1 Introduction
1.1 Scope
This document describes the feature Mobility Between UMTS and LTE.

2 Overview
Long-Term Evolution (LTE) is a technology that evolves from Universal Mobile Telecommunications
System (UMTS). LTE is gaining momentum to dominate the mobile communications networks.
During the initial stage of LTE network deployment, it is difficult to provide seamless LTE coverage in the
entire network. To solve this problem, the feature Mobility Between UMTS and LTE (WRFD-020126
Mobility Between UMTS and LTE Phase 1) is introduced.
With this feature, a UE supporting both UMTS and LTE can obtain higher rates in areas covered by both
UMTS and LTE. In addition, the UMTS network can take over LTE UEs in areas where the LTE network
does not provide coverage or the LTE network capacity is not enough. The feature protects investments
on the existing network, improves the quality of service (QoS), and enables smooth network evolution.
In a common initial deployment scenario, an LTE network provides high-rate mobile broadband services
in hotspots, whereas a UMTS network provides low- and medium-rate mobile broadband services and
seamless coverage in wide areas.
RAN12.0 supports:
Cell reselection from UMTS to LTE
Cell reselection from LTE to UMTS (see the LTE Feature Documentation)
Handover from LTE to UMTS for coverage (see the LTE Feature Documentation)
RAN13.0 supports:
PS service redirection from UMTS to LTE
For cell reselection between UMTS and LTE, the UE uses the cell reselection criteria based on absolute
priorities.
If the absolute priorities of LTE frequencies are configured for the serving cell, the UE reselects a
neighboring LTE cell if one of the following conditions is met:
Condition 1:
− This cell has a higher absolute priority than the serving cell.
− SrxlevnonServingCell is greater than Threshhigh, and the duration exceeds Treselection.
Condition 2:
− This cell has a lower absolute priority than the serving cell.
− SrxlevnonServingCell is greater than Threshlow, and the duration exceeds Treselection.
− SrxlevServingCell
is less than or equal to Sprioritysearch1 or SqualServingCell is less than or equal to Sprioritysearch2,
and the duration exceeds Treselection.
If there are multiple cells meeting these conditions, the UE reselects the cell with the highest absolute
priority. If there are multiple cells with the same highest absolute priority, the UE reselects the cell with
the highest SrxlevnonServingCell.
Sprioritysearch1 and Sprioritysearch2 are determined by the ThdPrioritySearch1 and ThdPrioritySearch2
parameters, respectively. These two parameters can be set by using the ADD UCELLSELRESEL or
MOD UCELLSELRESEL command on an RNC LMT.
Threshhigh, Threshlow, and Treselection are specified by the ThdToHigh, ThdToLow, and Treselections
parameters, respectively. These parameters can be set by using the ADD CELLNFREQPRIOINFO
command on the RNC LMT.
For each UMTS cell, the absolute priorities of a maximum of eight LTE frequencies can be configured.
4.2 Triggering
The requirements for triggering PS service redirection from UMTS to LTE are as follows:
The HO_LTE_PS_OUT_SWITCH check box in the HoSwitch parameter is selected.
The HO_LTE_SERVICE_PS_OUT_SWITCH check box in the HoSwitch parameter is selected.
The UE supports LTE and is capable of being redirected from UMTS to LTE.
After Radio Access Bearer (RAB) setup, modification, release, and relocation, the RNC checks
whether the information element (IE) E-UTRAN Service Handover is contained in the remaining RABs.
As indicated in 3GPP TS 25.413-930, the E-UTRAN Service Handover IE has only one option
HO_TO_E-UTRAN_SHALL_NOT_BE_PERFORM, which indicates that the RAB cannot be redirected
from UMTS to LTE.
− If
the RNC receives an E-UTRAN Service Handover IE from the CN for a given RAB, the RNC does
not trigger the measurement of LTE signals.
− If
the RNC does not receive any E-UTRAN Service Handover IE from the CN for a given RAB, the
RNC triggers the measurement of LTE signals if the EUTRANSHIND parameter is set to
HO_TO_EUTRAN_SHOULD_BE_PERFORM.
− Ifnone of the remaining RABs contains a restriction against service handover to LTE, the RNC
triggers the measurement of LTE signals.
4.3 Measurement
The RNC sends a measurement control command to the UE to initiate the measurement of LTE signals.
Only event 3C is involved in the measurement control process of service redirection.
The following table describes the details of the measurement.
Item Description
Measurement The measurement quantity is reference signal receiving power (RSRP) or reference
quantity signal receiving quality (RSRQ).
If LTEMeasTypOf3C is set to BOTH, the measure quantities are both of RSRP and
RSRQ.
If LTEMeasTypOf3C is set to Measurement quantity, the LTEMeasQuanOf3C parameter
specifies the measure quantity.
Report mode Only the report of event 3C is supported.
When the conditions for reporting event 3C are met for a period specified by the
TrigTime3C parameter, the UE sends a measurement report of event 3C.
Measurement The radio network performance is affected if the UE implements the measurement in
time compressed mode for a long period of time. To prevent this impact, the RNC stops the
measurement and deactivates the compressed mode to stop the service redirection, if no
redirection decision is made upon the expiration of the timer U2LTEMeasTime.
Neighboring A maximum of 32 neighboring LTE cells can be configured by using the ADD ULTECELL
cell list command.
The SuppPSHOFlag parameter is used to enable or disable the PS handover procedure
to a neighboring LTE cell.
5 Engineering Guidelines
5.1 Typical Scenarios
Typical Scenario 1
In the early stage of LTE network deployment, the network does not support CS services. To make voice
calls, users have to fall back to UMTS by using the Circuit Switch FallBack (CSFB) feature.
After the CS service of a UE falls back to UMTS, the PS service of the UE is also falls back from LTE to
UMTS. A PS service generally lasts longer than a CS service. Assuming that a UE under the UMTS and
LTE overlapping coverage has ended a CS service in UMTS and still has an ongoing PS service, the UE
and the ongoing PS service will be redirected to LTE.
Typical Scenario 2
When a UE under the UMTS and LTE overlapping coverage originates a PS service in UMTS, the RNC
makes a decision based on the indication in the RAB assignment message sent by the core network
(CN). If the indication does not specify RABs that cannot be shifted to LTE, the RNC will hand the UE
over to LTE if the LTE signal quality is satisfactory.

HoSwitch BSC6900 SET Meaning: HandOver switch group.
UCORRMALGOSWITC 1) HO_ALGO_HCS_SPEED_EST_SWITCH:
H(Optional) When the switch is on, the RNC evaluates the
UE's moving speed in the HCS and initiates fast
intra-layer or slow inter-layer handover.
2) HO_ALGO_LDR_ALLOW_SHO_SWITCH:
When the switch is on, the LDR inter-frequency
handover is allowed during soft handover.
3) HO_ALGO_MBMS_FLC_SWITCH: When the
switch is on, the UE requires that the redirection
strategy be used for frequency layer
convergence.
4) HO_ALGO_OVERLAY_SWITCH: When the
switch is on, the associated receiving and
mobility algorithms of the overlay network are
used. When the switch is not on, the associated
algorithms are not used. Overlay network is an
UTRAN network covering present network, it
supports HSPA, MBMS and other new features.
To satisfy new requirements of operator and
restrictions of present network, overlay network
realizes operation distribution and load sharing
between new network and present network, also
gives special handling for mobility management
of network verge.
5) HO_INTER_FREQ_HARD_HO_SWITCH:
When the switch is on, the RNC is allowed to
initiate inter-frequency measure control or the
load-based inter-frequency hard handover upon
the handover decision on inter-frequency load.
