health sector- operates in 6 countries in
Southeast Asia including:
– Cambodia
– Lao PDR
– Myanmar
– Philippines
– Thailand
– Viet Nam

 Among subsectors, secondary, tertiary
and skills development are our focus.

2. SERD Health Program
Opportunities
• Strategic directions of the proposed ADB
Operation Plan for Health include:
– Health Infrastructure and Health Human
Resources
– Health Governance and Regional Public
Goods (including communicable diseases)
– Health Financing, including equity, allocative
efficiency and technical efficiency
Issues for consideration
• Investment in infrastructure and equipment
will be part of ADB engagement.
• Most of the opportunities will be in the
provision of technical assistance including
project preparation and specific issues (e.g.
capacity building).
• Some health projects might use Results-
Based Lending modality in the future,
meaning fewer “hands-on” ADB intervention
in the procurement and recruitment of firms.
