TO: The Administration,

We would like to convey to your administration that we have seen violations to the assigned
guard that subjected to their agency with the following standards or protocols when it comes to work.
Here is our complaint to the assigned guard who work in our church and school.

1. He violated the number five order in the 12 General Orders that order n0.5 stated “To quit my
post only when properly relieved.” Every Saturday and Sunday he leaves early on his duty and
joins the elders without a return guard on the post. Even though he told brother Egay to guard
the post, is still wrong because he is under the agency protocols and he must be follow and
complete his working hours for right compensation. Their are many times he leaves his post
and joins the work of the elders.

2. He leaves the 38 Cal. hand gun in the guard house when he left early together with the elder
and go in mabini. The 38 Cal. is guarded by Bro. Egay to be given to another agency's guard of
their agency at night that assigned on another post, that this is a clearly violation of R.A. 5487-
AN ACT TO REGULATE THE ORGANIZATION AND OPERATION OF PRIVATE DETECTIVE,
WATCHMEN OR SECURITY GUARDS AGENCIES. of its IRR, RULE VII-Use of Arms , SECTION 3-
Limitations in the carrying of firearms, LETTER B Stated: “The firearm issued to security
personnel of private security agency/private detective agency/company security
services/government security unit shall be carried by the security personnel only within the
compound of the establishment where he is assigned to guard, except when the security
personnel is escorting big amount of money or valuables on conduction duties outside its
jurisdiction or area of operation, upon prior coordination with the nearest PNP units/stations, or
when in hot pursuit of criminal offenders.
