BIOMASS ENERGY FOR RURAL INDIA PROJECT

Invitation for Tender for Expression of Interest for Conducting


study on determination of optimum plant capacity, selection of
plant site, power distribution mapping and estimation, and
technical feasibility of utilization of BESCOM infrastructure for
the proposed decentralized biomass based electricity
generation unit.

This office is implementing Biomass Energy for Rural India Project in


several villages in 5 talukas of Tumkur district. One of the major
objectives of the project is to set up decentralized biomass based
electricity generation units to meet the energy demand of each cluster
of 5 to 6 villages. In this context, the project invites eligible consultants
to take up electrical distribution study in the following villages
pertaining to TUMKUR, SIRA and GUBBI taluks in three separate lots so
as to enable us to plan for setting up of the decentralized power
generation system.

The proposals may be submitted for all or any of the lots mentioned
above.

The terms of reference for conducting the above study are enclosed
herewith.

The technical and financial proposals for these works may be submitted
in two separate envelopes respectively to our office on or before 17th
June 2005.

Terms of Reference for conducting study on Electrical
infrastructure
1.0 Project Goal: The broad goal is to develop, implement,
demonstrate and disseminate a bioenergy package to meet all
the rural energy needs in a sustainable and participatory way to
promote rural development. One of the major objectives of the
project is to meet the requirement of electricity for lighting,
drinking water supply, irrigation, and small agro based industries
(e.g.: flourmill) by operating decentralized biomass energy
production system. It is also proposed to install community bore
wells of appropriate size for irrigation of approx. 50 acres of dry
land per village.

2.0 Project Background: A biomass gasifier based electricity


generation system is one of the feasible options to meet the
energy needs of rural area. Therefore under Biomass Energy for
Rural India Project it has been decided to set up decentralized
biomass based power generating stations to meet the energy
needs of a group of 28 villages in Tumkur district. During Stage I
of implementation of BE systems, 5 villages in Kabbigere cluster
within Tovinakere Panchayath limits of Koratagere taluk, Tumkur
district have been considered.

Stage - II of implementation of project activities in villages will


pertain to Madhugiri cluster having 6 villages, for which the report
of study on determination of optimum plant capacity and
selection of plant site is being finalised.

The project now intends to initiate project implementation


activities (Stage - III) in the following villages pertaining to
TUMKUR, SIRA and GUBBI clusters in three separate lots.

3.0 Purpose of the proposed study:

a) Study of electrical infrastructure, determination of optimum


capacity of the plant and selection of plant location.
b) Power distribution mapping & estimation of the proposed
distribution system.
c) Technical feasibility of utilization of BESCOM electrical
infrastructure,

The proposed study would address and keep in mind the following
issues while developing a system for decentralized energy
generating and distributing system.

• To reduce transmission & distribution losses especially due


to low loads.
• To avoid low & fluctuating voltages due to overloading of
the grid system
• Maintenance of reliable power supply through bio energy
system and maintenance voltage at 415V in the feeder.
• Reduction in maintenance cost.
• Utilizing existing electrical distribution system of BESCOM to
avoid duplicating of distribution lines to the households, which
are already electrified.
• Providing BESCOM electricity supply as a stand by.

4.0 Scope of proposed study: Stage -III of implementation of


project activities pertaining to TUMKUR, SIRA and GUBBI clusters
having villages as mentioned in the above table.

The scope of the study is as follows:

Phase A study:

 Conducting detailed load survey of the above villages separately for


each cluster along with the distribution system to determine the
optimum capacity of the plant. Exploring the possibility of setting up
the plant in each village or combination of a group of villages
considering the future load growth including recommendations for
the energy conservation.
 Suggesting suitable plant capacity for achieving better fuel
efficiency.
 Selection of the plant site considering load center with the utilization
of existing distribution infrastructure of BESCOM with minimum
alteration, to maintain voltage regulation and keeping distribution
losses within permissible limits with due consideration of Govt. or
community land for locating the plant.
 Proposals for maintaining the reliability of the power supply and
making provisions for change over of the distribution system to
BESCOM supply in case of contingencies.
 Conducting load flow studies for establishing biomass plant at
central location to cater the complete load requirement of the above
villages including IP sets.
 Proposals for various plant capacities and locations including bulk
generation at one location and necessity of stepping up to 11 KV
with advantages and limitations. Proposals for keeping provisions to
supply excess power to BESCOM grid to be provided.
 The system has to be designed so as to be synchronized with grid, to
enable export of power to the grid
 Assessing the number of community bore wells required for each
village along with load requirement for community bore wells and
exploring the expansion of distribution system to cater to these
loads.
 Detailed proposal for improving the street lighting system and
provision for additional loads if any.
 Identifying un-electrified houses the listed villages and to propose
proper distribution network to electrify these houses.
 Conducting detailed power system studies for optimum selection of
conductors for the link lines connecting the Biomass plants.
Examining and providing the change in configuration to be made for
the existing distribution networks to achieve minimal distribution
losses and better voltage regulation.
 Listing out the details of infrastructure requirement for the proposed
electrical distribution system of above villages and representation of
complete distribution system (showing the position of poles and
interconnection) with proposed network configuration including
biomass plant on the maps.
 Providing representation of proposed distribution network (showing
the location of the plant, positions of poles & inter connections,
proposed bore well locations, TCs, change over switch etc.) should
be clearly shown in revenue maps.
 Listing out details of the works to be carried out by BESCOM for the
smooth execution, operation of the plant and maintenance of the
distribution network.

Phase B study:

 Taking the inventory of the existing distribution network and


assigning the pole numbers (without actually painting)
 Preparation of asset mapping for consumer indexing
 Providing the necessary operation schedule for the plant.
 Preparation of bill of materials for all the works involved for
extension and improvement of the distribution system from 415 V
bus of biomass plant.
 Preparing detailed estimates and draft tender documents for the
selected distribution system including commercial conditions of
contract and technical specifications.
 Preparing detailed drawings of the materials required to be used as a
part of tender document.

5.0 Duration of the study: 30 days starting from the date of


approval/ acceptance of this work order.

6.0 Assignment fee & Terms & conditions: Mutually agreed terms
and conditions.

7.0 Output / reports:

The report should consist of the following:

 Detailed load survey and estimation of energy demand for


the above villages considering future growth for next 5 years,
 Determination of plant capacity to set up BE system to
meet the energy demand of individual village or combination
of a group of villages or common plant for villages and
recommendation for the best option with technical
justifications. While designing the distribution system the
following two options should be considered:
a) The system has to be designed so as to be
synchronized with grid, to enable export of power to the
grid. This proposal is to evacuate the power generated from
the gasifier system to the grid and then avail of the grid
power to these villages subject to the condition that each
irrigation pumpsets would get atleast 6 hours of continuous
power supply during day time and for other requirements,
24 hour supply would be from the grid. This would require
providing a feeder line dedicated for these 5 villages. In
turn, these villages would form a community-based
organization, which would take up distribution franchise
from BESCOM and would be responsible for recovery of
dues from the consumer. The organization would also be
responsible for normal O &M of the distribution system
b) Setting up of decentralized electrical distribution
system from the power generation system to cater the
energy requirement for proposed community irrigation
system, drinking water supply, lighting, street lighting and
agro industries in the villages. In this case, system has to
be designed such that for maintaining the reliability of the
power supply and it is necessary for making provisions for
change over of the distribution system to BESCOM supply in
case of contingencies.
 Identifying suitable site to set up plant considering technical
& financial aspects, load center, max. utilization of existing
BESCOM infrastructure, etc. with proper justification for the
selection of site.
 Design of distribution network considering factors related to
safety, economy, utilizing the existing distribution of BESCOM
to maximum extent, optimal selection of the distribution line
conductors, minimum power losses in the distribution system,
to provide quality power to all the installations by maintaining
voltage regulations within permissible limits.
 Detailed proposals for changeover of the loads on to
BESCOM distribution system in case of contingencies
 Representation of proposed distribution network (showing
the location of the plant, positions of poles & inter connections,
proposed bore well locations, TCs, change over switch etc.)
should be clearly shown in revenue maps.
 Single line diagram of protection scheme for the biomass
generation plant
 Power flow analysis with results.
 To suggest measures to improving the public street lighting
system.
 List of unelectrified house holds in each village & energy
requirement details.
 Tender document with bill of materials, technical
specification, necessary electrical drawings and cost estimates
for the proposed electrical distribution system
− Two copies of draft report should be submitted on the
basis of output of scope of study mentioned above
− The findings of the study should be presented to a
review committee before finalizing the final report.
− Two copies of final report along with formats, data
sheets, maps, bill of materials, estimates & tender
documents, drawings, technical specifications etc.
− All original copies of the floppies containing complete
report, maps, data sheets, tender documents, estimates,
drawings also to be submitted.

8.0 Stages of release of funds:

♦ PMU would release 60% advance payment after completion


and submission of draft report & presentation
♦ Remaining 40% would be paid after satisfactory completion
& submission of final report.

9.0 Eligibility:
 Consultancy services in power system planning and studies
 Power flow studies, developing single line diagrams &
distribution/ transmission planning

10.0 Technical Details and CVs required:


− Details of similar project work carried out in the past 3
years.
− Technical report titles and organizations for which was
carried out.
− CV of individuals in the organization.
