D1 INTRODUCTION

D1.1 BACKGROUND

The Pilot Project for Public-Private Partnership Conservation Scheme, Sha Lo


Tung Valley, Tai Po is proposed to be one of the pilot projects under the
Public-Private Partnership (PPP) scheme. This Project establishes the
framework for a public-private partnership to conserve the Sha Lo Tung
Valley in Tai Po. The Project intends to ensure long-term active conservation
management of the ecologically sensitive areas currently located on private
land owned by the Sha Lo Tung Development Company (SLTDC). More
importantly, the Project will provide a source of funds to sustain such
conservation action. The Project is fully in line with Government’s policy
intentions for conserving high priority sites such as Sha Lo Tung, by
packaging long term conservation action with sustainable, compatible
commercial activities within the conservation area and suitable development
on adjoining land. With appropriate development concessions granted in
non-sensitive areas (as identified as the Development Site) adjoining the
Conservation Area, the capital and ongoing costs of establishing and
managing conservation operations and infrastructure in the Valley are
assured. This balance between development and conservation expectations,
will enable the Valley to become a unique nature attraction and educational
resource for both locals and tourists, which can be achieved quickly and
without Government funding.

LLA Consultancy Limited was commissioned to undertake a traffic impact


assessment study and to provide advice on special traffic arrangements for the
project. A number of TIA reports had been submitted to the relevant
authorities, the first of which back in May 2005. Since then, continuous
liaison and discussion with the concerned government departments have been
maintained. Taking into consideration of their valued comments, the
proposed scheme has been changed and fine-tuned many times, both in terms
of the development intensity, content as well as the associated traffic
management schemes during normal operation and festival periods.

This traffic report summarises the latest findings of the traffic assessments and
the associated special traffic management measures formulated for the
proposed scheme.

D1.2 OBJECTIVES OF THE STUDY

D1.2.1 The objectives of the traffic impact study are as follows:

• to review the existing traffic conditions of the adjacent road network;

• to estimate the potential traffic generation due to the proposed


development;

• to assess the future traffic situation in the surrounding road network;

• to appraise the potential traffic impact of the proposed development on


the surrounding road network;

• to consider road improvement proposals, if required; and

• to propose a feasible special traffic arrangement plan on festival days.

D2 THE PROPOSED DEVELOPMENT

D2.1 THE SITE

As shown in Figure 2.1, the Site is located at Sha Lo Tung, Tai Po and is
connected by a some 2.3 km long Sha Lo Tung Road from Ting Kok Road.
The total site area is 57.2 hectares.

D2.1.1 The Proposed Development Schedule

The proposed development will consist of 2 major components: an Ecological


Reserve of 51.9 hectares and a development site of 5.3 hectares.

The Ecological Reserve comprises the following elements:

• Management of the SSSI zone for conservation of dragonfly and fish


species, and conservation of other areas in a natural state (e.g. secondary
woodland); and

• Provision of interpretation centre, nature education trails, gardens, visitor


facilities, and managed walking activities.

The Multi-cultural Education Retreat cum Columbarium complex will be


located at the development concession area (where it has the lowest eco-value)
with 60,000 niches upon full completion. In the complex, there are also
associated visitor facilities provided.

D2.2 CAR PARKING AND LOADING/UNLOADING FACILITIES

For the Multi-cultural Education Retreat cum Columbarium Complex, 20


private car parking spaces and 2 shuttle bys layby (3m x 8m) will be provided.

For the Ecological Reserve, it is proposed to provide 20 private car parking


spaces, 2 taxi laybys and 2 shuttle bus laybys.

Therefore, the provision of transport facilities for the proposed development


will be 40 car parking spaces, 2 taxi laybys and 4 shuttle bus laybys. All these
transport facilities can be share-used by the Multi-cultural Education Retreat
cum Columbarium Complex and the Ecological Reserve in order to the meet
the possible demand variation of different use.

D2.3 INTERNAL WALKWAY PROVISIONS

The main pedestrian walkway within the development will be of 4.5m wide.
All other walkways will have a minimum of 2.5m wide.

D3 EXISTING TRAFFIC SITUATION

D3.1 EXISTING ROAD NETWORK

Sha Lo Tung Road is a local access road connecting the Site with Ting Kok
Road. At present, the existing traffic volume is minimal.

Ting Kok Road is a major road running at the northern part of Tai Po that
leads to Bride’s Pool Road. The section of the road from Nam Wan Road to
Dai Kwai Street is classified as a primary distributor while the section between
Dai Kwai Street to Tai Mei Tuk is classified as a rural road type A.

Yuen Shin Road is a primary distributor connecting Ting Kok Road and Tolo
Highway. Signalized junctions exist along Yuen Shin Road to permit turning
movements to other parts of Tai Po.

Dai Fuk Street, which connects the Ting Kok Road/Yuen Shin Road junction,
provides an access to the Tai Po Industrial Estate and helps to alleviate the
congestion at Ting Kok Road/Dai Fat Street junction.

D3.2 TRAFFIC COUNT SURVEYS

In order to assess the existing traffic conditions, a 5-day traffic count survey
was carried out at the road junctions in the vicinity of the Study Area on the
following days and the corresponding peak hours are as follows:

The results of the survey, in terms of junction flows are shown in Table 3.2 and
3.3.

From the above survey results, the peak weekday, i.e. 11 April 2008 (Friday)
and Sunday, 25 November 2007, traffic flows will be use in the subsequent
assessment. The peak weekday and Sunday traffic flows are shown in Figure
3.1.

D3.3 EXISTING JUNCTION CAPACITY ASSESSMENT

Based on the existing traffic flows, the performances of the key junctions were
assessed. The results are summarized in Table 3.4.

The results of the assessment reveals that all junctions were operating with
ample reserve capacities during the peak periods of weekday and Sunday.

D3.4 PUBLIC TRANSPORT PROVISIONS

At present, there are various public transport services serving along Ting Kok
Road. Table 3.5 lists the existing bus/minibus routes serving the area.

The existing bus/minibus stop locations are shown in Figure 3.2. The
walking distances between the nearest bus stops and J/O Ting Kok Road and
Sha Lo Tung Road are approximately 50 m and 190 m for eastbound and
westbound direction of traffic, respectively.

D4 FUTURE TRAFFIC SITUATION

D4.1 DESIGN YEAR

The proposed development is anticipated to be completed by year 2016 and


this year is adopted as the “Design Year” in the study.

D4.2 TRAFFIC PROJECTION

Reference was also made to the 2002 to 2008 Annual Traffic Census Reports.
The traffic data recorded at relevant counting stations adjacent to the Site are
shown in Table 4.1.

It is noted from Table 4.1 that between the years of 2002 to 2008, all stations
recorded growth ranged from -0.3% to +2.2% over the past years with an
overall average +0.7%. As a result, an annual growth rate of +1.5% was
adopted as a conservative approach for the projection of 2016 future traffic
flows.

D4.3 PLANNED/COMMITTED NEW DEVELOPMENTS IN VICINITY OF THE SITE

Information has also been obtained from relevant authorities about the
planned development projects in the vicinity of the study area as shown in the
following (Location plan in Figure 4.1):

• Fung Yuen Residential Development – a major residential development


along Ting Kok Road. The recently approved development parameters
would allow a total of 1860 number of flats;

• Tai Po Town Lot No.161 – Residential development “The Beverly Hills”


along Sam Mun Tsai Road will have a total of 547 units, about 90% was
vacant (493 units);

• Small House Developments – 270 units are projected to be built until 2016;

• A 76m “Guan Yin” statue together with a monastery building (similar to


the one at Chi Lin Nunnery);

• Bathing Beach at Lung Mei, Ting Kok;

• Barbecue Site and Car Park in DD17 and DD29; and

• Spa Resort Development at various lots at DD17 – consists of a spa centre,


a hotel and a commercial component in the form of a gourmet village.

Trip Generation of Planned Residential Developments

With reference to the latest trip rates published by Transport Department in


August 2008, the traffic generation and attraction of residential developments
at Fung Yuen, Tai Po Town Lot 161, and Small House Developments are
summarised in Table 4.2.

During weekday’s peak periods, a total of 638 pcu/hr and 568 pcu/hr of 2-
way traffic were expected to be generated/attracted by the planned residential
developments in the morning and evening peak hours respectively.

Trip Generation of the “Guan Yin” Development

In order to estimate the traffic for the “Guan Yin” temple, a pedestrian and
vehicular survey had been carried out at Chi Lin Nunnery on 3 weekdays
during their operational hours and the results on the pedestrian and vehicular
survey are shown in Table 4.3 and Table 4.4, respectively.

Because of the similarity of the development nature, it is assumed that the


“Guan Yin” development will generate the same amount of pedestrian trips
(visitors) during peak periods as Chi Lin Nunnery.

Reference was made to the “Travel Characteristics Study 2002 (TCS 2002)”,
published by Transport Department, to estimate the transport modal split of
visitors arriving the “Guan Yin” development. Table 4.5 shows the modal
split of person trips by “Home Based Others (HBO)” and “Non-Home-Based
(NHB)” purposes documented in TCS2002.

Since there are no MTR, KCR, LRT, Tram, Ferry and SPB services serving the
Ting Kok area, these trips were re-assigned to PLB, Franchised Bus and Taxi
based on the proportion among the three transport modes. The adjusted
modal splits are shown in Table 4.6.

From Table 4.6, the pedestrian trips that use PLBs and franchised buses to
access the “Guan Yin” development will not induce additional vehicular trips
onto the road network because both transport mode are operating on a
scheduled service. For pedestrian trips that use private cars and taxis, the
additional traffic generated in pcu is shown in Table 4.7.

Bathing Beach at Lung Mei

The project is currently under feasibility study stage. In the draft project
brief, it is noted that 100 car parking spaces and 10 coaches parking spaces will
be provided. With a conservative estimate, it is assumed that 50% and 25%
of the parking spaces will arrive and depart during morning peak hour,
respectively. The figures in the evening peak are 25% and 50% of the parking
spaces will arrive and depart, respectively. Table 4-8 shows the traffic
generated by the bathing beach.

Temporary Barbecue Site and Car Park in DD 17 and DD29

The Temporary Barbecue Site and Car Park in D.D. 17 and D.D. 29 were in
existence before the traffic survey conducted in March and April 2008. The
traffic from both developments were included as the background existing
traffic and, therefore, it should not be considered as planned new
developments.

Trip Generation of the Spa Resort Development

The Spa Resort Hotel Development at DD17 was approved by TPB in early
2009. The estimated traffic generation/attraction are summarized in Table
4.9.

The proposed and planned developments in vicinity of the Site are expected to
generate two-way traffic of 959 pcu/hour and 868 pcu/hour in the AM and
PM peak hours respectively. The traffic generated was then assigned to the
road network according to the observed traffic pattern and are presented in
Figure 4.2.

D4.4 DEVELOPMENT TRAFFIC GENERATION

As mentioned in Section 2, the proposed development consists of 2 parts, a


Ecological Reserve Area and a Multi-cultural Education
Retreat/Columbarium complex. An estimation of the proposed
development traffic during weekday and Sunday will be discussed in the
following sections.

Ecological Reserve

Traffic surveys were carried out at Lions Nature Education Centre (LNEC),
located at Hiram’s Highway in Sai Kung. It comprises 34 hectares of land.
The chosen site provides similar features as the proposed Ecological Reserve,
including many informative and attractive field and outdoor display areas,
such as an arboretum, a rocks and mineral garden, a medicinal plants garden,
a demonstration tree nursery, an insectarium and a shell house, etc. The
function of the Centre is for public education, recreation, nature conservation
and scientific studies. The survey was carried out on a typical weekday and
a Sunday during the operational hours from 09:30 am to 17:00 and the survey
results are shown in Table 4.11.

From Table 4.11, it is noted that the traffic generated by the LNEC during
morning and evening peak periods is minimal. On weekday, the maximum
total 2-way vehicular flows during AM and PM is only 7 pcu/hour and 9
pcu/hour, respectively. On Sunday, the maximum total 2-way vehicular flows
during AM and PM is only 25 pcu/hour and 22 pcu/hour, respectively.
These numbers will be assumed as the peak hour traffic generation of the
proposed Conservation Area.

Multi-cultural Education Retreat

The Multi-cultural Education Retreat will provide 160 seats and these visitors
can arrive in groups via 24-seater coasters. During peak hour period on
either weekday or weekend, it is assumed that the maximum total 1-way
vehicular flow will be 7 vehicle per hour (handling capacity = 168 passengers
per hour), i.e. 11 pcu per hour.

Columbarium – General Use

To establish the trip generations of the columbarium, reference was made to


the survey results compiled by senior geography students from Hong Kong
Baptist University and commissioned by Green Power Limited. The
surveys were carried out at Ching Chung Sin Yuen on a typical weekday and
a Sunday. Table 4.12 shows the daily profile of recorded trips at Ching
Chung Sin Yuen.

Based on the above results, it is found that the AM peak hours of Ching
Chung Sin Yuen development traffic were at 11:00 to 12:00 both on a typical
weekday and on a Sunday. The PM peak hours were at 14:00 to 15:00 on
weekday and at 13:00 to 14:00 on Sunday. To adopt a conservative approach,
the peak hour development traffic generation would be used to estimate the
morning and evening peak hours trip rates. The results are summarised in
Table 4.13.

Columbarium – Class B Niches

The proposed development includes a columbarium comprising 60,000 niches,


it is forecasted that significant number of grave sweepers will visit the
columbarium during Ching Ming and Chung Yeung festival periods. To
ensure manageable transport demand during the festival periods, it is
proposed to have two classes of niches, as follows:

• For Class A (20,000 niches in total), the buyers may visit the columbarium
at any time, but prior booking will be required during the festival periods.

• For Class B (40,000 niches in total), the buyers will not be allowed to visit
the columbarium during the festival periods.

As Class B buyers/visitors are not allowed to visit the Columbarium on


festival and special days, it is anticipated that these visitors will spread over
the year’s weekends, except those weekends with special traffic arrangements
(details refer to Section 5) during the festival period.

To serve the Class B demand, the project proponent will provide shuttle
services at 10 minutes frequency, i.e. 6 shuttle bus per hour (9 pcu per hour for
each direction) to transport the visitors from Tai Po Industrial Estate or Mass
Transit Railway Station to the columbarium. For visitors who visited by
private cars, they are required to make reservation on carparks.

The above is a conservative approach because the assessments do not consider


these visitors can also make grave-sweeping on normal weekdays, which may
happen for family members to visit their ancestor’s birthdays or death-days.

Total Trip Generations

Based on the above, Table 4.14 shows the estimated peak hour flows to be
generated by the proposed development during a typical weekday and a
Sunday.

As shown in Table 4.14, the proposed development would induce a maximum


peak hour two-way traffic of 58 pcu/hour and 101 pcu/hour on a typical
weekday and a Sunday, respectively. These traffic movements were
distributed and assigned to the road network according to the existing turning
proportions at junctions. The results are also shown in Figure 4.2.

In accordance with the Transport Planning and Design Manual, Volume 2


published by Transport Department, a single-track access road when provided
with adequate passing places, such as Sha Lo Tung Road, can accommodate
two-way flows of 100 vehicles per hour, or equivalent to 125 pcu per hour
with an average pcu factor of 1.25. The road is capable to handle the peak
hour traffic generated by the proposed development as summarized in Table
4.15.

A revisited on BDTM Model Flows at Sha Lo Tung Road was also conducted
and the findings were as follows:

y From the BDTM (2004 version), Sha Lo Tung Road, being a village access
road, is combined with Fung Yuen Road to form the link connecting with
Ting Kok Road. The 2016 traffic flows at this link are 56 and 47 pcu/hr
for AM peak and PM peak, respectively.

y In 2008 traffic survey, the composition of Fung Yuen Road and Sha Lo
Tung Road Traffic will be at a ratio of 3.7:1 and 1.4:1 for AM peak and PM
peak, respectively.

y By applying the ratios in Point 2, the 2016 BDTM traffic Flows at Sha Lo
Tung Road is estimated to be 12 and 20 pcu/hr for AM peak and PM peak,
respectively. It can be observed that the forecast in the BDTM is smaller
than the annual growth rate method (2016 Reference with 15 and 44
pcu/hr for AM peak and PM peak, respectively). Therefore, the 2016
Reference Flows are adopted.

y By summing up the 2016 Reference Flows and the Sha Lo Tung
development traffic, the 2016 Design Flows are obtained and the
accumulated effects of the projected flows are being considered.

In the Environmental Impact Assessment, a worst case scenario, i.e. 100 veh/hr
or equivalent to 125 pcu per hour with an average pcu factor of 1.25., was
adopted, which was the design capacity of Sha Lo Tung Road.

D4.6 JUNCTION CAPACITY ASSESSMENT

Based on the 2016 Reference and Design Flows, junction capacity assessments
were carried out for two scenarios (Weekday and Sunday). The results are
presented in Table 4.17 and Table 4.18.

It is noted that the RCs of J/O Yuen Shin Road/Ting Kok Road/Dai Fuk
Street and J/O Yuen Shin Road/Dai Fat Road will be slightly less than 0% on
weekday AM peak in design year 2016. However, by comparing the junction
performance for Reference and the Design scenarios in Table 4.17 and 4.18, the
RCs for J/O Yuen Shin Road/Ting Kok Road/Dai Fuk Street and Yuen Shin
Road/Dai Fat Road are almost identical, with less than 1% changes. The
additional traffic generated by the proposed Sha Lo Tung development has
minimal impact on the two junctions.

Although the junction of Fung Yuen Road/Ting Kok Road will exceed its
capacity on weekday AM peak in design year 2016, junction improvement
works will be conducted by the future residential development at Fung Yuen

by converting the existing priority junction into a signalized junction. It is
expected that the junction performance would be improved significantly.

In spite of the fact that the proposed development will increase more traffic on
Sunday as shown in Table 4.14, all junctions will operate satisfactorily during
Sunday for both reference and design scenarios because of the comparatively
lower base traffic flow on Sundays.

D4.7 ASSESSMENT ON THE INTERNAL WALKWAYS WITHIN DEVELOPMENT SITE

The main pedestrian walkway within the proposed development will be of


4.5m wide. The proposed width will be sufficient to serve over 6,900
ped/hour with a Level of Service C (33 ped./metre/min x 3.5m effective
width x 60 minutes = 6,930 pedestrians per hour). This provision will be
sufficient to handle the pedestrian demand both on normal days and festival
periods.

In the territory, it is observed that most columbarium/cemetery sites required


to have special traffic arrangement being implemented on festival periods,
such as Yuen Yuen Institute, Tsing Chung Sin Yuen and Junk Bay Chinese
Permanent Cemetery. The special traffic arrangements will be either to have
temporary road closure, provide special public transport facilities or a
combination of both. Table 5.1 summarizes the special traffic and transport
arrangements at the three selected existing sites in 2009 Ching Ming Festival
period.

From Table 5.1, it can be concluded that special traffic and transport
arrangements are very common for columbarium/cemetery sites developed in
Hong Kong during Ching Ming and Chung Yeung Festival periods.

D5.2 PROPOSED SPECIAL TRAFFIC ARRANGEMENT PLAN

Restriction of Sha Lo Tung Road on Festival Days

As discussed in the previous sub-section, this is a common practice that most


of the existing columbarium and cemetery sites required special traffic
arrangements to be implemented Ching Ming and Chung Yeung Festival
periods. To avoid creating significant traffic impact, special traffic
arrangement will be implemented at Sha Lo Tung Road during Ching Ming
and Chung Yeung festival periods similar to other existing columbarium and
cemetery sites.

Sha Lo Tung Road will be closed from 7:00 am to 7:00pm for all vehicular
traffic, except for shuttle buses provided by the project proponent, vehicles
with permit and emergency vehicles.

Provision of Shuttle Service

Unlike few existing columbarium sites that require the visitors to walk a long
distance for grave sweeping, the project proponent offers a comfort and
effective way by running a shuttle service between the proposed columbarium
and some convenient locations, e.g. mass transit railway stations. There are
three feasible locations being considered in the early planning stage and they
are listed as follows:

• Location 1 (Figure 5.1) - Tai Po Tau Road (8 minutes walk from Tai Wo
Station);

• Location 2 (Figure 5.2) - Nam Wan Road (5 minutes walk from Tai Po
Market Station); and

• Location 3 (Figure 5.3) - Bus Terminus at Dai Cheong Street / Dai Kwai
Street (within the Tai Po Industrial Estate).

At present, Sha Lo Tung Road is restricted for vehicle over 5.5 tons at all
times. This restriction will be maintained upon the completion of the road
improvement works. As a result, the proposed shuttle minibus can only be
of 24-seaters coasters (Kerb Weight + Driver weight + 24 Passenger Weight =
3,420kg + 75kg + 1,800kg = 5,295kg only), which do not exceed the weight
restriction at Sha Lo Tung Road. Appendix B provides a catalogue showing
the specifications of a 24-seaters coaster readily available in the market.

In accordance with the Transport Planning and Design Manual, Volume 2


published by Transport Department, a single-track access road when provided
with adequate passing places, such as Sha Lo Tung Road, can accommodate
two-way flows of 100 vehicles per hour. Hence, during peak hour periods,
Sha Lo Tung Road can allow a maximum of 2,400 visitors (24X100) either
arriving/leaving the proposed development via the shuttle service provided
by the project proponent. In other words, the maximum carrying capacity of
the shuttle service at Sha Lo Tung Road can be considered as 1,200 visitors
(one-way) for each direction.

The proposed target carrying capacity of the shuttle service will be 740 visitors
per hour for each direction (either incoming or outgoing), which is about 60%
of Sha Lo Tung Road capacity (1,200 visitors) as mentioned in Section 5.2.5.
As a result, the shuttle service would be able to handle 7,400 visitors
(assuming the shuttle service will be operating for 10 hours from 7:00 am to
5:00 pm to serve the incoming visitors) on each festival day or special day.

D5.3 SHUTTLE SERVICE FLEET SIZE ESTIMATION

The project proponent proposes to operate shuttle services at the following


THREE pick-up/drop-off points during festival days. Appropriate space at
the following locations are identified:

• Location 1 - Tai Po Tau Road (8 minutes walk from Tai Wo Station)

• Location 2 - Nam Wan Road (5 minutes walk from Tai Po Market


Station)

• Location 3 - Bus Terminus at Dai Cheong Street / Dai Kwai Street


(within the Tai Po Industrial Estate)

5.3.2 The two locations (Location 1 and 2) near MTR stations will serve as the
primary pick-up/drop-off points and it is expected that most visitors will use
the two locations for the convenience of travelling by mass transit. For
Location 3, it will serve as a supplementary pick-up/drop-off point for visitors
by private transport mode, such as car and taxi. The three shuttle bus
routings are shown in Figure 5.4.

The first shuttle service is recommended to be provided between Tai Wo


Station and the proposed development. Joint site visit was conducted on 17
March 2008 with the officers from Tai Po Police Station and it is a feasible
location for pick-up/drop-off activities. The walking path from the rail
station to the proposed bus stop is shown in Figure 5.5. The calculation of the
shuttle service fleet size is shown in Table 5.2.

Location 2 – Nam Wan Road

The second shuttle service is recommended to be provided at Nam Wan Road


near Tai Po Station. The location is selected because the vehicular and
pedestrian traffic flows along this road and footpath section are not heavy.
The proposed bus-stop length will be 18m long and the walking path from the
rail station to the proposed bus stop is shown in Figure 5.6. The calculation of
the shuttle service fleet size is shown in Table 5.3.

Location 3 - Bus Terminus at Dai Cheong Street / Dai Kwai Street (within the
Tai Po Industrial Estate)

The third location, which targeted to handle 156 visitors at peak hour, is
intended for few visitors travelling directly to J/O Ting Kok Road/Sha Lo
Tung Road by taxis or private cars. These visitors will then be directed to
this location to take shuttle service. This location is selected because the
location is currently operating as a public transport terminus but the usage
level is not high with at least one vacant layby. As a result, temporary pick-

up/drop-off point can be provided on festival days. For visitors by private
cars, the drivers can park the cars at the open space public car park in vicinity
and then enjoy the shuttle service provided by the project proponent. The
key operation features of this location are also shown in Figure 5.3. The
calculation of the shuttle service fleet size is shown in Table 5.4.

Other Feasible Pick-up/Drop-off Locations

To enhance the shuttle services between the site and the railway network, the
project proponent had also considered to provide services from University
Station and Shek Mun Station. The project proponent will further discuss
with the Police and the TD on the choice of various pick-up/drop-off points,
depending on the future traffic conditions.

Pick-up/Set-down within the Proposed Development

On festival days, Sha Lo tung Road will be restricted for shuttle bus and
emergency vehicles only. The carparking area (40 car parking spaces) of the
proposed development will be temporary converted to a shuttle bus queuing
area and pedestrian waiting area. It is estimated that a minimum of 15 nos.
of shuttle bus queuing spaces can be provided.

D5.4 ESTIMATION OF VISITOR NUMBERS DURING FESTIVAL DAYS

User Restrictions

The proposed development will include a columbarium comprising 60,000


niches, it is forecasted that significant number of grave sweepers will visit the
columbarium during Ching Ming and Chung Yeung festival periods. To
ensure manageable transport demand during the festival periods, it is
proposed to have two classes of niches, as follows:

• For Class A (20,000 niches in total), the buyers may visit the columbarium
at any time, but prior booking will be required during the festival periods.

• For Class B (40,000 niches in total), the buyers will not be allowed to visit
the columbarium during the festival periods.

It is anticipated that this user restriction will be incorporated into the lease for
the site.

With this categorization, only Class A, which is limited to 20,000 families, will
be allowed to commemorate their ancestors on the two festival periods each
year including Ching Ming Festival, Chung Yeung Festival and the weekends
before and after the festival days. The exact days will be confirmed subjected
to further traffic assessment after the commissioning of the columbarium.

Trip Generation Assumptions

Starting from 2005, pedestrian count surveys have been undertaken at


different existing columbairum and cemetery sites with an objective to
establish the most suitable trip generation rates in this TIA Study, namely
Yuen Yuen Institute, Tsing Chung Sin Yuen, Junk Bay Chinese Permanent
Cemetery and Po Fook Hill. However, Po Hook Hill is located only 500m
from the Shatin Station and the accessibility is far better than the other three
sites, as well as the proposal at Sha Lo Tung. As a result, Po Fook Hill data is
not selected for the use in this Study.

The survey details, results, and findings are summarised in Appendix A f–


Report on Traffic Surveys. The set of largest visitor number data recorded
in the survey at the three locations is shown in Table 5.5. It can be observed
that the Junk Bay Chinese Permanent Cemetery recorded the highest visitor
numbers on the two-days period.

Based on the trip rates as shown in Table 5.5, 20,000 Class A niches, when fully
occupied, is expected to generate a total of 11,100 visitors during Ching Ming
Festival Day. Also, there will be 4,180 and 3,960 visitors during the Second
and Third Peak Visiting Day, respectively.

In Section 5.2.6, the proposed capacity of the shuttle bus service is to serve
7,400 visitors per day and it is not able to cope with the projected demand of
11,100 on Ching Ming Festival Day. However, the rest of 3,700 visitors can
still enjoy their visit on the Sundays immediately before or after the Festival
Day, without exceeding the proposed capacity of the shuttle bus service. In
Table 5.5, it is clearly demonstrated that the proposed special traffic
arrangement of shuttle service is capable to handle the visitor demand on
festival periods. The booking system to control the daily visitor numbers is
discussed in Section 5.5.

Preliminary, it is proposed to have 9 number of days to implement special


traffic arrangements, i.e. the Ching Ming Festival and 4 weekends, 2 weekends
before and 2 weekends after the Ching Ming Festival (Total 9 days). In case
the Ching Ming Festival is either on Saturday or Sunday, 8 days will then have
special traffic arrangement only. With 8 days of special traffic arrangements,
it can served 7,400 x 8 = 59,200 visitors during the festival period and it will be
more than sufficient to serve the visitor demand. Table 5.6 summarized the
dates on which special traffic arrangements were implemented in vicinity of
the columbarium and cemetery sites in 2009 Ching Ming Festival period for
comparison purpose.

According to Chinese traditions and past evidence, there are fewer people
grave sweeping on the Chung Yeung Festival, as compared with the Ching
Ming Festival. For example, according to the Junk Bay Permanent Cemetery
information in 2009, special traffic arrangement was implemented for 20 days

on Ching Ming Festival period and was planned to implement for 9 days on
Chung Yeung Festival period. As a result, it is proposed to have the Chung
Yeung Festival, 1 weekend before and 1 weekend after the Chung Yeung
Festival (Total 5 days) for implementation of special traffic arrangement at Sha
Lo Tung Road during Chung Yeung Festival period. In case the Chung
Yeung Festival is either on Saturday or Sunday, 4 days will then have special
traffic arrangement only.

D5.5 MECHANISM TO CONTROL THE VISITOR NUMBERS ON EVERY FESTIVAL PERIOD

Before the first special day on every festival period

Advance booking by phone is required if the visitors are intended to grave-


sweep on festival and special days. On special days, all visitors would have
to take the shuttle services and no walk-in passengers are allowed. It is
proposed that the visitors can start to make booking at two months before the
festival days and the booking period will be closed 5 days before the first
special day. During the booking procedure, they have to provide personal
and niche details, visitor numbers and preferred timeslots for consideration.
If the preferred timeslot was full, they must select another timeslot. Once
they completed the booking procedure, confirmation will be send out by post,
by fax or by email. Then, shuttle bus tickets will be ready for collection or
send to the visitors by post. At this design stage, the target quota for each
timeslot (1-hour period) is 720 visitors.

Through the above procedures, the management office can monitor the
estimated visitor numbers and make necessary arrangement on the shuttle
service. All columbarium visitors must use the shuttle service and no walk-in
visitor will be allowed. At the same time, if necessary, the information can be
provided to Hong Kong Police, Transport Department, and other relevant
government departments such that these departments can provide
comments/suggestions on the special traffic arrangement.

On the special day or festival day

The visitors, with their shuttle bus tickets, have to arrive the pick-up/drop-off
points on the timeslot specified and take the shuttle bus to the Columbarium.

After the last special day on every special period

The project proponent will produce a traffic report summarizing all traffic-
related information on the special/festival days, such as the number of
visitors, number of shuttle bus trips operated, number of niches occupied.
All these information can be used to evaluate the operation efficiency of the
special traffic arrangement. Before the next festival day, necessary actions
can be taken to improve the overall special traffic arrangement.

D5.6 CONTINGENCY PLAN - FULL PEDESTRIANIZATION

Maximum Accumulation of Visitors within the Proposed Development

Having reviewed the available space within the proposed development site, it
is preliminarily suggested that the maximum number of visitors allowed to be
accumulated at any one time within the proposed development shall be
restricted to 2,500.

Counting stations will be set up at the entrance and exit of the development to
monitor the number of visitors accumulated within the development. If the
visitors accumulated exceeds the maximum number allowed, the following
action will be taken:

• Inform the pick-up points to temporary stop the shuttle service to the
Columbarium;

• Restrict all incoming traffic to Sha Lo Tung Road upon receiving the
Police’s instruction; and

• Check with the Police on the necessity to implement the full


pedestrianization plan to relieve the crowd.

Crowd control measures and further special traffic arrangements will then be
implemented at Sha Lo Tung Road for the full pedestianization, if necessary.
As large crowds are expected in the area on that day, if necessary, a queuing
system and road closure will be implemented for public safety. When the
queuing system is implemented, people wishing to enter the Sha Lo Tung
Road will be directed to queue up at the existing playground adjacent to J/O
Ting Kok Road/Sha Lo Tung Road.

When the queue extends further, people will be directed to along the footpath
at Ting Kok Road eastbound. Visitors will be urged to follow the directions
of management staff and the Police and be cooperative to maintain a safe
environment.

Specific Requirements

The key specific requirements shall include, but not limited to, the items being
discussed in the following section.

Person-in-charged – Besides the minimum 50 well-trained management staff,


there should be a person-in-charged to monitor the overall traffic arrangement
on festival days. This person will be the first contact point of the special
traffic management team and he can be reached by mobile phone or walkie-
talkie system from the Police and other management staff at all times.

Communication System – Most of the territory is well covered by mobile


network nowadays. In Sha Lo Tung area, the management team shall check
the availability of public mobile phone network from the service providers on
the coverage along Sha Lo Tung Road and the proposed development site. A

good walkie-talkie system shall also be provided for the management team
and the Police to ensure effective communication to handle emergency events,
in case the public network is affected. The system shall be checked on the
signal availability along Sha Lo Tung Road and the proposed development
site.

Location Plan – A location plan of Sha Lo Tung Road and the proposed
development site shall be provided for the use of the management staff and
the Police. It is recommended to provide chainage point along Sha Lo Tung
Road such that in case of emergency, the management staff can report the
exact location of the incident by making reference to the chainage point. This
can possibly shorten the reaction time in handling the incident.

Special Vehicle – During the full pedestrianization of Sha Lo Tung Road, only
emergency vehicle is allowed. However, to shorten the reaction time of the
management staff, two golf cars will be provided for the use of management
staff/Police. The two vehicles will be stationed at the one-third and two-
third sections of the road. The special vehicles will also be used to transport
elderly and children if they have difficulties on the walking trip.

First Aid Point – Two first aid counters will be provided, one at the entrance
of Sha Lo Tung Road at it’s junction with Ting Kok Road and the other will be
located at the other end near the proposed development. Temporary chairs
and shelters will be provided to allow people to rest.

Incident Management

Management staff will be stationed at 100m intervals. In case an incident is


happened, the closest management staff shall report the incident to the
person-in-charge immediately. The person-in-charge shall report the same to
the Police.

Regardless of the severity of the incident, the person-in-charge shall closely


coordinate with the Police and take necessary actions. For example, if an
emergency vehicle is expected to enter Sha Lo Tung Road, the person-in-
charge shall inform the management staff to assist in crowd control such that
the emergency vehicle can arrive the incident spot promptly.

Special Weather Conditions

When tropical cyclones affect Hong Kong, the following general arrangements

D5.7 MONITORING AND EVALUATION MECHANISMS

In this study, a special traffic arrangement plan is formulated to cater for the
full occupation of all niches. However, it is understood that it will take
several years for all the niches being occupied. After each festival period, it
is recommended that the project proponent shall produce a traffic report
summarizing all traffic-related information on the day, such as the number of
visitors, number of shuttle bus trips operated, number of niches occupied, etc.
All these information can be used to evaluate the operation efficiency of the
special traffic arrangement. At the same time, if necessary, the information
can be provided to Hong Kong Police, Transport Department, and other
relevant government departments such that these departments can provide
comments/suggestions on the special traffic arrangement for the next festival
day. Before the next festival period, necessary actions can be taken to
improve the overall special traffic arrangement with an objective to minimize
the possible traffic impact to the public.

D5.8 ASSESSMENT ON VISITORS GENERATED BY CLASS B NICHES

For the other 40,000 Class B niches, families are not allowed to visit the
Columbarium on festival and special days. The family members must be
fully aware of this special condition when they purchase the niche. As a
result, it is expected that these visitors will spread over the year, including
weekdays and weekends, except those weekends (Total 6 weekends) with
special traffic arrangements before and after the festival days.

To serve the demand, the project proponent will provide shuttle service to
transport the visitors from Tai Po Industrial Estate or Mass Transit Railway
Station at 10 to 15-minute frequency. For visitors who visited by private cars,
they are required to make reservation on carparks.

D6 SUMMARY AND CONCLUSION

D6.1 SUMMARY

The Proposal is for a PPP project at Sha Lo Tung. The Site has an area of
some 57 hectares. Upon development, it will consist of an Ecological Reserve
and a Multi-cultural Education Retreat cum Columbarium.

The proposed development will provide 40 car parking spaces, 2 taxi lay-bys
and 4 shuttle bus lay-bys respectively. 4.5m walkway will be provided for
the main pedestrian path and a minimum 2.5m will be provided at the other
walkways.

Traffic count surveys were carried out to collect information on the existing
traffic situation in the vicinity of the Site on weekday and Sunday. Junction
capacity assessments were carried out for the existing traffic situation at the
key junctions in the vicinity of the Site. The results indicate that all of the key
junctions are operating with ample reserve capacities on all days.

The proposed development is expected to generate two-way traffic volumes of


58 pcu/hour and 101 pcu/hour in a typical weekday and a Sunday peak hour,
respectively. The generated traffic was distributed and assigned to the road
network according to the observed traffic pattern and the anticipated route
choice. In accordance with the Transport Planning and Design Manual,
Volume 2 published by Transport Department, Sha Lo Tung Road can
accommodate two-way flows of 100 vehicles per hour, or equivalent to 125
pcu per hour with an average pcu factor of 1.25, and it is capable to handle the
peak hour traffic generated by the proposed development.

Traffic forecast has been carried out by applying a 1.5% per annum nominal
growth rate to the existing flows to obtain the 2016 Base flows. By summing
up the estimated traffic generated by the planned and committed
developments and the projected 2016 Base flows, 2016 Reference flows are
obtained. 2016 Design flows are obtained by adding the proposed
development traffic flows to the 2016 Reference flows.

Junction capacity assessments were carried out for the key junctions for both
the Reference and Design scenarios in 2016. The assessment results reveal
that most junctions would perform satisfactorily with adequate spare capacity
in both scenarios.

As the proposed development will include a columbarium comprising 60,000


niches, it is proposed to have two classes of niches to relieve the possible
traffic impact, which only Class A niches families can visit the columbarium
on festival days period. A special traffic arrangement plan on festival days at
Sha Lo Tung Road is proposed and the main features are as follows:

• Restriction of Sha Lo Tung Road on Festival Days – The road will be
closed from 7:00 am to 7:00pm for all vehicular traffic, except for shuttle
buses provided by the project proponent, vehicles with permit and
emergency vehicles.

• Provision of Shuttle Service – To provide a comfort and effective way by


running a shuttle service between the proposed columbarium and some
convenient locations, e.g. mass transit railway stations.

D6.2 CONCLUSIONS

The findings of this traffic impact assessment study reveal that the proposed
development would cause negligible traffic impact on the local road network
as the amount of additional traffic during normal weekdays and weekends is
insignificant.

For the critical situation on festival days, a special traffic arrangement plan is
required. In this report, the main features of the special traffic arrangement
are being formulated and it is clearly demonstrated that the proposed special
traffic arrangement of closure of Sha Lo Tung Road and provision of shuttle
service is capable to handle the visitor demand on festival periods generated
by the 20,000 Class A niches.

For the other 40,000 Class B niches, it is expected that these visitors will spread
over the year, including weekdays and weekends, except those weekends
with special traffic arrangements during the festival periods. The project
proponent will provide shuttle service to transport the visitors from Tai Po
Industrial Estate or Mass Transit Railway Station. For visitors who visited by
private cars, they are required to make reservation on carparks.

4.8 The 2006 Ching Ming Festival survey results showed that there are over 320,000 visitors visiting Junk Bay
Chinese Permanent Cemetery. The number of recorded are similar to that of 2009 Ching Ming Festival
while the peak daily total number of visitors was recorded in 200 Ching Ming Festival with over 67,000
visitors.

niches/day and that on the third peak visiting day are ranged from 1,970 to 2,190 visitors/10,000
niches/day.
