LEGAZPI CITY -- After
President Rodrigo Duterte
on Thursday finally reached
Marawi City, fulfilling his
promise of visiting his men
and security forces, Bicola-
nos from all walks of life
- students, professors, gov-
ernment employee and the
ordinary folk, gave positive
reactions on Friday after-
noon.
Sally Altea, a govern-
ment employee from Legazpi
City in Albay, said, "It was
an unspoken statement of a
commander-in-chief willing
to risk his life and limb just to
be with his men at the thick of
the conflict".
Ken Tabuena of Bato, Cat-
anduanes, in a text message to
the Philippine News Agency,
said, "For me it was quite
remarkable feature to watch
how the President (Duterte)
went to Marawi City despite
the danger".
He added that despite the
weather condition, the Presi-
dent pushed through with the
visit to express his appre-
ciation for the dedication of
many brave soldiers who and
fought against the Maute ter-
rorist group.

Another year
to give service
to community
With the coming out of this issue,
BIKOL REPORTER, starts its 25th year of
public service in the field of community
journalism. Like other newspapers in the
region, we have always aimed high to
provide the expected prerequisites from
our readers. Thus, we never fail to adhere
closely to the code of ethics followed by
those identified with the press.
Following the concept of people
empowerment encouraged by the
established government, we constantly
publish information on current workings
of the bureaucracy. At the same time, we
never forget too, our responsibility in
airing the shortcomings of those in the
public service. For this is as it should
be if we must prove true to our original
commitment of regarding the constituents
of a given community as sovereign.
Because we also realize the value of
economic growth for our region, we give
adequate space to new business ventures
and their entrepreneurial priorities as often
as we can in our newspaper.
There is further an opinion page in
our publication which includes timely
editorials, sensitive columns and feature
articles. This provides us diversity in our
individual approaches to various problems
needing current attention.
To be adequately informed of the
important events happening in various
parts of the region, our newspaper serves
also as information outlets for important
news coming from all the six provinces
and seven cities of Bicol.
We consider our past 24 years in
community newspapering as a challenge
we have to grasp. For the publishing
business is not easy. There are the pitfalls.
Among these is how to come out regularly
that we may not be considered fly-by-night
tabloid.
Trust us always. For in the end, it will be
you who will be the ultimate judge of our
continuing endeavor to serve the public
right, at all times.

OFW REMITTANCES: Ahead of the

$2.31B - keeping monthly remittances
above the $2B level for the 16th straight
month. Cash remittances increased
from $2.19B a year ago, exceeding
the $2.08B in April, the latest Bangko
Sentral ng Pilipinas data (released last
week) showed. The growth in cash
remittances that month also reversed
the 5.9% drop posted last April 2017.
From January to May 2017,
remittances totaled $11.35B, up 4.5%
from $10.86B in the first five months of

will likely have to hold a “special
session” on the 22nd, a Saturday, as
Rody’s ML lapses the next day.
Rody will likely get the Congress to
agree with him in extending martial law
up till the end of this year.
It is difficult not to grant Rody the
extension he seeks mainly because no
matter how one dislikes martial law, it
can hardly be denied that Rody’s 60-
day martial law had not witnessed any
abuses that marked the Marcos martial
law years.
There will of course be the usual
naysayers who will oppose the
extension being sought by Rody.
However, their numbers are just
not enough to drown the majority
numbers that would likely grant Rody
the extension of martial law and the
suspension of the privilege of the writ
of habeas corpus in Mindanao until
December 31.
In his letter to Congress, Rody wrote
that the ongoing rebellion in Mindanao
would not be quelled on July 22, the
end of the 60-day martial law period.
“For this reason and because
public safety requires it, I call upon
the Congress to extend until 31st
December 2017 or for such a period of
time as the Congress may determine
the proclamation of martial law and
the suspension of the privilege of the
writ of habeas corpus in the whole of
Mindanao,” presidential spokesman
Ernesto Abella quoted the President as
he read his letter to Congress.
But Abella said Congress would still
have the final say on when martial law
would be extended.

Asia in the next three years..

law in Mindanao, he has to seek the
consent of the Congress.
Where is the misuse of power this
anti-Rody critic claims? He said a
martial law extension is “totally not
justified.”
Trillanes cited the report of the
Armed Forces of the Philippines
(AFP) over the weekend that the
number of the Maute group has gone
down to between 60 to 70.
“In other words, the people of
Mindanao would be inconvenienced
by martial law just to neutralize the
60 Mautes who are cornered in
Marawi,” Trillanes said.
“That’s just a whimsical misuse of
power. Then again, I have already
forewarned the public of Duterte’s
authoritarian tendencies and this is
another proof of it,” he said.
The trouble with Trillanes is that
he, a former navyman, does not
seem to know anything about a real
war and a war moreover with the IS-
allied Maute group, which is probably

The City Government of
Naga conducted a conversa-
tion and dialogue, Sunday
(July 16) afternoon, at the
Carolina Barangay Hall, to-
gether with the residents of
Barangay Carolina and Pan-
icuason, to conjointly discuss
and address the issue of fly
infestation that is plaguing
upland Naga.
Cases of families having
meals together inside a mos-
quito net set-up to drive away
the flies; dead flies gracing
cooked dishes being served in
school restaurants; stains left
by flies causing dirt and dis-
coloration on meat products,
clothes and utensils; and stu-
dents having hard times focus-
ing in study due to fly presence
in schools, among others, have
been reported as observed,
forcing the City Government
of Naga to take harsh, if not
considerable actions to address
the issue.
