Issue-A11/2002 la 12 13 La LS 1.6 1,DOBACC SCHEME ‘The DOEACC Scheme is the outcome of a Working Group set up by the All India Council for Technical Education (AICTE) which is the statutory body responsible for the development of technical education in the country. The objective of the Scheme is to generate quality manpower in the field of Information Technology {IT) at the national level by utilising the facilities/ expertise available with training institutes/organisations in the non-formal sector. Under the Scheme, computer-training institutes/ organisations in the non-formal sector are granted accreditation for conducting specified Levels of courses, subject to their meeting. well defined norms and criteria. Accreditation is for the computer course and not for institution/ ofganisation as such. These courses are at four levels O, A, B, C as described in section 2. Under the Scheme, quality of education is assured through : i) accreditation of courses conducted by institutes based on specified norms and criteria; : ii) use of standard syllabus for each of the four levels of courses viz. O/A/ B/C. iii) updating of syllabi at regular intervals to meet the needs of the industry and technology trends; and iv) conduct of examinations by an Examination Board. Students can acquire any of the qualifications, at the different levels, if they undergo the particular level of the DOBACC accredited course in the institutions approved for conducting the relevant course and pass the examination conducted by the DOEACC Society. Working professionals can also appear in the DOEACC examinations, provided they possess the prescribed relevant experience for that particular level. In both the cases, the candidates should have the requisite educational qualifications as indicated in the eligibility criteria given in Annexure-L ‘The DOEACC Scheme was being implemented by the DOEACC Control Centre initially from Jan,1991 and subsequently the DORACC Society was registered under the Societies Registration Act, 1860, on the 9th November, 1994, to continue the Implementation of the Scheme. ‘The Society registered as an autonomous body under the Department of Electronics (DOE) now DIT, Ministry of Communications and Information ‘Technology (MCIT ), Government of India. The Society has at its apex, a 1 Issue-A11/2002 Governing Council, to overoce the adminietration and management of the Scheme. ‘The Governing Council consists of a Chairman and Members representing various intcrests in the computer field, from academia, industry, professional bodies, AICTE, MHRD, UGC, and Department of the Government of India. The Governing Council is assiated by an Executive Committee, which is a core committee drawn from the Members of the Governing Council. The Secretary, Ministry of Information Technology (MIT), Government of India, is ex-officio, the President of the Suciety. WHAT 1S ACCREDITATION? (a) (b) Accreditation of DUEACC Courses Accreditation is for conducting a course under DOKACC Scheme by institutions in the Non Pormal sector, whereby an cxisting course being delivered by an Institution is critically appraised by DOEACC Screening Committee to verify that the course meets the Norms and Standards prescribed by the DOBACC Society under its Accreditation Scheme. Thus, Accreditation accorded by DOEACC Society ensures that the Institute conducting proposed course has the sufficient infrastructure, faculty, tacilities etc. as per the Accreditation criteria to be able to deliver quality IT education & training. Accreditation is accorded to a couroc at an institute at a specitied location and does not cover any other locations/Franchisces/ Branches under any circumistances. Authorised Institute is one which conducts DOEACC accredited course as mentioned above. WHY ACCREDITATION? ‘The need and demand for Accreditation of a course has arisen in view of the extraordinary quantitative gvowth in the number and varity of the computes courses over the last 15 years. In order to meet the burgeoning demand for qualily computer professionals, a large number of private institutes smuchroomed, having made their own axioms that result in quality variation from institute to institute with emphasis often being on the commercial rather than educational aspeets. The norms and standards laid down fot the grant ofaccreditution would enable the inetitutiono, to impart quality education and aloo serve ao guideline for future improvements and new programme development. Such an exercise will ensure that the Institution indeed hao, and ie likely to continue to have in the near future the necessary instruments, resources and the progruaues Lo produce (echnical manpower that nol only meets the local industry requiremento, but is also an acceptable human resource for the wlobal job market. Tssue-A11/2002 2 21 214 22. 224 22.8 224 23 24 2. DOBACC COURSES ‘The Society conducts examinations for the four levels of courses, viz, Levels 0’, A’/B’ and ‘C’. Certiticates/Diplomas are awarded tu successfull candidates uy the Society. ‘These Cortificates/Diplomas are recognised as qualifications for jobs in Government appropriately. ‘The DOBACC Courses and Examinations, leading to diplomas or cxitificates, are in four levels as: “0, a Foundation Level, that certifies the candidate’s competence ag & “Programmer Assistant” or equivalent level; this is visualised as the lowest rung; the course conducted shall not be leso than one year in duration: ‘a3, an Advanced Diploma, that evidences the candidate's competency as a programmer; the course undergone at the certified institute shall not be less than a year in duration and should be equivalent to a full time effort, of an average student, of a years +B! an MCA equivalent, that attests the candidate's vompetency asa Systems Analyst/Software Engineer; the course duration, at the approved institute shal] not be less than three years in duration and should be equivalent toa three years, 1ull time study, of an average’ students 'C", M. Tech. level, that attests the candidate's competency as a Systems Manoger, the course duration, at the accredited Institution shall not be less than 18 months and should be equivalent to an eighteen months full time study, of an average student. Whereas the above covers the expectedduration of course to be conducted by the INSTITUTIONS to qualify for Accreditation, certain mininwum criteria have to be met by the CANDIDATES to actually appear in the EXAMINATIONS, as indicated below. CRITERIA FOR ACCREDITATION OF THE COURSES ‘The imparting of training for DOEACC courses is open to Organisations in the non - formal sector, including autonomous bodies as long as they meet the criteria and obligations as set out below. Each level & each Jocation fs treated as a separate entity, Provisional accreditation is granted, in the first instance, which is reviewed periodically, as explained later. Criteria, subject to revision, to be met, by the Institute, are as follows : Must show financial stability and sincerity of purpose. Institute should have been authorise by DOEACC Society to conduct DOEACC '0' level course and have met the criteria of fielding minimum number of candidates in each module of the DORACC ‘0’ level Examination. Should have conducted similar courses for at least two years preceding the date of application. Must have own premises, if hired, on a long term lease, Level wise period of lease required is referred at Annexure IF with a reasonable assurance of continuity; documents of prof to be provided. Minimum earpet area should be better than 90 square meters, to cater to at least one class room to seat 25 students, one laboratory for hands on, training, a library, reception arca and proper & adequate washroom facilities, this should vary upwards depending on number of students, batches ote, Faculty mnst consist of at least 3 permanent members ( 2 competent faculty and one support faculty), should have becn with the institution for not fess than six months; should possess qualifications and experience referred at Annexure III, should posscas its own hardware and software at site as per the “ Specttications given in the syllabus. Not more than two students to be"provided with one terminal or PC in one batch; must have sufficient systems (Servers, PCs, UPS, Printers ete,), with multi-user environment with sufficient terminals to meet the criterion of onc terminal between (wo students; will possess its own software at site as specified in the syllabus. looue-A11/2002 4 3.2.7.3. Must have compilers and graphics required as specified in the syllabus. 3.2.8 All software should be licensed keeping in view the national/ international norms for intellectual Property Rights. 3.2.9 will have modern teaching aids like overhead projectors, video projection, audio visuals aids ete. 3.2.10 Library should have a good selection of books as per the syllabus of DOEACC courses and subscribe to periodicals of standard quality apart from lending, should have reference facilities; as evident from the List of Library Books, Registers for issue of books and usage of library by students. 3.2,10.1 Original copies of Prospectus for the concerned Level (at least two copies, one for the Director of institute & other for the library reference) and Syllabi (at least five copics, one for the Director, one for the faculty head and three for library reference) to be available. 3.2.10. It would be desirable to have copies of B/C syllabi also. 3.2.11 Course Fees charged should be reasonable, justifiable and commensurate with the infrastructure and facilities offered. : 3.2.12 At least 50% of the enrolment in the computer courses/training institution will be on the basis of merit, with a specified Percentage for scheduled caste/ scheduled Tribe candidates as per norms prescribed by the Government from time to time. 8.2.12.1 A.comprehensive hand book, documenting course detail (showing time spent on contact hours, demonstrations, visits, examinations and practicals) library facility available to him/her, faculty list, fees, rule for refund of fee, Rules and Regulations etc. should be made available, no misleading information should be presented; 3.2.12.2 Student administration should be of high order; 3.2.12.3 At the end, feedback should be planned to complete a comprehensive record keéping of admission, registration, aptitude test, selection norms, candidates selected, attendance, internal evaluation, Project work etc; 3.3 _ INSTITUTIONS secking accreditation have to apply for a ‘provisional’ in the first instance. The original form attached at Annexure IX should be used in duplicate (separate sheets should be used for Attachments), along with the prescribed fees in favour of DOBACC, drawn on any nationalized bank, payable at New Delhi (as specified at Annexure 1V). Institutes desiring publicity materials to facilitate proper projection & marketing of the DOEACC Course(s) may send a DD for Re. 1100/- in favour of DOEACC.. Publicity material consist of a Video (VHS format) cassette which is of a duration of 10 minutes. This also havo a provision of § commoreial slots of 30 seconds each. 4, PROCEDURE FOR ACCREDITATION OF THE COURSES: Provisional acereditation to conduct a course will be granted at the first instance. It will involve a detailed investigation of the application /institute as follows: ‘The upplication will be screened for completeness, additional information may be asked far if necessary, incomplete forms and inability to supply adiitional information may lead to rejection. AScreening Committee, with a Society approved Convenor and two members, will be deputed to check that all criteria laid down above ase iss fact fulfilled. ‘The Screening Committee is expected to take about a month & half or more, depending on the location of the institute and the suitability of « mutually convenient date to all, to complete its inspection formalities. The Committeo will forward the reports to the DUEACC Society for necessary further actions. Screening Committee will examine all of the following: Compliance of all norms set out above at Section 3 Actual competence of the teaching staff over and above the paper qualificalivus submitted; Progress of students: ‘Teaching methodologies: Management attitudes, plans, and approach ete; Past results; Student feedback on uscfulness, teaching standard, criticisms, praise ete; Paculties for Placement uf students or completion of their training as well as their project worl, Issue-A11/2002 6 4.2.1.9 Sustainability of the InstiLution financially, lechnivully, infastucture-wise and growth-wwise; 4.2.1.10 Course adminiotration in reopect of admission, rules, regulations, 43 44 45 47 ATA 479 assessments, record keeping placement policy, etc. ‘The course conducted by an institute will be granted Provisional Accreditation subject to meeting the criteia laid down by the DOBACC Society. A letter of provisional accreditation will be issued allotting the provisional accreditation No. to serve as the docurnentary proof of the same. A certificate will also be gent after vorification, Provisional ACCREDITATION will be subject to the INSTITUTE giving on undertaking far fielding at least a minimum number of candidates as Indicated at Annexure V in each Paper of the DOEACC EXAMINATION (o be held not later than 18 months and onwards from the date of provisional ACCREDITATION without prejudice to norms for full ACCREDITATION. This undertaking is required to be furnished in prescribed format: - (See Attachment 19) at the time of submitting the application. INSTITUTIONS failing to meet the criteria will have their application rejected and will not lv be revisited {ill six moaths elapse and the Institutions have to submit a fresh application along with all the enclosures & fee prescribed in Annexure IV since the initial application fee is fore-feited when the application has been rejected. It Jo quite likely that some institutions, otherwise excellent, fail in come minor rectifiable aspects. Such applications may be kept deferred for specilied periods without losing the application fee. Such institutions will have to rectify and report in writing within eix monthe from the date of ieeue of determent letter, along with the supporting documentary evidences and re convening fce given at Annonure IV as an overhead charges for the second, visit. Full Accreditation: Institutes cap hecame eligible ta this upgraded statuson satisfying the performance criteria as specified from time to time. Present criteria is given at Annexure VI. minimum one year after the grant of Provisional Accreditation and within provisional accreditation period. Ane weightage will he given to the number of faculty members trained under the “Training the Trainers” Programme of DOBACC as and when organised, 7 Issue-A11/2002 473 ana ans 48 48.1 48.2 4.8.3 48.4 48.5 48.6 49 after the results of each examination, the institutes eligible for Full Accreditation are analysed as per the performance criteria referred at Annexure VI, institute will be individually intimated through registered post, giving the procedure, fee etc. along with an application for full accreditation. Complete applications received from the institute for upgradation to fall status will be scrutinised and approved as per procedures, subject to meeting the norms, institute's Provisional Accreditation for the course will be upgraded to full status and will be allotted Full Accreditation Number and the letter for Full Accreditation will be issued to the concerned institute. A certificate to this effect will be sent later on, Full Accreditation is for a period of six years subject to renewal every two years based on the following: (i). performance & interest in DOBACC Scheme (i) submitting the renewal application cum annual progress report (format attached at Annexur Xi) (iii) renewal fee. Provisional/ Full Accreditation may be withdrawn if the institution has been unable to meet the performance criteria as specified from time to time by the DOBACC Society, the current criteria is given at Annexure VI Non adherence to accreditation norms. failure to maintain the norms/criteria applicable for granting accreditation specified at Item no. 3 above. ° failure in meeting the stated norms with time; for this surprise visit by monitoring teams may be planned; giving misleading information through newspaper advertisement, statement in brochures, the press, letter ete; and also breaches of “code of ethics”; Re-application after withdrawal will not be permitted at lea six months from the date of withdrawal. t for a period of To ensure maintenance of standards, surprise monitoring visits will be carried out by Officers of DOEAGC Society, their nominees and a special set of eminent experts from the fields of management, Engineering, Technology and related areas. Issue-A11/2002, 8 51 Sia 5.12 5.13.1 5.14 OBLIGATIONS OF AN INSTITUTE AUTHORISED ‘TO CONDUCT ACCREDITED COURSES The INSTITUTION granted Provisional/Full ACCREDITATION by DOBACC Society has the following obligations: will accept the Procedures, Rules and Regulations laid down by the DORACC Society from time to time. will submit to DOEACC Society an Yearly /Annual Report (format attached at Annexure X) covering the 12 months period starting from the date of Provisional Accreditation in the format forwarded alongwith the Provisional Acereditation letter so as to reach the office of the DORACC Society within one month after the expiry of the 12 months period every year and Annual Renewal Fee as applicable in advance, one month before the commencement of the Annual period, inform changes in corporate structure, Name of Institute or address and the like; such changes will be used after due sanction by DOEACC Society on the recommendations of a screening committee orgnised for that purpose, with a fee for the re-inspection visit of the Screening Committee for this purpose as prescribed at Annexure IV by demand draft in favour of DOBACC payable at New Delhi is required to be sent by the Institute along with the request for the change, with supporting documentary proof. the above may also be asked for ad-hoc changes for justifiable reasons, (a) while permitting mention of accreditation granted in promotional material like advertisements and brochures, institutions must do so only for the level and the location for which approval has been accorded. (b) for all others it must be clearly conveyed that they are not conducting the accredited course and are not under the purview of accreditation by DOEACC Society. (c) While advertising at corporate level, the fact that only specific branches are conducting accredited courses must be unambiguously stated, otherwise, it is violation of the accreditation criteria laid down by DOEACC and liable for penal action as may be found appropriate by DOEACC. extend all cooperation to monitoring visits mentioned at 4.10. decisions on all matters by DOEACC Society are final and there is no scope for appeal; 9 Issue-A1 1/2002 5.5 Will sponsur at least one Facully for Training the Trainers Programme of DORACC Society. intimate changes in faculty, facilities and the like; such changes will be used after due sanction by DOEACC Society. For this, the institute is required to submit the request along with the supporting documentary proof. In case, if it is felt hy the NORACC Society that the reinspection visit is required for this purpose, institute have to bear the reinspection charges as referred at Annexure IV If an Accredited institute fails to mect any or all obligations listed above, TOBACC may withdraw Provisional /Full'accreditation granted to the course conducted by such institute, Accreditation /Re-convening fees paid once are not refundable under any * condition. 6. WARNING FOR DOEACC AUTHORISED INSTITUTES Institutions applying for ACCREDITATION will pay full heed to the following warnings: 61 6.9 6.9 at Government of India may in its absolute discretion, modify, alter, terminate, ouspend for apecified periods, the DOEACC Scheme, under national exigencies; DORACC dove:not bind, nor cause to bind, the Government to provide any ‘financial assistance, loan, provision of land or manpower or any other support to the institutions; Unauthorised use uf terme like “approved/accredited/recogniscd by Government” nr any similar expression, designed to mislead the public, will atiract penal action besides any adusinistrative action, that the DOBACC Society may take, as found fit 7, CODE OF CONDUCT FOR DOFACC AUTHORISEDINSTITUTES. Instititious are expected to maintain a high code of cthies that will be testified and annexed along with the application form (see attachment 18). 8. SYLLABI FOR DOFACC COURSES: Detailed SYLLABUS will be available from DOBACC Society on request along with DD for the amount mentioned at Annexure VIII in favour of DORACC, payable at New Delhi, Toouc A11/2002 10 8.2 The implementing authority will have the final word on SYLLABI but INSTITUTIONS are free to send their suggestions for improving the standards. 9. DORACC EXAMINATIONS . 9.1. Examinations are generally conducted every six months in Jan. and July starting on Second Saturday. 9.2 The Time Schedule for the sale of Examination Forms and closing date of receipt of filled-in forms will be announced through the leading Newspapers. 9.3 _Intimation of venue and ADMIT CARD will be dispatched to candidates well in advance by the examination authority, 9.4 REGISTRATION with DORACC Society is a pre-requisite and a CANDIDATE . has to apply in the form which cah be downloaded from DOEACC Website, with the fees as specified. Examination application forms submitted will be invalid without registration number, REGISTRATION is open throughout the year and valid for ten consecutive examinations taking into account the cut-off date for the next immediate examination after registration. There is, a cut-off date beyond which registrants cannot take the next EXAMINATION. 9.5 On passing the examination including the project, A certificate/diploma,is awarded by the DOBACC Society to candidates. 10. Excellence Awards in HRD Institute by. Ministry of Information Technology, Govt. of India In order to boost the morale of the institutes and to encourage them to strive for excellence to establish management systems for delivery of quality education and training in the field of computers & IT, the Ministry of Information Technology, Govt. of India has instituted Annual award for “Excellence in Blectronics” in the field of Human Resources Development. The award is given for the beat run DOBACC accredited ‘O’ and ‘A’ Level course, conducted by the institute. ‘On the same lines, DOEACC Society also gives the commendation certificates to best ten institutes conducting ‘0’ Level dnd best five institutes conducting ‘A’ Level course. 11, DOBACC ANNUAL REVIEW WORKSHOP All matters pertaining to accreditation of training institutes, syllabi, examination, registration of students for examinations, suggestions from accredited institutes, academic & industry etc.are reviewed and discussed periodically at Workshops, specially designed for these purposes and organised by DOEACC Society. 1 Issue-A11/2002 ‘These workshops are conducted generally once a year, planned well in advance, where, primarily the large number of participating institutes directly interact with the concerned officials of the DOEACC Society on these matters, Efforts are thus made to continuously bring improvements in the DOEACC Scheme to benefit the students & industry and to keep abreast of latest trends in technology development 12, GUIDELINES TO COMPLETE APPLICATION FORM FOR SEEKING ACCREDITATION OF COURSE(S} Before filling the Application forms following points should be noted: - + Use the original application form in the prospectus having a particular sl.no. ‘on the top of it. = Application é the documents should be page numbered in reversed order and Index should be given. : - The photocopy of the documents should be attested by the Gazetted Officer + Signature /Designation/Date/Address of witness is must, where ever it is mentioned. ~ Signature in the application and all attachments / enclosures should be that, of the authorised representative of the institution. Duplicate copy of application with all enclosures te be sent. Undertaking (Attachment 19) should be properly filled in. Incomplete application will be rejected and the fee paid will be forfeited Issue-A11/2002 12 Annexure 1 Eligibility Criteria* For Students To Appear In DOEACC Examinations A, Students from accredited Institutes: ‘0’ Level: ‘A’ Level: ‘B Level: ‘© Level: 10+2 or ITI Certificate (One Year) after class 10, followed in each case, by an accredited ‘0? level course. Or Successful completion of the second year of a Government recognised polytechnic engineering diploma course after class 10, followed by an aceredited ‘O' Level cuuise coneustently during the third year of the said polytechnic engineering diploma course. # Level ‘0'/ Government recognised polytechnic engineering diploma after class 10, followed in each case, by an accredited’ A’ level course (no concurrency) Or A Government recognised polytechnic engineering diploma after 10+2/ graduate and an accredited, ‘A’ Level course in each case (May be concurrent). + Level’ A ‘/Government. récognised PPDCA/ Government recognised PGDCA/Government recognised polytechnic engineering diploma/ Graduate followed in each case, by an accredited ‘B’ level course (First two semesters are exempted for those who pass’ A ‘level in full. Candidates, having Government recognised PPDC/Government recognised PGDCA ‘Will also be eligible for exemplion of some subjects depending on the courses they had undergone, on a case by case basis). Level “B*/B.Tech/BE/MCA/M.Sc/Master’s Degree inMathematics/ Statistics /Operations Research/MBA (or equivalent) with B.Sc./B.A, (Mathematics/ Statistics). GATE (Computer),followed in each case, by an accredited ‘C? level course. subject to review from time to time by DORACC. 13 Issue-A11/2002 B, Student-at-Large (Direct Applicants) ‘0° Level: 10+2 or ITI Certificate (One Year) after class 10, followed in each case, by one year relevant experience. * Or A pass in the NCVI -DP&CS (Data Preparation & Computer Software) Examination, conducted by DGE&T, Government of India, ‘A‘ Level: Level ‘0 ‘/Government recognised polytechnic engineering diploma/ ‘B Level ‘C? Level: Graduate, followed in each case, by one year relevant experience.* Level’ A /Government recognised PPDCA/Government recognised PGDCA followed in each case, by two years relevant experience. * (First two semesters are exempted for those who pass ‘A’ Jevel in ful. DOEACC Society shall have no liability to any Institute in respect of any cost, loss, damage, claims, demands, prosecutions, fines, penalties and / or expense suffered by any institute directly or indirectly as a result of any act, omission, representation or statement of any of the candidate, institute and / or organization. Institutes releasing unapproved advertisements will be liable to loose their accreditation. ‘The institutes are therefore advised to seek prior approval of advertisements carrying any reference of DORACC and its association with various national agencies. Institute should not advertise accreditation of aspects/courses not granted to them, cither directly or by implication: this covers those under consideration or expired or withdrawn.
