JOB DESCRIPTION

JOB TITLE : Pothole Supervisor – (Engineering Assistant I,II,III)

REPORTS TO : Chief Engineer

SUPERVISES : Potholing Technicians

SUMMARY JOB DESCRIPTION


Under limited supervision, this position is responsible for the supervision
of skilled, unskilled workers and equipment operators responsible for
routine maintenance and precise asphalt utility work. Reports to the Chief
Engineer.

A. RELATIONSHIP AND RESPONSIBILITIES


(1) Works under the direction of and reports to the Chief Engineer

(2) Required to respond to instructions issued whenever necessary by


the Administrative Assistant (Technical) on matters related to the
work of the Potholing Unit.

B. The examples of functions listed in this class specification


are representative but not necessarily exhaustive.
Management is not precluded from assigning other related
functions not listed herein if such functions are a logical
assignment for the position.

Essential Functions:
(1)Plans, assigns, schedules and assigns works orders to related
activities involved in road maintenance and asphalt utility to include
repairing potholes, crack and chip sealings, shoulder work and
asphalt patching. Constructs parking lots, pothole patching and
coordinates and performs street sweeping, tree trimming, drain and
culvert clearing and debris removal assignments.

(2)Responsible for the effective supervision and administration to


include providing input into staff development and training,
performance management and employee relations. Provides cost
estimates; evaluates resource needs and manages the effective
deployment of resources; monitors work orders, service request and
quality assurance programs; responds to citizen inquiries and
complaints.

(3)Supervises Operators of heavy equipment to include single axle and
tandem dump trucks, patch and tar trucks, front end loaders,
excavators, motor graders, pulverizes, street sweepers and rollers;
utilizes instruments to include air compressors, jack hammers, sand
spreaders and hand and power tools.

(4)Prepares and reviews works orders and processes; implements


works processes and safety standards; estimates materials for
projects; maintains and monitors inventory of equipment, parts,
tools, and supplies; advises staff on difficult issues and makes
decisions on exceptional situations to manage and implement
appropriate services and assistance.

(5)Ensures the safety of MIPEL equipment, private property, and others


by following proper safety procedures, checking for traffic and
underground utilities; sets out traffic cones and signs according to
Standard International Practice.

(6)Participates on departmental management teams to provide input


into the development and implementation of departmental policies
related to potholing. Serves as the Pothole works liaison to local
agencies, City and Town councils, professional boards and task force
groups related to street maintenance activities; remains abreast of
current policy initiatives, best practices, legislative, regulatory, and
policy developments that affect street maintenance operations.

(7)Performs other work as assigned.

C. KNOWLEDGE, SKILLS AND ABILITIES


Knowledge of:

 Street Maintenance – Knowledge of the principles, practices and


procedures used in street repair and maintenance to include road
undercutting, rebuilding, asphalt work. knowledge of methods,
materials, tools and equipment used in maintaining and servicing
streets.

 Supervision – Knowledge of leadership techniques, principles and


procedures to assign to work, schedule, supervise, train, and
evaluate the work of assigned staff.

 Safety – Knowledge of occupational hazards, safety precautions,


and safety regulations related to equipment operation and general

street repair and construction work. Knowledge of traffic laws and
regulations governing the operation of equipment.

 Customer Service – Thorough knowledge of principles and


processes for providing customer services. This includes setting
and meeting quality standards for services and evaluation of
customer satisfaction. The principles and procedures of supervision
and management.
• Methods used to maintain and repair roads and flood control
channels.

of potential actions to choose the most appropriate one.

spreadsheet and related software with reasonable speed and accuracy..

accordance with sound time-management methodology. Attends and
maintains a calendar of meetings, deadlines and events. Performs a

reports, agendas, and policies. Excellent ability to listen and understand

D. ADDITIONAL REQUIREMENTS

 Requires satisfactory results from a pre-employment


medical evaluation, pre-employment substance abuse
testing and is subject to random alcohol and controlled
substance testing.
 The job is considered Essential Personnel and will be
required to work during and following natural disasters
and emergency situations.

E. PHYSICAL REQUIREMENTS

 Tasks required the regular and, at times, sustained


performance of moderately physically demanding work.
 Some combination of climbing and balancing to include
climbing ladders, stooping, kneeling, crouching, and
crawling.
 May involve the lifting, carrying, pushing, and/or pulling
moderately heavy objects and materials (20-50 pounds).

F. SENSORY REQUIREMNENTS

 Some tasks require the ability to perceive and


discriminate sounds, depth, texture, and visual cues or
signals.
 Some tasks require the ability to communicate orally.

G. ENVIRONMENTAL REQUIREMENTS

 Performance of essential functions may require exposure


to adverse environmental conditions, such as dirt, dust,
pollen, odors, wetness, humidity, weather, fumes,
temperature and noise extremes, hazardous materials,
machinery, vibrations, traffic hazards, toxic agents,
animals/wildlife, water hazards, disease, or pathogenic
substances.

CONDITIONS

1. Works both indoors and outdoors.

2. Institutional support is provided through appropriate Civil Services


Regulations and Departmental Guidelines.

3. Opportunities exist for personal development and career


advancement through establishment orientation and in-service
training.

4. Prepares “Quarterly Progress Reports” for submission to the Deputy


Chief Engineer.

E. EVALUATION METHOD

Work performance will be evaluated on the basis of the following:-

1. Timely completion of assignments and meeting task deadlines.

2. Report quality as indicated by their clarity and accuracy.

3. Proven knowledge and understanding of, and effective application


of Civil Service Rules and Regulations.

4. Compliance with Departmental Guidelines and Standard Operating


Procedures.

5. Effective implementation of duties, responsibilities and assignments


as defined in the job description.

F. QUALIFICATIONS AND EXPERIENCE

Diploma from S.A.L.C.C with at least three (3) to five (5) years’ experience
of asphalt utility experience or related street maintenance experience and
one (1) to two (2) years of supervisory or lead worker experience or any
equivalent combination of education and experience.
