC is the central database centre of the department which receives all Income Tax Returns
(ITRs), both e-filed and sent through post, and processes them for issuance of refunds and also
deals with other tax related documents of a taxpayer.
i. The new pin code is-560500-while the CPC earlier old pin code was--560100.
ii. The Department of Post has allotted the pin code to the Central Processing Centre (CPC)

iii. To ensure that letters and mails sent by taxpayers and assesses are not lost and reach the
centre without delay.

Karnataka unveils mobile app “Suraksha “and Pink petrol for women’s safety
Karnataka CM Siddaramaiah launched a Mobile App ‘Suraksha’ for the safety of women in the
city.
i. The app, that can be downloaded free on smartphones, help women in distress to alert police
for help.
ii. It is linked with the Police control room and Patrolling vehicles in the city.
iii. In Suraksha app one can list at least 2 contacts in case of emergency, along with the police
when the power button on the app is pressed 5 times.
iv. The police have identified various places like colleges, offices, temples, shopping malls, and
theatres where Pink Hoysalas will be placed.
v. Police will conduct review meetings at regular intervals to measure crime rate against women
and restructure the sanctioned areas on the city crime graph.
vi. The vehicles are equipped with GPS (Global Positioning System) and camera for the staff at
the police control room to monitor the video.

Karnataka is the most corrupt state in the country, reveals Survey


According to survey based on 20 states karnataka is the most corrupt state in the country.
i. The Centre for Media Studies (CMS) released its 11th round of the the annual corruption study
‘CMS India Corruption Study 2017'.
ii. According to the survey, "77% of respondents" in Karnataka experienced corruption
in accessing public services.
iii. This is followed by Andhra Pradesh (74%), Tamil Nadu (68%), Maharashtra
(57%), Jammu and Kashmir (44%) and Punjab (42%).
iv. In 2005, the more corrupt states were Bihar (74%), Jammu and Kashmir (69%) Odisha
(60%).

Bengaluru ranked world's most affordable tech city
As per Savills Tech Cities 2017 rankings, Bengaluru has been adjudged as the most affordable
city having the lowest cost of living out of 22 tech cities across the world.
Assessment of Cost of Living in Bengaluru:
• The mainstream weekly residential rent in Bengaluru is $236 which is much cheaper as
compared to all 22 tech cities average of $368.

• Established tech firm office rent in Bengaluru is $12 per square feet as compared to all 22
tech cities average of $53 per square feet.
• One way ticket on local transport costs $0.31 in Bengaluru as compared all 22 tech
cities average of $2.13.

education opportunities. Bengaluru ranked 17th. Boston ranked first in this
category.
• Real Estate Cost: Bengaluru has ranked 5th. Buenos Aires is the least
expensive whereas Tokyo is the most expensive for owning Real Estate.

Paravathamma Rajkumar passes away after prolonged illness


Noted film producer and wife of Kannada thespian Rajkumar, Paravathamma
Rajkumar passed away after a prolonged illness on May 31, 2017 in Bengaluru. She was 78.
i. Under the banners Vajreshwari Combines and Poornima Enterprises, Parvathamma produced
about 80 movies, featuring her husband Rajkumar and their sons.
ii. Blockbuster movies produced by her include "Trimurthy", "Haalu Jenu", "Kaviratna Kalidasa"
and "Jeevana Chaitra" starring Rajkumar.

President Mukherjee to inaugurate Green Line of 'Namma Metro' in Bengaluru


On June 17, 2017, President PranabMukerjee inaugurated the Green Line of Phase I of
‘Namma Metro’ in Bengaluru, Karnataka.
More Details about Green Line of Namma Metro:
The 5-km stretch of the Green Line will connect Nagasandra in the north to Yelachanahalli
in the south.
• Green Line will not only bring south Bengalureans on board, it will allow commuters on
the North-South and East-West corridors to switch lines at the Kempegowda-Majestic
Interchange.
• The commercial operations for the Green Line will start from June 18, 2017.

India's first public bicycle sharing project launched in Mysuru


CM Siddaramaiah has launched a public bicycle sharing system in Mysuru. A total of 450
bicycles can be borrowed for a nominal fee from 48 automated docking stations.

Bengaluru firm 1st in India to deliver diesel at home


Bengaluru has become the country's first city where one can have fuel delivered at one's
doorstep. It is similar like the delivery of milk and newspapers. It has been announced on
22nd June 2017.
i.For up to 100 litres, the one-time delivery charge is Rs.99.
ii. Above 100 litres, one needs to pay the diesel price plus one additional rupee per litre.
iii. The startup has got 20 odd customers, including 16 schools (which have 250-300 buses) and a

Bengaluru has ranked 40th out of 50 cities on Women Entrepreneur (WE) Cities
Index 2017 study released by Dell. The index ranks cities in terms of its ability to attract and

Highlights of Women Entrepreneur (WE) Cities Index 2017:
Besides Bengaluru, the only other Indian city in the top 50 list is Delhi at 49th spot.
• New York topped the list, followed by Bay Area (US), London (UK), Boston (US)

• Singapore was at the 8th spot, the only city from Asia Pacific and Japan region.

Oracle opens its first Digital Hub in Bengaluru


US tech giant Oracle has announced the opening of its first 'Digital Hub' in the Asia
Pacific region on 7th of July 2017.
i. It aimed at providing small and mid size businesses (SMBs) access to cloud solutions and

Karnataka appoints panel to design 'state flag', look into legal sanctity

report on giving it legal sanctity.
i. If such a flag does come into being, Karnataka will only be the second state in the country to
officially have a flag of its own.
ii. Jammu & Kashmir is the only state to have its own flag as it enjoys a special status
under Article 370 of the Constitution.

Professor UR Rao, ex-Isro chief and renowned space scientist passes away
Internationally-renowned space scientist UR Rao passed away on July 24, 2017 due to age-related
health issues. He was 85.
Overview of UR Rao’s accomplishments as a Space Scientist:
Born in Adampur village in Udupi, Karnataka, Prof. Rao has continuously been associated with
India’s space programme working with people like MGK Menon, Satish Dhawan and Vikram
Sarabhai.
• The first Indian satellite ‘Aryabhata’ was launched in 1975 under his watch.
• He served as the chairman of Indian Space Research Organisation (ISRO) for
about 10 years between 1984 to 1994.

According to a study conducted by a realty consultancy firm Bengaluru is the world’s most
affordable technology hub on 30th Sept. 2017.
i.Among the top 29 global technology hubs covered by the
study, Bengaluru emerged the cheapest in office rentals. Gurugram, another Indian city,
comes second.
ii.Bengaluru is the most affordable technology district, with a rent of $9.65 (Rs 632) per sq feet.
iii.Whereas, with a rent of $20.40 (Rs 1,335) per sq feet, Gurugram is the only other Indian tech
hub featured on the list.

Karnataka launches ‘MathruPurna’ scheme for pregnant women
On 2nd October 2017, Karnataka Chief Minister Mr.Siddaramaiah launched ‘Mathru Poorna’
scheme, for nutritional wellness of pregnant and lactating women in rural areas, at Vidhan
Soudha, in Bengaluru, Karnataka.
MathruPurna:
i. The ‘MathruPurna’ scheme, aims at providing pregnant and lactating poor women in rural
areas with one nutritious meal daily, for 25 days in a month.
ii. A full meal, of rice, dal with vegetables or sambar, one boiled egg and 200ml of milk, will be
given to pregnant women, through anganwadis. Two varieties of sprouts will be provided to
vegetarians instead of egg.
iii. This will meet 40-45% of the daily nutrition requirement of pregnant and lactating
mothers. Each meal would cost around Rs.20.

Government approved development of Harohalli industrial park in Karnataka


Central Government has given approval for the combined development of phase II and phase III
of Harohalli industrial zone in Ramnagara district of Karnataka.

Asian Development Bank signs $65.5 mn Loan with GOI to support Coastal Protection in
Karnataka
International financial institution, Asian Development Bank has signed a USD 65.5 million
loan agreement with Government of India for checking coastal erosion on the western
coast of Karnataka.
i. This is the second tranche of a USD 250 million financing facility under the Sustainable
Coastal Protection and Management Investment Programme.
ii. The loan agreement was signed on October 26, 2017 in Bengaluru by Sameer Kumar Khare,
Joint Secretary (Multilateral Institutions), Union Finance Ministry and ADB’s country
director Kenichi Yokoyama.

Karnataka govt signs MoU with Microsoft for technology oriented solutions to farmers

Karnataka, Intel’s Mobileye tie up for “Automotive Safety Innovation” project


The Karnataka government has partnered with Intel companyMobileye to launch a project for
automotive safety called “Automotive Safety Innovation”, which will create a repository of road
and traffic information.
Automotive Safety Innovation:
i. As part of this project, multiple vehicles fitted with cameras and other sensors would be
covering several areas around Karnataka to build the repository over the next 9 months.
ii. PriyankKharge, Minister for IT, BT and Tourismsaid that, this repository can be used to
develop and validate artificial intelligence technologies that can learn and analyse data of road
conditions and assist drivers to make informed decisions for higher safety.
iii. The vehicles will also carry Mobileye Collision Avoidance Systems that would identify
potential accident zones also known as “Grey Spots”, in addition to real-time warnings to the
driver.

i. In wake of this decision, Karnataka State Government formed a committee led by
Additional Chief Secretary Ratnaprabha to collate scientific, quantifiable and relevant data.

Karnataka Cabinet approves Electronics System Design, Manufacturing policy


On November 20, 2017, Karnataka State Cabinet approved ‘Karnataka Electronics System
Design and Manufacturing (KESDM) Policy 2017-22’ to promote electronic design and
manufacturing in the state.

Karnataka passes diluted law Bill to regulate hospital policies, fees


On 22nd November 2017, the Karnataka Assembly passed a diluted version of law proposed by the
Congress government to regulate pricing and certain policies at private hospitals and medical
establishments in Karnataka.

Karnataka partners with Nasscom for CoE in data science and artificial intelligence
On 16th November 2017, Karnataka government announced the launch of a Centre of
Excellence (CoE) for data science and artificial intelligence withNasscom as
its programme and implementation partner.

i. The Centre of Excellence is based on a public-private partnership model. It will accelerate
the ecosystem in Karnataka by development of data science and artificial intelligence.

On 31st October 2017, Karnataka government announced that, Neelmani N. Raju is the next

Bengaluru to host 7th India International Coffee Festival (IICF)


The 7th India International Coffee Festival (IICF) will be hosted by Bengaluru from 16 to 19
January, 2018, at Hotel Lalit Ashok.
i.The India International Coffee Festival (IICF) is organised by India Coffee
Trust and Coffee Board of India. This festival will promote coffee tourism in Karnataka.
ii. It will conduct an expo, in which latest coffee-related technologies will be exhibited by more
than 60 companies. Also, a startup pavilion and golf championship will be arranged as part of this
festival.

Bengaluru becomes first city to get its own logo


On 24th December 2017, Brand Bengaluru’s own logo was launched at the 'Namma Bengaluru
Habba festival, at VidhanaSoudha, in Bengaluru.
i. The logo was unveiled by Karnataka Tourism Minister PriyankKharge. The logo is red and
black and written partially in English and Kannada.
ii. The rolling font of the logo was designed by Rushi Patel and M VenkateswaraRao. They
are the founders of the design firm Nammur.
iv. The tagline states: 'Bengaluru - Be U' (be you). This logo aims to promote the image of
Bengaluru at a global level. Bengaluru has become the first city in India to gets its own identity
badge.

ADB approves $346 mn loan to upgrade Karnataka highways


On December 8, 2017, international financial organisation, Asian Development Bank
(ADB) has announced that it has approved a loan of USD 346 million to fund highway

upgradation project in Karnataka.


i. Funds procured through this loan will be deployed to improve 419 km of state
highways by upgrading it to two and four-lane highways.
ii. Besides, the upgradation will also include construction of planned pedestrian, installation of
women-friendly amenities, marked crossings and proper signage.
iii. The total project cost has been estimated to be USD 655 million, out of which, state
government will provide USD 202 million and USD 107 will be raised through private sector
investment.
