Narrative The above listed subject was issued four Uniform Traffic Tickets for the above
listed charges after patrol observed a vehicle fail to signal when turning left onto
Cedar Street from Main Street. The vehicle then continued through the village at a
high rate of speed before a traffic stop was initiated on Leroy Street. Patrol
detected the odor of consumed alcohol. Elbers was asked to complete a series of
roadside sobriety tests, which he failed. Elbers was brought to Potsdam Police
Department for processing. A breathalyzer test determined him BAC to be .14%.
