GOV’T DEBT TO GDP: Despite the
weaker peso, the share of debt to Phl’s
economy improved in Hl following
a series of liability management
measures implemented by DOF. The
latest computations released by DOF,
showed the government debt-to-
gross domestic product (GDP) ratio
declined to 42.92% as at end-June
2017 from 43.41% same period last
year. Under DOF’s medium-term
fiscal program, debt-to-GDP ratio is
projected to sustain yearly declines to
fall to about 35% in five years or by
the end of the Duterte Administration.
The government debt as
a proportion of GDP dropped
continually from 52.4% in 2010
to 42.06% in 2016. The ratio is a
measure used by debt watchers to
assess government creditworthiness.
DOF data revealed that foreign debt
continued to decrease as the Duterte
administration keeps its bias towards
local borrowings instead of offshore
financing to siphon in domestic
liquidity. Bureau of Treasury reported

that many clerks, stenographers,

prosecutors are eager to take an
early retirement due to overwork
on marathon hearings of so many
illegal drug cases. This means that
the wheels of justice are functioning
in the Regional Trial Courts. Those
complaining that there is no justice
can watch and see the hearings.
In a democracy like ours, there is
due process of law that should be
followed and this is being done in
Courts.

As a retiree, I have plenty of times
to watch TV. I noticed that there is
one TV station showing the same
story of Kian de los Santos over and
over again for several days now even
on its sister radio station that puts
the blame on President Duterte’s
administration. Kian is the Grade 11
student who was killed by policemen
in an anti-illegal drug operation in
Caloocan last week. Senator Rizza
Hontiveros blames President Duterte
for this. Senator Manny Pacquiao
said he is against extra-judicial
killings, but asked “Did President

mance level and who have suffered difficulty in coping
up academic school because of slightly inferior intelli-
gence or learning ability. As part of commitment, teach-
er must embrace the reality that no man is a like’ and
everyone possess individual differences which is really
true what exactly learners are today. With this kind of
learners, teachers’ expertise and hard work must em-
ploy to help a child a better one.
There are so many ways on what to do with each kind
of individual in order to tap the objective of education.
Teacher must start where the child is. Mingle with him
by having a friendly conversation to understand the na-
ture where he came from. Make him feel comfortable
as much as possible. As you aroused the child inter-
est about something, that is your chance to present the
topic you want for him to learn. Little by little, under his
joyous time inject some learning that is easy for him to
understand. Encourage him to share his opinion about
something. Teacher must ensure and maintain the at-
tention gap and motivated environment or situations to
ensure additional information of the subject matters be-
ing instilled to the child. Always acknowledge him when
he answers well. Do not dwell on their mistakes but con-
sider these mistakes as valuable lessons to be learnt by
them.
There are also some research that have been found
successful in the management of these children such
as, organizing teaching procedures in harmony with
good mental principles; focusing the child’s attention
through positive suggestions and a positive classroom
atmosphere on acceptable social behaviour; allowing
the children to plan activities within their range of inter-
est and abilities; using such techniques as social drama
for the purpose of developing insights in practical life
situations; and organizing self-determining activities to
give children practice in the independent management
of their affairs.
In order to be successful in handling such learners,
teacher must have determination, positive attitude, sym-
pathy and genuine love for the pupils to change toward
ultimate goals.

MOA on Isarog Watershed inked

NAGA CITY – With its
mandate to protect, man-
age, develop and conserve
the Mt. Isarog Natural
Park (MINP) in Camarines
Sur, the Metro Naga Water
District (MNWD) had the
Naga City Police Station
as its newest stakeholder in
the collaboration to protect
and conserve the MINP.
On Aug. 7, the Naga po-
lice and the MNWD signed
a memorandum of agreement
(MOA) to firm up the coop-
eration and collaboration be-
tween the two entities.
MNWD Board Chairman
Jorge T. Palma said the MOA
intends to address the protec-
tion, conservation and reha-
bilitation of a portion of the
MINP watershed specifically
situated within the headwa-
ter sources of Kalinisan and
Nabuntulan Springs in Ba-
rangay Panicuason, Naga
City.
“The purpose of the MOA
signing is the protection of
the 356 hectares of watershed
of which the signatories are
the Department of Environ-
ment and Natural Resources
(DENR), LGU Naga and the
MNWD. We started with only
five stakeholders helping
together, however in 2015-
2016, the board and manage-
ment of MNWD in collabora-
tion with LGU Naga worked
hard in getting more than 20
stakeholders, and last year,
it’s already 30,” Palma said.
He also added that the
board’s objective this year
is to at least have about 40
stakeholders helping and col-
laborating to protect the Mt.
Isarog Natural Park together
with their mandates of reha-
bilitating and developing the
watershed for sustained wa-
ter supply within the area of
jurisdiction of Naga City in-
side MINP.
As partner, the PNP-Naga
will ensure public safety and
peace within the eco-tourism
area to promote friendly at-
mosphere for the public.
They will also support its
partners’ efforts to protect
and rehabilitate the MNIP
thru unit participation, con-
duct patrol within the periph-
ery of the Naga City protect-
ed areas, and collaborate or
integrate programs to uphold
eco-tourism and community
development.
Mayor John G. Bongat
expressed his commendation
and support to MNWD’s var-
ious programs and projects
in engaging the different sec-
tors of the community on the
protection of the Mt. Isarog
Natural Park.
“If there is a stakeholder
that should protect the MINP,
it should be the city gov-
ernment of Naga because it
forms part of the territorial ju-
risdiction of the City of Naga.
It forms part of Barangay
Panicuason. That is a fact,
and of course because of the
privilege granted to MNWD
to tap water resources within
the MINP through the Ka-
linisan and the Nabuntulan
Springs,” Bongat explained.
He lamented that since the
city lacked the luxury of sur-
face water, MNWD has been
drilling here and there to be
able to tap ground water for
over a period of two decades
already, which has affected
the availability and access
to water by the residents
through the jetmatic pump
system.
“So, there’s an urgent need
to really protect the MINP
because one of the best ways
to really protect and preserve
the water resources of our
city is through the 364 hect-
ares Panicuason protected
area. Hence, it is important
for us to talk to each other
and engage different sectors,
particularly the residents
within and around the pro-
tected area and how they will
be active partners of the city
government and the MNWD
in the conservation of the wa-
tershed through tree-planting
and other programs and proj-
ects on the conservation of
the spring and ground water,”
Bongat added.
In closing, Bongat said
that the MOA signing was a
giant step towards the real-
ization of that objective “for
us to have a conscious effort,
not just because we are in the
government or the MNWD,
but on how we can educate
the people.”
He thanked MNWD for
engaging more partners in
ensuring a sustainable water
supply, saying water should
