Note: All columns to be filled in by the vendor and submitted along with all
necessary document/credentials/copies of the certificates etc. Any other relevant
information in support of empanelment may be volunteered by the applicant. All
pages may be signed with stamp by the authorized representative of the company in
that behalf.
 APPLICATION FOR EMPANELMENT OF VENDORS

INSTRUCTION TO VENDORS

1. Contractors/vendors/service providers interested for empanelment with SBI may

apply furnishing required documents in duplicate in two separate folders for our
consideration. Please ensure that all documents are in chronological order with
separator sheets. Documents to be in A4 size.

2. Applicants interested for empanelment for supply/providing of Services to SBI,

Bangladesh operations can download the Proforma for application along with
other details of empanelment either from http://www.sbibd.com or
www.ivacbd.com.

3. Vendors/Service Providers shall submit details after ensuring that they meet
with all our requirements as stipulated in Proforma of Application.

4. A contractor is not permitted to seek enlistment for particular venture in more

than one names, including proprietorship/partnership firms.

5. Validity of Empanelment shall be for two years. However, this is subject to

cancellation of empanelment (de-listing) due to any of the reasons mentioned
hereunder.

6. The vendor’s performance on the job will be constantly monitored for quality,
commitment to delivery period mentioned in tender order, adherence to the
Safety Regulations, Labour/ Statutory regulations, Conduct/Discipline etc.
while executing jobs. Any deviations from stated conditions can lead to
appropriate deterrent action as deemed fit by SBI.

7. Any inaccuracy in response given in the questionarrie or failure to substantiate

any response as required by SBI may result in failure to qualify for inclusion in
the panel.

8. Any vendor providing false information or forged documents will not be

considered. Again, if such information comes to light after successful
qualification and empanelment, SBI reserves the right to remove the vendor
from the panel for that Group/area.

9. Rules or criteria for qualification may be changed or added to as necessary for

the qualification assessment for a particular service/work. Vendors who have
previously been qualified and whose names are registered in the panel will be
invited to demonstrate that they can comply with the changed or additional
criteria. Failure to comply with the changed or additional criteria will result in
removal/suspension from the panel.
 10. SBI reserves its right to undertake further pre-tender qualification to identify
suitable tenderers for a particular tender list.

11. If the Vendor/Service providers refuse to execute the job at his quoted rates,
after finalizing order on him, he shall be put in holiday list. Vendors/Service
Providers shall be issued a warning letter and shall be debarred from quoting for
any jobs for a period of 5 years.

12. SBI reserves the right to cancel the enlistment of any vendor/service provider
for any of the following reasons:

a) If found black-listed in any organization.

b) If found to have submitted false particulars/fake documents for securing
enlistment.
c) If found not quoting for three(3) tenders consecutively.
d) If technical rejection on more than 50% of the times.
e) If continuous poor performance has been observed for 2 years at Vendor
Performance Evaluation.

13. Such vendors/service providers, whose empanelment/enlistment is cancelled

due to any of the above reasons, will not be considered for subsequent
empanelment for a period of five years.

14. Henceforth till further advice, enlistment of vendors/service providers for

different enlisted jobs will be updated once in a year.

15. Vendors meeting the following mandatory/minimum qualifying criteria need

only to apply for empanelment.

a. Vendors/Service Providers must have experience of providing services in

relevant/similar line for at least three years.
b. Vendors/Service Providers must be financially sound.
c. Vendors/Service Providers must meet the statutory compliance as laid down
in the Vendor empanelment form.

The Applicant must ensure that he meets the above mandatory criteria.

16. The vendor shall submit the application in the prescribed form. Separate
Applications shall be submitted for each category along with necessary
documents and details, if the applicant requires empanelment for more than one
category.

17. In case of Chartered Accountants Firms, they must qualify as “A-Grade” as

per the empanelment list of Bangladesh.
18. Chartered Accountants Firms should have at least 3(three) years experience
in the scheduled banks.

19. Advocate/Lawyer should have experience in Law Practices minimum of 5-7
years in Supreme Court/ High Court Division.

20. Successful empanelment by SBI is no guarantee for any future award or

work or inclusion in a particular tender list.
