Toog, Ormoc City have constituted and appointed and buy these presents hereby make, name,
appoint and constitute Ernesto B. Oquias, of legal age, Filipino, married and resident of Brgy. Toog,
Ormoc City as my true and lawful attorney-in-fact, for me and in my name, place and stead to do
and perform all the following specific acts and deeds:

To claim from the COMELEC my voter’s certificate.

This power of attorney shall be valid for a period of one week unless sooner revoked in
writing.

HEREBY GIVING AND GRANTING unto my said attorney-in-fact all that he may do
or cause to be done in the premises as if I am doing them personally, hereby confirming and
