SUMMARY
Solar panel project was premeditated to recommend a plan for a solar installation for the
Southern Luzon State University-Tiaong Campus. As we all know, the cost of electricity are
included in the government budget. It is predictable that electricity will continue its increase by
the next years with the newly constructed buildings. Proposal suggests the usage of natural
resources known as the solar energy. It is an alternative source of electricity to minimize the cost
of expenses of the university.

Solar has become one of the fastest growing renewable energy sources. Solar provides an
admirable solution to the issue of our diminishing limited resources. The use of solar energy as
an electricity can help to lessen global warming and prevent climate change. Solar panel is a type
of renewable energy that is always available and free. Its usage can be a great value; it just needs
implementation for us to see its importance and its help not only to us but also to the
environment and to our world in general (Hantula, 2010). For many years, the most common use
for solar panels was to provide electric power for satellites. Currently solar panels provide energy
to private residences, business and cities with large scale demands (Encyclopedia, Britannica,
2006).

The word photovoltaic combines two terms: photo meaning light and voltaic meaning
voltage (Encyclopedia Britannica, 2006). A photovoltaic system uses photovoltaic cells to
directly convert sunlight into electricity. Photovoltaic cells are essentially a specially designed
diode, usually made of silicon crystal. A diode is an electronic device that restricts current flow
to one direction. The electrons flow from the cathode (positive layer of diode) to the anode
(negative layer of diode) (Encyclopedia Britannica, 2006). When light enters the exposed active
surface, it jars electrons loose from their sites in the crystal. The electrons that have enough
energy to go through the diode cannot return to positions on the other side, without passing
through an external circuit (Encyclopedia Britannica, 2006). The current generated from the cells
is small and the voltage is low, and therefore they must be connected in “large series-parallel
arrays” (solar panels) in order to produce useful amounts of energy. Typical solar panels of this
kind are about 10% to 15% efficient in converting light energy into electrical energy.

The total expected budget for the project is ranging from 1.3 million pesos to 2.8 million
pesos.

INTRODUCTION
CMC Solar Power Company (CMCSPC) specializes in the design and installation of
renewable energy systems. We provide an alternative, sustainable power source for residential,
commercial and government clients. CMCSPC offers outstanding service using high quality
products delivered at competitive prices.

We make clean energy available to homeowners, businesses, schools, non-profits and

government organizations at a lower cost than they pay for energy generated by burning fossil
fuels like coal, oil and natural gas. We carry everything you need for your renewable energy
project. We are constantly evaluating new products and manufacturers to offer the best package
to the environmentally and energy conscious public.

Solar electricity is generated from sunlight shining on solar panels. This is diverse to
solar hot water or solar heating system where the power of sun is used to heat water on air. Solar
panels contain solar which is now the most effective way to generate electricity (Boxwell, 2012).
Photovoltaic contains cells that work to convert light into energy by using electric fields.
Photovoltaic (PV) is clean energy from the fuel source that belongs to all of us, the sun.

NEEDS/PROBLEMS
One of the reasons why Southern Luzon State University-Tiaong Campus expenses are
increasing is because of electric bills. With the current bloom of technologies such as computers,
laptops, smart phones, devices, couple of appliance and offices that air-conditioned, electric bills
will undoubtedly increase. The new enrollment system and the newly constructed building are
also factors that affect the increase of electric bills.

Climate change is an immense problem not only in the Philippines but also in other
countries. With the present industry, the world’s natural resources are depending on power
generation. The use of most machines in our world today causes emissions that have negative
effects on environment. These machines emit large amount of heat that are not environmental
friendly that causes greenhouse gases in our atmosphere and causing climate change and other
substantial problems for the environment. Not to mention, the large power generating industry
itself which produces not only extensive amount of heat, but also noise and waste.

GOALS/OBJECTIVES
Installing solar panels can reduce your university’s electricity bill significantly. In many
places, the cost of solar electricity is the same or lower than what you are currently paying. There
are many reasons why one should make photovoltaic cells and solar energy a part of their daily
life, but the major incentive is that this will protect the environment.

 By going solar your university can also protect against rising electricity cost and
guarantee years of saving money and making budgeting easier.

 Universities will create an energy-and-sustainability-conscious student body. Also, with

solar systems, students are able to see first-hand sunlight is converted to electricity. Solar
installations can be included at school’s academic programs for better improvement of the
students.

 Solar power is a renewable substitute for fossil-fuel-burning power plants which emit
greenhouse gases that lead to global warming. Solar power provides energy reliability.
Solar power provides energy reliability. According to Shahan, solar power is the
extremely reliable source of energy because the rising and setting of the sun is consistent.
We know when it will rise and set everyday of the years (Shahan, 2013).

PROCEDURES/SCOPE OF WORK
The proposal covers a foreword to solar energy, how it can be a substitute source of
electricity, and how it will benefit universities, its students, faculty and staffs. It encompasses the
installation process of solar panels, where should they be located, how much electricity they can
produce, how much will be the needed budget for the project, how long would they last, and how
the project should be manage by the staffs?

The university should authorize a staff of the project for procedure. On this stage, each
committee members must have a plan of where the solar panels must be installed. The proponent
suggest that they must study all factors that would affect the efficiency of technology such as the
plan must specify the observation of the amount of solar irradiance or sunlight per infrastructure
and the angle where it gain more energy. First, the committee should test a solar panel model on
the chosen building and observe its effectiveness. Then, the committee should hire electricians
for the installation of the solar panel. After the installation of the solar panel, the staff should

assign personnel who will manage the project. It must be professional electricians that have
knowledge with the solar panel. After this, the chosen personnel should be trained on how to

manage the technology such as troubleshooting and fixing minor problems that might encounter
in the future. Lastly, the maintenance should provide on a daily routine checking and monitoring.

EVALUATION
After implementing this proposal, a great impact on university, students, faculty,
employees, and the environment will be attain. The university prevents increase of expenses and
giving the students awareness of the existence of such technology. Also, faculty and staffs will
increase salary because this technology might open opportunities to those who need additional
sources of income. It also benefit the university by being the first to use this kind technology, the
university will become a role model to other universities because it promotes eco-friendly
projects. Thus, we can already help our environment by reducing greenhouse gasses emission
and preventing climate change.

The committee is the one who will do the monitoring and evaluating of this project.
Electricity operating costs are billed every month. This proposal should be looked into right
away but systematically so that the future enrollees of next semesters will not be troubled by the
impractical expenses our university has today.
