IMPLEMENTATION OF THE DEPED ORDER

III. 1. Students who will be granted government assistance


(These are poor but deserving students who want to pursue their private
education.)

• Students should be mindful of keeping their grades high and


maintaining the grade required of them.
• Students should display attitudes that will show their nationalistic
pride.
• Students should help foster and participate with the academic-related
projects or laws passed by the government.
• Students should adhere to the provision under the law that they will
serve the Philippines or the Philippine government after they graduate.

III. 2. Teachers who will be granted government assistance


(These are poor but deserving teachers who want to pursue their private
education.)

• Teachers should help promote cooperation to the government by


teaching their students the what’s and why’s of certain implemented
rules.
• Teachers should display attitudes that will show their nationalistic
pride.
• Teachers should help foster and participate with the academic-related
projects or laws passed by the government.
• Teachers should adhere to the provision under the law that they will
serve the Philippines or the Philippine government after they graduate.

III. 3. Government Officials in-charge of granting assistance

• Government Officials should have a fair and just system in choosing


the recipients of the grants.
• Government Officials should create awareness regarding such
financial help that they could give to those who want to pursue their
education.
• Government Officials should be well-accommodating.
III. 4. Private School Administrators

• Private School Administrators should have an accessible contact to


government assistance agencies that will cater to the needs of the poor
but deserving students.

• Private School Administrators should take the initiative to help their
poor but deserving students to be granted government assistance.

IV. RELEVANT LAWS PERTINENT TO THE DEPARTMENT ORDER

IV. 1. The 1987 Philippine Constitution.


Article XIV: Education, Science and Technology, Culture and Sports
Section 1. The state shall protect and promote the rights of all citizens to
quality education at all levels and shall take appropriate steps to make such
education accessible to all.

This is done in many ways. First is by establishing public schools and state
universities which have a minimal tuition fee if not none, so that people of the
lower class may afford to send their children to school. Second is by situating
these schools to almost every barangay so as to be accessible to all. Third is
by making elementary education compulsory without limiting the rights of the
parents to rear their children. Next is by producing effective teachers that will
help give quality education to all who seeks it. And lastly, by improving the
curriculum to be used towards a greater effectiveness of quality education, the
state would be able to produce quality students and future professionals as
well.

IV. 2. The 1987 Philippine Constitution.


Article XIV: Education, Science and Technology, Culture and Sports
Section 2 (3). The state shall establish and maintain a system of scholarship
grants, study programs, subsidies, and other incentives which shall be
available to deserving students in both public and private institutions,
especially to the underprivileged.

When I was in high school, I was chosen to be one of the students under the
Adopt-a-Scholar Project of our school which caters to underprivileged but
deserving students’ financial needs. Together with the Adopt-a-Star Program
which, on the other hand, caters to underprivileged and at-risk students (those
who are neglected and/or emotionally disturbed due to family problems, etc.),
the project did not just provided us with the finances that we need to finish
school but also motivated us to study harder. And now, as a CHED Scholar, I
still know how it feels like to be supported by the government, to study with
almost all expenses paid in a university which guarantees me a bright career.
Scholarships like I’ve mentioned help not just the students and their families
but also the society which, in the future, will be benefitted by these scholars
who will serve their country.

Section 11. The Congress may provide for incentives, including deductions to
encourage private participation in programs of basic applied scientific
research. Scholarships, grant-in aids, or other incentives shall be provided to
deserving science students, researchers and scientists, inventors,
technologists, and specially citizens.

When I was in third year high school, our Chemistry teacher chose me as one
of the five students from our class that will represent our division for the
Science investigatory project. From five, our number was deduced to two
since the fund allots only two persons. My two classmates were funded to
experiment on crabs and snakes’ poison and were sent to different places to
compete. The aim of the project is to discover inventions that will not just
help promote and preserve the Filipinos’ known ability worldwide, but also to
discover things that may be used for practical purposes. The DepEd funds the
participants and grants them an entitlement to financial assistance which may
include tuition fees, transportation allowance, and book allowance; to
motivate them to keep on working on their projects. In this light, they are
paving a way for the scientific and cultural knowledge of the Philippines to be
popularized and promoted worldwide.

IV. 5. Republic Act 6728: An Act Providing Government Assistance to


Students and Teachers in Private Education and Appropriating Funds
Therefore

The benefits of this act talks in its entirety. I know some teachers who had
been funded by the government to pursue their graduate studies and I can tell
that their respect in paying gratitude to the Philippine government is high
enough for them to stay teaching in the Philippines despite the numerous
offers they get from some developed countries. I myself am a government
scholar. I have been granted a full merit scholarship by the Commission on
Higher Education and I can personally say that the financial assistance I get
from them every semester is a big help for my studies. Had I not applied, it
wouldn’t have been easier for me to continue my studies on a regular basis
because of the expensive things we have to pay for just so we can finish a
course. And I really think that the government succeeded in this law because
there are lots of scholars out there pursuing their dreams, and at the same time,
benefitting the country by bringing glory to it. As a government scholar in this
note, I can say that I’m proud that we have such law.

V. 1. To the Filipino as an Individual

• This DepEd order will help Filipino Individuals, especially


students and teachers, who want to pursue their private education,
reach their dreams in a financially easier way.
• Scholars are entitled to find a job easily with the recommendation
from the government.

V. 2. To the Philippine Society

• Individuals who are to stay in the Philippines for quite some time to
serve their country are assets since they are products of quality
education.
• These individuals could bring about practical solutions to national
problems.
• The scholars can also help promote the Philippine government by
telling of how they were able to finish their degrees through the help
of their countrymen and make Filipinos proud of the Philippines.

V. 3. To World Culture

• Experts who were granted scholarships, especially scientists,


mathematicians and engineers could lead the discovery of things that
will gear toward practicality that may be used world-wide.
• This order could also be applied by other countries to pave a way for
the rising up of education.
• This could lead to production of quality professionals and even
workers.
