I WAS at Limketkai Mall on Sunday

when I left the mall
four hours later.
I’m one of the
owners of a billion-
aire coop and like
Raul Ilogon the thousands of
owner-members who
flocked to Limketkai Atrium, I was
there for the annual general membership
meeting of Ficco -- and, of course, for
our much awaited dividend.
Ficco is recognized as one of the
most successful and the biggest com-
munity cooperatives with 80 branches
spread all over the Philippines. That’s
a long way for a school-based credit
union, Ateneo Credit Union, organized
in 1954 by the late Fr. William Mas-
terson of Xavier University. In 1970 it
opened itself to Cagayan de Oro and
eventuality changed its name to First
Community Cooperative or Ficco.

many useful infrastructure projects.
But sorry guys, that huge taxpayers’
money went down the drain, licked
clean and dry by smarter but irrespon-
sible and corrupt officials. All projects
were either not completed or if claimed
to have been completed, have remained
unused to this day.
The projects, by the way, don’t
include those found in our respective
districts or areas. You have only to go
around and open your eyes to see small-

Kudos to energetic and approachable
CEO Ed Micayabas. The management
people and their staff are likewise
approachable with ready smiles and
ready-to-assist you attitude.Truly, Ficco
is member service-oriented.
Like in the many general member-
ship meetings in the past, I was there for
my dividend and updates. Little did I
know that I was in for a surprise. Ficco,
together with other coops, is taking
the lead in developing a water service
cooperative.
The feasibility study and blueprints
are done, and groundworks would fol-
low soon. Initially, it would start serving
the area of Bulua and Opol.
The water system is nothing new to
me. In my prime, I worked as a sales
engineer for the oldest trading American

Clutter is not only the dusty items in
the bodega. Stop, look, listen—anything
that emits negative vibes is also clutter.
Marie Kondo’s spring-cleaning guide—
Does it spark joy—is indeed enough as
you swim through loads of what may
only be trash.
Mama, my maternal grandmother,
and Tito Lolong were right after all in
living a simple life as they focused on
matters that truly mattered. We, the
younger ones, should have followed
their example right from the start, before
ending up with a collection of, hmmm,
piggies.
Holy Week will be the best time to
ponder on one more potential scratch
paper while considering the pros and
cons of wasting the precious space it
will occupy as it awaits to be written on.
There are people who throw away paper
the moment a portion of it is used sans
any thought on the merits of recycling.
And there are others who cut off the
unused part and store it for future use.
Encountering these scraps of scratch pa-
per daily does not exactly spark joy but
their owner’s environmental habits may
feed him with the horrors of trees being
cut down unnecessarily for paper that
won’t be recycled, with his conscience
unable to bear imagining a tree offering
its life for nothing.
Minimalism may look impossible for
one with loads of stuff until he realizes
all he has to do is to assess which item
he can live without.
If he’s still seriously contemplating
on storing unread and old newspapers,
convinced he will eventually find the
time to read them once he’s retired,
which is about ten years from now, he
must be having a severe case of attach-
ment blues.
Attachment is the enemy of mini-
malism. If you can’t let go of an item’s
sentimental value, then, your home will
be filled with things that don’t exactly
spark joy.
There’s this particular group of books
and magazines that I now use as refer-
ence. I thought I’ve already reviewed
each copy until I saw more in the cabinet
filled with books. It was an aha moment.
Aha! Naa man diay ni!
I bought these books and magazines
in preparation for something, and that
moment has arrived.
There are decisions we make out of
the blue when they feel right. I guess
that’s what Kondo feels, too, when an
item sparks joy for her.
A room with no clutter will definitely
spark joy. For now, though, as spring
cleaning is ongoing, the center table
is groaning with things for reading or
recycling. I may have to quit watching
Netflix and playing Homescapes and
Gardenscapes so I can focus on more
important things like, uh, tearing paper
into pieces.

The vanishing subsistence fisherfolk of Gensan

GENERAL Santos City -- The
subsistence fisherfolk who are eking
out a living in the once economically
bustling Sarangani Bay, used to be one
of the most dominant economic sectors
in the City of General Santos. Today,
however, they are the most neglected
sector, almost decimated as a primary
social and economic force in the city.
In fact, local government depart-
ments and offices do not have basic
statistical data or information about
them. This only goes to show that the
supposedly concerned apparatuses
and instrumentalities of the local
government do not include them in
any of their development plans and
programs.
As we all know, information and
statistical data are indispensable for
each and every governmental plan and
action. Without these basic statistical
data or information, the local govern-
ment can never contend that they are
working for the interest and welfare
of about 1,800 remaining subsistence
fisherfolk in General Santos City.
This is a pity. During this time and
age when government cannot provide
jobs for its people; when incidences of
unemployment are rising; and, worse,
when more and more people are losing
their jobs every day (it was reported
that about 500,000 workers had lost
their jobs in the whole country in
2017), it is supposed to be obligatory
for concerned agencies of the local
government to protect and develop Sa-
rangani Bay, which serves as the main
source of livelihood for thousands
of subsistence fisherfolk in General
Santos City.
There are actually so many
factors that cause the continued
decimation in number, and margin-
alization of, subsistence fisherfolk
in General Santos City. Foremost
of which, however, is their lack of
access to the city’s foreshore areas
and public easements, where they
could dock and keep their bancas af-
ter a grueling fish catching activities.
Big corporate ventures, to include
beach resorts owners, and moneyed
individuals in the city and elsewhere
have already privately appropriated
wider sections of the city’s foreshore
areas and public easements.
Under the law, a foreshore land (a
land located between the highest point
of the high tide and the lowest point
of the low tide); a foreshore area (a
ten-meter mass of land from the high-
est point of the high tide upward); and
a public easement (a 20-meter mass
of land from the tip of the foreshore
area upward) are not subject to private
appropriation either by purchase or
by lease. The intent of this law is to
ensure that the right of the people to
make use of these gifts of nature is
respected.
But before the Boracay and the
El Nido scandals took center stage,
big corporate ventures and resorts and
influential and moneyed individuals
had long secured certificate of titles
for the vast portion of foreshore lands,
foreshore areas and public easements
in General Santos City. Until today,
their illegal occupation of these sup-
posedly inappropriable public lands
remains unperturbed, owing to their
almost unbridled power.
Some of these areas are covered
only by lease contracts but since the
duration of such contract is either for
25 or 50 years, subject to unlimited
number of renewals, their control
and occupation of these public lands
are, operationally, a form of private
appropriation.
Worse, similar to the case that
resulted to the dismissal of Gwen
Garcia from the House of Represen-
tatives (HoR) by the Office of the
Ombudsman, some of the portions of
the sea within the Sarangani Bay are
also covered with certificate of titles in
favor of business entities and influen-
tial individuals.

the numbers of their spouses
or friends,” she said.
Jariol also explained that if
they cannot submit their num-
bers, their wages and others
are also affected and also will
be delayed.
Submissions of the names
are also made in large numbers
covering the whole local gov-
ernment units and number by
the thousands, Jariol said.
She then requested that
the submissions be made by
departments, instead of the
whole local government unit
so it would be less confusing.
She said there will also be
penalties imposed on the em-
ployers for delays in the remit-
tance of premiums which is 3
percent of the total premiums
per month.
The premium she said is
paid by both the employer and
employee, with the latter shar-
ing 1/3 of the total premium,
the employer sharing the rest.

premiums by the employer to
the System are according to
the last 2 numbers of the ID
number of the employer.
