TECHNOLOGY POLICY 2008 - 2009

MESSAGE

The Hon'ble Chief Minister unveiled the new Information &


Communication Technology (ICT) Policy, with a vision to
capture 25 per cent share of Indian ICT production and create
three million jobs by the year 2011.

"Tamil Nadu shall be the ICT hub of South Asia by creating


a knowledge driven ecosystem, leveraging entrepreneurship
and promoting socially inclusive growth to achieve a
25 per cent production share of the Indian ICT industry,"
the Policy said, outlining the Vision 2011.

Tamil Nadu has an 11 per cent share at 5.7 billion Dollars of


the total Indian ICT production of 51 billion Dollars and
it hopes to sustain and improve its ICT performance in the
coming years and aspires to capture 25 per cent share of
Indian ICT production by 2011.

Achieving the vision of 25 per cent of India's ICT production


would create huge employment opportunities for the people
of the state, directly and indirectly. It was estimated that
a total of 0.8 million direct jobs and 2.2 million indirect jobs
would be created in the ICT sector, the Policy said.

The Policy provides special incentives for setting up IT-ITES


industries in Tier-II and Tier-III cities, besides special prizes
for those firms providing employment to the physically
challenged.

COIMBATORE - CITY OVERVIEW


Coimbatore, the Manchester of South, also known as
"Kovai" is the second largest city of Tamil Nadu and one
of the fastest growing cities in India. Situated at the
foothills of Nilgiris with a pleasant climate, peaceful
atmosphere, cosmopolitan outlook and private
enterprise. Coimbatore is the administrative
headquarters of Coimbatore District. It is the second
most industrialized district in the State after Chennai.
Coimbatore city is spread over an area of 254 square

people (2001 census) Coimbatore is located on the
Noyal River & 480 km south-west of Chennai on the
NH-47. Surrounded by the Nilgiris on the northwest

to construct an IT Park at Coimbatore jointly with
Govt. of India.

is about 9.5 acres in IT-SEZ on Avinashi Road
behind Coimbatore Medical College.

Avinashi Road (NH-47).

located and on the eastern side proposed TCS &

B. Development
ØThe building is designed with contemporary /
state-of-the-art Design & Facilities and shall be

Support Facilities such as Banks, Bookstalls,

ØThe IT building is G+ 4 structures with three
basements with a floor to floor height of 3650mm.
The total height of the building is 20.5m. above
ground level.
ØPartial ground floor and the four floors (first to

SEZ Benefits for Tenants


The Unit Holder in SEZ shall be entitled to the following
exemptions, namely :
a) Exemption from any duty of customs, on goods
imported into, or service provided, in a Special
Economic Zone or an Unit.
(b) Exemption from any duty of customs, on goods
exported from, or services provided, from a Special
Economic Zone or from an Unit, to any place outside
India.
(c) Exemption from any duty of excise, on goods brought
from Domestic Tariff Area to a Special Economic Zone
or Unit.
(d) Exemption from service tax, on taxable services
provided to an Unit to carry on the authorised
operations in a Special Economic Zone.
(e) Exemption from the securities transaction tax, in case
the taxable securities transactions are entered into
by a non-resident through the International Financial
Services Centre.
(f) Exemption from payment of Central Sales Tax on sale
or purchase of goods other than newspapers if such
goods are meant to carry on the authorised operations.
An entrepreneur of the Special Economic Zones Act,
2005, from his Unit, who begins to manufacture or
produce articles or things or provide any services during
the previous year relevant to any assessment year
commencing on or after the 1st day of April, 2006,
a deduction of –
(i) hundred per cent of profits and gains derived from the
export, of such articles or things or from services for a
period of five consecutive assessment years beginning
with the assessment year relevant to the previous year
in which the Unit begins to manufacture or produce
such articles or things or provide services, as the
case may be, and fifty per cent of such profits and
gains for further five assessment years and thereafter;
(ii) for the next five consecutive assessment years, so
much of the amount not exceeding fifty per cent of the
profit as is debited to the profit and loss account of the
previous year in respect of which the deduction is
to be allowed and credited to a reserve account (to be
called the "Special Economic Zone Re-investment
Reserve Account") to be created and utilised for the
purposes of the business of the assessee in the
manner laid down in Sub-section (2).

Modular space of minimum 5,000 Sq.ft. and
maximum of single floor plate of 202,665 Sq.ft. can be
provided on short term (3 years) / long term (15 years)
lease in two options viz. Warm Shell & Fit Out Shell.
Option 1 : Warm Shell
The Warm Shell include complete infrastructure and
facilities for IT activities without interior decoration viz.
flooring, false ceiling, light fittings, AC ducts and
distributors, fire detectors, sprinklers. However, the
utilities viz. ACMV, 100% power back-up, AHU, power
distribution boards, fire protection systems,
communication duct / boards etc., are provided at
one connect point of the space.
Ø Short term lease : R s . 3 0 / S q . f t . / M o n t h a n d
(3 years) 10 months advance as
Refundable Security Deposit.
Ø Long term lease : O n e t i m e p a y m e n t o f

Fit Out Shell provides the following value added

Technology (ICT) Policy of
Tamil Nadu - 2008 : Highlights
Background : Information and Communication Technology (ICT) has
been a major growth driver for the Indian economy with a size of
US$ 51 Billion in 2006-07. Tamil Nadu has emerged as a hub for
software, hardware and R&D, with US$ 5.7 Billion in 2006-07.
Vision 2011 : “Tamil Nadu shall be the ICT Hub of South Asia by
creating a knowledge driven eco system, leveraging entrepreneurship
and promoting socially inclusive growth to achieve a 25% production
share of the Indian ICT industry.”
Achieving the Vision : To create approximately 3 million additional
jobs by 2011.
Key Components of the Knowledge driven Eco System : Have been
identified viz., Talent, Research and Development (R&D), Fiscal and
Physical Incentives, e-Governance for a Smart Society, Infrastructure,
Branding.
Definitions : IT-ITES Companies will include IT Services (ITS),
IT Enabled Services (ITES), Private Communication Providers (PCPs),
Software Industries, IT Maintenance & Servicing Units and Hardware
Units as covered in IT Policy 1997.
Nurturing Talent in Tamil Nadu
Developing technical institutes into centres of excellence, ICT Academy
to 'Train the Trainers' will be set up. 'Finishing' schools with a focus on
socially / economically weaker sections, align the curriculum with the
needs and focus on soft skills. Develop a standardized ICT aptitude
test, Computer lab/ internet connectivity to schools by 2011.
Boosting Research & Development
Establish institutes, focus on the ICT Sector in collaboration with GOI.
Partnership between educational institutes and industry for doctoral
and post doctoral research. Scholarships for outstanding students and
employees. Industry to set up labs in existing institutes for research
initiatives and Research Parks in the State.
Encourage Entrepreneurs to establish incubation centres and
introduce entrepreneurship as subject in Engineering Colleges.
Incentives : Location specific-structured package of incentives for
New/Expansion projects of IT/ITES.
Special Incentives for setting up IT-ITES Industries in Tier II and Tier III
locations.
Capital Subsidy and Electricity Tax Exemption.
Relaxation of FSI to the extent of 100% in IT-ITES Parks.

Exemptions in Stamp Duty and Registration Fee : 50% exemption of


the Stamp Duty and the Registration Fee at the time of purchase of a
land/building and no stamp duty in respect of transfer of lands
acquired by Government for IT/ITES Parks. 50% stamp duty exemption
on lease/sale or mortgage of land.
Power Tariff : LT Tariff III-C,HT Tariff I-A for IT/ITES and Industry Power
Tariff, for maintenance and servicing units and hardware units.
Special awards to IT Companies for employment of Physically
Challenged Persons.
Administrative Incentives : Exempted from the purview of the T.N.
Pollution Control Act, Provisions of Chapter II and III of the T.N. Shops
and Establishments Act, 1947, Section 5 (2) (a) (i) and (ii) of the T.N.
Industrial Establishment (National and Festival Holidays) Act, 1958,
and self certification for maintaining the registers /forms under various
Acts.
Physical Incentives : Maintenance of Open Space Reservation (OSR)
area by IT/ITES Park. Attract investments in Disaster
Recovery/Business Process Continuity and permit to use of hired
omnibuses to transport employees.
e-Governance : Infrastructure for e-Governance like the State Wide
Area Network and the State Data Centre and set up 5,440 Common
Service Centres on P-P-P mode in rural areas.
Augmenting Civic Infrastructure : Eco system development
approach to develop infrastructure requirement for ICT. Provide single
window Government interface for speedy clearance, promoting
housing development near IT/ITES zones and master plan for the
development of the cities.
Branding : Annual awards for excellence, create brand equity for T.N.
and Environment for teaching foreign languages.
The initiatives include provide a secure climate in the
State, Data Security Policy, Corporate Social Responsibility, Leveraging
the Tamils living abroad.
The use of Tamil in IT : Promote Tamil Virtual University in India and
abroad, Improve standards for Tamil in computing and mobile
applications and Conference on development of Tamil Computing.
Connectivity : Facilitate single window clearance for connectivity and
Communication Service Providers for installation of BTS Towers and
Exchanges.
Single Window Clearance Mechanism for all IT-ITES infrastructure
projects.
Conclusion : Creating a knowledge driven eco system, leveraging
entrepreneurship and promoting socially inclusive growth to achieve a
25% production of the Indian ICT Industry by 2011.
