Socot alarmed against
‘vaping’ among minors

— The provincial govern-
ment of South Cotabato
has raised alarm over the
increasing number of mi-
nors in the area who are into
vaping through the use of
electronic or e-cigarettes.
Karen Fulgar, child rep-
resentative of the Provincial
Council for the Protection
of Children (PCPC), said
they have received reports
regarding the “excessive
use of vapes” by minors,
specifically students.
She said a number of
students were recently
caught vaping in schools,
specifically in Polomolok
town.
“This is alarming since
vapors can cause harm to
those with asthma and with
weak lungs,” Fulgar said.

tee success for a federal system except
demonstrated ability in self-government
or autonomy.
The federal system could be the final
step to the evolution of autonomy within
democratic parameters. But to incubate
it in a feudal atmosphere dominated by
imperious, corrupt, and greedy dynasties
will only spread the virus of oligarchy in
artificially created federal states. Be-
sides, this advocacy lacks the elements
of social acceptability and demonstrated
capability at any level.
There are accounts in early Philip-
pine history of federations functioning
in pre-colonial times among Filipinos
but they have long been supervened by
the monarchical, authoritarian regime of
Spain. So the memory of what federat-
ed systems existed before is long lost
among our people and the idea of a
federal system is viewed as exotic today.
In any case, the feudal practices of the

individual has different levels of ma-
turity. We miss to consider that while
empowerment and freedom are great
in themselves, these concepts only get
fully taken advantage by someone with a
certain level of maturity already but will
only remain an untapped power or even
misused power for those who do not
know any better. Such is the sad story of
our millennials.
You see, having taught in basic edu-
cation for more than a decade, the young
naturally gravitate to me, vice versa. I
have had close encounters with Gener-
ation X, Generation Next, Generation
Y, and our present day millennials. Our
millennials are naturally good and lov-
ing people, please don’t get me wrong.
But the freedom and empowerment so
to say that are extended to them without
adult guidance are just the perfect recipe
for disaster. You see, most parents now
are busy building their careers because
in our world today, there is no limit
for pursuing happiness. The number
of OFWs spiked over the last decade.
This leaves our millennials unattended
and unsupervised as they manipulate
whatever technology available for them
making the Internet their main teachers

tranquility was only broken by the sound
of the “tartanillas” or the revving sound
of vehicles only the better off can afford.
Life was so simple then and happi-
ness was sans the technology we have
today. As kids, we played all sorts of
children’s games in the park or in the
grounds of Divisoria.
Once, Cagayan de Oro was adjudged
as the cleanest city in Mindanao, or was
it in the whole country. Our city officials
then were all dignified people, serving
the city with sincerity and honesty.
Where are we today?
Today, pur population is nearing one
million and the “Lumad nga Kagay-
anon” are slowly being cast into obliv-
ion. The landed, except for a few, have
sold their lands to migrants from neigh-
boring cities and provinces. A few have
become mere parts of our history, opting

I GREW up with this biased view that
tattoos were only for prisoners and the
misfits of society. But not anymore for
today, tattooing is a

exhibits! Recently, A. Paulita Roa
I was squirming
in my seat as I watched a segment in
Jessica Soho’s Sunday TV show where a
person had his eyes tattooed in a differ-
ent color.
Do you know that tattooing was an
ancient form of art in our country spe-
cially among the Bisayans long before
Magellan and expeditionary force came
to our shores in 1521? Early on, the
Spaniards called the the tattooed Bisay-
ans “pintados” or the painted ones. The
men had beautiful and intricately de-
signed tattoos all over their bodies. This
was called “patik” and “batuk” and were
proud symbols of bravery. The tattoos
were applied only when a man fought
courageously in battle. It is similar to a
coveted military medal of today. More
tattoos were then applied as a warrior
accumulated more victories against the
enemy.
Tattoos were highly esteemed and
therefore, a cause for public display.
Men were stripped to the waist and
strutted around like peacocks as they
showed off their tattoos with much bra-
vado. But there were also men who had
themselves tattooed even if they have
not killed or captured an enemy. They
were scorned and compared to a “halo,”
a big lizard with black and yellow mark-
ings all over but were extremely shy.
Tattooing was a very painful proce-
dure and served as a test for manhood
since this was the time when anesthesia
was unheard of. Philippine prehistorian
William Henry Scott, in his book, “Ba-
rangay” (1994), mentioned that some
warriors postponed having their tattoos
till they were shamed into it. (The book
is about the 16th century Bisayans.)
The most daring had facial tattoos
right up to their eyelids and they were
considered part of the elite group of
warriors. However, there were also
the celibate transvestites who were not
expected to have tattoos and were called
“mapuraw” or naturally colored. While
the women had very fine tattoos in one
hand or both that looked like delicate
embroidery.
A skillful tattoo artist was most
sought after and highly paid. He began
his work by tracing the design on the
body with an ink made from pitch soot.
The skin was then pricked with a num-
ber of needles shaped like a comb, and
soot was rubbed into the fresh wounds.
This procedure was done by installments
and it caused high fever, sometimes an
infection and even death.
The first tattoo a person received
were applied from the ankles to the
waist. Chest tattoos were seldom done
while tattoos in the abdomen were ap-
plied after the warriors saw more action
in the battlefields. The back was con-
sidered as a big canvas for the tattooers’
artistry. Scott wrote down the terms used
to describe the different designs. Labid
were inch wide designs that were either
straight, zigzag or wavy like a snake. It
went from legs to the waist. Ablay were
shoulder designs, and Dubdub was from
the chest up to the throat. Daya-daya
were tattoos on the arms, and Bangit

household activities and

of the millennials are bound
to become a crisis if un-
checked. Sectors have to

ies and the colonial officials
exerted a strong influence in
abolishing tattooing among
the Bisayans. Though they
wrote that the tattoos on an
almost naked Bisayan war-
rior were impressive and
appeared from afar liked he
was dressed, they frowned
on this for it was equated with
savagery. In a short time, the
pintados became a memory
since tattooing went against
the Hispanic Catholic mores.
Today, tattooing is back
and is highly popular among
men and women in this coun-
try. Tattoos have become sym-
bols of love, protest, group
identity or for vanity’s sake.
I still have to see tattoos sim-
ilar to the ancient Bisayan
warriors that were ornate and
flashy in design. But then it
takes a lot of courage and
fortitude to obtain one just like
in the olden times.

Bus operators want inclusion in new Davao transport system
DAVAO City — Two
Davao-based bus operators
have expressed participation
in the city’s High Priority
Bus System project, which
is now a work in progress
with the help of the Asian
Development Bank.
Davao City planning head
Ivan Cortez said the bus oper-
ators are already operating in
Davao City, but begged off to
name the operators.
Cortez said the project
is a P3.6 billion transport
project. The feasibility study
conducted by a consultant
commissioned by ADB will
be submitted to Department
of Transportation by the end
of this month.
“Once the FS is submit-
ted to the DOTr, it will have
time to package everything
but not necessarily taking
in 100 percent what the
consultant has proposed,”
he said. In turn, DOTr will
submit the feasibility study
to the National Economic
and Development Authority
Investment Coordination
Committee by May 2018.
Cortez is hopeful the tar-
get for the proposed project
in Davao City will be im-
plemented in 2021 although
Mayor Sara Duterte-Carpio
wants it in the next two
years.

has expressed apprehen-
sion cases of measles in the
region might continue to
increase due to the refusal of
several parents to allow their
children to be immunized.
Dr. Cheryl Rebollos
Sarmiento, DOH region-
al family health cluster,
said the refusal of the par-
ents was caused by the
Dengvaxia scare.
Sarmiento said they
have recorded 499 cases
of measles since January in
the entire Region 9.
Of the total, Sarmien-
to said Zamboanga City
registered the highest cas-
es with 257, followed by
Zamboanga del Norte, 74;
Zamboanga Sibugay, 57;
Zamboanga del Sur, 56;
and, Isabela City, 55.
She disclosed that the
recorded four deaths are
all from Zamboanga City.
She said many indi-
viduals, be they adult or
children, could be infected
if they are not immunized
since measles spread fast
from one person to the
other.
She disclosed that mea-
sles outbreak had been
declared in this city and in
Isabela City and respond
immunization is ongoing.
The respond immuniza-
tion, which started Feb. 19,
is set to end March 23. To
be immunized with Mea-
sles Rubella vaccine are
children aged six to eight
months old while children
nine months to four years
old with Measles, Mumps,
and Rubbella.
Sarmiento said the
DOH regional office has
sufficient supply of vac-
cines to be used in the on-
going mass immunization.
Measles is a highly com-
municable viral illness trans-
mitted to direct contact with
nasal or throat secretion of
infected person or by articles
freshly soiled with nose and
throat secretion.
The only way to pre-
vent the disease is through
vaccination and have a
strong herd immunity from

‘DAR’s Usapang Kalakalan’ opens marketing prospects for Mindanao farmers

on a larger scale via the Usapang

the agrarian reform beneficiaries
since this is a settlement, we are
using the principle of inclusivity
which includes all the farmers, all
the settlers inside the seven prov-
inces,” said Obrique.
