Home Care and Monitoring System

Introduction:
According to Bureau of Police Research & Development Ministry of Interior, Pakistan; all reported crimes
are increased by 400680 to 646900 from 2003-2012 and according to current conditions and reviews the
crime rate is not just increased but are doubled or tripled [1]. Our project is based on the current situation.
In 2004-5 the Authority dealt with 5,609 claims of clinical negligence and 3,766 of non-clinical negligence.
About 38% of claims are abandoned by the claimant, and about 43% are settled out of court. In 2004-5
£502.9 million was paid out in respect of clinical negligence claims, and £25.1 million in respect of non-
clinical negligence [2].

The main motivation of this project is to Prevent them by stopping thefts and crimes while they are in
progress. This can be achieved either by mechanical devices that physically Interact with the field or by
electronic devices that quantifies and measures changes in the given environment. Motion detection refers
to the capability of the surveillance system to detect motion and capture the events. Motion Detection Is
usually a Software-Based monitoring algorithm Which; When it detects motions, it will generate signal, the
surveillance camera to begin capturing the event. This project proposes that the Motion Detection System
which we have to be built has various benefits in terms of cost and complexity. Our system basically consists
of the camera, which is Built on the Computer System. The camera thus significantly reduces the cost of the
overall system.

Problem Statement:
Traditional video surveillance takes a huge amount of storage space. Recording everything captured by a
surveillance camera consumes excessively; which limits the effectiveness of traditional video surveillance.
Manual systems are used in our country. There are no proper mechanisms for surveillance in our country.

Proposed System:
To solve these problems recording video that contains important information, i.e., video that
contains motion in the scene, is the only ultimate solution. This can be done with a web camera or camera
and a motion detection algorithm that detects motion. When the lighting condition changes, it is difficult
to distinguish real motion from lighting changes. So, an algorithm is developed that robustly distinguishes
motion from lighting changes by removing the mean from the frame difference signal.

On detection of any kind of Malicious Activity the system will capture the Image Immediately and send
notification to the administrator or the user which is handling that system. The image is in the form of Image
(MMS) and e-mail. Also at the same time the Alarm will be set off signaling the occurrence of the ongoing
illegal activity, which can also have benefit of causing Momentary Panic among the robbers and alert the
concern authorities Via MMS/e-mail/SMS. The system is designed to capture the effects of light sensitivity.
In case of sudden changes in the light the system will capture the Image and set off the Alarm. In summary,
the contribution of this Project is, it does not only detect the ongoing Intrusion or any unwanted activity
but also to stop It while it is in progress. In this project, we consider these factors under over consideration
and we develop the system which will be more efficient according to safety and monitoring. We use the
technology so called Camera Motion sensing, by using this and by applying various algorithm we can sense
the motion of scene through camera so that we don’t loss concentration on object which is under
surveillance. It may be a thing or a human or anything which have worth in our life.

Benefits of Proposed System:

In our project, we have aimed to build such a surveillance system, which can not only detect
motion, but will:

A. Warn the user of the Intrusion by setting on the Alarm,

B. Record the footage from the moment the motion was detected,
C. sends an e-mail to the Logged in user, and
D. Sends MMS/SMS on The Mobile Phone of The User.

Survey Analysis:
A number of approaches and systems have been proposed in the recent years but no one is practically
implemented in our country and the main focus is on manual system i.e. hiring the guards. The home care
and monitoring system. We do survey of different system like these: -

Now the estimated cost of the existing systems will include the cost of various hardware equipment’s that
the system requires supporting it. Even the lowest cost motion detectors’ which are currently available in
the market are far more expensive then the system we have built.

Tools and Techniques:

Font End Tool:

Visual studio 2013 or above and MATLAB.

Back End Tool:

SQL database management system.

Process Model and Design Approach Used:

Rational Unified Process Model (RUP) is followed in this system. This system use Sum of absolute
Differences (SAD) algorithm for designing.

Limitation:
We can make this system on Mobile platform but because of time constraint we cannot develop this. We
can use heat sensing mechanisms for motion sensing but because of time issues we can’t afford this.
