The United States Government, represented by the U.S. Agency for International
Development (USAID), is seeking applications from qualified Foreign Service Nationals to
provide services as USAID Project Management Specialist (EID), FSN-11 (Full
Performance Level) under a Personal Services Contract, as described in the attached
solicitation. The place of performance for this position will be in Jakarta, Indonesia.

Submissions to this solicitation shall be in accordance with the attached information, at the
place and time specified. Incomplete, unsigned or late applications will not be considered.

I. POSITION DESCRIPTION

A. BASIC FUNCTION OF POSITION


The Program Management Specialist provides direction, policy and technical advice to
the USAID Mission for Emerging Infectious Diseases (EID) with a focus on zoonotic
and cross-species infectious diseases. The incumbent provides across-the-board expert
advice on the design, execution, management, structure and documentation of
decentralized management of EID activities and trans-boundary infectious diseases.
S/he is responsible for directing the performance of EID activities under D03 "Global
Development Priorities of Mutual Interest Advanced," including overseeing technical
assistance agreements to deliver a package of EID control measures in animals and
humans, using a one health approach. The incumbent serves as Activity Manager for
multiple Emerging Pandemic Threats (EPT) centrally-procured activities and as the
Contracting Officer's Technical Representative (COTR) for other activities. S/he also
provides other program management and technical support as required.

B. DUTIES & RESPONSIBILITIES

a) Program Management 70%

The Program Management Specialist manages activities to combat EIDs to achieve


public health impact. In close coordination with the Education Office and others, the
Program Specialist also manages key EID education, scholarship, short training course,
and research-related work as well as other duties required by the Office of Health.

The Program Management Specialist is responsible for reviewing and evaluating


acquisition and assistance proposals related to EIDs, together with the Senior Program
Management Specialist, the Senior Infectious Diseases and Science Advisor, Infectious
Diseases Team Leader, Contracts Officer, and Finance Officer.

S/he serves multiple roles as Activity Manager and/or A/COTR for relevant EID
programs. The Program Management Specialist ensures the effective management of
EID related activities in Indonesia maintaining close contact with Implementing Partner
personnel from the technical assistance contractor/grantees both in Indonesia and in
their US-based headquarters, and all implementing agents related to EID as necessary
at the Jakarta central level and field locations.

S/he is responsible for:
• preparation of documentation related to contract financing and amendments for EID
related activities for both institutional contractors and grantees, in collaboration with
the other program managers.
• supporting the design of new activities and ensures that new and ongoing
interventions are consistent with USAID strategic priorities, the Mission's Country
Development Cooperation Strategy (CDCS), the USAID-Indonesia Assistance
Agreement (GOI AA), the USAID-Ministry of Health Individual Arrangement, the
Mission's performance monitoring plan, and ID Team monitoring and evaluation
requirements.
• supporting the financial and performance reporting to the USAID/Washington
Emerging Threats Division (ETD) Unit in addition to other reporting requirements.

b) Program analysis and portfolio guidance 15%

The Program Management Specialist assists the Senior Program Management


Specialist, the Senior Infectious Diseases and Science Advisor, Infectious Diseases
Team Leader, and Senior Management in the Mission to:
• interpret GOI policies, institutional issues and program priorities affecting the
direction and implementation of the EID program, and
• formulate, negotiate and implement required actions within the Indonesian milieu,
with primary responsibility for the EPT and the Global Health Security Agenda
(GHSA) arenas.

The Program Management Specialist, along with the Senior Program Management
Specialist and Senior Infectious Diseases and Science Advisor, also serves:
• as a key contact to the USAID/Washington ETD Unit for advice and technical input
on policy, strategy, planning, and M&E issues as they relate to EPT and GHSA.

c) Program performance assessment and reporting 15%

The Program Management Specialist assists the Senior Program Management


Specialist, the Senior Infectious Diseases and Science Advisor, and the ID Team
Leader to manage the EID program, to:
• assess performance, and
• ensure compliance with USAID monitoring and reporting systems.

The Program Management Specialist has primary responsibility for:


• gathering and reviewing M&E and financial data for EPT and other activities,
• support the Senior Program Management Specialist to ensure that all data is
reported on a timely basis both for regularly scheduled reporting systems and for
special requests, and
• updating information on implementation status, issues, and objective achievements
including internal reporting for USAID/Indonesia, USAID/Washington, GOI AA,
GHSA, and other documentation requirements.

The Program Management Specialist develops and employs:
• a monitoring system for contracts, cooperative agreements and grants under his/her
management authority and ensures timely action on critical documentation and follow-
up requirements, e.g. ETD M&E Framework, waivers, accruals, memoranda of
understanding, audit and evaluation recommendations, and all documents required by
the Mission, USAID/Washington, and the U.S. Government.

The Program Management Specialist provides:


• issue-oriented briefings and presentations on the EID program objectives,
accomplishments and development impacts to GOI representatives, NGOs, private
groups, donors and other external audiences, as required.

In carrying out the various Development Objectives, Special Objective and program
functions described above, the Program Management Specialist:
• assists the Senior Program Specialist and Senior Infectious Diseases and Science
Advisor to work closely with appropriate Office of Health Team Members and staff
responsible for individual activity direction, implementation and support, and with
appropriate staff from other Missions and GOI offices.

In exercising the administrative management and oversight responsibilities, the


Program Management Specialist:
• frequently exercises independent judgment based on an understanding of USAID
policies and management guidelines, arriving at adaptations and courses of action
consistent with the most current policies and guidelines.

C. PERIOD OF PERFORMANCE/TIMING
5 year contract period, renewable (Indefinite - type position)

D. POSITION ELEMENTS

a. Supervision Received: The incumbent will be directly supervised by the Senior


Program Management Specialist. The incumbent is expected to work
independently and be responsible for setting his/her own priorities and planning
and executing his/her own work.

b. Available Guideline: The incumbent is required to understand Mission and


Agency-specific policies and procedures which govern Project Activity
Management. He/she will utilize a variety ofUSAID guidelines for program
implementation (i.e. Country Operational Plan guidance, indicators and
reporting guidelines, etc.) and reporting. Oral guidance from the immediate
Supervisor (and his/her designate) and specific detailed instructions will be
given when necessary for carrying out unique assignments.

c. Exercise of Judgment: Individual will be entrusted to act on behalf ofUSAID


concerning matters related to the USAID programs in Indonesia. In instances
not clearly covered by written guidelines, the incumbent will use her/his own
personal, well-informed judgment in devising innovative approaches to

resolving technical, administrative and managerial problems. Considerable
judgment is required in effectively working with local and national GOI
officials, NGO advocates, in coordinating multi-sectoral efforts in support of
USAID/Indonesia development objectives, and in collecting data and reporting
on progress of activities and recommending project actions. The incumbent will
also be required to follow and adhere to the Agency's Code of Ethics and
Conduct.

d. Authority to Make Commitments: The incumbent will not have the authority to
independently make funding commitments for the USG.

e. Nature, Level and Purpose of Contacts: The incumbent will be required to


establish and maintain solid working relationships with all categories of Mission
personal to function effective. The incumbent will work closely with USAID
on a daily basis; with other USG agencies and in-country partners at least every
2-3 weeks; with prime partners (e.g. UN Agencies, NGOs) on a weekly basis;
with the Ministry of Agriculture, Ministry of Health and other GOI
counterparts; and with other country partners at least monthly. The established
method of communication/contact will be in person, by phone or written
communications (including e-mail).

f. Supervision Exercised: None.

Time required performing full range of duties after entry into the position: 12 months.

E. MEDICAL AND SECURITY CLEARANCE

The selected candidate must obtain a U.S. Government security and medical clearances. If
such clearances are not obtained within a reasonable time or negative suitability issues are
involved, any offer made may be rescinded. Details on how to obtain Medical clearance
will be provided once a job offer is made and accepted. You must be available to start work
as soon as valid medical and security clearance are obtained. This availability must be
indicated in your cover letter.

II. REQUIRED QUALIFICATIONS & SELECTION CRITERIA

In order to be considered for the position, a candidate shall be a Indonesia Citizens. The
candidate must meet the minimum qualifications listed below. Consideration and selection
will be based on a panel evaluation of the evaluation criteria factor below. Please note that
only shortlisted/finalist applicants will be interviewed or contacted. USAID does not pay
for any expenses associated with the interviews unless expenses are pre-authorized.
Reference checks will be conducted on those candidates selected for an interview. The
applicant's references must be able to provide substantive information about his/her past
performance and abilities.

Interviews and a writing exercise may be requested. Applicants are required to prepare a
brief narrative demonstrating how prior experience and/or education and training address
selection criteria factors listed below.

a. Education (10 points)


A minim.um of a Master's degree from an accredited university in a field related
to animal health, public health, community development, or other relevant
discipline is required.

Additional Education in these fields is desirable.

b. Prior Work Experience (20 points)


Must have a minimum five years of progressively responsible, professional
experience in project design, management and implementation in the fields of
animal health, epidemiology, public health, community development, or other
relevant discipline is required. The Program Management Specialist should also
have five years of experience working in a development context. Work history
reflecting hands-on experience in government institutions (central and sub
national level), civil society engagement, and/or community development
required.

Additional Experience in these fields is desirable.

c. Language Proficiency (20 points)


The incumbent must be fluent (level IV) in Bahasa Indonesia, and be fluent
(Level IV) in spoken and written English. Higher levels of Language
Proficiency preferred.

d. Job Knowledge (20 points)


The Program Management Specialist must have sound knowledge of the
concepts, principles, techniques, and practices of one health, animal health and
public health, infectious diseases, environmental and wildlife issues, community
based program.ming, and development assistance. The incumbent should
possess knowledge of GOI policies and policy reform in one or more of the
following areas: animal health, public health, rural development, decentralized
governance, local institutional development involving public-private
partnerships, and of related laws, regulations and procedures. It is preferred if
the incumbent also understands donor procedures and regulations, community
and individual level behavior change, and/or epidemiology.
Additional Job Knowledge in these areas is desirable.

e. Skills and Abilities (30 points)


The incumbent is required to be able to:
1) Obtain, analyze, and evaluate a variety of data;

2) Demonstrate critical thinking skills about programmatic needs, quality of
programs and activities, and make well-reasoned recommendations;
3) Demonstrate orientation and attention to detail to plan, multitask and manage
and evaluate complex programs independently and as part of a team;
4) Organize and present technical information in concise written and oral form
in both English and Indonesian;
5) Furnish information and advice in assigned areas objectively;
6) Follow oral instructions and organize, prioritize and follow through on all
assignments with minimal oversight;
7) Type accurately;
8) Edit documents,
9) Focus on details; and
10) Demonstrate proficiency in word processing, spreadsheets, databases and
other computer applications (i.e. Microsoft Office, Excel, PowerPoint, etc.).

The incumbent must also have the ability to establish and maintain contacts at
all levels of the host government (i.e. from the community level to the
Ministerial level) and with stakeholders in the non-governmental arena in order
to explain USAID political process project/program policies, objectives and
procedures. In the same vein, the incumbent must be able to transmit and
interpret host country government and non-governmental sector program-
related concerns to the EID Team and entire Office of Health.
The incumbent must also have demonstrated potential to acquire knowledge of
U.S. Government legislation relating to humanitarian and development
assistance; USAID programming policies, regulations, procedures, and
documentation; and a thorough understanding of the objectives, methodology,
and status of the Mission's overall Strategic Objectives and Goals.

The incumbent must also have excellent interpersonal skills in order to:
1) Facilitate productive professional relationships with other members of the
USAID team, with USAID/Indonesia's implementing partners, and with
national counterparts;
2) Work tactfully and effectively under pressure;
3) Demonstrate extreme flexibility;
4) Effectively manage more than one activity at a time; and
5) Work effectively as a team member in an established culturally diverse
Mission team environment.

The incumbent must be willing and able to travel extensively throughout


Indonesia as/when necessary or requested in direct support ofUSAID/Indonesia
and program strategic objectives and goals. The incumbent must be able and
willing to work additional hours beyond the established 40-hour work week and
outside the established Monday-Friday work week as may be required or
necessary. The incumbent must be a self-starter and work well in a team.
