1.2. NOISE ABATEMENT PROCEDURES


1.2.1. GROUND ENGINE TESTING
Engine performance testings higher than idle regime are forbidden at any stand in
the apron. Clearance for engine performance testing at any regime shall be
requested to the executive on duty (Tel: +34 952 048 808), who shall deny or
approve clearance, indicating the procedure to be followed.

1.3. LOW VISIBILITY PROCEDURES (LVP)


1.3.1. GENERAL
LVP for take-off shall be applied when RVR of any transmissometer is 550m or
below. When transmissometers are out of service, LVP will be activated when
VIS is 800m or less in the manoeuvring area.
RWY 13/31 is authorized for take-off in low visibility conditions. During LVP,
RWY 12/30 shall not be used.
Pilots shall be informed about the application of LVP via ATIS.
ATIS shall also inform of any notified or detected incident that may affect the
LVP as well as the existing MET conditions.
ATC will provide the RVR values in the following format:
- RVR TDZ: Reading from the transmissometer located in the touchdown zone.
- RVR MID: Reading from the transmissometer located at the RWY mid point.
- RVR END: Reading from the transmissometer located at the end of RWY.
LVP shall be cancelled when RVR or VIS is MIM 1000m during at least 5 minutes
and the latest METAR TREND forecast, or the forthcoming one, is for VIS 1000m or
above.
1.3.2. GROUND MOVEMENT
1.3.2.1. GENERAL
While LVP are in force, taxiing of only one mobile unit at a time on manoeuvring
area shall be authorized with the following exception:
With RWY 13 in use the simultaneously guided taxiing of an ACFT on TWY A and
the guided taxiing of another ACFT out of apron 8 or 9 via TWY D, L or Q until
stop bar Q1 may also be authorized. Once TWY A is free and ATC clearance is
granted, ACFT may continue taxiing after Follow-me car until it is orientated in
the direction of THR 13.
Pilots shall proceed to verify the ACFT position at every moment especially at
intersections, checking that taxiing is being executed under conditions of com-
plete safety.
During LVP, following measures shall be taken:
- TWY B between TWYs L and Q is not usable as an Apron TWY.
- Entry to and exit from parking positions with Follow-me car.
1.3.2.2. ARRIVAL
ACFT that have already landed shall vacate the RWY by the end and notify "RWY
free" when leaving critical area (via HS-3/HN-3) as per RWY in use, when pilot
begins to see all lights green after alternate series light green and yellow.
Landed ACFT, after indicating "RWY free" shall stop at corresponding stop bar
A1 (RWY 13 in use) or A3 (RWY 31 in use) and wait for arrival of a Follow-me
car.
Pilots shall inform Tower of "Follow-me in sight" and shall not begin taxiing
until clearance from Tower to taxi and follow Follow-me car to assigned stand is
granted.

1.3.2.3. DEPARTURE
Pilot shall request clearance for engine start-up notifying the stand position.
Departing ACFT, independently of origin apron, shall be guided by marshaller to
TWY A next to threshold of RWY in use:
With RWY 13 in use, marshaller shall guide ACFT to TWY Q intersection, with
RWY 31 in use to TWY HS-1 intersection.
ACFT which are departing and need to return to apron, notify ATC and wait for
taxiing instructions, guided by Follow-me car.
Access to RWY 13/31 shall be carried out pref erably by HN-3 or HS-3, according
to RWY in use, being forbidden access by E-1 and E-3 via E-6.

1. GENERAL
1.3.3. COMMUNICATIONS FAILURE AND ABNORMAL SITUATIONS IN THE
MANOEUVRING AREA
1.3.3.1. COMMUNICATIONS FAILURE
Whenever an ACFT operating in the manoeuvring area experiences a communica-
tions failure, it must comply as follows:
Arriving ACFT:
If the ACFT has just landed, it shall hold position on vacating the RWY via TWY
HN 3/HS 3, at the stop bar corresponding to TWY A (A3 or A1 according to RWY in
use) and wait for the arrival of a Follow-me car to be guided to the assigned
stand.
If the ACFT has ATC taxiing clearance, it will continue by the designated route
until stopping at the limit of the ATC clearance, exercising extreme CAUTION,
where it will hold position and wait for the arrival of a Follow-me car which will
guide it to the assigned stand.
Departing ACFT:
If the ACFT is taxiing with marshaller guidance, Tower shall contact marshaller
to guide the ACFT back to the stand.
If the ACFT is taxiing to holding position and the marshaller has left the manoeu-
vring area, the ACFT shall continue via the assigned route until stop at ATC
clearance limit, taking extreme CAUTION, where it shall hold position and wait
for the arrival of a Follow-me car to be guided to the assigned stand or holding
bay.
1.3.3.2. UNCERTAINTY ABOUT THE POSITION IN THE MANOEUVRING AREA
Except as provided below, if a pilot has doubts as to the position of the ACFT in
relation to the manoeuvring area, he/she shall immediately stop the ACFT and
notify ATC of this circumstance (including last known position).
In situations where the pilot has doubts as to the position of the ACFT in the
manoeuvring area, but recognizes that the ACFT is on a RWY, the pilot shall
immediately notify ATC (including the last known position), vacating the RWY as
soon as possible, if he/she is able to locate a suitable nearby TWY, unless stated
otherwise by ATC, and will then stop the ACFT.
1.3.3.3. LOSS OF VISUAL CONTACT BETWEEN MOBILE VEHICLES
In the event of loss of visual contact with another ACFT or with a vehicle with
which it maintains a separation, ATC will be informed immediately and the ACFT
will stop. ATC will take the measures it deems appropriate.
1.3.3.4. ACFT BREAKDOWN
Notify ATC of the situation and await the arrival of assistance. If you are on a
RWY, if possible and unless otherwise indicated by ATC, the ACFT shall vacate
it.

located on E-1, E-3 and E-6 and the taxiing by TWY A.

1.5. PARKING INFORMATION


Docking guidance system SAFEDOCK available at stands 14, 16 thru 54 and 60 thru
68. If visual docking guidance system not available on stands 60 thru 68,
Follow-me car shall be provided.
To avoid incidents due to the jet blast on apron, use power similar to the idle.
When for some reason, an ACFT requires increased power in the apron, pilots
must coordinate with ATC to send a marshaller to check and report to ATC the
viability of the manoeuvre and supervise it, if appropriate.
On stands 14, 16 thru 54, 60 thru 68, 90 and 92 push-back required.

1. GENERAL
1.6. OPERATION OF ACFT OF CODE LETTER F
1.6.1. OPERATIONAL PROCEDURES
ACFT of code letter F must perform taxiing at reduced speed, with engines set to
idling and, whenever possible, with the outer engines switched off.
Whenever possible, it is recommended that the take-off operations should be
accomplished with low engine power.
1.6.2. TAXI RESTRICTIONS
In IMC conditions, during the taxiing of an ACFT of code letter F via TWY A,
instrument landings by RWY 13/31 shall not be authorized. Similarly, during the
taxiing of an ACFT via TWY D, instrument landings by RWY 12 shall not be
accepted. However, those visual operations compatible with the prevailing
weather may be authorized.
In IMC conditions, while an ACFT is on final approach or on the RWY after touch-
down by RWY 13/31 or RWY 12, the presence of an ACFT of code letter F on TWYs
A or D parallel to RWY shall not be permitted. However, the presence of these
ACFT at holding positions HN-3 or HS-1 is permitted.
During the taxiing of an ACFT of code letter F via TWY A and until it reaches
HN-3 or HS-1, crossing with ACFT of code letter D or higher, taxiing via TWY B
shall not be permitted.
During the taxiing via TWY B, crossing with ACFT of code letter D or higher on
TWY A shall not be permitted.
The presence of other ACFT at the holding bays of THR of RWY 13/31 during the
operation of an ACFT of code letter F on those RWYs shall not be permitted.
The taxiing shall be conducted at all times guided by a Follow-me car from/up to
the threshold up to/from the stand.
1.6.3. PARKING INFORMATION
Stand W5 is suitable for parking.
During operations of entry/exit to stand W5, stands W2, W3 and W4 must remain
free.

2. ARRIVAL
2.1. SPEED RESTRICTIONS
2.1.1. SPEED ADJUSTMENTS UNDER RADAR CONTROL
- MAX 250 KT at or below FL120.
- Reduce to 210 KT at the beginning of final turn to intercept the ILS LOC course,
when ACFT is located within 20NM of THR.
- 180 KT when crossing 12 NM from THR.
- 160 KT when crossing GM Lctr.
- ACFT with cruising speed lower than mentioned above shall maintain cruising
speed up to the adjusting fix concerned.
ACFT shall be exempt from carrying out these speed limits, when a continuous
descent arrival is being performed, but not with those explicitly shown on some
IACs.

2.2. NOISE ABATEMENT PROCEDURES


2.2.1. REVERSE THRUST
Reverse thrust other than idle is not allowed, except for safety reasons, between
2200-0600LT.

2.3. RWY OPERATIONS


2.3.1. GENERAL
Vacate RWY 12 only by using TWY E-8, E-9, E-10, E-11 and HE-1.
Vacate RWY 13 only by using TWY E-4, E-2, E-1 or HS-3.
Vacate RWY 31 only by using TWY E-3, E-5, E-6 or HN-3.
2.3.2. MINIMUM REDUCED SEPARATION ON THE SAME RWY
A landing ACFT shall not be permitted to cross the beginning of the RWY on its
final approach until the following minimum reduced separation exists:
ACFT with 5670kg Weight or over:
Landing following departure: The preceding departing ACFT has taken-off and is,
at least, at 2000m from THR.
Light ACFT under 5670kg Weight:
Landing following landing: The preceding ACFT has just landed and is, at least, at
1500m from THR and in motion.
Landing following departure: The preceding departing ACFT has taken-off and is,
at least, at 1500m from THR.
These minima shall only be applied from SR to SS and under following conditions:
- Wake turbulence separation minima shall be maintained;
- While visual meteorological conditions (VMC) prevail in the aerodrome;
- When braking action is not adversely affected by RWY contaminants (slush,
water, etc.);
- When the involved ACFT are operating normally.
When issuing the landing clearance according to this procedure the following
instructions shall be used: ".... (ACFT call sign) BEHIND LANDING/DEPARTING
(ACFT type) CLEAR TO LAND RUNWAY (number)".

2. ARRIVAL
2.3.3. MINIMUM RWY OCCUPANCY TIME
Commensurate with the ACFT safety and standard operation, pilots are reminded
that rapid exit from the RWY enables maximum RWY utilization, lessens its occu-
pancy time and minimizes the occurrence of "go-arounds", shall vacate the RWY
by the HSTs and wait for ATC instructions.
Unless ATC indicates a specific HST, ACFT shall vacate the corresponding RWY by
the following HSTs:

2.4. OPERATION OF ACFT OF CODE LETTER F


In IMC conditions, while an ACFT of code letter F is on final approach by
RWY 13/31, or is on ground after touchdown, ATC shall not authorize the taxiing
of any ACFT on TWY A. However, holding of ACFT at holding postitions HN-3,
HS-2 or HS-3 will be permited.
In IMC conditions, while an ACFT of code letter F is on final approach by RWY 12,
taxiing via TWY D parallel to RWY shall not be permitted and nor shall be the
presence of ACFT at the holding positions of that RWY.
2.4.1. TAXI ROUTING

3.1. INTERCHANGE OF DATA WITH NMOC
Malaga-Costa del Sol APT interchanges data about departing flights in a similar
manner to those APTs which apply advanced ATC TWR procedures.
The interchange of messages between the local ATC system and the ATM network
adheres to the European standard for APTs A-CDM, using the following types of
message:
- ATC Departure Planning Information message (A-DPI).
- Cancel DPI (C-DPI), when this is required.
When approval to start-up has been published and the ACFT starts to push back,
the Target Take-Off Time (TTOT) is calculated and transmitted to NMOC. Use of
the Actual Off-Block Time (AOBT) instead of the flight plan EOBT, together with
the variable taxiing time, will increase the accuracy of the take-off time. If an
ACFT needs to abort taxiing for technical reasons, the flight will be cancelled in
the ATM network by sending a C-DPI message. As a consequence, the flight plan
will be suspended, with the remark "Suspended by departure APT". The operator
can activate the flight plan again by means of an updated EOBT (DLA or CHG
message).

3.2. START-UP AND TAXI PROCEDU RES


3.2.1. START-UP
During start-up clearance request, pilots shall report the complete ACFT designa-
tor, stand occupied and ATIS message received.
In case wingspan is 171’/52m or above, pilot shall report that it is a code E/F
ACFT during start-up clearance request.
3.2.2. CARRYING OUT OF CROSS-BLEED START
- Carrying out cross-bleed is only allowed for ACFT with inoperative APU.
- It is necessary to inform the Airport Operations Center of the need to perform
this maneuver:
- If the ACFT is parked on the stand 60 or
- If the ACFT is not an A318, A319, A320, A321, B752, B753, A332 or A333.
- ACFT parked in remote stand may carry out the maneuver in the same stand.
- ACFT parked on a contact stand shall carry out the maneuver at the push-back
point when the push-back has been completed.
3.2.3. PUSH AND HOLD PROCEDURE
The handling agents of flights parked at the boarding bridge stands affected by
regulations, may request clearance from the Operations Center of the APT to
wait for the CTOT in a remote stand whenever:
- the request is made in 60 minutes before the CTOT;
- the phase 3 of the LVP is not activated.
When there are two or more parked ACFT whose reversals are incompatible, the
ACFT requesting a standard push-back shall have priority over the one requesting
a Push and Hold one.
3.2.4. TAXIING
Access to RWY 13/31 shall preferably be carried out via TWY HN-3 or HS-3, when-
ever only one ACFT is operating, according to the RWY in use.

3. DEPARTURE
3.3. RWY OPERATIONS
3.3.1. MINIMUM RWY OCCUPANCY TIME
Pilots should be ready for departure when reaching the RWY holding position.
On receipt of line-up clearance, pilots should ensure that they are able to taxi
and line up on the RWY as soon as the preceding ACFT has commenced either its
take-off run or landing run.
Pilots who require additional separations due to wake turbulence or other reason,
shall notify ATC as soon as possible and before crossing the RWY holding point.
Pilots should be able to commence the take-off roll immediately when take-off
clearance is issued.
Pilots unable to comply with this requirement shall notify ATC as soon as possi-
ble and await instructions. When appropriate, ATC could cancel the clearance and
instruct the ACFT to vacate RWY.

3.4. OPERATION OF ACFT OF CODE LETTER F


ACFT shall always take off by RWY 13/31.

Lighting and paving work on the manoeuvring area.

- Taxiway centerline lights on TWY HS-2 indicating exit from the runway are not available.
- Access to RWY 13/31: if just one ACFT is operating, TWY HN-3 or HS-2 shall be used in
preference, depending on the runway in service, unless Ground indicates otherwise.

Low Visibility Procedures (LVP):


During the execution of this phase, the surface movements are modified as follows:
DEPARTURES: - The access to RWY 13/31 with the LVP activated shall mainly be carried out
via TWY HS-2 and HN-3 depending on the runway in use, while access via TWY
E-6, E-3 and E1 is prohibited.
- The published taxiways for departing ACFT shall be modified with RWY 31 in
use, replacing A-1, HS-3 with A-1, HS-2.
ARRIVALS: - Landing with LVP activated are not permitted.

PHASE 5: WORKS ON TWY A (SEGEMENT BETWEEN TWYS HS-3 AND G-7)


Schedule:
NIGHT time hours (0000 - 0600 LT).
Operational restrictions:
- RWY 13/31 closed to traffic during working hours.
- Segment of TWY A between TWY HS-3 and G-7 unavailable during working hours. At the end of
each workday, the segment of TWY A shall be returned to its initial state and shall be fully

- Landing by RWY 31: Take exit E-6 (or HN-2 indicating this be necessary), continue via TWY A up

- Take-off by RWY 13: Exit from stand W5 via gate G-13 to access and taxi on TWY A, continue up
to runway holding position of TWY HN-2.
- Access to RWY 13/31: If just one ACFT is operating, TWY HN-2 or HS-3 shall be used in
preference, depending on the runway in use, unless Ground indicates otherwise.

Low Visibility Procedures (LVP):


During the execution of this phase, the surface movements are modified as followed:

DEPARTURES: - The access to RWY 13/31 with the LVP activated shall mainly be carried
out via TWY HS-3 and HN-2 depending on the runway in use, while access via
TWY E-6, E-3 and E-1 is prohibited.
- The published taxiways for departing ACFT shall be modified with RWY 13 in
use, replacing A-1, HN-3 with A-1, HN-2.
ARRIVALS: - Landings with LVP activated are not permitted.
